BISMARCK, N.D. (AP) – The National Weather Service says a thunderstorm caused hail the size of golf balls and winds of up to 70 mph in parts of central North Dakota.

Weather service meteorologist Bill Abeling says the strongest winds from Thursday night’s storm were reported in Underwood. He says hail of up to 1.7 inches in diameter was reported near Garrison.

Abeling says there were some reports of downed tree branches in the region. No injuries were reported.

 

 Updates…

Jamestown  (CSi)  The Jamestown City Engineer’s Office is informing motorists that  2nd St between 4th and 5th Ave SE will be open to traffic before the end of today, July 24, 2015. Temporary pit run gravel will be placed in the excavation sites and asphalt patching will be performed later in conjunction with the following additional utility work.

On Monday, July 27, 2015, 7th Ave SE, between 2nd St & 3rd St SE, will be closed to traffic, due to utility work. The work is expected to be completed and the street is expected to be re-opened to traffic within one to two weeks. The work and anticipated street closure schedule are contingent upon weather conditions.

Motorists and other traffic should use extreme caution when entering road construction areas. The public should consider alternate routes if possible.

 

Jamestown (CSi) Jamestown City Council committees met Thursday evening at City Hall. Council Member Gumke was not present.

Police Committee:

The committee reviewed the Fraternal Order of Police recommendation for law enforcement programs. Local FOP liaison Nellie Degen said, an item from the recent PERS meeting, is being proposed as a courtesy to officers, which is for them to have the option to be able to make contributions to their retirement fund earlier than now.

The committee will review information from the PERS policy, and review the request prior to 2016 budget time.

The committee recommends approving the City County Jail Committee’s Architectural Services Jail Study in the budget amount of $60,000, with the City County share of the cost to be 50%-50%.

Stutsman County/Jamestown committee has approved searching for a consultant to look at whether an addition to the county jail is feasible, and budgeting $60,000 along with and agreeing to divide the costs between the city and county.

The consultant will determine the probable costs of an addition to the existing Stutsman County Correctional Center.

The cost to build a new facility would also be included in case the existing jail’s structure could not support an addition with the necessary design requirements.

Fire Committee

Informational:

The Second Reading of an Ordinance to amend and re-enact a section of the code of the City of Jamestown, North Dakota, pertaining to Group Day Care Facilities, will come before the August City Council meting.

Public Works Committee

Discussion related to the sewer repairs in Southeast Jamestown. City Engineer, Reed Schwartzkoph said the project is going well, with cross areas now being checked for interconnections, and infiltration points have been identified. Residents in that repair area still be asked to keep sewer floor drains plugged, as a precaution.

Discussion then concerned parking issues on 10th Street Southeast, and possible adoption of site triangles, and clear zones. Schwartzkoph said a number of areas are under consideration, and would be indicated by signage, and painting, and will be changed in sections. No parking will be allowed near the intersections where indicated.

The city will be looking into a possible Ordinance or another method to address the issues.

The meeting was shown live on CSi Cable 67 followed by replays.

 

 TIOGA, N.D. (AP) – The state Highway Patrol has identified a North Dakotan who died after a single-vehicle crash Sunday. The patrol says Orpha Prather was traveling north on Country Road 11 in Burke County when the driver lost control and entered a ditch. The Buick Park Avenue that Prather was driving then became submerged in water. Prather died July 20th from injuries sustained in the crash.
 

 BILLINGS, Mont. (AP) – A North Dakota woman was killed and six other people were injured in a single-vehicle rollover crash in Montana. The crash happened Wednesday night when the driver swerved to miss a deer on U.S. Highway 12. The SUV went off the side of the road and rolled through a barbed wire fence.
 

  FARGO, N.D. (AP) – The trial of a Fargo man accused of killing his roommate has been ruled a mistrial.
 
     Twenty-five-year-old Christopher Hampton has been on trial in the June 2014 death of 28-year-old Randall Doehner, his cousin.  The  jury could not come to a unanimous vote on Thursday.
 
     Hampton testified in his own defense Monday. He said tensions began to surface when he asked Doehner to move out because of poor behavior and lack of help paying bills. Hampton said he suspected his cousin of trying to poison him.
 
     Medical tests found no poison but did find drugs in Hampton’s system.
 
     A pathologist who testified earlier in the trial said evidence indicated Doehner was shot in the back and the head from more than two feet away.

 

 BISMARCK, N.D. (AP) – State transportation officials say increased patrols for impaired driving enforcement during June resulted in hundreds of tickets.
 
     Officials say 41 law enforcement agencies including the Highway Patrol participated in the crackdown.
 
     Officials say 870 citations were attributed to the added patrols. Ninety were issued for driving under the influence arrests and 44 were drug-related violations. Sixteen citations were given for having an open container of an alcoholic beverage in the vehicle and 22 offenders were minors consuming alcohol.
 
