Jamestown (CSi) CenturyLink officials report that a fiber optic cable cut Wednesday morning had been repaired and all service restored by earlier Wednesday evening.

The cut that occurred four and half miles south of Jamestown had limited access for some Dakota Central customers to outside services such as long distance. It had also cut 911 service in LaMoure and Dickey counties it did not however affect Stutsman County 911 service.

Century Link says, the cable cut occurred during a boring operation by a third-party company doing work on a water line at 11:30 a.m. and was repaired at 5:09 p.m.

Jamestown (CSi) JSDC CEO Connie Ova says a zone change request will be made, concerning the development of crews camps in Spiritwood, in the area of the Energy Park.

On Wednesday’s Wayne Byers Show on CSi Cable 2, Connie said the crew camp is in conjunction with project work, including the CHS nitrogen Fertilizer plant.

She pointed out the zone change would be from agricultural to industrial, and need approval from the township.

She said the CHS preliminary construction work continues, and the formal groundbreaking and start of construction may be in mid August this year.

She says water supply options are moving forward, and enough water should be available from sources at the Spiritwood Energy Park from partners there, for the plant to be operational.

Additional water sources will be needed as the Energy Park is further developed for industrial use.

She added that a business is looking at purchasing three of the four lots available at the I-94 Industrial Park.

The (JSDC) Board of Directors has approved a revised 2016 budget that includes a 3.8 percent overall increase in expenditures. The budget includes a 3 percent raise for JSDC employees.

The increase boots the 2016 budget to $452,000 from the 2015 budget of $436,000.

The JSDC Board had approved a 5 percent increase in wages and an overall 5 percent increase in spending.

The original budget did not meet guidelines set by the Stutsman County Commission limiting increases to 3 percent.

Valley City (CSi) The city of Valley City has accepted a bid of $65,000 from Marketplace Foods for a portion of the Rosebud Visitor Center parking lot.

Robert Drake dropped out of the bidding process after offering $50,000 for the property.

Marketplace Foods, is planning on building a liquor store, and a convenience store, gas station at the intersection of Main and Central Avenue.

The Valley City Commission had approved selling the parcel, and will need to approve the bid proposal at the next City Commission Regular Meeting on July 21, 2015.

 

Jamestown (CSi) The Jamestown City Council will be holding a public hearing in the Council Chambers, on MONDAY, AUGUST 3, 2015, at 5:00 P.M., at City Hall, 102 3rd Avenue SE, Jamestown, ND, to receive public input relative to the request from the James River Valley Library System for a “Certification of Significant Community Support”.

The library is filing a Community Facilities Grant application, to USDA-Rural

Development, in the amount of $41,259, for a new Book Mobile to replace the current eighteen year old vehicle. The grant would fund 15% of the cost with the other 85% coming from the library’s book mobile fund and private donations. The application requests a “Certification of Significant Community Support” from affected local government bodies.

CARRINGTON, N.D. (AP) – A former North Dakota county official has pleaded guilty to a charge stemming from a state investigation into his time in office.

Court records show former Foster County auditor Roger Schlotman has pleaded guilty to the misdemeanor charge of public servant refusing to perform duty.

Schlotman and Foster County Board of Commissioners chairman James Carr were charged in 2013 following accusation of misuse of county property and records.

Schlotman resigned from office after he was served with the criminal complaint. Records show two counts each of misapplication of entrusted property and criminal conspiracy, and one count of tampering with public records against Schlotman were dismissed this week.

Judge Thomas Merrick has not imposed a sentence.

Carr is scheduled to face trial in November on two counts of criminal conspiracy.

PARK RIVER, N.D. (AP) – Two women are dead and two others injured after a semitrailer collided with a car at a Walsh County intersection. The Highway Patrol says an 81-year-old Bismarck woman and an 84-year-old woman from Montana died at the scene of Wednesday’s crash. Authorities say the car the women were passengers in ran a stop sign and was struck by the semitrailer.

MINOT, N.D. (AP) – Prosecutors have filed another charge against the superintendent and high school principal in Sawyer accused of felony sex crimes involving a 15-year-old boy.

 

Fifty-year-old Charles Soper now also faces a felony child pornography charge, after authorities say they examined electronic devices including computers that were seized from his home and work.

 

The charge carries a maximum punishment of five years in prison.

 

Soper has maintained his innocence in the case. He pleaded not guilty earlier to luring, corruption and drug paraphernalia charges, and to a more serious count of human trafficking. That charge carries a maximum penalty of life in prison without parole.

 

Soper has been placed on administrative leave at the school and remains in jail.

 

FARGO, N.D. (AP) – A man serving time on a state counterfeiting charge has been sentenced to more than a year in prison for a federal counterfeiting conviction.

Nathaniel Lee is charged in federal court with manufacturing counterfeit obligations. He pleaded guilty in April.

Authorities say the 25-year-old Lee passed the phony money between July and September 2014. He’s accused of manufacturing or attempting to manufacture more than $5,000 in bogus bills.

A public defender argued that the federal sentence should not be tacked on to the state sentence, but U.S. District Judge Ralph Erickson ordered that Lee serve an additional 15 months in prison.

BISMARCK, N.D. (AP) – North Dakota’s congressional delegation says the state has been awarded $2.9 million to help residents with chronic conditions and disabilities transition from institutions back into their communities and homes.

