Jamestown (CSi) CHS president and CEO, Carl Casale has announced that CHS had decided against moving forward with its planned nitrogen fertilizer plant at Spriritwood.

Casale saiys problems with water and escalating construction costs were the basis of the decision.

In A news release, Casale said, “We deeply appreciate the tremendous support and assistance from the Jamestown and Spiritwood communities, North Dakota’s governor, elected officials and state agencies and organizations like the North Dakota Farmers Union; and other government leaders who have supported us through our due diligence process.”

CHS announced a $2.8 billion investment in nitrogen fertilizer in CF Nitrogen, LLC. to serve as a supplier of nitrogen fertilizer to CHS.

Jamestown (CSi) Jamestown/Stutsman Development Corportation (JSDC) CEO Connie Ova says the CHS decision not to build  the proposed fertilizer plant at Spiritwood, is “sad and unfortunate,” but gives the area a chance to “catch up ” concerning the housing shortage and the need for more employees by businesses.

JSDC released a statement on Wednesday, on the CHS decision, from CEO Connie Ova, which stated:

“CHS contacted the Jamestown/Stutsman County Development Corporation (JSDC) this morning and expressed regrets that they will not move forward with the Spiritwood Fertilizer Project. They also conveyed thanks for all the assistance from JSDC/City/County; however, the CHS board of directors decided last night that the return on investment was not substantial enough to move forward with the Spiritwood Project. Apparently, the tremendous cost of the project along with the fact that it was a 45 month build out, forced them to make the tough decision to terminate the project. The key thing for us, I think, is that they are not building the fertilizer plant elsewhere, they are investing in a company that already manufactures fertilizer. This will enable CHS to provide fertilizer to their customers in 2016 and not have to wait until 2020 when the Spiritwood Project would be online.

No it is not good news, but here is the good news. They made a decision based on return on investment and what’s best for their customer. Trust me, I am not at all thrilled about this decision. The JSDC board of directors and staff have been working for 3 years, since the announcement in September of 2012, with CHS and their associates to try to make this an easy decision to be here.

We still have a great manufacturing base, agricultural base, and lots of good projects happening and in the works. This is NOT a game stopper. It is the chance for the Jamestown and Stutsman County community to attempt to “catch up” with the shortages of workforce, housing, childcare, and infrastructure. Take a breath and move onto the next opportunity and prepare for growth!!

We are still very much in the game.”

 

Jamestown (CSi) The Jamestown City Engineer’s Office informs motorists of partial street closures for road work. Beginning Wednesday, August 12, 2015 those include – 6th Ave NW between 12th St NW and 15th ST NW; 4th Ave NW between 16th St NW and 19th St NW; 4th Ave NE between 3rd St NE and 4th ST NE .

It is anticipated the work will be completed within 2 – 3 business days. The road work and anticipated street closure schedule are contingent upon weather conditions.

Motorists and other traffic should use extreme caution when entering road construction areas. The public should consider alternate routes if possible.

 

Jamestown (CSi) The Jamestown Parkboard has approved 5 percent increases for the Parks and Recreation Department’s full- and part-time employees.

The commission approved 3-2, with Chairman Mike Landscoot and member Richard Ryan opposed, to the 5 percent increase for the Parks and Recreation Department’s 12 full-time employees.

The department’s part-time employees are paid an hourly wage ranging from $7.50 to $12 depending on the position and experience. With the 5 percent increase the hourly wages will range from $7.88 to $12.60.

The Parkboard will decide whether or not it will increase its members monthly salary at its September meeting.

Members currently receive $100 a month and the chairman receives $150 a month. Members also receive free family passes for Hillcrest Municipal Golf Course and Jamestown Municipal Swimming Pool while in office.

 

Jamestown (CSi) Frontier Village on August 15-16 will observe Pioneer Days.

Activities start Saturday, August 15 and run through Sunday afternoon.

On Tuesday’s Wayne Byers Show on CSi Cable 2, Frontier Village Manager, Nichole Mosolf outlined the schedule.

She noted that on Friday August 14, 2014 Ryan Keplin will put on his entertainment show from 7:30-p.m., to 11:30-p.m., at the Frontier Village Amphitheater, with a small charge of $5.

Jamestown (CSi) Following a Public Hearing, The Jamestown City Planning Commission unanimously approved a zone change in conjunction with the construction of the Two Rivers Activity Center (TRAC)

The land on 5th Street Northeast is undeveloped farm land, and was previously zoned for single family residences.

When approved by the Jamestown City Council, the land will be zoned Public, Open evelopment and Conservation (POC).

In other business:

The City Planning Commission extended consideration of Frontier Estates Addition until the September meeting, requesting more information on the project.

Frontier Estates is a planned 148-lot housing development on 51 acres located at 5th Street and 23rd Avenue Northeast.

