Jamestown (CSi) The Jamestown Rescue Squad was called to the Titan Machinery water tower site, near Jamestown,  Thursday afternoon,  at 4:40-p.m., when a worker inside was reported in need of medical assistance inside the tower.

The Stutsman Rural Water District water tower stands 150 feet high.

Medical first responders were unable to reach the victim, who had trouble breathing and had no feeling in his legs, and was unable to climb out on his own from a sitting position.

The rescue squad used a construction cart while tethered by safety harnesses, and a Stokes stretcher was sent up on a line. The victim was secured, and a crane belonging to Dan Poland Machine Inc., that was escorted to the scene, by Jamestown Police, assisted the victim to the ground.

Firefighter, Josh Smaage was lifted about 150 feet off the ground. Lt. Mark Urquhart and Lt. Sheldon Mohr transffered the worker to a waiting medical personnel on the ground.

No information was immediately available on his condition, but he was conscious, when Jamestown Area Ambulance Service transported him to JRMC.

No other information, including his name and what caused the medical condition, was immediately available.

 

Jamestown, (CSi) The Jamestown City Council’s Police & Fire. and Public Works Committee’s met Thursday evening at City Hall. Council Member Brubakken was not present.

Police & Fire Committee business:

The commttee recommends introducing the first reading of an ordinance to amend and re enact Section 15-42 of the City Code pertaining to group day care facilities, with 30 children, and outlines square footage, for a group of 30. City Fire Chief Jim Reuther said there is an interest in Jamestown of having a daycare center of 30 or more. A group day care facility may NOT be in a house. Reuther said the Ordinance would be in line with the North Dakota Century Code.

Jamestown Police Detective Leroy Gross addressed the committee, with a proposal concerning wages, and training officers.

The police department has three training officers, who ride with new officers, and have additional duties.

He said some new Jamestown officers have yet to complete the Police Academy program, due to the timing of the training available.

He added that wages need to be adjusted to attract and retain officers.

Officer Sid Mann added that more staff is needed, with three officer vacancies in the department.

Gross said an exit interview is needed, and be reviewed.

Mayor Andersen said city officials need to have conversations with the police department, and make studies, before budget time later this summer.

The committee will be comprised of City Council Member Charlie Kourajian, along with City Administrator Jeff Fuchs, Deputy Auditor Jay Sveum, along with Police Chief Scott Edinger.

Public Works Committee business:

The committee recommends re- packaging of the Traffic Controller Request For Proposals due to BNSF Railroad Safety Project Implications. The location is at First Avenue, and First Street. Another replacement is planned at 10th Street Southeast, and 4th Avenue Southeast.

The committee considered proceeding with change order repairs from RTS Shearing, concerning storm sewer repair issues.

The committee recommends moving the issue to the City Council without recommendation pending whether the action will be a change order, or a proposal for bids.

Discussion was held relative to a proposed roadway easement adjacent to Scherbenske Industrial Addition (27thAvenue SE).

The committee recommends city attorney and city engineer contact Bloom Township and private property owners, to reach an agreement.

Discussion was held regarding a request to allow Jefferson Bus Lines access across and through the City Hall parking lot (west side). Charlie Kourajian said a proposed bus station is at the garage located at First Congregational Church with access from the north using the alley behind City Hall, and exiting at the south end of the alley. Mayor Andersen said the alley would receive wear and tear, from the bus traffic, and City Administrator Fuchs added that the south exit would be a tight turn for the bus, especially when school is in session with parked cars on Second Street.

Mayor Andersen moved to deny the request which was passed.

 

The committee considered tabling a request to vacate 11 th Avenue NE/1400 Block, adjacent to Lot 6, Block 4, Leapaldt Addition, Replat of Block 4; Part of Lots 7 & 8 Less N.102.5’ of W.233’ & S.72.75’ of N.175.25’ of W.200’, Replat of Lots 7 & 8, Block 4, Leapaldt Addition, Replat of Block 4; and Lot 1, Block 1, Leapaldt 2nd Addition, to the City of Jamestown, Stutsman County, North Dakota. Clarice Liechty who is planning building construction, requested the city look at the area before tabling, asking for vacation of the road. Mayor Andersen added that the fire department should look at the area for fire truck access.

The committee recommends sending the item to the City Council without recommendation, pending when fire truck access is determined.

The committee recommends awarding a bid for the construction of Sanitary Landfill Cell 3B W at the Municipal Solid Waste Landfill to the low bidder, Scherbenske at $377,115.

Informational:

The draft RFP relating to training & development at the Water Treatment Plant will be presented during budget hearings.

The committee recommends Change Order No. 3 & Final to Swanberg Construction, for construction on the Pump Station Improvements Project, DWSRF Project No. 4700498-05, for a net increase in the contract price of $15,680.29.

