Jamestown (CSi) The Jamestown City Fire Department responded to a garage fire at 10:57 a.m., Wednesday at 113 5th Avenue, Southeast.
The fire was declared out at 11:07 a.m.
City Fire Lt. Sheldon Mohr says minimal fire damage was sustained, and no other structures were involved, with the cause listed as ‘juvenile fire play.’
No injuries reported with 24 fire fighters, and four city fire units on the scene a half hour.
Jamestown (CSi) An investigation into the theft of property in Jamestown storage unit break-ins has netted the arrest of four individuals, charged with burglary and theft of property.
Charges were filed May 28, 2015, in Southeast District Court in Jamestown.
Jamestown police Detective Leroy Gross said most of the items taken from the Jamestown storage unit break-ins between August 2014 and April 2015, were recovered in Crow Wing, Morrison and Cass counties in Minnesota.
One of the individuals, 38 year old Casey Allan Tice, is facing 25 charges filed May 28, 2015, in Southeast District Court in Jamestown. Tice is charged with 22 counts of burglary, Class C felonies, and three counts of theft of property, with one being a Class B felony, one a Class C felony and one a Class B misdemeanor.
30 year old Cassie Hatch, was charged with three counts of burglary, Class C felonies, and theft of property, a Class B misdemeanor.
26 year old Barrett Hieb, was charged with burglary and theft of property, Class C felonies, and theft of property, a Class B misdemeanor.
Tice is currently housed in the Crow Wing County Jail in Minnesota. Hatch and Hieb are free on bond.
28 year old William Billingsley, pleaded guilty on May 28 to theft of property, a Class B misdemeanor. He is serving 30 days in the Stutsman County Correctional Center.
Tice allegedly broke into 25 storage units around Jamestown between August 2014 and April. He allegedly received help from Hatch, Hieb and Billingsley at different times during the break-ins.
The maximum penalty for a Class B felony is 10 years in prison and a $20,000 fine. The maximum penalty for a Class C felony is five years in prison and a $10,000 fine. The maximum penalty for a Class B misdemeanor is 30 days in jail and a $1,500 fine.
Jamestown Police, and the Stutsman County Sheriff’s Office received help from law enforcement agencies in the Minnesota counties and the St. Cloud, Minn., and Brainerd, Minnesota., police departments.
Authorities were able to find Tice through information provided by the community, and helped locate items stolen from Jamestown in Brainerd, which led to finding Tice in Crow Wing County.
The investigation is continuing into unsolved cases, and additional charges may be filed.
If anyone has had items taken from his or her storage unit over the last year, contact Gross at 252-2414 or Falk at 251-6200 to come in the Stutsman County Law Enforcement Center and look at the unclaimed stolen property.
Jamestown (CSi) The Jamestown/Stutsman Development Corporation (JSDC) CEO, Connie Ova says, work at the CHS fertilizer plant at the Spiritwood Energy Park is now including pilings being installed by Bechtel Corporation, that will also be involved in construction of the crew camp near the construction site.
On Wednesday’s Wayne Byers Show on CSi Cable 2, Ms. Ova said options on providing the plant with water are still being weighed.
She pointed out that a trans-loading business will assist in off-loading construction supplies, adding that a re-bar business, that will supply construction material at the site, may be interested in locating in the park.
Ms. Ova added that the JSDC Board approved transferring administration of three lots in the I-94 Business Park to the city of Jamestown for sale to Magnum, which is planning to construct a freight terminal on the property with the project work starting later this summer.
The JDSC Board also approved transferring the remaining four lots in the I-94 Business Park to city control for possible future sale.
She added that the JSDC Board of Directors has approved a 5 percent increase in operating expenses. The budget for 2016 is now set at $457,000 compared to $436,000 for this year.
Ms. Ova said, new employees will have health insurance packages that will add to the budget.
The increase includes 5 percent increases in salary and benefit expenses and preserves the marketing budget at $35,000. The recruiting budget, which is used to attract new workers to the Jamestown area, was reduced from $34,000 to $30,000.
The JSDC budget will now move to the Jamestown City Council and Stutsman County Commission for final approval.
Meanwhile Stutsman Rural Water District is continuing plans for a water reuse plant to provide industrial water to the planned $3 billion CHS nitrogen fertilizer plant at Spiritwood, at a site to be determined.
One building would process greywater from Cargill Malt, Dakota Spirit AgEnergy and Spiritwood Station before mixing it with water from the Spiritwood and Jamestown aquifers and filtering the combined water.
The water would then move to the second building, a plant operated by CHS, which would then purify the water to meet its needs.