Approved a replat of Verke Liechty Addition in southwest Jamestown.

The replat separates available lots from the land where the Fairfield Inn & Suites hotel is currently under construction

 

Jamestown (CSi) The Jamestown/Stutsman Development Corporation (JSDC) Board of Directors tabled a request for dues from South Central Dakota Regional Council.

The vote to table was 8-5 with board members Kelly Rachel, Lorrie Pavlicek, Gary Riffe, Eric Tuchscher and Brent Harris opposed.

The board awaits the possible the Stutsman County Commission and Regional Council settling iron out differences before the JSDC’s September meeting.

Buchanan Mayor, Kim Lees who is a member of the Regional Council Board, said the board would work with the County Commission to find solutions.

The Regional Council charges member counties annual dues to participate, and requested $34,800 from Stutsman County.

The expense would be split with the city of Jamestown paying 63 percent. Because the funds are for economic development, the request first comes to the JSDC for review before consideration by the city and county.

In other business, the JSDC Board approved the location for the planned crew camp that could be constructed as part of the announced $3 billion CHS nitrogen fertilizer plant. The crew camp, if constructed, will be located south of the Dakota Spirit AgEnergy ethanol plant.

 

Bismarck (CSi) U.S. Senator Heidi Heitkamp’s and Senator John Hoeven’s Offices, along with Congressman Kevin Cramer have announced a total of $577,700 in federal grants for projects in Sargent, Kidder, and Stutsman Counties to help improve water treatment, buy a new ambulance, and buy a new bookmobile.

James River Valley Library System in Stutsman County – $41,200. Federal funds will be used to purchase a new bookmobile to provide books to communities that cannot reach the downtown library.

Library Development Director, Bill Kennedy says, the bookmobile’s estimated price tag is $215,000 and it will take approximately 12 months to build the new bookmobile.

Heitkamp says, “Investing in small communities around North Dakota guarantees that they remain great places to live and work. These federal grants will provide Sargent, Kidder, and Stutsman Counties with the federal funding to go forward with important projects that help strengthen our state and keep us safe – like a treatment plants to keep water clean, a new ambulance to protect residents, and a new bookmobile to make library books accessible to more North Dakotans.”

Cramer added, “These loans and grants fund essential services which enhance quality of living while making communities more attractive to investments which lead to job creation,” said Cramer.

Hoeven said, “The period of growth we’re experiencing across North Dakota means that we have a greater demand for services in our rural communities.We’ve been working hard to support growth in the rural parts of our state, and these USDA funds will help communities work on important projects that will help ensure the continued health and safety of residents.”

 

Other federal grants/projects:

City of Forman in Sargent County – $461,000. Federal grant will be used for upgrades to the water treatment plant and new water meters.

Kidder County Ambulance Service, Inc. in Kidder County –

$75,500. Federal funds will be used to purchase a new ambulance.

The federal funds come from the U.S. Department of Agriculture Rural Development.

 

Valley City (CSi) The Valley City Barnes County Development Corporation has approved of a funding request of $7,500 from Becky Heise to be use for the City Park Concession Stand restoration project. She said the restoration project is estimated at nearly $32,000

The action allows her to submit a letter of commitment from the Development Corporation to the Cultural Heritage Grant application through the State Historical Society for a grant to match the funding.

Heise is accepting monetary donations for the restoration of the City Park Concession Stand which can be sent to the Valley City Park District at 140 4th St SW, PO Box 422 with a notation that it is for the Concession Stand project.

Last week the Valley City Park District Board approved of Heise’s plan to raise money.

 

 BISMARCK, N.D. (AP) – A 61-year-old Strasburg man is dead after a single-vehicle crash in Burleigh County.
 
     The Highway Patrol says Vincent Kraft was driving a pickup on state Highway 1804 and failed to negotiate a curve about 14 miles south of Bismarck. The truck rolled multiple times in the ditch and struck a power pole.
 
     Kraft was pronounced dead at the scene about 8 p.m. Monday. He was alone in the vehicle.

 

 FARGO, N.D. (AP) – A San Jose, California man accused of dealing large quantities of methamphetamine in North Dakota has pleaded guilty in federal court.
 
     Victor Pacheco is charged with possession with intent to distribute a controlled substance. The charge carries a maximum penalty of life in prison.
 
     Authorities say they were tipped off by an informant that Pacheco was mailing packages of meth to Grand Forks. Agents allegedly sent Pacheco $4,600 concealed in a stuffed animal and received drugs in return.
 
     Pacheco’s attorney, Ron Hettich, of Fargo, declined to comment.
 
     Sentencing is scheduled for Nov. 2.

 

 MANDAN, N.D. (AP) – A man accused in an attempted home invasion in Mandan that was thwarted by two teenage girls is facing two charges.
 
