Jamestown (CSi) The Stutsman County Commission appointed Chairman Mark Klose and member Dave Schultz to a committee to look into options for the future of the Stutsman County Correctional Center.
Klose and Schultz represent the Commission on the Stutsman County Correctional Center Governing Authority Board.
The City of Jamestown also has representatives on the committee, Mayor Katie Andersen and Councilman Ramone Gumke, were approved by the City Council.
Also on the committee are: Stutsman County COO/Auditor, Casey Bradley, Stutsman County Correctional Center Director Chad Jackson, Stutsman County Sheriff Chad Kaiser and Jamestown Police Chief Scott Edinger.
The committee will compile a request for proposals for architectural services looking into the costs of constructing an addition to the correctional center.
Information will be gathered before making any recommendation about expanding the current correctional center or building a new one.
Bradley told the City Council and the County Commission that the correctional center can house up to 96 inmates. For the correctional center to pay for itself, there has to be 48 paying inmates housed per day to cover the center’s operational cost of $1.15 million based on a fee of $65 per day per inmate housed.
However, the jail is seeing more local inmates, and the state requires that the county house local inmates at no cost to the inmate.
Bradley said by the end of the year the projected revenue shortfall, is about $379,600.
Jamestown (CSi) The Jamestown Arts Center’s newsletter states that work on the Arts Park is beginning soon. It will include clearing the lot to make way for the new construction.
It says if anyone has a particular affection for any of the trees currently in the park, to contact Arts Center, office right away.
WEST FARGO, N.D. (AP) – A malfunctioning carnival ride at the Red River Valley Fair in West Fargo sent a 6-year-old boy to the hospital.
Mother Brandee Godfrey says her son suffered bumps and bruises but is fine.
The Murphy Bros. ride is similar to a merry-go-round, with pretend motorcycles for children to ride. The motorcycles are fixed to a platform, but the one Godfrey’s son was on Tuesday came loose. He fell about 2 feet, with the motorcycle landing on top of him.
Fair Association General Manager Bryan Schulz says safety is a priority for officials, and the injury is the first in the 8 1/2 years he’s been at the fair.
North Dakota doesn’t require daily inspections of carnival rides. Instead, each ride is certified at the beginning of the season.
BEULAH, N.D. (AP) – Fire has destroyed a city building in Beulah.
The 6,000-square-foot building was used to store maintenance equipment including lawnmowers and trucks. Fire Chief Dave Layton says one of the trucks started on fire Wednesday afternoon, and the flames spread to the building.
No one was inside at the time of the fire.
A damage estimate was not immediately available.
GREAT BEND, N.D. (AP) – Fire has destroyed a motor home on Interstate 29 in North Dakota, causing traffic to back up for miles.
The blaze started around 12:15 p.m. Wednesday near the Great Bend exit south of Wahpeton. Traffic was shut down on the southbound lane near mile marker 18.
Two unidentified people from Parker, South Dakota, were inside the motor home when the fire began and got out safely.
The station reports authorities haven’t determined what caused the motor home to catch on fire.
WILLISTON, N.D. (AP) – Authorities say four people fired pistols into the air and at a Williston highway in the middle of the city’s Fourth of July fireworks display.
The four have been charged with reckless endangerment and discharging a firearm within city limits. Court records say they were caught on video firing two pistols near a Williston hotel shortly after 11 p.m. Saturday.
According to court records, two men watching fireworks saw the group using the pistols. One witness called 911, while another took video of the group.
Court records say officers found multiple shell casings, as well as the guns and magazines for ammunition in one suspect’s car.
The suspects were booked into the Williams County Correctional Center and posted $5,000 bond.
FARGO, N.D. (AP) – The lawyer for the Iowa man accused of robbing a Fargo hotel and shooting at police says the case could be moved to federal court.
Thirty-year-old Eric Webb, of Cedar Rapids, Iowa, appeared in court Wednesday.
Defense attorney Patrick Rosenquist says it would be “inappropriate” for him to comment why federal prosecutors could choose to indict Webb, but Rosenquist adds it has been related to him that that could be the case.
Webb was injured in a shootout with police on June 4, after authorities allege he robbed a hotel. Webb is charged with robbery and possession of a firearm by a felon.
About two weeks after the incident, a newspaper reported receiving a letter from Webb admitting to shooting first at police. Authorities believe the letter is authentic.
BOZEMAN, Mont. (AP) – The search for a North Dakota doctor last seen in southwestern Montana has moved after officials received a tip. Patrick J. Fitzpatrick was last seen in Bozeman on July 3rd. His vehicle was discovered abandoned south of Willow Creek the next day. Fitzpatrick is described as 6 feet tall and about 250 pound with gray eyes and white hair.
GRAND FORKS, N.D. (AP) – North Dakota Gov. Jack Dalrymple has appointed a Grand Forks attorney to fill the vacancy in a state court created by the retirement of a judge.
Dalrymple on Wednesday announced the appointment of John Thelen to the Northeast Central Judicial District Court bench. He’ll take the place of Lawrence Jahnke who retired earlier this year.
The judgeship is based in Grand Forks and covers the counties of Grand Forks and Nelson.
Thelen has served as judicial referee and magistrate with Grand Forks County since 2009, focusing on areas that include juvenile court, family law and child support enforcement. He also has 28 years of experience in private practice.
Thelen is a graduate of the University of North Dakota School of Law. He will begin serving on the bench next month.
WASHINGTON (AP) – A House panel has issued a subpoena to Secretary of State John Kerry for department documents, reports and letters related to the contentious push to build the Keystone XL pipeline.
Republicans on the House Oversight and Government Reform Committee announced the subpoena on Wednesday.
The $8 billion pipeline would transport oil harvested from Canada’s tar sands to pipelines linked to refineries on the Gulf of Mexico.
Earlier this year, Congress approved legislation to build the pipeline and sent the measure to President Barack Obama. The president vetoed the bill and the GOP-run Senate failed to override the veto in March.
Obama has said that the bill circumvented the well-established process for approving cross-border pipelines, which must be determined to be in the national interest.
BISMARCK, N.D. (AP) – Young zebra mussels have been found in the Red River at several locations downstream from Wahpeton for the first time.
North Dakota’s Game and Fish Department says a June survey found a “significant” number of zebra mussel larvae at Wahpeton, Abercrombie, Fargo, Grand Forks, Drayton and Pembina.
Zebra mussel larvae were found in the Wahpeton area in 2010, 2011 and 2014, but not north of the city.
The only known population of zebra mussels within the Red River basin is an established population of adults in the Otter Tail River watershed in Minnesota. Biologists now wonder if there are undiscovered colonies of adult zebra mussels elsewhere within the Red River watershed.
Zebra mussels compete with native species, clog water intakes and can even sink docks and buoys with their weight.
GRAND FORKS, N.D. (AP) – Grand Forks officials are holding a public meeting to discuss possible railroad crossing adjustments if the North Dakota State Mill adjusts its rail service.
The mill is looking at moving their service from tracks south of U.S. Highway 2, or Gateway Drive, to tracks along North 42nd Street. The proposed change is part of a $27 million expansion project at the mill, which has been shipping record amounts of flour in recent years
Officials are looking for ways to ease congestion that would result along 42nd Street. There’s also a proposal for a new railroad crossing on North Washington Street. The tracks along Highway 2 would likely be abandoned.
The meeting begins at 5 p.m. Thursday at Grand Forks City Hall.