Lt. Joel Vettel says the incident happened around 12:30 p.m. Wednesday. Vettel says the man told police several people pushed their way into his apartment and demanded money.
Vettel says the suspects drove away from the scene and were chased by friends of the victim. The vehicles ended up crashing near Interstate 94. At that point, some of the suspects fled on foot, while another one left in a blue 2006 Pontiac G6 with the North Dakota license plate JTN-725.
This isn’t the first incident in which this group of suspects is believed to be involved. Vettel says the home invasion is connected to series of incidents in Fargo.

MINOT, N.D. (AP) – Authorities have identified a man whose body was found in a burned-out pickup truck in Minot.
The Ward County Sheriff’s Office on Wednesday said the pickup and the body of 73-year-old Dennis Leith, of Norwich, were discovered about 10 a.m. Tuesday. The fire was already out, and authorities believe the blaze occurred sometime during the preceding night.
Leith’s body was sent to the State Medical Examiner’s Office in Bismarck for an autopsy. The sheriff’s office says no foul play is suspected in this case.

DEVILS LAKE, N.D. (AP) – The North Dakota Highway Patrol has released the identity of the 85-year-old man who died after his pickup truck collided with a semi on U.S. Highway 2 near Devils Lake.
The Highway Patrol on Wednesday identified the man as 85-year-old Larry Lindberg, of Perth, North Dakota. He was pronounced dead at the scene of the crash Tuesday, about two miles west of Devils Lake.
Authorities say Lindberg was driving a Chevrolet pickup truck around 10:30 a.m. Tuesday when it collided with the driver’s side of the semi-trailer. The Highway Patrol says Lindberg was not wearing a seatbelt.
The 63-year-old male driver of the semi was not injured. His trailer has moderate damage.
FARGO, N.D. (AP) – Fargo police say someone targeted a laser pointer at an airplane when it was about 12 miles south of Hector International Airport late Tuesday.
Sgt. Tom Shaw says the pilot reported the incident to the Federal Aviation Administration tower at the airport, and police were notified. Officers searched the estimated location of the laser pointer but found no one.
Lasers pose a safety risk to planes because they can temporarily blind pilots. Pointing a laser into the cockpit of a plane carries a maximum punishment of five years in prison and a $250,000 fine.
BISMARCK, N.D. (AP) – A dollar store employee in Bismarck is accused of stealing a customer’s credit card and going on a spending spree.
32-year-old Michele Laroche faces a misdemeanor theft charge in city court and a felony theft count in state court that carries a maximum punishment of five years in prison.
Authorities allege that Laroche took a credit card belonging to a customer while working at a Dollar Tree store, and put unauthorized charges on the card.
Court documents do not list an attorney for Laroche, and a home telephone listing for her was not in service Wednesday.
BISMARCK, N.D. (AP) – A fund aimed at conservation and recreation projects in North Dakota has fallen short of its two-year $30 million cap, due in part to slumping oil prices.
The North Dakota Outdoor Heritage Fund established two years ago by the Legislature was to receive up to $15 million annually from a percentage of oil and gas production taxes.
The North Dakota Industrial Commission awarded about $4.4 million for 19 projects on Wednesday in the final grant round of the current two-year budget cycle.
The approval bumped the total spent this biennium to about $23.5 million for more than 80 projects.
The goal of the fund is to restore land affected by energy production and to develop such things as fish and wildlife habitat and outdoor recreation areas.
BISMARCK, N.D. (AP) – A legislative panel has decided to reconvene the entire Legislature next week to consider a budget bill that was left unresolved by lawmakers.
The 17-member Legislative Management panel voted Wednesday to call the Legislature back on June 16.
On Monday, a special committee reached a tentative deal on the unresolved budget bill, agreeing to add one lawmaker from each party to the North Dakota Public Employees Retirement System board.
The session ended in April two days short of the maximum permitted under the state constitution.
It’s the first time the Legislature has called itself back into session since lawmakers gave themselves that authority 20 years ago.
MINOT, N.D. (AP) – Minot-based Trinity Health says it intends to become part of Montana-based Billings Clinic RegionalCare – a move that will include a new medical campus in Minot.
The two parties hope to finalize the partnership before the end of the year. Terms weren’t disclosed. Trinity will keep its autonomy and maintain its staff members.
A timeline for the new medical complex in southwest Minot is still being finalized.
Trinity President John Kutch says the agreement will help ensure “the long-term stability and continued health care choice for the people of North Dakota and eastern Montana.”
The nonprofit Trinity Health system in northwestern North Dakota was founded in the 1920s. Billings Clinic RegionalCare is a joint venture between Montana-based Billings Clinic and RegionalCare Hospital Partners, a national hospital system.

