BISMARCK, N.D. (AP) – A Minnesota company has been fined $2,000
for hitting an oil pipeline while workers were installing new sewer
and water lines near Dickinson.
North Dakota’s Public Service Commission voted Wednesday to
impose the fine against Shores Cos. Inc. of Evansville.
Commission Chairman Brian Kalk says Shores has declined to
respond to agency questions about the incident in October 2011. He
said the company didn’t show up for a hearing to explain its
version of events.
Shores Cos. President Dennis Shores did not respond Wednesday to
telephone messages left for comment. He said in an April letter to
the commission that the pipeline’s location hadn’t been adequately
marked.
Kalk says the accident spilled about 8,000 gallons of oil
southeast of Dickinson. He said Shores didn’t follow state digging
notification rules.
BISMARCK, N.D. (AP) – Four cities in the Dakotas are among the
10 in the nation with the lowest unemployment rates last month.
The Labor Department says the North Dakota capital of Bismarck
had the lowest rate among the 372 largest U.S. cities, at 2.2
percent. Bismarck is followed by Fargo at 2.8 percent and Grand
Forks at 3.1 percent.
Sioux Falls, South Dakota’s largest city, is eighth on the list,
with a rate of 3.7 percent.
The Labor Department says unemployment rates declined last month
in more than half of the 372 largest cities – further evidence of
steady improvement in the job market.
BISMARCK, N.D. (AP) – North Dakota Agriculture Commissioner Doug
Goehring (GORE’-ing) says he’ll be part of a U.S. trade delegation
to Russia next week.
A U.S. Agriculture Department official is leading the trip, and
it’s scheduled to include top state agriculture administrators from
Idaho, Missouri and Oklahoma.
Goehring wants to find out more about Russian consumer demand
for North Dakota oilseeds, machinery and other products. He says
the recent normalization of trade relations with Russia opens up a
potential $40 billion market.
The group will be visiting Moscow and St. Petersburg, and going
to Russian farms, stores and food processing facilities. The trade
mission starts Monday and extends through the week.
WILLISTON, N.D. (AP) – Plans to build a permanent truck bypass
around Williston have been complicated by what North Dakota
Transportation Director Francis Ziegler says is an
“unprecedented” discovery of American Indian artifacts.
Ziegler says the artifacts uncovered along the preferred route
for the bypass include burial sites and stone circles. At least one
tribe has asked for the route plans to be abandoned.
Crews earlier this year completed a temporary bypass in the area
to help route heavy oil field truck traffic around Williston and
ease congestion in city limits.
Deputy Transportation Director Grant Levi says officials will look at options for a permanent bypass that doesn’t disturb the artifacts. But Williams County Commission Chairman Dan Kalil says a second possible route is
opposed by some private property owners.
BISMARCK, N.D. (AP) – North Dakota regulators are asking a judge
for permission to take control of the Falkirk Farmers Elevator
Company.
Public Service Commission documents say Falkirk owes more than
$270,000 to at least seven people. Falkirk was based in Washburn
and operated grain elevators at Falkirk and Hazen.
The commission voted Wednesday to ask a judge to rule that the
elevator can’t pay its bills. If that happens, the commission will
sell off the company’s assets so its creditors can be paid.
The two elevators were closed in April, and they’ve already been
sold to other companies. But they still have pinto beans in
storage.
Falkirk’s cooperative members voted last summer to liquidate the
business and sell the company’s tractors, trucks and office
equipment.
NORTHWOOD, N.D. (AP) – A defunct oilseed processing plant in
eastern North Dakota has been sold through an auction to an
undisclosed buyer.
Agweek reports that the former Northwood Mills plant sold on
Tuesday for $1.1 million. Only a handful of people bid on the plant
during the auction in a plant repair shop. The buyer submitted a
bid online.
The $10 million plant that once employed about two dozen people
opened in 2007 and closed two years later due in part to weak
demand for canola oil, and a bank foreclosed.
American Federal Bank senior credit officer Gary Hoots said the
bank was hoping for a higher selling price. He said he couldn’t
comment on the buyer’s plans.
BISMARCK, N.D. (AP) – Basin Electric Power Cooperative wants to
build a new electric power plant near Watford City in western North
Dakota.
The project includes two turbines that would be powered by
natural gas. They would be capable of generating up to 90 megawatts
of electricity.
North Dakota’s Public Service Commission said Wednesday it’s
received a notice from Basin that it wants to build the project.
The commission must approve the plans before construction starts.
Commission Chairman Brian Kalk says power providers have been
looking for ways to meet the rising demand for electricity in
western North Dakota’s oil country.
BISMARCK, N.D. (AP) – The North Dakota Game and Fish Department
is investigating the illegal killing of a moose in Burleigh County.
District Game Warden Jackie Lundstrom says a bull moose was shot
near Moffit earlier this month during the first week of the deer
gun season. A $1,000 reward is being offered through the Report All
Poachers program for information leading to a conviction.
A similar reward is offered for information in the illegal
killing of at least two pronghorn in neighboring Morton County the
same weekend.
BISMARCK, N.D. (AP) – Republican activists have picked a coal
company worker as North Dakota’s newest state senator.
Jessica Unruh (UHN’-roo) of Beulah will succeed Randy Christmann
in the Senate. Christmann resigned after he was elected to the
North Dakota Public Service Commission.
Unruh is an environmental specialist who works at the Freedom
coal mine. She was one of six candidates for the appointment. She
will serve the rest of Christmann’s term, which ends in December
2014.
North Dakota law allows party political activists to appoint a
legislator if an incumbent resigns shortly before the Legislature
meets.
The 28-year-old Unruh will represent District 33 in North
Dakota’s coal-mining region. It includes Mercer and Oliver counties
and part of western Morton County.
Unruh says she’s planning to run for election when her term
ends.

