FARGO, N.D. (AP) – A man who walked away from a Fargo halfway house less than three weeks before his release date has been arrested in Minnesota.
Wayne Fisher is charged in federal court with escape. Authorities say he left the Centre Inc. facility between 9:15 and 10:30 p.m. on Aug. 1.
Fisher was apprehended earlier this week in Mille Lacs County, Minnesota.
A federal court judge in Minnesota sentenced Fisher in June 2007 to 10 years in prison on a charge of felon in possession of a firearm.
Federal court documents do not list an attorney for Fisher.
FARGO, N.D. (AP) – Attorneys for a man sentenced to death for killing a University of North Dakota student nearly 12 years ago are alleging jury misconduct in the case.
The complaint is one of several issues that attorneys for 62-year-old Alfonso Rodriguez Jr. have raised in his death row appeal. A status hearing on the case is scheduled next month in Fargo.
Authorities say Rodriguez, a convicted sex offender, abducted 22-year-old UND student Dru Sjodin (shuh-DEEN’) from the parking lot of a Grand Forks shopping mall in November 2003. Her body was found five months later near Crookston, Minnesota, where Rodriguez lived with his mother.
Lawyers on both sides declined to comment to KFGO radio about the alleged juror misconduct. The document on that complaint is sealed from public view.
FARGO, N.D. (AP) – A federal appeals court has rejected the complaints of a man sentenced to life in prison for killing his niece and nephew on the Spirit Lake Indian Reservation.
A jury in September 2013 convicted Valentino “Tino” Bagola on two counts of felony murder for the May 2011 slayings of 9-year-old Destiny Jane Shaw-Dubois and her 6-year-old brother, Travis Lee DuBois Jr.
Authorities say Bagola stabbed the children to death after he sexually assaulted the girl because he was angry at their father but couldn’t find him.
Bagola’s lawyers argued that the jury instructions were unfair, there was insufficient evidence for a conviction, and the judge wrongly limited cross-examination of the children’s father, who initially confessed to the crime.
The 8th U.S. Circuit Court of Appeals rebuffed all three challenges.
GRAND FORKS, N.D. (AP) – A man stationed at the Grand Forks Air Force Base is accused of trying to arrange a sexual encounter with someone he believed to be a 14-year-old girl.
Twenty-four-year-old Brandon Pierce is charged with luring minors by computer. He’s scheduled to make his first court appearance Friday afternoon in Grand Forks.
The arrest followed several days of investigation and online communication.
Court documents do not list an attorney for Pierce.
BISMARCK, N.D. (AP) – The state Department of Health says almost 180,000 gallons of saltwater has spilled in northwestern North Dakota.
The department says Sampson Resources reported the spill and said almost 10,000 gallons have been recovered so far at the site seven miles northwest of Crosby.
No surface waters have been impacted by the spill.
Brine is an unwanted byproduct of oil production and is considered an environmental hazard by the state. It is many times saltier than sea water and can easily kill vegetation exposed to it.
Department of Health officials are responding and say they will work with the company on a remediation plan.
BISMARCK, N.D. (AP) – The North Dakota Public Service Commission has slated a public hearing for a proposed $85 million ethane pipeline in Divide and Williams counties.
The meeting is slated for Thursday in Williston for the proposed 47-mile-long pipeline proposed by Vantage Pipeline US.
The pipeline would start near Williston and connecting to an existing Vantage ethane pipeline system near Stady. The Vantage pipeline supplies ethane to petrochemical facilities located in Alberta, Canada.
Ethane is colorless and odorless and extracted from raw natural gas. It’s used to make plastics and for welding, and as an anesthetic and an agent for ripening fruit.
NEW TOWN, N.D. (AP) – Construction is underway on a new housing unit on the Fort Berthold Indian Reservation.
The $5 million, 36-unit apartment building in New Town is part of a more than 200-acre plan that will eventually include a senior center.
Councilman Ken Hall of the Three Affiliated Tribes tells KXMC-TV (http://bit.ly/1MPJM6C) that there has been a housing shortage in New Town for a long time and the community has doubled in population since the oil boom started.
Rental rates have not been established, but Hall says the plan is to keep prices affordable for tribal members.
GRAND FORKS, N.D. (AP) – The golden anniversary of North Dakota’s Parks and Recreation Department is being celebrated this weekend at Turtle River State Park near Arvilla.
The Grand Forks Air Force Base Honor Guard will kick off the Saturday event by posting the colors at 12:30 p.m., followed by a short program.
The main celebration will include food, musical entertainment, games and activities. The department’s 50th Anniversary Traveling Exhibit also will be open to the public.
The event is one of 13 around the state this year celebrating the golden anniversary of Parks and Rec. Saturday also is the park’s Visitor Appreciation Day, so vehicle fees are being waived.

CONROE, Texas (AP) – A Texas prosecutor has criticized the judge who cut short the probation of Minnesota Viking Adrian Peterson in a child abuse case.
State District Judge Kelly Case on Thursday reduced the 2012 NFL most valuable player’s probation from two years to nine months already served. Montgomery County District Attorney Brett Ligon said Case seemed “enamored with an elite athlete.”
Requirements also have been waived for the Vikings’ star running back to complete a public service announcement about child abuse, check in monthly with a probation officer and undergo mandatory drug tests.
Peterson pleaded no contest last year to a misdemeanor charge of reckless assault for using a wooden switch to discipline his 4-year-old son.
Peterson’s attorney told the Houston Chronicle his client didn’t receive special treatment. Case declined to comment.

WASHINGTON (AP) – The government on Friday releases July unemployment figures shortly, and they’re expected to show another month of solid gains. Economists surveyed by FactSet believe that employers added 225,000 jobs in July and that the jobless rate remained at a seven-year low of 5.3 percent. This morning’s report will provide a key piece of evidence for the Federal Reserve to weigh in deciding whether the U.S. economy is ready for it to raise interest rates from record lows as soon as September.
DANVILLE, Va. (AP) – Virginia has revoked specialty license plates with the Confederate battle flag after a federal judge dissolved a 2001 injunction that allowed the flag. Virginia’s attorney general says the Department of Motor Vehicles will begin replacing about 1,600 existing plates. The U.S. Supreme Court recently ruled in a Texas case that specialty license plates represent the state’s speech, and not the driver’s speech. Virginia’s plates honor the Sons of Confederate Veterans.