The money comes from the U.S. Department of Health and Human Services and it’s part of the Medicaid Money Follows the Person program.

 

The program helps states rebalance Medicaid long-term care systems while also working to increase the use of home and community-based services.

 

BISMARCK, N.D. (AP) – A former bookkeeper at a Bismarck law firm has made her first court appearance on a felony embezzling charge.

 

Debra Ronning appeared in court Wednesday for one count of misapplication of entrusted property. The embezzling was reported in March 2014, when Ronning was no longer employed at the firm.

 

An affidavit filed by the Bismarck Police Department states that an audit of the firm’s trust account showed the Bismarck woman pocketed cash deposits worth $6,800 from clients of the firm Zuger, Kirmis and Smith. The affidavit also states that a separate audit of firm’s flex account showed Ronning had taken over $42,000 during seven years.

 

Authorities say the Bismarck woman, who hasn’t entered a plea, has repaid about $49,500.

 

Ronning’s attorney couldn’t immediately be reached. The charge carries a maximum penalty of 10 years in prison.

Jamestown (CSi) Jamestown High School has named strength and conditioning coach Bill Nelson head football coach.

Nelson, was previously a head boys basketball coach for the Blue Jays, and was serving as an assistant football coach under previous coach Tim Fletcher, who resigned three weeks ago.

BISMARCK, N.D. (AP) – The number of breeding ducks in North Dakota last spring was down significantly from the previous year due to weather conditions, but still well above the long-term average.

 

An annual survey conducted by the state Game and Fish Department estimated about 3.6 million birds, down 25 percent from 2014.

 

Migratory Game Bird Supervisor Mike Szymanski (shih-MAN’-skee) says the spring migration was well ahead of normal due to open fields and warm temperatures. He says ducks didn’t stick around long.

 

Szymanski says the survey tally is still 55 percent above the long-term average. That continues a trend of large duck populations that has persisted for more than a decade.

 

A July brood survey will give a better idea of duck production and provide more insight into expectations for fall hunting.

BISMARCK, N.D. (AP) – Two of the region’s most prominent walleye tournaments are marking milestones this year.

 

The North Dakota Governor’s Walleye Cup is celebrating its 40th anniversary this weekend, and the Dakota Walleye Classic will mark its 20th year next weekend.

 

Both tournaments are held on Lake Sakakawea. Nearly 1,000 anglers will take part in the two events this year, competing for thousands of dollars in prizes.

(AP) – The Kansas City Chiefs have made Justin Houston the highest-paid linebacker in NFL history, giving him a six-year, $101 million package in which more than half the money is guaranteed. Jordan Spieth and Dustin Johnson have carried their memorable duel at Chambers Bay all the way to St. Andrews.

 

Spieth won the U.S. Open for his second major title of the year when Johnson three-putted from 12 feet at the final hole.

 

Johnson insisted before the British Open that he was over that bitter disappointment. Clearly, he wasn’t kidding, playing the first 12 holes on the Old Course at 6 under for a share of the lead with Spieth, Charl Schwartzel, Robert Streb and Retief Goosen.

 

Streb and Goosen are in the clubhouse with 66s. Spieth and Johnson are in the same group, leaving them with six holes still to play. Schwartzel is 6 under through the 14th.

OKLAHOMA CITY (AP) – President Barack Obama will continue his push for a fairer justice system today when he becomes the first sitting president to see the inside of a federal prison. Obama will visit El Reno Federal Correctional Institution, a medium-security prison for male offenders near Oklahoma City. He’ll meet separately with law enforcement officials and nonviolent drug offenders.

 

WASHINGTON (AP) – Vice President Joe Biden plans to return to Capitol Hill today to pitch to Democrats on the Senate Foreign Relations Committee the nuclear agreement the U.S. and five other world powers reached with Iran. Biden on Wednesday spent the morning meeting privately with House Democrats. President Barack Obama says he welcomes a “robust” debate with Congress about the nuclear pact, but he rejects the opinion of critics who say the agreement leaves Tehran on the brink of a bomb.

 

FLAT GAP, Ky. (AP) – Rescue crews continue their search today for five people reported missing by their families in this week’s flooding in eastern Kentucky. Police say some of those unaccounted for may have escaped to safety or could be stranded in their homes. But the father of 34-year-old Scott Johnson says he watched as his son became lost in raging floodwaters. Johnson was wading through the water with his 74-year-old grandmother on his back when they both were swept away. The grandmother’s body was found Tuesday.

 

NEW YORK (AP) – New York City Mayor Bill de Blasio will announce today that the city will begin providing free Internet broadband access to more than 16,000 residents of its public housing system. Officials say buildings at five of the poorest New York City Housing Authority complexes will start being wired for the high-speed connection this fall. The city will spend $10 million on the plan.

 

MADRID (AP) – Police in Spain have arrested a woman suspected of dumping her newborn boy in an underground trash container. Authorities say the 37-year-old Colombian woman was identified from a baby bottle found in a backpack with the child. The bottle came from the hospital where he was born June 30. Authorities say the woman has three other children and lives close to where the baby was found, in a town east of Madrid. The child was discovered Wednesday after a man heard its cries while walking his dog. Authorities say the baby is in good health.
