 Valley City  (CSi)   – A sport utility vehicle towing a trailer caught fire on Interstate 94 and exited into town, where firefighters extinguished the blaze Sunday afternoon.

Forum News Service reports that the driver smelled smoke before pulling off the highway, then the fire flared. Residents helped the driver detach the trailer and move it, sparing it from the fire.

Members of the Valley City Fire Department doused the fire.  Sgt. Dana Rustebakke of the Valley City Police Department says the vehicle was a total loss.

 

Jamestown (CSi) The U.S. Army Corps of Engineers reports the recent heavy rain events in northern Stutsman County have not significantly affected the reservoir levels or releases at Jamestown and Pipestem Reservoirs.

Pipestem Dam Manager Bob Martin said Friday afternoon, at that time, Jamestown Reservoir was an inch and half below the flood storage level, releasing 13 cfs of water.

The Pipestem Reservoir level was six feet into the flood storage area, which is no concern, with Pipestem Dam releasing 135 cfs, for a combined release of 148 cfs.

Martin says there may be an increase in release from Jamestown Reservoir this coming Monday, when the level may get into the flood storage area.

 

Jamestown (CSi)   Over 140 motorcyclists participated in the American Foundation for Suicide Prevention’s 2nd Annual Ride to Silence the Stigma, in Jamestown.   The event started Sunday afternoon at Stutsman Harley  Davidson in Jamestown.

Organizers say participation and funds raised doubled this year compared to 2014.

U.S. Senator Heidi Heitkamp spoke  at the beginning of the Ride, speaking on  awareness about the realities of living with suicidal thoughts, Post-Traumatic Stress, bipolar disorder or Alzheimer’s disease.

Heitkamp continues to be a leader in the U.S. Senate to increase support and resources for mental and behavioral health care.

Heitkamp said “finding a way to help those with suicidal thoughts is “absolutely, critically important. The more we know, we see that death by suicide is something we need to overcome.”

Heitkamp added that more resources are necessary for people facing problems and their families

 Following her speech, Heitkamp participated in part of the ride.  

 DC Faber spoke on a post trauma experience model he developed to help deal with PTSD in veterans and trauma survivors during a Saturday presentation.

He encouraged people to talk about the lives of those who have died by suicide.

 

 BISMARCK, N.D. (AP) – Formal charges are pending against a woman who allegedly stabbed two men at the Kimball Bottoms recreation area on the Missouri River south of Bismarck.
 
     The Burleigh County Sheriff’s Office says the woman was arrested Saturday night after a drunken argument that sent one of the men to the hospital. Neither man’s injuries were considered life-threatening.
 
     Authorities also accuse the woman of smashing the windows of a vehicle belonging to a person who witnessed the incident. She was arrested on aggravated assault and criminal mischief charges.

 

 FARGO, N.D. (AP) – The defense is getting its turn in the trial of a Fargo man accused of killing his roommate a year ago.
 
     Twenty-five-year-old Christopher Hampton is on trial in the June 2014 shooting death of 28-year-old Randall Doehner, his cousin. He could face life in prison without parole if convicted of murder.
 
     The prosecution rested its case on Friday, after four days of testimony.
 
     The defense is now getting its chance to present its case. Hampton claims Doehner was trying to poison him.

 

 BISMARCK, N.D. (AP) – North Dakota’s costs for expanding Medicaid under the Affordable Care Act are higher than had been projected.
 
     The Department of Human Services has revised its cost estimates from $2.9 million to $8.2 million for the 2017 fiscal year. The agency says actual health care costs are higher than forecast when the state opted to expand the health program for the poor in 2013. 
 
     Data show 16,727 people were enrolled in the state’s expanded Medicaid program through December. Officials estimate 20,500 people will be eligible in 2020, which matches original projections.
 
     North Dakota is among 30 states that expanded Medicaid. The federal government agreed to pay for Medicaid expansion through 2016, with the states’ contribution rising in stages to 10 percent by 2020.

 

BISMARCK, N.D. (AP) – North Dakota Superintendent of Public Instruction Kirsten Baesler has approved new state standards for physical education.
 
     The standards outline physical skills in basketball, soccer and other activities that North Dakota students are expected to have at specific grade levels. Kindergarteners, for example, should be able to hit a ball with a paddle. Sixth graders should be able to make a pass to a moving receiver while standing still.
 
     The guidelines also focus on what a student needs to learn to maintain lifelong habits for physical activity.
 
     A committee of North Dakota instructors and physical education experts wrote and reviewed the standards during the past year.
 
     North Dakota’s physical education goals were last revised in 2008. The new standards take effect Sept. 1.

 

 MINOT, N.D. (AP) – Eight institutions of higher education in North Dakota have received a combined $2.5 million to provide a number of services to students from disadvantaged and underserved backgrounds.
 