     Funding for additional traffic safety enforcement is provided by federal grant money distributed through the state Department of Transportation. 

 

 BISMARCK, N.D. (AP) – North Dakota regulators say 20 barrels of oil and 246 barrels of saltwater spilled at a well site near Parshall.
 
     Officials say the spill was reported Wednesday by Houston-based EOG Resources, which owns the well.
 
     The company says the oil and saltwater was contained and recovered at the site, about four miles southwest of Parshall. The company says the spill was caused by a tank overflow
 
     Regulators said Thursday that an inspector has been sent to the location.

 

BISMARCK, N.D. (AP) – A taskforce comprised of local, state and federal authorities that will investigate organized crime in the state’s oil patch now has a supervisor.
 
     North Dakota Assistant U.S. Attorney Rick Volk will oversee the Bakken Strike Force.
 
     The Bismarck-based prosecutor will lead the team that will look into issues ranging from counterfeit and fraud operations to drug and human trafficking.
 
 Volk will supervise about 50 agents working out of offices in Williston, Dickinson, Bismarck and Minot.
 
     The Bakken Strike Force follows Project Safe Bakken, which in 2013 marked the beginning of coordination between Montana, North Dakota and the federal government in addressing rising crime in that region.

 

 DES MOINES, Iowa (AP) – A group of organizations from Illinois, Iowa, North Dakota and South Dakota are speaking out as a unified coalition against the proposed Bakken Oil Pipeline project.
 
     The organizations include environmental groups Food and Water Watch and Shawnee Forest Sentinels and social action groups Dakota Rural Action and Iowa Citizens for Community Improvement.
 
     They want each state’s utility regulators to consider testimony and evidence from the other affected states and to look at the financial status of Energy Transfer Partners, the parent company behind the pipeline project. The coalition points out that the company self-insures against accidents and declares in its recent annual report it may not have adequate reserves to cover all future liabilities including known contamination.
 
     A spokeswoman for Energy Transfer Partners did not immediately respond to messages.
 
     BISMARCK, N.D. (AP) – Representatives from the United States and Canada are working together on regulations for unmanned aircraft systems.
 
     North Dakota Representative Kevin Cramer hosted a panel discussion in Washington Wednesday with key players in drone development from the two countries. Canada is America’s top trading partner.
 
     North Dakota is home to one of six drone test sites in the U.S. and is building the nation’s first unmanned aircraft systems business park.
 
     Cramer says it’s important that drone regulations are aligned between the two countries “as much as possible from the beginning.”
 

 

 BISMARCK, N.D. (AP) – Four projects are getting a total of more than $495,000 in funding this quarter from the North Dakota Agricultural Products Utilization Commission.   
 
     The group funds developers of North Dakota farm products. It’s a program of the state Commerce Department.  
 
     BisMan Community Food Cooperative is among the grant recipients this quarter. The Bismarck cooperative is getting more than $52,000 to open a grocery store in early 2016.
 
     The cooperative says the funding will be used to establish and build new vendor agreements with small to mid-sized farmers.

FARGO, N.D. (AP) – North Dakota State University track and field standout and Canadian national champion Erin Teschuk is making her debut in international competition.
 
     The junior from Winnipeg, Manitoba is set to compete for Canada in the 3,000-meter steeplechase in the 2015 Pan American Games in Toronto. Teschuk won that event with a meet record at the recent Canadian Track and Field Championships.
 
     The race is scheduled for 5:30 p.m. Central time and will be shown through ESPN3 and the WatchESPN app.
 
     The Pan Am Games feature 41 countries and are held every four years the year before the Summer Olympic Games.
 
     Teschuk is the first woman in NDSU history to qualify for the NCAA Championships in cross country, indoor track and outdoor track at the Division I level.

 

WILLISTON, N.D. (AP) – Hall of fame boxer and North Dakota native Virgil Hill is holding a fundraising night of boxing in Williston to reestablish a boxing club in the oil patch city.

Organizers say the Aug. 14 event will feature five fights and two kickboxing matches. Hill also is slated to fight longtime friend and Williston resident Mike Palmer in an exhibition match.

The 51-year-old Hill won an Olympic silver medal in 1984 and went on to win 50 of 57 fights as a professional. He earned five world titles and made 20 successful title defenses. He was inducted into the International Boxing Hall of Fame in 2013.

Hill’s 1984 Olympic teammate and former heavyweight champion Evander Holyfield also is slated to attend the fundraiser in Williston.

SAINT-JEAN-DE-MAURIENNE, France (AP) –     France’s Romain Bardet (bahr-DAY’) was the winner of the 18th stage of the Tour de France. The overall leader remains Britain’s Chris Froome by over three minutes.

