Jamestown (CSi) Jamestown Regional Airport reports, 872 commercial passenger boardings in July, making it the highest total in a month since 1978, when Jamestown boardings were at 10,000 per year, with three or four Boeing 727 aircrafts per day.
Jamestown Airport Manager Sam Seafeldt told the Regional Airport Authority members that with the 450 August boardings through Tuesday the total boardings for the year come to 5,226.
Regional Airport Authority Chairman Jim Boyd said the goal is to reach 10,000 passengers per year and with the step up in possible funding that comes with the increase, and then Jamestown Regional Airport should aim for 15,000 passengers per year.
In other business, the Airport Authority received a new aircraft rescue and fire fighting vehicle on Wednesday. The $512,000 vehicle is 90 percent federally funded with the state of North Dakota and the Airport Authority pitching in around $25,000 each and the Federal Aviation Administration with another $23,000.
The sale includes a $43,000 trade-in value of the current aircraft rescue and fire fighting vehicle.
The new vehicle has three times the capacity and holds 1,500 gallons of water versus a 500-gallon tank in the current vehicle. The new vehicle pumps 1,800 gallons per minute with two turrets versus the 600 gallons per minute with one turret in the current truck.
Linda Schauer of Schauer & Associates PC presented the authority audit report. The report found a deficiency with the financial statement preparation process and recommended that the Airport Authority designate an individual or firm to be responsible for the financial reports.
The board also approved a $3,741 bid for a new public-address system that will alert passengers with information and boarding information inside and outside the terminal….and approve an aggregate 4.5 percent budget increase for employee raises with airport manager discretion effective Octobers 1st, and approved the performance appraisal of Manager, Sam Seafeldt.
Jamestown (CSi) The South Central Dakota Regional Council Executive Board met Wednesday with the Stutsman County Commission talking about the Commission’s decision to delay a decision on whether or not it will pay the county’s share in dues to remain a member of the Regional Council.
City of Buchanan representative on the Regional Council, Kim Lees said he has reached out to two Stutsman County commissioners, but both have suggested the Regional Council meet with Casey Bradley, county auditor/chief operating officer, to discuss the matter.
The Regional Council will continue to try and reach an understanding with the Stutsman County Commission. The Regional Council also directed Deb Kantrud, Regional Council executive director, to give a copy of the Regional Council’s budget to the County Commission and Bradley.
At its August 4th meeting, the Stutsman County Commission indicated it would not approve paying the county’s share of the $34,824 due that would be split with the city of Jamestown. The county’s share would be around $13,000. The city and county use economic development funds to pay the dues for the Regional Council through the Jamestown/Stutsman Development Corp.
Jamestown (CSi) The Jamestown Arts Center reports that The Dinner Theater production of Beyond Therapy (scheduled for this weekend) has been cancelled.
One of the lead actors has had a death in the family and has to travel out of state for the funeral.

