Jamestown (CSi) A Jamestown man and woman are being charged with counts of drug abuse and sexual abuse after an incident with a teenage girl.
Jamestown Police reports sthat on August 3rd, they were called to a home after witnesses reported that a fight had broken out. It was learned through investigation that individuals were smoking meth, marijuana and “spice”, a synthetic marijuana, in close proximity of their infant child.
19 year-old Carrie Thu was charged in Southeast District Court in Stutsman County with felony gross sexual imposition and endangerment of a child. If convicted. She could face up to 25 years in prison.
20 year-old Demietrius Daniel Jr. faces two counts of gross sexual imposition and a count of endangerment. He could see up to 45 years in prison if convicted.
Witnesses reported that a fight broke out because Thu was upset that Daniel would not join her in raping a 15 year-old girl staying at her house. Together and separately, Thu and Daniel sexually abused the girl during several occasions. The girl said Daniel first raped her when she was 12 years-old.
Jamestown (CSi) Jamestown Police is warning residents of a High Risk Sex Offender, living in Jamestown.
Justin Michael McGregor is a 29 year old, white male five feet five inches tall, weighing 210 pounds, with hazel eyes and brown hair.
He’s presently living at Starlight Motel in Jamestown ND, #12
His Vehicle is a 1996 Chevy Suburban, with ND license plate KPW164.
He was convicted in October of 2010 in Grand Forks County District Court of Corruption/Solicitation involving a 16 year old girl.
Disposition: Five years, with three years suspended, five years supervised probation.
He was convicted of Gross Sexual Imposition in August of 1999 in Grand Forks County District Court involving an incident with a 10 year old boy, and a five year old girl.
Disposition was 18 months.
McGregor is currently on probation with North Dakota Parole and Probation.
He is on GPS Monitoring.
McGregor is not wanted by police at this time, and has served the sentence imposed by the court.
This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.
Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Jamestown (CSi) The Jamestown City Engineer’s Office reports, the following road closures & restrictions are due to utility improvements:
5th Ave NE, the southbound lane (west side) will be closed from 5th St NE to 4th St NE. There will be no parking on 5th St NE from 4th Ave NE to 5th Ave NE, and 4th Ave NE from 4th St NE to 5th St NE, and 4th St NE from 3rd Ave NE to 4th Ave NE. There will be lane restrictions on 5th Ave NE, 5th St NE, 4th Ave NE, and 4th St NE in these same areas. It is anticipated the work will be completed within 5 – 7 business days.
Also, southbound traffic on 1st Ave will be occasionally restricted to one lane from 2nd St N to 3rd St N. It is anticipated the work will be completed by September 14th.
The road work and anticipated street closure schedules are contingent upon weather conditions.
Motorists and other traffic should use extreme caution when entering road construction areas. The public should consider alternate routes if possible.
Jamestown (CSi) Jamestown Tourism’s Executive Board met Monday evening at the Holiday Inn Express in Jamestown to discuss to items table from Friday’s Regular Meeting, the 2016 fireworks display, and to set a date to meet with the Frontier Village board.
At Friday’s meeting, Tourism Executive Director Searle Swedlund said a meeting between tourism and the Frontier Village should address concerns expressed by the FVA board at their meeting on August 13th.
At Friday’s meeting, Swedlund told the tourism board that he has concerns of whether to “invest” in the Frontier Village, with grant dollars that amounts to 35% of tourism’s annual grant funding, adding that the “historical approach,” with the Frontier Village will no longer work.
FVA uses grant money from Jamestown Tourism to fund and promote events such as Pioneer Days. Swedlund said his comments were meant to point out the consequences of not following funding guidelines.
At Monday’s meeting the Jamestown Tourism Board of Directors voted to ask to meet with the Frontier Village Association to discuss differences.
Tourism Director, Searle Swedlund said, “My intention is for some of you to join me when we sit in a room and hear their concerns”
Swedlund said Jamestown Tourism had made a substantial investment in the Frontier Village and was fiscally responsible for seeing the money was spent properly.
Frontier Village Association President, Charlie Tanata said his organization also wants to meet with the Tourism Board.
Jamestown (CSi) The North Dakota Highway Patrol reports, two Bismarck men were injured after a motorcycle accident that occurred near Napoleon on Saturday, August 22, 2015.
24 year-old Chase Griesbach and 28 year-old Brady Reich were riding west on Highway 34, 9 miles west of Napoleon. Both stated that a strong gust of wind pushed them off the road and into the ditch. Both men refused transportation by ambulance.
Alcohol was involved in the incident and the crash remains under investigation.
Jamestown (CSi) Central Valley Health District, based in Jamestown, has achieved a national accreditation through the Public Health Accreditation Board.
The national program works to improve and protect the health of the public by advancing quality and performance in health departments. Central Valley is the first local public health department in North Dakota to receive national public health accreditation status.
Unit Administrator Robin Iszler, says “We are pleased and excited to be the first North Dakota Health department recognized for achieving national standards. The accreditation process helps to ensure that the programs and services we provide are as responsive as possible to the needs of our community.”