UNDATED (AP) – Rajon Rondo’s (RAH’-zhan RAHN’-dohz) temper cost
him a chance to continue his assist streak. The Boston Celtics
guard had 37 straight games with at least 10 assists before he was
ejected in the second quarter of a 95-83 loss to Brooklyn. Rondo
was punished for shoving Kris Humphries in the second quarter after
the Nets forward knocked Kevin Garnett to the floor with a hard
foul.
The ejection leaves Rondo tied for the second-longest string of
10-assist games, nine off the record set by Lakers guard Magic
Johnson in 1983-84.

the incident, Suh insisted he has no reason to apologize to Schaub.
KNOXVILLE, Tenn. (AP) – Former NFL coach Jon Gruden denies a

Tennessee football program as part of a deal that would include
becoming part owner of the Cleveland Browns. Browns owner Jimmy

ESPN’s “Mike & Mike In The Morning” show that he’s happy working
as an NFL analyst for the network and is just trying to keep his

ATLANTA (AP) – The Atlanta Braves have found a replacement for
free-agent center fielder Michael Bourn. A person familiar with the
deal tells The Associated Press that free-agent outfielder B.J.
Upton has agreed to a five-year package with the Braves after
hitting .246 with 28 homers, 78 RBIs and 31 stolen bases for Tampa
Bay this year. Several media outlets reported the deal is worth
$75.25 million, which would be the largest free-agent contract in
team history.
Also in baseball, Andy Pettitte has signed a one-year deal with
the Yankees. The 40-year-old lefty came out of retirement on May 13
but missed nearly three months of the 2012 season with a fractured
left ankle.

UNDATED (AP) – Negotiators from the NHL and the players’
association returned to the bargaining table Wednesday for the
first time in a week and the first time with outside voices
contributing to the talks. The sides agreed Monday to use the

lockout that’s lasted 2 1/2 months.
The location was secret, and so was what was discussed, but the
talks went well enough that the sides will be back at the
negotiating table Thursday.

WASHINGTON (AP) – Efforts continue to find common ground that
could lead to a deal avoiding a fiscal cliff and possible recession
next year. Treasury Secretary Tim Geithner (GYT’-nur) and senior

series of tax increases and spending cuts.

club in New York City.
BEIRUT (AP) – Activists say a top member of Syria’s ruling Baath
party is among the dead in a bombing by rebels. The Britain-based
Syrian Observatory for Human Rights says rebels detonated a car

and his bodyguards. Syria state-run SANA news agency reported the
bombing and said there were casualties.
BAGHDAD (AP) – A wave of bombings across Iraq has killed at
least 39 people, including at least 33 in attacks in two major
cities south of Baghdad that targeted Shiite Muslims. More than 100
people were wounded in the attacks on Hillah and Karbala
(KAHR’-bah-lah).