MANVEL, N.D. (AP) – A Grand Forks woman involved in a head-on collision on Interstate 29 in northeastern North Dakota over the weekend has died of her injuries.
The Highway Patrol says 26-year-old Rebecca Wright was driving a Jeep north in the southbound lanes of the interstate and collided head-on with a semitrailer. The semi then crossed into the northbound lanes and struck another semitrailer.
The Jeep caught fire after the crash that happened shortly before 12:30 a.m. Saturday north of Manvel. Wright was taken to a hospital in Grand Forks. The patrol on Wednesday said she had died.
No one in the semis was hurt. The interstate was closed for several hours while the roadway was cleared.
STANLEY, N.D. (AP) – An 11-year-old child from Lignite is recovering in a Minneapolis hospital after losing control of a tractor in northwestern North Dakota’s Burke County.
The Highway Patrol says the child was reaching to shift the tractor into another gear and lost control Monday night. The tractor rolled into the ditch off a rural dirt road and pinned the child beneath.
The patrol says the child suffered severe injuries but is recovering. Authorities did not identify the child.
BISMARCK, N.D. (AP) – A woman accused of helping a man who was convicted by a North Dakota jury for his role in a Jamaican lottery scam has pleaded not guilty in federal court.
Melinda Bulgin, of Providence, Rhode Island, is charged with four counts, including mail and wire fraud.
Authorities say Bulgin handled money on behalf of Lavrick Willocks and Sanjay Williams, described as leaders of two separate scamming operations based in Jamaica. Williams was found guilty after a 10-day trial in May. Willocks is charged but remains in Jamaica.
Jamaican lottery scams have been happening for years, but rarely prosecuted. This case began when an FBI agent from North Dakota interviewed a Harvey woman who said she lost money in the scam.
Bulgin’s court-appointed attorney could not be immediately reached for comment.
BISMARCK, N.D. (AP) – A man who was featured in a documentary in the North Dakota oil patch has been arraigned for the third time on sex trafficking charges.
39-year-old Keith Graves has pleaded not guilty to an additional count of sex trafficking by force or coercion.
In all, the latest superseding indictment charges Graves with eight counts of sex trafficking by force or coercion, and one count each of obstruction, distribution of methamphetamine and possession of a controlled substance.
Authorities say Graves beat some of his victims and forced at least one woman to perform sex acts on him.
Graves was one of the main subjects in “The Overnighters,” which won an award at the 2014 Sundance Film Festival. It followed a pastor who opened his church to homeless oil workers.
Graves is representing himself.
MINOT, N.D. (AP) – Authorities have released a description of the hat worn by a man believed to have robbed two North Dakota banks within about five hours on Friday. The Bismarck Tribune reports that the suspect was wearing an orange-and-brown baseball cap with flames, a picture of an oil well and the word “roustabout.” Stanley Police Chief Kris Halvorson says he hopes releasing the description of the hat might generate some tips from the public.
BISMARCK, N.D. (AP) – A Fargo man says he wants voters to decide if medical marijuana should be legal in North Dakota.
Ray Morgan says he has formed a 25-member committee that will submit an initiative to the secretary of state for approval so they can collect petition signatures. Morgan says he hopes the initiative will appear on the November 2016 ballot.
North Dakota’s Republican-led House rejected a bipartisan measure this year to legalize medical marijuana, citing concerns about public safety and the burden on law enforcement.
North Dakota allows residents to put proposed state laws and constitutional amendments directly to a vote if the initiative’s backers can gather enough support.
Morgan says it gives him hope that medical marijuana is legal in about two dozen other states.
FLASHER, N.D. (AP) – Residents of Flasher appear to have narrowly approved a $6 million bond to fund a new high school wing, community gym and updates to the town’s elementary school.
Unofficial results from Tuesday’s election show the measure passing with 61 percent of the vote.
A 60 percent majority was required. School Board President George Leingang says the measure passed by only two votes.
The project will take 12-16 months to complete.
About 300 people live in the community southwest of Bismarck.
MANNING, N.D. (AP) – Dunn County residents who’ve been fighting for months to have a say in the siting of oil waste landfills have lost another battle.
The group that wears bright orange T-shirts reading “We Are Dunn County” earlier this year unsuccessfully tried to get the County Commission to reinstate an old zoning rule that said landfills couldn’t be approved without permission of 60 percent of landowners within a half mile of the proposed facility.
Now, the commission has rejected a request by the group to require a hearing if one was requested by at least 20 percent of landowners within 2 miles of a proposed landfill, and to unanimously vote the project up or down.
County officials say that would be cumbersome and illegal under state law.
SIOUX FALLS, S.D. (AP) – The percentage of farms with access to computers is slightly higher in the Dakotas than in the nation as a whole.
The U.S. Department of Agriculture on Wednesday said 78 percent of North Dakota farms and 75 percent of South Dakota farms have computer access, higher than the national average of 73 percent.
Department statistics also show internet access at farms in the Dakotas has increased since the last time this data was collected in 2013.
The USDA says 75 percent of farms in North Dakota have internet access, up 2 percent from two years ago. The rate of internet access is South Dakota is also 75 percent, up 3 percent from the previous survey.
BISMARCK, N.D. (AP) – North Dakota’s congressional delegation says fire protection districts in Buffalo and Linton have been awarded grants from the Federal Emergency Management Agency. The delegation says the Linton Fire District is getting more than $158,000. The Buffalo Rural Fire Protection District is getting nearly $75,000.
FARGO, N.D. (AP) – Park district officials in Fargo will be getting some advice from the Humane Society of the United States about how to handle beavers that are chopping down and killing trees along the Red River. Dave Pauli with the Humane Society says he has worked on similar problems for three decades and may have some options for city officials when he visits Fargo next week. The Fargo Park District caused an uproar in April when it announced its plans to trap and kill the beavers

Valley City (CSi) Valley City State University has announced that Michael Mook has been hired as head softball coach.
A former assistant at Augustana College in Sioux Falls, S.D., Mook replaces Elle Fracker, who recently accepted a head coaching job at Fort Lewis College in Colorado.
VCSU Athletic Director Jack Denholm says, “We’re excited to have Michael take over our softball program. He brings a wealth of college softball experience and success, and he should be a great fit at the university.”
BISMARCK, N.D. (AP) – North Dakota’s Game and Fish Department has set dates and regulations for the waterfowl hunting season. It’s also begun accepting license applications for the fall turkey season.
Opening day is Sept. 26 for North Dakota residents hunting ducks, geese, coots and mergansers. Nonresidents may begin hunting waterfowl in North Dakota on Oct. 3.
Two noteworthy changes for this year’s season are daily bag limits of two canvasback ducks and three white-fronted geese. That’s an increase from last year of one duck and one goose.
Game and Fish is making 3,655 licenses available for the fall turkey season that opens Oct. 10.
Hunting Unit 21 in Hettinger and Adams counties and Unit 53 in Divide and Williams counties will remain closed to hunting this year because of low bird numbers.

CAIRO (AP) – The Islamic State group is claiming responsibility for a massive car bomb in Cairo that wounded at least 29 people and blew the facades off nearby buildings. The blast early this morning demolished a national security building, smashing its structure and leaving gaping holes exposing its offices. Of those hurt, 11 were police and soldiers.
BANGKOK (AP) – Military officials in Thailand say this week’s bombing that killed 20 people at a Bangkok shrine “unlikely” was carried out by international terrorists, but it hasn’t been ruled out. Police say they suspect the plot involved at least 10 people. No one has claimed responsibility for Monday’s blast and police are still looking for the man seen on video placing a backpack at the shrine just minutes before the explosion.
ANCHORAGE, Alaska (AP) – Crews have recovered one body and are working to stabilize a landslide area to aid the search for two more men believed killed when an avalanche of logs and mud swept over a construction site in southeast Alaska. Part of a mountain gave way Tuesday, and tree-tangled muck poured into the Sitka area, engulfing a home under construction. Emergency management officials tell the Alaska Dispatch News that the body recovered has not yet been identified.
ST. LOUIS (AP) – St. Louis resident Dex Dockett says, “Another youth down by the hands of police.” Police say a black 18-year-old officers shot and killed yesterday had pulled a gun on them as he fled a house where a search warrant was being served. The shooting prompted protests, and police arrested at least nine people after firing tear gas at demonstrators who threw glass bottles and bricks.
PRAGUE (AP) – An aviation official in Slovakia says at least seven parachutists are dead and another 15 are missing after two planes carrying them collided. The government official says there were a total of about 40 people on the two planes today, and that some of the parachutists survived by jumping out of the planes before the collision.