     The funds from the U.S. Department of Education are meant to be used to offer those students services including academic tutoring, course selection advisement and financial aid guidance.
 
     U.S. Sen. Heidi Heitkamp says the federal funding will help the students “have quality educational opportunities regardless of their background.”
 
     Minot State University is getting the greatest share of the funding with nearly $440,000. North Dakota State University comes right behind MSU with almost $423,000.
 
     The other schools receiving funding are University of North Dakota, Cankdeska Cikana Community College, University of Mary, Dickinson State University, Lake Region State College and Dakota College at Bottineau.

 

 BISMARCK, N.D. (AP) – President Barack Obama has appointed former North Dakota Senate minority leader Ryan Taylor to lead the state office of the U.S. Department of Agriculture’s Rural Development agency.
 
     Taylor will succeed Jasper Schneider, who resigned from USDA in April to return to the private sector.
 
     Taylor is a Towner rancher who served in the state Senate from 2002-2012. U.S. Sen. Heidi Heitkamp says Taylor understands the needs of rural communities.
 
     USDA Rural Development offers programs aimed at improving the economy and quality of life in rural America.

 

 MINOT, N.D. (AP) – It’s Pride of Dakota Day at the North Dakota State Fair in Minot.
 
     More than 500 companies are members of the state Agriculture Department’s Pride of Dakota branding program. Agriculture Commissioner Doug Goehring says more than 20 of them will be showcasing products at the fair on Monday, from food to books.
 
     The event runs from 11 a.m. to 5 p.m. under a tent near the southwest corner of the fairgrounds. It will include a $1 Pride of Dakota lunch of a grilled hot dog, potato chips and milk. Proceeds go to North Dakota FFA.
 
     There’s also a Pride of Dakota Food Contest and Snack Stick Challenge at 3 p.m.

 

 BISMARCK, N.D. (AP) – North Dakota’s Public Service Commission is holding an informal work session on a $3.8 billion pipeline from western North Dakota to Illinois.
 
     The three-member panel recently completed public hearings in Mandan, Killdeer and Williston on the Dakota Access project, which is the biggest-capacity pipeline proposed to date to move North Dakota crude.
 
     The PSC will talk about the project today at a meeting at the state Capitol in Bismarck.
 
     No action is expected but the panel may signal its intentions on whether the project may proceed over the objections of several landowners.
 
     Almost 360 miles of the pipeline would pass through North Dakota. The pipeline’s path in North Dakota would cross beneath the Little Missouri River once and the Missouri River twice, near Williston and Mandan.

 

 GRAND FORKS, N.D. (AP) – The University of North Dakota is unveiling its new engineering and mines building.
 
     The Collaborative Energy Complex is a 37,000-square-foot facility that will be the headquarters for all engineering and mines programs, including the Institute for Energy Studies.
 
     UND officials say the building will provide state-of-the-art labs and multipurpose teaching centers, as well as a center for personalized training and mentorship.
 
     Groundbreaking is scheduled for 10 a.m. today.

  MANDAN, N.D. (AP) – Mandan Park Board officials have chosen the architect to design a $22 million sports complex in the city.
 
     Voters in June approved a three-fourths percent sales tax to fund the facility near the Tesoro oil refinery north of Interstate 94.  Bismarck-based JLG Architects will design it.
 
     The sports complex will include a two-rink hockey arena, gymnastics facilities, and a football and track field. The existing football and track field will be converted into ball fields.
 
     Kevin Ruhland with JLG Architects says the project could be awarded to contractors next February.
 
     Collection of the sales tax is expected to start in October. The tax will end when all construction costs are paid.

 

 BISMARCK, N.D. (AP) – North Dakota wildlife officials have set the next hunting guide and outfitter examination for mid-August.
 
     The state Game and Fish Department says the written test has been scheduled for Aug. 15 at the agency’s office in Bismarck. The test is offered periodically for anyone interested in becoming a hunting guide or outfitter in North Dakota.
 
     Officials say the requirements to become a guide also include a background check for criminal and game and fish violations; certification in cardiopulmonary resuscitation and standard first aid; and employment by or contract with a licensed hunting outfitter.
 
     Individuals interested in becoming hunting outfitters must meet all the hunting guide requirements, in addition to having held a hunting guide license for two years and having proof of liability insurance.

 TULSA, Okla. (AP) – Maya Moore scored 32 points as the Minnesota Lynx beat the Tulsa Shock 79-72 on Sunday. Minnesota won its fourth straight and sent Tulsa to its third loss in a row. Riquna Williams led Tulsa with 19 points. Tulsa led the entire first half and was up by seven at the break. Minnesota scored the first 11 points of the second half to take a lead for good.

 LOUDON, N.H. (AP) – Kyle Busch held off Brad Keselowski (kehs-LOW’-skee) to win yesterday’s Sprint Cup race at New Hampshire Motor Speedway. Busch has won the last two Cup races and has three victories since missing the first 11 events with a fractured leg and ankle suffered at Daytona in February. He will get a spot in the Chase by finishing among the top 30 in the regular-season points race.