Jamestown (CSi) The Buffalo City Church has been established in Jamestown, a new community-centered church plant sponsored by the Evangelical Free Church of America (EFCA) Buffalo City Church is “a group of followers of Jesus organized in the Jamestown community, and how God is working in the region at-large.”

More plans will continue to be developed over the next few months.

On Thursday’s Wayne Byers Show, on CSi Cable 2, Pastor Mark Reeves, and Co-Pastor, Caleb Drahosh explained that the church membership consists of “community groups,” that meet weekly in homes.

Later this year a formal church location is hoped to be established for Sunday worship, with plans for the launch in late September of early October this year.

Caleb pointed out that the church is a “life transformation,” experience with the goal of multiplying congregations.

Valley City (CSi) On Tuesday, June 30, 2015, at 11-a.m., U.S. Senator, John Hoeven will join North Dakota National Guard officials to break ground on the North Dakota National Guard Vehicle Maintenance Shop, at 2135 7th Street, Southeast, in Valley City.

In December, Hoeven toured the maintenance center to discuss its constraints and review plans for the new facility. As a member of the U.S. Senate Appropriations Committee, Hoeven worked to include the necessary funding in the 2015 Omnibus Appropriations legislation.

 

FARGO, N.D. (AP) – A judge says money from an auction sale of equipment belonging to two North Dakota brothers convicted of farm fraud should be turned over to the government.
 
     A jury in December convicted Aaron and Derek Johnson of conspiring to receive illegal payments, after they were accused of intentionally destroying potatoes to collect federal crop insurance payments. They were sentenced to prison and ordered to pay back more than $900,000. 
 
     Prosecutors say equipment sold last week at an auction near Northwood included a tractor, RV and two pickup trucks.
 
     U.S. District Judge Ralph Erickson ordered the government to seize the proceeds from the sale and find out if any other creditors have a stake in the property.
 
     Public defender Neil Fulton, who represents Aaron Johnson, was not immediately available for comment.

 

FARGO, N.D. (AP) – Officials say a man in Fargo accidentally shot himself twice in the leg with a handgun.
 
    The  man allegedly fired a .22 caliber handgun while in his car. The bullets did not leave his car.
 
     The man is facing charges of having a loaded handgun within city limits, having a concealed weapon without a permit and having a loaded handgun in a vehicle.
 
     The severity of his injuries is unclear.

 

 BISMARCK, N.D. (AP) – Republican members of North Dakota’s congressional delegation say they will continue the fight to repeal the Affordable Care Act despite a Supreme Court ruling upholding a key part of it.
 
     Senator John Hoeven (HOH’-ven) and Representative Kevin Cramer say President Barack Obama’s health care overhaul is a bad law that needs changing. Hoeven says the law is “increasing costs, reducing patient choice and burdening our economy.”
 
     The Supreme Court’s decision Thursday means more than 14,000 low- and moderate-income North Dakota residents will retain health insurance premium subsidies provided through the Affordable Care Act.
 
     Democratic Senator Heidi Heitkamp (HYT’-kamp) says the law should be improved but not repealed. She says “some parts of the health care reform law work.”
 
     North Dakota is one of 34 states where the federal government is running the health insurance marketplaces. Opponents argued that health care subsidies can only be given in states that have their own marketplaces.
 
     State data show 16,222 people signed up for health insurance in North Dakota using the federal insurance marketplace in 2015. Of those, 14,115 were eligible for premium subsidies.
 
     Losing the subsidies would have significantly spiked premiums.
 
     Federal data show the average monthly premium for an individual with subsidized insurance is $141, versus $369 a month without a subsidy.
 

 BISMARCK, N.D. (AP) – North Dakota Tourism is offering a $750,000 matching grant to tourism attractions that can draw more visitors to the state. 
 
     The 2016 Tourism Infrastructure Grant Program’s purpose is to provide funding for new tourism operations to attract visitors from outside North Dakota+ for at least one overnight stay. 
 
     The money can be used to build a new visitor attraction, expand attractions or offer new support services for visitors. 
 
     Funds cannot be used for marketing or ongoing operating expenses. 
 
     The North Dakota Legislature appropriated $750,000 for the program during the 2015 session. 
 

 FARGO, N.D. (AP) – Fargo-based RDO Equipment Co. has acquired three John Deere stores in Montana.
 
     RDO officials say the stores are the first John Deere dealerships for the company since 2010 and the first expansion into western Montana. The deal includes stores in Missoula and Kalispell, and a service center in Ronan.
 
     RDO currently has John Deere construction stores in Billings, Bozeman and Great Falls.
 
     The three stores were purchased from Triple W Equipment, which supports forestry customers. It currently has 55 employees.
 
     RDO Equipment Co. was founded in 1968. It has more than 75 locations across the United States.

 

 WILLISTON, N.D. (AP) – A Swiss company planning a $500 million development on Williston’s outskirts will need permission from the city, whose mayor isn’t happy about the chosen site.
 