46-year-old Robert Meney was charged Tuesday in South Central District Court with criminal trespass and disorderly conduct. He faces up to five years in prison.
 
     Authorities say the incident took place Sunday afternoon. Meney is accused of attempting to force his way into a trailer home occupied by two girls, ages 15 and 11. Police say Meney tried to push his way into the house after knocking on the door, but the girls managed to keep him out.
 
     Court documents do not list an attorney for Meney.

 

BISMARCK, N.D. (AP) – A Minnesota contractor who allegedly took advantage of an elderly homeowner in North Dakota has been banned from doing business in the state.
 
     Attorney General Wayne Stenehjem (STEHN’-juhm) has issued a cease-and-desist order against Joe Beaulieu (BOH’-lee-oo), doing business as Dakotah Roofing and Remodeling LLC. Beaulieu did not immediately respond to an Associated Press request for comment.
 
     Stenehjem says his office’s consumer protection division received a complaint that a homeowner in 2013 gave the company $91,000 in advance for home repair work, and two years later more than $50,000 in repairs have not been completed.
 
     Stenehjem says Beaulieu promised to refund the homeowner $30,000 but did not follow through, and has since stopping communicating with investigators.

 

 WILLISTON, N.D. (AP) – Two former employees of a Wal-Mart store in Williston are accused of stealing thousands of dollars from their employer by loading store funds onto debit cards.
 
     19-year-old Oshine Johnson and 20-year-old Arcelly Guiao allegedly stole more than $11,000 in late July and early August.
 
     Both women face a felony theft charge that carries a maximum punishment of five years in prison. Court documents do not list an attorney for them, and home telephone listings could not be found. They are due in court Sept. 24 and could enter pleas at that time.

 

 WEST FARGO, N.D. (AP) – One of North Dakota’s top manufacturing companies is expanding its headquarters in West Fargo.
 
     Groundbreaking was held Tuesday on a $9.5 million project for Bobcat Co., which employs more than 2,000 people in the state.
 
     Bobcat and its parent company, Doosan, will nearly double the size of its West Fargo headquarters, from 38,000 to 71,000 square feet. Construction is expected to be completed in about a year.
 
     Bobcat has its primary manufacturing plant in Gwinner, along with a support center in Wahpeton, an attachments production plant in Bismarck, and an acceleration center in Bismarck.
 
     North Dakota Gov. Jack Dalrymple says the expansion will further support Bobcat’s standing as a leading innovator in compact equipment.

 

BISMARCK, N.D. (AP) – North Dakota’s Public Service Commission has hired a BNSF Railway manager as a track inspector for the state’s new rail safety program.
 
     Karl Carson starts the $90,000-a-year job next week. He has been a BNSF manager since 2004.
 
     BNSF is the biggest shipper of crude out of western North Dakota’s oil patch. The railroad has been involved in two fiery oil train derailments in North Dakota in recent years.
 
     Some are critical of the hire, saying it has the appearance of a conflict of interest.
 
     PSC Chairwoman Julie Fedorchak says it’s tough to find inspectors in North Dakota with as much experience as Carson. She says he’s committed to doing a good job as an inspector.
 
     Carson did not return messages left for him at the PSC.
 

 

 BISMARCK, N.D. (AP) – Agriculture Commissioner Doug Goehring has activated North Dakota’s Harvest Hotline, with a new feature this year.
 
     The free service helps match farmers and custom harvesters. It’s been in use for nearly a quarter century.
 
     The hotline number is (701) 425-8454. Agriculture Department staff will answer calls weekdays from 8 a.m. to 5 p.m. Callers can leave messages on evenings and weekends.
 
     A new feature this year is a self-service Harvest Hotline map. It can be found by clicking on “Harvest Hotline” at http://www.nd.gov/ndda/ . Users may click on the black pinpoint icons to retrieve information about harvesters available in their area.

 

 MINOT, N.D. (AP) – Dakotas-based Sanford Health is considering expanding in Minot and possibly building a hospital there.
 
     Sanford acquired a clinic in Minot when it bought Bismarck-based Medcenter One in 2012. CEO Kelby Krabbenhoft tells the Minot Daily News (http://bit.ly/1h2jdhB ) that Sanford now is looking to offer more services. A decision on what that will entail is expected by the end of the year.
 
     Trinity Health operates the only hospital in Minot. Trinity announced in June that it’s becoming part of Montana-based Billings Clinic RegionalCare – a partnership that will include a new medical campus.
 
     Sanford has taken a step toward expansion by obtaining an option on land in the general area as the site proposed for the new Trinity hospital.
 
     Sanford also has talked with Billings Clinic about a potential partnership.