To receive accreditation, a health department must undergo a rigorous, multi-faceted, peer-reviewed assessment process to ensure it meets or exceeds a set of quality standards and measures.
Edgeley (CSi) No injuries were reported, Monday as fire crews fought a building fire at the Willowbank Hutterite Colony in LaMoure County.
At 8:30-a.m. the Edgeley Fire Department responded to the fire. When the 10 units arrived on scene, the entire building was fully engulfed in flames.
The fire destroyed a storage building used to house wood chips used for bedding in turkey-raising operations, however, a majority of the equipment inside was saved before the fire got out of control.
The Edgeley Fire Department received assistance from the LaMoure Fire Department in fighting the blaze.
The cause of the fire is under investigation.
Washington (CSi) Congressman Kevin Cramer welcomed the announcement the United States Department of Agriculture (USDA) approved $2.3 million in grants and loans for rural water projects in North Dakota.
The Stutsman Rural Water District will receive a $330,400 Water and Waste Disposal Loan for a cost overrun on Phase 2B of its capital improvement and expansion project. The City of Leeds will receive a loan of $1.08 million, a grant of $335,000 and a $575,500 Rural Energy for America Program (REAP) grant used for sanitary sewer improvements.
Cramer says, “Quality drinking water and modern sewer systems are basic necessities for all North Dakotans. These projects will help enhance the quality of life for the families in Stutsman County and the city of Leeds.”
BISMARCK, N.D. (AP) – North Dakota’s Public Service Commission has approved ownership transfer of a proposed 200-megawatt wind farm in the southeastern part of the state.
The three-member panel on Monday gave Minneapolis-based Xcel Energy permission to purchase the proposed $300 million North Dakota wind project from Geronimo Energy, which is based in Edina, Minnesota.
Regulatory filings say Geronimo Energy had problems securing financing for the Courtenay Wind Farm near Jamestown.
Xcel earlier agreed to buy all power produced from the 100-turbine wind farm that has the capacity to power up to 105,000 homes.
Xcel spokesman Dave Sederquist says the project should be completed next year.
BISMARCK, N.D. (AP) – North Dakota Gov. Jack Dalrymple says he won’t seek re-election in 2016.
The Republican made the announcement in a news release Monday, ahead of an afternoon news conference. Dalrymple says he and his wife, Betsy, plan to spend more time with family, including their five grandchildren.
Dalrymple was the state’s lieutenant governor when he took over the governor’s office in 2010, when then-Gov. John Hoeven resigned after winning a seat in the U.S. Senate.
Dalrymple, who served for 10 years under Hoeven, was elected to his first full term as governor in 2012.
His decision opens the door for potential GOP hopefuls with Lt. Gov. Drew Wrigley and Attorney General Wayne Stenehjem often mentioned as possible candidates. But one of North Dakota’s most successful business leaders, Doug Burgum, said Monday that he would not rule out a campaign, perhaps even as an independent.
It also is sure to fuel speculation over whether Senator Heitkamp will run for governor.
MANDAN, N.D. (AP) – A Mandan man has been sentenced to serve 20 years in prison for shooting to death his neighbor.
Twenty-four-year-old Jonathan McKinney earlier entered an Alford plea to murder in the death of 28-year-old Alex Lansdon in January 2014 at Lansdon’s home. That means he does not admit guilt but acknowledges there’s enough evidence to convict him.
McKinney also pleaded guilty to criminal conspiracy and tampering with evidence
Defense attorney Patrick Rosenquist said during Monday’s sentencing that McKinney was on the bottom rung of a violent drug operation based in California, and that McKinney, Lansdon and others were using drugs and drinking the night of the killing.
McKinney has agreed to cooperate with federal investigators looking into the drug operation and will get credit for 511 days he has already served.
BISMARCK, N.D. (AP) – North Dakota regulators have scheduled a public hearing on a proposal by Montana-Dakota Utilities Co. to raise natural gas rates.
The Public Service Commission hearing is at 9 a.m. Aug. 31 at the state Capitol in Bismarck.
MDU is seeking a 3.4 percent overall rate increase, which would raise $4.3 million a year more than current rates. If the PSC approves, it would increase the monthly bill of residential customers by an average of $3.50.
The utility says it needs the rate increase to cover the cost of increased investment in natural gas facilities. MDU’s natural gas investment in the state is projected to be $212 million by the end of the year, up 15 percent from last year.
MDU serves 105,000 natural gas customers in 74 North Dakota communities.
FARGO, N.D. (AP) – A man struck by a vehicle in a Fargo parking lot has died.
Police say 84-year-old Donald Beyer, of Breckenridge, Minnesota, was walking on Friday when he was hit by a vehicle that was backing up. He was knocked to the ground and suffered a head injury.
Beyer was taken to a hospital and died Sunday.
No charges were immediately filed against the 72-year-old woman who was driving the vehicle.
FARGO, N.D. (AP) – A nurse at a Fargo jail who admitted having sex with an inmate has been sentenced to 200 hours of community service.
Authorities say 47-year-old Claire Schwehr (shwhere) of Dilworth, Minnesota, also smuggled in a phone to the inmate. She pleaded guilty to sexual assault and delivery of an electronic device to an inmate.
