 BISMARCK, N.D. – Gov. Jack Dalrymple Monday said that he and First Lady Betsy Dalrymple have decided not to seek re-election in 2016. Gov. Dalrymple said he and the First Lady look forward to serving the people of North Dakota through Dec. 15, 2016, then plan to spend more time with family, including their five grandchildren.

“It continues to be my great privilege to serve my state, service that includes 16 years as a state representative, 10 years as lieutenant governor and last five-plus years as governor,” Dalrymple said. “North Dakota has made incredible progress and I feel so blessed to have been part of leading our state, especially in the years since 2000, truly a golden period for North Dakota. I look forward to continuing to work hard for the people of our state over the next 16 months.”

 

Jamestown  (CSi)  The Jamestown City Engineer’s Office reports, the following road closures & restrictions are due to utility improvements:

Beginning Monday, August 24, 2015 – 5th Ave NE, the southbound lane (west side) will be closed from 5th St NE to 4th St NE. There will be no parking on 5th St NE from 4th Ave NE to 5th Ave NE, and 4th Ave NE from 4th St NE to 5th St NE, and 4th St NE from 3rd Ave NE to 4th Ave NE. There will be lane restrictions on 5th Ave NE, 5th St NE, 4th Ave NE, and 4th St NE in these same areas. It is anticipated the work will be completed within 5 – 7 business days.

Also beginning Monday, August 24, 2015 –southbound traffic on 1st Ave will be occasionally restricted to one lane from 2nd St N to 3rd St N. It is anticipated the work will be completed by September 14th.

The road work and anticipated street closure schedules are contingent upon weather conditions.

Motorists and other traffic should use extreme caution when entering road construction areas. The public should consider alternate routes if possible.

 

Jamestown (CSi) The Jamestown Tourism Grant/Executive Advisory, at Friday’s meeting at Historic Franklin School, tabled action on setting a meeting between Tourism and the Frontier Village Association Board.

At the Tourism meeting, members decided to set a potential meeting date with the FVA board, to be agreed upon by the full tourism board, at their board meeting set for this Monday (August 24, 2015).

Tourism Executive Director Searle Swedlund said a meeting between tourism and the Frontier Village should address concerns expressed by the FVA board at their meeting on August 13th, that specifically concerned Pioneer Days event flyers were not poster size, and said he wanted to withhold funding for them, along with other concerns.

At Friday’s meeting, Swedlund told the tourism board that he has concerns of whether to “invest” in the Frontier Village, with grant dollars that amounts to 35% of tourism’s annual grant funding, adding that the “historical approach,” with the Frontier Village will no longer work.

The Tourism Executive Advisory Board, Friday, also decided to bring to the full Tourism Board meeting, discussion concerning setting the date for the 2016 community fireworks display, that tourism in recent years has funding the majority of the costs.

Swedlund also said that JSDC has approved the Tourism request for $75,000 to for renewal of matching funds for Tourism Grant funding for 2016.

In other business, the Tourism Grant/Executive Advisory Board approved the request from the Jamestown Fine Arts Association (Jamestown Arts Center) in the amount of $2,750, or half the amount, for a study of the economic impact of the arts and culture on Jamestown.

The balance of the funds will come from the Americans for the Arts program.

Arts Center Director Cyndi Wish said the North Dakota Council on the Arts is working with Americans for the Arts to do an economic Impact Study for North Dakota, which Jamestown’s will be a part of, separately. She said the Jamestown Arts Center will be cooperating the organizations on the Jamestown Study.

Materials she supplied to tourism, said the study will assist the Jamestown Arts Center, with accurate data when making a case to local and state legislators in understanding how the arts drive tourism, support economic development, help attract and retain new residents, and provide jobs.

She added that understanding the impact of the arts in Jamestown could be very helpful in lobbying to get the Jamestown Arts Center’s City budget allocation increased, allowing for expanded programming which will continue to support Jamestown’s tourism.

Americans for the Arts will facilitate an evaluation process for the study.

The last study was done in 2007, and she said is outdated.