 

 STURGIS, S.D. (AP) – South Dakota transportation officials say the number of vehicles that entered the city of Sturgis for the 75th annual motorcycle rally was the highest for the event since 2005.
 
     The Transportation Department count shows that about 511,000 vehicles were in and around Sturgis from Aug. 4-10, about a 31 percent increase last year.
 
     The record number of vehicles recorded since the state began keeping totals was more than 604,000 in 2000.

 

In sports… 

Minneapolis — Flip Saunders, head coach and president of basketball operations for the Minnesota Timberwolves, announced Tuesday he is undergoing treatment for Hodgkin’s lymphoma, a form of cancer.

In a statement released on the Timberwolves website, Saunders said he was diagnosed eight weeks ago during an examination with team medical officials, and that he is undergoing chemotheraphy for what his doctors call a “very treatable and curable form of cancer.”

“I am taking it step-by-step and day-by-day to understand how to best manage this process,” Saunders wrote.

Saunders will continue his duties with the Timberwolves during his treatment.

 

 ST. PAUL, Minn. (AP) – Major League Soccer’s consideration of an expansion team for the Twin Cities still includes both Minneapolis and St. Paul. MLS President and Deputy Commissioner Mark Abbott says there’s no timetable for St. Paul to act on a proposed stadium site at Snelling and University avenues near Interstate 94. St. Paul mayor Chris Coleman says the city has not requested exclusive bargaining rights with the league.

 MINNEAPOLIS (AP) – Eduardo Escobar’s two-out double in the ninth inning drove in the winning run and capped a late rally by the Minnesota Twins for a much-needed 3-2 victory Tuesday night over the Texas Rangers. Spencer Patton quickly got the first two outs in the ninth but walked Kurt Suzuki before reaching the bottom of the order with Escobar.    MINNEAPOLIS (AP) – Maya Moore matched a season-high with 32 points and the Minnesota Lynx clinched a playoff spot with an 83-76 victory over the San Antonio Stars on Tuesday night. Minnesota’s Lindsay Whalen had nine assists and is third in WNBA history with 2,001. Kayla McBride hit a 3-pointer to pull the Stars to 79-76 with 23 seconds left before Moore made four free throws to seal it.

 SCHAUMBURG, Ill. (AP) – NFL owners met in suburban Chicago yesterday to hear more about moving at least one existing team to the Los Angeles market. The Chargers and Raiders are proposing a stadium in Carson, and the Rams are looking to build a facility in Inglewood. Commissioner Roger Goodell (guh-dEHL’) says no voting of any kind occurred at the meeting, and he anticipates the league will decide on a relocation fee this fall.
 

   NEW YORK (AP) – A federal judge has called in the main players in the National Football league controversy involving underinflated balls. New England quarterback Tom Brady and NFL Commissioner Roger Goodell are set to explain why the dustup from last season’s AFC conference championship game is spilling into this season. The NFL sued the players union two weeks ago. The union contends Brady’s suspension was unfair and violates the labor contract. 

 

 FLORHAM PARK, N.J. (AP) – New York Jets quarterback Geno Smith will be sidelined at least 6-10 weeks after breaking his jaw in a locker room fight with teammate I.K. Enemkpali (ehn-uhm-PAL’-ee) on Tuesday. Ryan Fitzpatrick is expected to assume the starting quarterback job, with rookie Bryce Petty as his backup. Enemkpali was immediately released.

 

In world and national news…

ATLANTA (AP) – A police pursuit in Atlanta ended with two suspects wounded by gunfire in a shootout. Police say  they tried to stop a car after reports that passengers inside were waving guns, but the driver sped away from officers late last night. Eventually the suspects jumped from the car, ran behind a house and began exchanging gunfire with the officers. No officers were injured.
 
     WASHINGTON (AP) – Hillary Rodham Clinton’s private server from her days as secretary of state is going to the Justice Department which is looking into whether classified information may have passed through the system. A Republican lawmaker says the answer to that is yes. Clinton’s presidential campaign says she’s cooperating with investigators. Critics say the evidence points to malfeasance as secretary of state.
 
     SANAA, Yemen (AP) – Military and security officials in Yemen say five alleged al-Qaida militants have been killed in a suspected U.S. drone strike. The officials say the militants were traveling in a vehicle near an extremist-held coastal city. Al-Qaida’s Yemen branch, considered by Washington to be the most dangerous offshoot of the terror network, has gained ground in Yemen, profiting from the country’s civil war.
 
     CAIRO (AP) – A blistering heatwave is taking its toll on Egypt. The official MENA news agency says the death toll for the week his risen to more than 60 after reports of 21 new deaths. The victims are mostly elderly people.  MENA says nearly 600 people are hospitalized for heat exhaustion. The heatwave that started in late July has seen temperatures as high as 114 degrees.