Tour de France riders are off on the third of four days in the Alps, with Chris Froome hoping to cling on to the yellow jersey until the race ends in Paris in two days.
 
     The 138-kilometer ride takes the pack over four climbs, including the Croix de Fer pass – one of the hardest ascents in cycling – and an uphill finish at La Toussuire ski station.
 
     Froome, the 2013 champion, beat back attacks from his main rivals for the title over the first two days in the Alps.
 
     Race observers say his only real remaining threat is Nairo Quintana, second overall, behind by 3 minutes, 10 seconds.

     BERKSHIRE, England (AP) – Defending champ Bernhard Langer (LAHN’-gur) is part of a crowd at the top of the leaderboard following the opening round of the Senior British Open.      BELMONT, Mich. (AP) – American’s Dori Carter, Lizette Salas and Katherine Kirk share the lead after the first round of the annual Meijer (MY’-ur) LPGA Classic. Each shot a 7-under-64 for a one-shot lead over two others in the second year of the tournament. Top-ranked Inbee Park shot a 70.

 UNDATED (AP) – Aramis (uh-RAH’-mihs) Ramirez is headed back to the Pittsburgh Pirates after they acquired the veteran third baseman from Milwaukee. The Brewers get minor league pitcher Yhonathan Barrios in return.
 
     The trade came 12 years to the day after the Pirates sent Ramirez to the Chicago Cubs.

Oakland has shipped left-hander Scott Kazmir to his home town of Houston. In return, the A’s are getting a pair of minor leaguers.  Kazmir went 5-5 with a 2.38 ERA in 18 starts for Oakland this season.

 UNDATED (AP) – The NFL players’ union proposed a settlement of Tom Brady’s four-game suspension to the NFL last week. A person familiar with the proposal tells The Associated Press that the offer was “met with silence.” The person spoke on condition of anonymity because the offer was confidential. So far there has been no timetable on when Commissioner Roger Goodell (guh-DEHL’) will rule on the quarterback’s appeal.

     CLEVELAND (AP) – The Cleveland Cavaliers have traded second-round pick Rakeem Christmas to the Indiana Pacers for a second-round selection in 2019.
 
     The Cavs selected Christmas, who averaged 17.5 points and 9.1 rebound as a senior at Syracuse, with the No. 36 overall pick last month. He appeared in four summer league games for the Cavs in Las Vegas, averaging 8.0 points, 4.5 rebounds and 20.9 minutes.
 
     Pacers President Larry Bird said the team liked the 6-foot-9 Christmas when he worked out for them before the draft.

     UNDATED (AP)- WNBA owners unanimously approved a plan to move the Tulsa Shock to the Dallas-Fort Worth area next season.

 LAFAYETTE, La. (AP) – About a dozen investigators have been scouring a Motel 6 room in Lafayette, Louisiana, after getting a tip that the 58-year-old lone gunman in last night’s fatal movie theater shooting may have stayed there. About a dozen police could be seen outside the motel. At one point, an officer carried a cardboard box out of the room, while other officers knocked on neighbors’ doors. Police have not released the gunman’s name, but say officers tailing him back into the theater heard a single shot and found him dead inside.
 
     LAFAYETTE, La. (AP) – A loud pop, like a fire cracker, then five more — that’s how one witness described last night’s shooting at a Louisiana movie theater that left three dead and nine wounded. Stories of heroism immediately began to emerge. Presidential hopeful Gov. Bobby Jindal traveled to the scene within hours of the shooting, telling reporters that a teacher who was in the theater jumped in front of a second teacher, saving her life. He said the second teacher then managed to pull a fire alarm to alert other moviegoers.   
 
     NAIROBI, Kenya (AP) – Large numbers of security forces are patrolling the Kenyan capital of Nairobi and a massive security operation is in place, all to protect President Barack Obama during his visit. Obama is expected to arrive in Kenya late Friday and plans to meet with entrepreneurs and hold talks with Kenyan President Uhuru Kenyatta. Kenya has frequently been targeted by al-Shabab militants based on neighboring Somalia.
 
     ANKARA, Turkey (AP) – In a strong tactical shift, Turkish warplanes have struck Islamic State group targets across the border in Syria. The Turkish prime minister says the strikes removed potential threats to his country. Today’s strikes came a day after IS militants fired at a Turkish outpost, killing a soldier. Turkey had long been reluctant to join the U.S.-led coalition against the extremist group.
 
     NEW YORK (AP) – Anthem is buying rival Cigna for $48 billion in a cash-and-stock deal that would create the nation’s largest health insurer by enrollment. The latest in a buyout frenzy could leave just three, massive U.S. health companies, including UnitedHealth Group. Health care providers are adjusting to the national health care overhaul and slow growth in employer-sponsored health insurance. The deal announced today is valued at $54.2 billion including debt.