ST. ANDREWS, Scotland (AP) – The Latest from the 144th British Open on the Old Course at St. Andrews  
     
     For the first time since 1988, the British Open is finishing on a Monday.
 
     It looks like another day for going low at the Old Course.
 
     The morning starters are again playing under partly sunny skies with only a light breeze, setting up a repeat of Sunday’s third round when the scoreboard was filled with red numbers. New Zealand’s Ryan Fox posted a 5-under 67 playing in the first group. South African Branden Grace is 6 under through 13 holes.
 
     Of course, all eyes are on Jordan Spieth, who’s looking to pick up the third leg of the Grand Slam. He’s one shot off the lead. Then there’s Paul Dunne, positioned to be the first amateur champion since Bobby Jones in 1930. Dunne is tied for the top spot with Jason Day and Louis Oosthuizen.
 

 OPELIKA, Ala. (AP) – Scott Piercy closed with a 6-under 65 to win the inaugural Barbasol Championship in Alabama. Piercy was 19-over for the tournament, three shots better than Will Wilcox. The 36-year-old Las Vegas player made a 57-foot birdie putt on the second hole en route to his third PGA victory, and first since the 2012 Canadian Open.
 
     SYLVANIA, Ohio (AP) – South Korea’s Chella Choi won the LPGA’s Marathon Classic by edging countrywoman Ha Na Jang in a playoff. They completed regulation tied at 14 under par before Choi won it with a par on the first playoff hole. It was the first career victory for Choi, who has been on the LPGA Tour since 2009.

 GAP, France (AP) – The Latest from Stage 16 of the Tour de France. 
       Stage 16 of the Tour de France has begun with the foothills of the Alps tailor-made for punchy, lower-placed riders to take a win before the podium contenders do battle in the big mountains.
 
     The 201-kilometer (125-mile) ride on Monday from Bourg de Peage on the banks of the Isere river has two moderate mountain climbs that should still be tough enough to rule out heavier sprinters for the stage win in Gap.
 
     Race leader Chris Froome and the other riders are again facing brutal, draining heat into the 30s Celsius (90s Fahrenheit).
 
     They get their second rest day Tuesday before four days of climbing in the Alps. Those mountains will be the last opportunity for Froome’s rivals to eat into the 2013 champion’s comfortable lead before he targets a second Tour title in Paris on Sunday.

     EAST RUTHERFORD, N.J. (AP) – Mexico has moved into the Gold Cup semifinals with a 1-0 victory over Costa Rica.
 
     Andres Guardado scored the lone goal on a penalty kick in the second and final minute of stoppage time in extra time. Roy Miller was whistled for a questionable foul on Oribe Peralta with the game seconds from going to penalty kicks.
 
     Mexico next faces Panama on Wednesday in Atlanta. Panama advanced by beating Trinidad and Tobago on penalty kicks, 6-5.

UNITED NATIONS (AP) – The U.N. Security Council is set to endorse the nuclear agreement between Iran and six world powers this morning. The U.S.-drafted resolution is certain to be adopted, in all likelihood unanimously, because it has been approved by the five veto-wielding members of the council. The council also is expected to adopt a series of measures leading to the end of U.N. sanctions, along with a mechanism to reinstate the sanctions if Iran fails to meets its obligations under the accord. 
 
     ATHENS, Greece (AP) – For the first time in three weeks, Greeks are able to go to the bank. However they can’t cash checks, only deposit them. Withdrawals remain limited, while new austerity taxes demanded by the country’s European creditors mean that prices for most everyday items have gone up. The Value Added Tax is now 23 percent. The country’s labor minister calls the austerity moves “a tactical retreat” needed to secure a new bailout a “save the country” from financial chaos.
 
     ISTANBUL (AP) – Turkey says 28 people have been killed and nearly 100 have been hospitalized after an explosion in a town on the Syrian border. There was no immediate claim of responsibility for the midday blast. The town is just across the border from the Syrian city of Kobani, where Kurdish groups have been fighting fierce battles with the Islamic State group.
 
     CAIRO (AP) – Shiite rebels have been shelling a town in southern Yemen near the port city of Aden since yesterday. The international aid group Doctors Without Borders says the number of people killed has risen to almost 100, with another 200 wounded. Shiites rebels, known as Houthis (HOO’-theez), began shelling the town after losing control of some of Aden’s neighborhoods.
 
     LOS ANGELES (AP) – More than 20,000 cars a day use Interstate 10, the most direct route between Los Angeles and Phoenix. Those drivers are going to have to find an alternate route after heavy rains washed out a bridge Sunday in California, about 50 miles west of the state line. The collapse of the bridge left one driver injured. There’s no word yet on how long it will take to repair the bridge.