 

Jamestown (CSi)  The Jamestown Area Chamber of Commerce and US Bank will hold informational training sessions,  August 27,  on the upcoming credit card liability shift for businesses accepting credit cards.

On Friday’s Wayne Byers Show on CSi Cable 2, the Chamber’s Executive, Becky Thatcher-Keller said, on October  1, 2015, credit card liability will shift to either the business or the financial institution.  US Bank staff will provide information and review the type of equipment a business will need to adopt.

Two training sessions for businesses will be at the Chamber office at the Center for Economic Development, downtown,  starting at 7:30-a.m., and another at noon, last for about an hour each.   There is no charge and everyone is invited to attend.

Update…

Jamestown (CSi) The Jamestown Rural Fire Department was called to a semi pulling a trailer with an excavator,  on fire about 3:35 Thursday afternoon.

The rig  pulled off at I-94 eastbound at the Exit 248 off ramp, near Eldridge.

The fire  created a large amount of black smoke, and spread to a patch of grass on the side of the highway.  A Stutsman County Sheriff’s Deputy closed the ramp entrance and traffic was allowed, on the interstate.

The driver indicated to authorities that a tire on the unit blew out and started the fire.

The driver was able to disconnect the trailer from the truck and remove the excavator on the trailer.

Damage reported to the trailer and some damage to the excavator.  The truck, owned by Bohlman  Trenching Service from Thompson, North Dakota,  did not receive damage.

 FARGO, N.D. (AP) – A man struck by a vehicle in a Fargo parking lot has died.
 
     Police say 84-year-old Donald Beyer, of Breckenridge, Minnesota, was walking on Friday when he was hit by a vehicle that was backing up. He was knocked to the ground and suffered a head injury.
 
     Beyer was taken to a hospital and died Sunday.
 
     No charges were immediately filed against the 72-year-old woman who was driving the vehicle.

 

 MINOT, N.D. (AP) – Minot police are investigating an incident in which shots were fired at a restaurant.
 
     Capt. John Klug says a shot was fired into the ceiling of an Applebee’s during an altercation about 5 p.m. Sunday. The people at that table then went into the parking lot, where more shots were fired.
 
     No injuries were reported.
 
     Two bullets hit a vehicle belonging to a patron of the restaurant. Other customers who were there at the time are being asked to check their vehicles for bullet holes.
 
     Lacy Jost was dining at the time and says the shooting happened after an argument at another table. She says she and others “kind of freaked out” and fled the building.
 
     Applebee’s says it’s cooperating with police and declined further comment.

 

 FARGO, N.D. (AP) – A Texas man accused of selling synthetic drugs to customers in every state and distributing the chemicals that resulted in the overdose deaths of two teens in North Dakota is appealing his sentence.
 
     Charles Carlton, of Katy, Texas, was sentenced a year ago to 20 years in prison for selling that drugs authorities say led to the June 2012 deaths of 18-year-old Christian Bjerk, of Grand Forks, and 17-year-old Elijah Stai, of Park Rapids, Minnesota.
 
     Carlton his lawyer did a poor job of representing him and lists seven reasons why the sentence should be thrown out or reduced. He says the fatal doses of the substances were prepared by others and another man who stole the drugs is responsible for the deaths.
 
     Federal prosecutors could not be reached for comment.

 

FAIRMOUNT, N.D. (AP) – A southeastern North Dakota family has marked the five-year anniversary of a powerful tornado that leveled everything on their farmstead but their home.
 
     The  EF-4 tornado struck the rural Fairmount farmstead of Dave and Kathy Langenwalter on August 7th, 2010. She was away from home at the time, but he and their son, Joseph, waited out the tornado in their basement.
 
     Dave Langenwalter says a neighbor had called the family’s home that day to tell them there was a tornado west of their house.
 
     The house was seriously damaged and had to be demolished, but they built a new home on their property. Nine other buildings were leveled.
 
     The couple says it took a year to clean up, but many volunteers came to help.

 

 FARGO, N.D. (AP) – The value of farm real estate in North Dakota has risen 5 percent in the past year.
 