MINNEAPOLIS (AP) – Top draft pick Karl-Anthony Towns made his Minnesota Timberwolves debut with an open scrimmage on Wednesday night. The Timberwolves announced a crowd of 15,200. The Timberwolves averaged under 15,000 fans per game in the regular season last year. Towns had 24 points and 15 rebounds in three shortened quarters.
NEW YORK (AP) – The NBA salary cap has been set for next season at $70 million, a higher-than-expected number that paves the way for free agent contracts to be signed. With the cap set, the league’s moratorium was lifted today at midnight (Eastern time), and deals and trades that were agreed to since free agency opened on July 1
A person with knowledge of the situation says DeAndre Jordan has backed out of a verbal agreement with the Dallas Mavericks to remain with the Los Angeles Clippers. Jordan made the switch after a face-to-face meeting at his Houston home with a contingent of Clippers including Blake Griffin and Paul Pierce.
– A person familiar with the situation says the Charlotte Hornets have agreed to a contract with free agent Jeremy Lin. Lin is entering his sixth NBA season. He had a brief but memorable stint with the New York Knicks in 2012 and also played for the Warriors, Rockets and Lakers.
– A person with knowledge of the situation says the Phoenix Suns have reached contract agreements with shooting guard Sonny Weems and point guard Ronnie Price. Weems, an all-Euroleague first-team selection in 2013-14, gets a two-year, $5.8 million deal with the second year a team option. Price agreed to a one-year deal at the veteran’s minimum of $1.5 million.