FARGO, N.D. (AP) – The North Dakota State University softball team is ranked in the Top 25 in the nation in both final national polls.
The Bison are No. 24 in the ESPN.com/USA Softball poll and tied with Notre Dame for No. 25 in the USA Today/National Fastpitch Coaches Association poll. Repeat national champ Florida is No. 1 in both polls.
The Bison finished the season with a 45-11 record, the most wins since 2002, and made their sixth appearance in the NCAA tournament in seven years. They made it to the championship game of the Eugene Regional before falling to tournament No. 2 seed Oregon.
The last time NDSU finished the season ranked in both polls was 2009, at Nos. 18 and 21.
BISMARCK, N.D. (AP) – State wildlife officials plan to stock a record number of walleye lakes in North Dakota this summer.
The state Game and Fish Department says 130 waters are scheduled to receive a share of 9 million fingerlings in the coming weeks.
Fisheries production and development supervisor Jerry Weigel says officials need every available pond at the Garrison Dam and Valley City national fish hatcheries to meet the demand for fingerlings.
Weigel says the growth of walleye lakes is directly correlated to the increase in the number of public fishing waters in the state. He says the department now manages about 420 waters and 346,000 acres, excluding the Missouri River System.
The department in the past five years has stocked more than 48 million walleye fingerlings in waters around the state.

IRBIL, Iraq (AP) – Officials say an American has been killed fighting alongside Kurdish forces against the Islamic State group in Syria. Keith Broomfield is likely the first U.S. citizen to die fighting alongside them against the extremists. A Kurdish fighters group says Broomfield was killed in battle a week ago near a Syrian border town. The State Department confirms his death, without providing any details about the circumstances.
WASHINGTON (AP) – The first objective will be to recapture the city of Ramadi from Islamic State fighters. An additional 450 U.S. troops are headed to Iraq to train and assist Iraqi forces in reaching that goal — and in reversing other gains recently made by the militants. The U.S. troops won’t have a combat role. The White House says Obama made the decision at the request of Iraq’s prime minister, and based on advice from Pentagon leaders.
McKINNEY, Texas (AP) – National and local civil rights leaders want a former North Texas police officer to be criminally charged for his actions last week while responding to a disturbance at a community pool. They told reporters today in the Dallas suburb of McKinney that it’s not enough that David Casebolt has resigned from the McKinney police force. They say he needs to be charged for wrestling a black teenage girl to the ground. Casebolt, who is white, resigned Tuesday after facing heavy criticism following his actions Friday.
DANNEMORA, N.Y. (AP) – State police say more than 50 digital billboards in New York, New Jersey, Massachusetts and Pennsylvania are displaying mugshots and information about the two men who escaped from a northern New York prison. Troopers say the billboards are part of a continuing effort to notify the public of the escape and generate new leads in the case. The billboards feature information about Richard Matt and David Sweat. The convicted murderers were discovered missing from the Clinton Correctional Facility in Dannemora early Saturday.
PHOENIX (AP) – Three men are dead after an exchange of gunfire between groups of people in a park in Phoenix Tuesday night. Authorities say dozens of others escaped injury as about 20 shots were fired. Investigators are trying to determine who did what, and whether others were involved.