     Farm real estate value is a measurement of all land and buildings on farms. The Agriculture Department says the value in North Dakota averages $1,920 per acre, up $100 per acre from last year.
 
     Cropland value averages $2,140 per acre, up $90 from last year. Pastureland is up $100, to $850 per acre on average.
 
     Cash rent is mixed compared to last year. Irrigated cropland rent averages $161 per acre, down $5. Non-irrigated cropland averages $68 per acre, up $1. Pasture land averages $18 per acre, up $2.

 

FARGO, N.D. (AP) – North Dakota’s unmanned aircraft test site is set to fly high, both day and night. The Federal Aviation Administration recently approved a plan that allows drones to be flown up to 1,200 feet above the entire state and permits flights at night, a combination that makes North Dakota unique. The other five test sites throughout the country are currently limited to a 200-foot blanket and daylight hours.
 

 

 BISMARCK, N.D. (AP) – A new information system for Medicaid in North Dakota is set to go online this fall after years of delays and rising costs.
 
     The Bismarck Tribune reports the state’s new Medicaid Management Information System is tentatively scheduled to go live on October 5th. The date was announced in a letter to Medicaid providers last month.
 
     The project missed a federal deadline of October 1st last year, and Department of Human Services executive director Maggie Anderson says officials don’t expect any other delays.
 
     Costs for the project have risen from more than $62 million to nearly $98 million. Federal funds account for more than $85 million.
 
     The new system replaces one that was put in place more than 35 years ago.

 

 BISMARCK, N.D. (AP) – A planned $6.5 million apartment complex aims to help alleviate a housing shortage in downtown Bismarck.
 
     The Bismarck Renaissance Authority is planning the 30-unit complex for people age 55 and older. It’s to be built on an empty lot in the heart of downtown where a car dealership once stood.
 
     Planners are seeking local property tax and state income tax breaks for the project. Construction is begin next spring.
 
     City Commissioner Josh Askvig  says the city wants to see more housing downtown. He says people want to live near restaurants, businesses and hospitals.

 

 BISMARCK, N.D. (AP) – The federal government has given the University of North Dakota $400,000 to study coal conversion and utilization technologies.
 
     U.S. Sen. Heidi Heitkamp says UND is one of six universities nationwide to receive funding through a coal research effort from the Department of Energy’s National Energy Technology Laboratory.
 
     Heitkamp says the grant will allow UND researchers to take a closer look at more efficient fossil energy-based power generation. Researchers at the Grand Forks school are expected to collaborate in this project with the University of Utah.
 
     This funding follows the recent announcement of a more than $3 million grant for clean coal research at UND.
 
     Heitkamp says these grants shows UND “is at the forefront of energy related research and development in this country.”

 

 DUNSEITH, N.D. (AP) – A six-foot stainless steel sculpture is the newest addition to North Dakota’s International Peace Garden.
 
     The  sculpture will be placed above a pool this spring.
 
     The 77-year-old Art Norby began working on sculpture “Hands of Piece” in 2014. He created the piece out of 300 pounds of clay.
 
     The sculpture is being donated to the garden by the Wally Byam Caravan Club. The club has raised money to pay Norby for the piece, but it still owes him about $20,000.
 
     The new sculpture will replace the artwork that the group contributed to the garden in 1975.

 

 MANDAN, N.D. (AP) – A single-sort curbside recycling program with a $76 annual fee will be debuting in Mandan next year.
 
     The program has been approved as part of the city’s preliminary 2016 budget.
 
     Mandan commissioners favored the curbside recycling program over placing four voluntary recycling bins throughout the city.
 
     City Finance Director Greg Welch says the more than $500,000 annual cost of the program would be paid for by the extra fee each household will pay. Estimates from a low bid put the price of the service at $6.35 per month for each household.
 
     Under the new program, multiple items that can be recycled would be collected twice a month from a 96-gallon container just as Bismarck does in its curbside program.
 
     No opt-out option will be offered.