LONDON (AP) – Fourth-seed and French Open champ Stan Wawrinka (vah-VRINK’-ah) was upset by Richard Gasquet (ree-SHARD’ gas-KAY’) 6-4, 4-6, 3-6, 6-4, 11-9 in Wimbledon quarterfinal play. Gasquet will now face top-seed Novak Djokovic (NOH’-vak JOH’-kuh-vich) who beat Marin Cilic (CHIHL’-ihch) 6-4, 6-4, 6-4. This marks Djokovic’s sixth-straight appearance in the Wimbledon semifinals.
The other semi has second-seed Roger Federer meeting third-seed Andy Murray. Federer beat No. 12 Gilles Simon (zheel see-MOHN’) of France 6-3, 7-5, 6-2 to reach the final four for the 10th time. Murray eliminated Canada’s Vasek Pospisil 6-4, 7-5, 6-2.

GULLANE, Scotland (AP) – Thorbjorn Olesen birdied three of his last four holes to shoot 7-under 63 and take a two-shot lead midway through a low-scoring first round of the Scottish Open on Thursday.
The 25-year-old Dane rolled in seven birdies and was bogey-free around the links at Gullane on Scotland’s east coast, a return to form after missing the cut in five of his last six events since losing a playoff for the Mauritius Open.
England’s Matthew Nixon, Spain’s Adrian Otaegui and American Jimmy Walker shot 5 under in benign conditions for the morning starters. Graeme McDowell, the 2008 champion, bogeyed the last two holes for 66 and a six-way share of fifth place.

ALEXANDRIA, Va. (AP) – A federal judge has ordered the Patent and Trademark Office to cancel registration of the Washington Redskins’ trademark, ruling that the team name may be disparaging to Native Americans. Judge Gerald Bruce Lee emphasized that the Redskins are still free to use the name if they wish, but that they would just lose some legal protections that go along with federal registration of a trademark.
The decision affirms an earlier finding by an administrative appeal board.
Redskins President Bruce Allen said the team will appeal.

BRISTOL, Conn. (AP) – Keith Olbermann’s show on ESPN will end sometime this month. It premiered in August 2013 when he returned to the network.
The network called Olbermann “a tremendous talent” but said it made a “business decision to move in another direction.”
The 56-year-old Olbermann was a “SportsCenter” anchor on ESPN from 1992-97. He went on to work for Fox Sports (1998-01) and switched to news with MSNBC (2003-11) and Current TV (2011-12) before returning to ESPN. He also was part of NBC’s NFL coverage for the 2007-09 seasons.

COLUMBIA, S.C. (AP) – All that’s needed now is Gov. Nikki Haley’s promised signature and the Confederate flag that’s been flying on the grounds of the South Carolina Capitol will come down. The state House voted early this morning to bring the banner down after 13 hours of contentious, emotional debate. Republican Rep. Jenny Horne reminded her colleagues she was a descendent of Confederate President Jefferson Davis, then scolded members of her party for stalling, saying a delay would add “insult to injury” for the families of the nine people gunned down last month in a Charleston church.
ATHENS, Greece (AP) – A German member of the European Central Bank’s governing council says Greek banks should get no more emergency credit unless a bailout deal is struck. Banks remain closed in Greece and ATM withdrawals are limited to prevent a run on deposits. The Greek government is hurrying together a package of reforms after requesting a new three-year aid program from Europe’s bailout fund. That reform plan is due by the end of the day.
JERUSALEM (AP) – Israel says two of its citizens are being held in the Gaza Strip, at least one of them by the Hamas militant group. Israeli Channel 2 TV quotes the family of one of the men as saying that he was depressed over the death of his brother when he walked through a breach in the border fence between Israel and Gaza last September.
SANTA CRUZ, Bolivia (AP) – Pope Francis reaches the halfway mark of his South American pilgrimage today. He’s scheduled to celebrate his first Mass in Bolivia and meet with workers’ cooperatives and other grass-roots groups representing the poor. On his arrival yesterday, Francis praised Bolivia for taking “important steps” to include the poor and marginalized in the political and economic life of South America’s poorest country.
GILA BEND, Ariz. (AP) – Searchers have found the bodies of a man and his 12-year-old grandson who had been hiking in central Arizona. The Maricopa County Sheriff’s office says the two had been hiking in a mountainous desert area near Gila (HEE’-luh) Bend, about 50 miles southwest of Phoenix. The search began yesterday after a woman called officials to report her father and son hadn’t been heard from since Tuesday morning.