     The Williston Herald reports that the city has exercised its 1-mile extraterritorial jurisdiction, which will include the site that international real estate company Stropiq has chosen for its Williston Crossing project.
 
     Mayor Howard Klug has said he wished Stropiq had chosen a site within existing city limits. But he says the move to exercise extraterritorial jurisdiction isn’t aimed at just the Williston Crossing project. He says if the city eventually annexes the land, it wants the area to measure up to city standards.
 
     Stropiq co-founder Terry Olin says he’s confident the city ultimately will approve the chosen site for the project.

MINNEAPOLIS (AP) – The Minnesota Timberwolves have acquired hometown kid Tyus Jones from the Cleveland Cavaliers for two second-round draft picks this year and another one in 2019. The Cavaliers chose Jones with the 24th overall selection. They shipped the Apple Valley native to the Wolves for pick Nos. 31 and 36 and the 2019 second-rounder.

Freshmen went 1-2-3 in the NBA draft. In addition to the Timberwolves selecting Karl-Anthony Towns with the first pick,  Ohio State freshman point guard DeAngelo Russell went to the L.A. Lakers with the second pick and the Philadelphia 76ers used the third pick to take 6-11 Duke center Jahlil Okafor (jah-LIHL’ OH’-kah-fohr).  
 
  The New York Knicks selected Latvian forward Kristaps Porzingis (pohr-ZIHN’-gihs) with the fourth pick of the NBA draft. The 19-year old is 6-11, 220 pounds but his selection was greeted with groans and catcalls from some Knicks fans in attendance at the draft at Barclays Center in Brooklyn.

 

 UNDATED (AP) –  The Washington Wizards are acquiring Kansas freshman Kelly Oubre (OO’-bray) in a trade with the Atlanta Hawks, who selected the small forward with the 15th overall pick in the NBA draft.
 
     The Wizards are sending the 19th overall choice, which turned out to be Notre Dame guard Jerian Grant, along with two future second-round picks, to Atlanta in the deal.
 
     The Hawks then traded the rights to Grant to the Knicks, who traded Tim Hardaway Jr. to the Hawks.

 The Memphis Grizzlies have acquired forward Matt Barnes from the Charlotte Hornets for guard Luke Ridnour, who later was sent to Oklahoma City. The Thunder say they had acquired Ridnour and a conditional 2016 second-round draft pick from Charlotte for guard Jeremy Lamb.
The 35-year-old Barnes averaged 10.1 points and 4 rebounds for the Clippers this season. The Hornets acquired the 6-foot-7 forward along with center Spencer Hawes last week for guard Lance Stephenson.

 ST. PAUL, Minn. (AP) – The Minnesota Wild will host Stanley Cup champion Chicago three times this season. The Wild start the regular season at Colorado October 8th before facing St. Louis in their Saturday night home opener October 10th.      MINNEAPOLIS (AP) – The Minnesota Twins have promoted right-handed pitcher Alex Meyer. The Twins say they’ll recall Meyer from Triple-A Rochester prior to Friday’s game at Milwaukee. Meyer will replace Michael Tonkin in the bullpen. Meyer was acquired by the Twins before the 2013 season in the trade that sent center fielder Denard Span to Washington.

PARIS (AP) – A security official says the body found near the site of the explosion at a French gas factory was not decapitated by the blast. The head was found posted on the gate at the entrance to the factory in southeastern France. Two flags with Arabic inscriptions were found at the scene. French officials say two men crashed a car into gas canisters, touching off the explosion. Authorities say there’ve been multiple arrests.
 
     ROME (AP) – Police in Rome say they’ve made a terrorism arrest. They say the Pakistani man in custody is suspected of helping organize the 2009 attack on a market in Peshawar that killed more than 100 people. It’s part of a decade-long investigation into an Italy-based terror network with ties to al Qaida.
 
     CHARLESTON, S.C. (AP) – A college arena in downtown Charleston, South Carolina, is the scene today of a funeral for the pastor of the Emanuel African Methodist Episcopal Church where he and eight others were shot and killed. President Barack Obama will deliver the eulogy for Rev. Clementa (kleh-MEN’-taye) Pinckney, who was also a state senator. Obama is also expected to pay tribute to the other eight victims.
 
     BRUSSELS (AP) – European Union leaders and NATO’s secretary-general are discussing emerging challenges to European security, including from Russia and from Islamic radicalism in North Africa and the Middle East. Of the 28 EU member countries, 22 also belong to NATO. NATO and the EU, both based in Brussels, have increasingly been coordinating their actions.
 
     MARIETTA, Ga. (AP) – A Georgia special education teacher has been fired over her treatment of an autistic child. School system attorneys say Mary Katherine Pursley was “engaged in inappropriate physical contact” when she put the boy in a trash can. Pursley said at a hearing Monday that she was trying to calm the child. Pursley’s attorney says there was no inappropriate behavior.