 

BISMARCK, N.D. (AP) – North Dakota’s congressional delegation says the Federal Aviation Administration has awarded grants to airports at Hettinger and Mohall for upgrades.
 
     The delegation says the Mohall Municipal Airport will receive a $1.5 million grant to construct an apron and expand its runway.
 
     The Hettinger Municipal Airport will receive a $4.2 million to rehabilitate the airport’s runway.

 FARGO, N.D. (AP) – Four-time defending Football Championship Subdivision champion North Dakota State University has lined up a game five years from now with Football Bowl Subdivision powerhouse Oregon.
 
     The matchup will be Sept. 5, 2020, in Eugene, Oregon, home of the Ducks. It will be NDSU’s first game against a Pac-12 opponent.
 
     Oregon has won four straight bowl games and has appeared in two national title games the past five seasons. NDSU has won four straight FCS titles.
 
     The Bison are 8-3 against FBS programs and have beaten their last five FBS opponents – Kansas, Minnesota, Colorado State, Kansas State and Iowa State. NDSU is scheduled to play Big Ten member Iowa next season.

 UNDATED (AP) – There’s a new leader in the American League East following Toronto’s lopsided victory and the New York Yankees’ loss at home.
 
     The Blue Jays clobbered the Angels 12-5 to complete a three-game sweep and move a half-game ahead of the Yankees.

The Yankees erased a 3-1 deficit before Francisco Lindor (LIHN’-dohr) homered in the eighth inning to send Cleveland to a 4-3 victory in the Bronx.

Update…

GREEN BAY, Wis. (AP) – Green Bay Packers wide receiver Jordy Nelson will miss the rest of the season with a knee injury.
 
     Nelson, one of the top targets for NFL MVP quarterback Aaron Rodgers, was injured Sunday in a preseason loss at Pittsburgh. The team said Monday only that he suffered a “significant right knee injury” that would cost him the season.
 
     Green Bay coach Mike McCarthy said the team had hoped for good news in a re-evaluation of Nelson’s injury. Instead, the Packers will be without a  playmaker who set career highs in receptions (98) and yards receiving (1,519) in 2014.

  EDEN PRAIRIE, Minn. (AP) – The Minnesota Vikings have released long snapper Cullen Loeffler, the longest-tenured member of the team.
 
     Loeffler had been with the Vikings for 12 years, but Kevin McDermott beat him out in the competition for the long-snapping job.
 
     Vikings general manager Rick Spielman says Loeffler was outstanding in the community and on the field for the Vikings. He says Loeffler handled his business with class, and his impact in the locker room and on the franchise were second to none.

 PHOENIX (AP) – DeWanna Bonner scored 21 points as the Phoenix Mercury clinched a playoff berth with a 79-67 victory over the Minnesota Lynx on Sunday night. Noelle Quinn scored 11 points for the Mercury. The Lynx made just 4 of 17 second-quarter field goals and shot just 23 percent from the field in the first half as the Mercury took a 37-22 lead into halftime.

 UNDATED (AP) – For the first time since preseason polls began in 1950, Ohio State is a unanimous No. 1 pick in The Associated Press poll. The defending national champs got all 61 first-place votes form the media panel. TCU is No. 2 followed by Alabama, Baylor and Michigan State.

 GREENSBORO, N.C. (AP) – Davis Love III has won the Wyndham Championship to become the third-oldest winner in PGA Tour history, while Tiger Woods’ season came to an abrupt end. The 51-year-old Love closed with a 6-under 64 for a one-stroke victory over third-round leader Jason Gore. Woods needed a win to earn a spot in the FedEx Cup playoffs opener next week, but he fired a 70 to finish four back.

 SNOQUALMIE, Wash. (AP) – Billy Andrade (AN’-drayd) won the Boeing Classic for his second Champions Tour victory and first in an individual event.
 
     Andrade closed with a 1-over 73 to finish at 9-under 207 at TPC Snoqualmie Ridge. He opened with rounds of 69 and 65 to take a three-stroke lead into the final round.
 
     Bernhard Langer finished one stroke back.

 COQUITLAM, British Columbia (AP) – Lydia Ko has won the Canadian Pacific Women’s Open for the third time and first as a professional, beating Stacy Lewis with a par on the first hole of a playoff.
 
     The 18-year-old Ko finished with an even-par 72 to match Lewis at 12-under 276 at Vancouver Golf Club.

 

AUTO RACING…

 
     LONG POND, Pa. (AP) – IndyCar driver Justin Wilson was in a coma and in critical condition Sunday night after sustaining a head injury during a race that afternoon at Pocono Raceway. Wilson was injured when hit by a large piece of debris that broke off a car in the crash-filled race. IndyCar released the information on Wilson’s condition Sunday night and said he was undergoing further evaluation.

 SPA-FRANCORCHAMPS, Belgium (AP) – Pole-sitter Lewis Hamilton has captured the Belgian Grand Prix, holding off Mercedes teammate Nico Rosberg and padding his lead in the Formula One championship standings.
 
     The defending champion was two seconds ahead at the finish line for his sixth victory in 11 races this season. Hamilton’s 39th career win gave him a 28-point lead over Rosberg with eight races left.

     CINCINNATI (AP) – Roger Federer remained perfect in Cincinnati finals, winning an unprecedented seventh championship while denying Novak Djokovic (NOH’-vak JOH’-kuh-vich) the one title that always eludes him. Federer never faced a break point during a 7-6, 6-3 victory in the final of the Western & Southern Open.
 
     Serena Williams got her name on the Cincinnati trophy for the second time, beating Simona Halep 6-4, 7-6 in the U.S. Open tune-up.

 

ATHLETICS-WORLDS…
     BEIJING (AP) – Usain (yoo-SAYN’) Bolt came roaring from behind in the final stride to edge Justin Gatlin for the 100-meter title at the world championship. The Jamaican two-time Olympic champ trailed for most of the sprint, but with a final lunge nipped Gatlin at the wire by one-hundreth of a second.  Bolt earned his third world title in 9.79 seconds, ending Gatlin’s two-year winning streak put together while Bolt was recovering from injuries.

 

In world and national news…

 TOKYO (AP) – International stock markets, oil prices, commodities and the currencies of many developing countries took a nose dive today as fears grow about the condition of the world’s second-largest economy, China. China’s main index sank 8.5 percent – its biggest drop since the early days of the global financial crisis. There are calls for more economic stimulus from Beijing but earlier government efforts appear to have done little to stabilize markets.
 
     PARIS (AP) – France’s highest award has gone to four men on a train who acted against an attacker loaded with guns and ammunition. U.S. Airman Spencer Stone, National Guardsman Alek Skarlatos, and their longtime friend Anthony Sadler, along with British businessman Chris Norman all received the Legion of Honor today. President Francois Hollande (frahn-SWAH’ oh-LAWND’) says the men’s actions are “an example for all, and a source of inspiration.”
 
     BAGHDAD (AP) – Authorities say the Islamic State group launched suicide attacks today that killed eight Iraqi soldiers and wounded six others. Officials say the target was a military outpost in Anbar province that’s home to a joint contingent of army soldiers, policemen and allied Sunni militiamen. Officials say the attack involved three vehicles, including two fuel trucks.
 
     SANTO DOMINGO, Dominican Republic (AP) – Tropical Storm Danny is about to fizzle out as it nears the Leeward Islands. Maximum sustained winds are near 40 mph. The U.S. National Hurricane Center in Miami says Danny is expected to become a tropical depression today and a “remnant low” tonight or Tuesday. Forecasters say the storm would likely bring little relief to drought-stricken Puerto Rico.
 
     TOKYO (AP) – Typhoon Goni set a local velocity record with a 159 mph gust as it lashed the southern Japanese islands of Okinawa with heavy rains and winds today. The typhoon earlier hit the northern Philippines, killing at least 19 people, including a 9-month-old boy and his 2-year-old sister who drowned in flash floods. Another 16 people are missing in the Philippines.