It’s the most community service ever imposed by East Central District Judge Steve McCullough.
Prosecutors asked for a sentence of 90 days of electronic home monitoring. Schwehr’s lawyer argued that monitoring is too expensive and Schwehr is having financial problems.
Schwehr no longer works for Fargo-Cass Public Health.
MINOT, N.D. (AP) – The former superintendent and high school principal in Sawyer accused of felony sex crimes involving a 15-year-old boy has pleaded not guilty to a child pornography charge.
51-year-old Charles Soper entered the plea on Friday to the felony charge that carries a maximum punishment of five years in prison.
He pleaded not guilty earlier to luring, corruption and drug paraphernalia charges, and to a more serious count of human trafficking. That charge carries a maximum punishment of life in prison without parole.
Soper was put on administrative leave at the school following his arrest and has since resigned.
FARGO, N.D. (AP) – A lawyer for BNSF says a civil lawsuit against the railway over a derailment near Casselton nearly two years ago should be put on hold until it can be determined whether a broken axel was the cause of the fiery crash.
Bryan Thompson, of Fargo, was the engineer at the helm during the December 2013 derailment. His suit accuses BNSF of negligence and says the railway failed to properly inspect and maintain its equipment and failed to warn him of the dangers of hauling explosive oil tankers.
BNSF lawyer Timothy Thornton asked Judge Norman Anderson on Monday to delay the proceedings until the National Transportation Safety Board comes out with detailed findings on the crash.
Thompson’s lawyers say a delay would be “an economic hardship” for their client.
FARGO, N.D. (AP) – Fargo police say a scam to get homeless people or day laborers to cash fraudulent checks could be returning to the area.
The large-scale scam was active in the Fargo area from December 2014 through February 2015 and resulted in over $120,000 in losses to some banks.
Police have notified financial institutions and day labor businesses about the potential scheme.
Authorities say people should be cautious about cashing checks for acquaintances and third parties.
BISMARCK, N.D. (AP) – The former operator of a saltwater well in southwest North Dakota linked to an illegal wastewater dumping case has been indicted on felony charges.
Forty-one-year-old Jason Halek pleaded not guilty Monday in federal court in Bismarck to multiple charges, including violating the Safe Drinking Water Act, making false statements and obstructing grand jury proceedings.
The indictment charges the Southlake, Texas, man with conspiring with others to inject saltwater into a disposal well near Dickinson without first having North Dakota inspectors witness a test of the well’s integrity.
Saltwater is an unwanted byproduct of oil production and is considered an environmental hazard. It is many times saltier than sea water and can easily kill vegetation exposed to it.
Halek’s attorney didn’t immediately return a call seeking comment on the case.
BISMARCK, N.D. (AP) – The North Dakota University System has finalized a committee to search for the next president of the University of North Dakota.
President Robert Kelley is retiring early next year, after leading the Grand Forks school for nearly seven years.
The committee that will search for his successor is made up of 14 people, including Board of Higher Education members, UND faculty and students, and others. They include University System Chancellor Mark Hagerott, Bismarck consultant and former state Insurance Commissioner Jim Poolman, and Bismarck State College President Larry Skogen.
Co-chairs for the committee are UND College of Engineering and Mines dean Hesham El-Rewini and former Board of Higher Education member Grant Shaft.

BISMARCK, N.D. (AP) – The number of anglers fishing in North Dakota continues to increase.
The state Game and Fish Department says license sales for 2014-15 set a record for a third straight year. More than 222,000 fishing licenses were sold last year, an increase of 3,000 from the previous year.
The agency says resident license sales were down slightly from last year’s record, but the number of nonresident licenses issued grew by 5,000 to nearly 65,000.
The agency attributes the record sales to an aggressive stocking program and the record number of fishable lakes in North Dakota, which has grown to more than 400.
Lake Sakakawea, Devils Lake and Lake Oahe-Missouri River remain the top three fisheries in the state.

NEW YORK (AP) – The New York Yankees have placed lefty CC Sabathia (suh-BATH’-ee-uh) on the 15-day disabled list with a right knee injury that could end his season. Manager Joe Girardi said Monay there is no timetable for the big left-hander’s return, and he kept open the possibility that the 35-year-old Sabathia might not pitch again this year. Sabathia came out of his start Sunday after just 2 2/3 innings and immediately went for an MRI.

TAMPA, Fla. (AP) – It’s only preseason, but Tampa Bay’s Jameis Winston is clearly making strides as an NFL quarterback.
The first overall pick in this year’s draft scored a 1-yard touchdown run after he was nearly flawless on the first drive of the game, and the Buccaneers beat the Cincinnati Bengals 25-11 on Monday night.
Winston limped off the field, done for the night, two plays after appearing to tweak his right ankle when he was sacked by Geno Atkins and Wallace Gilberry early in the second quarter.

GREEN BAY, Wis. (AP) – Green Bay Packers wide receiver Jordy Nelson will miss the rest of the season with a knee injury. Nelson was injured Sunday in a preseason loss at Pittsburgh. The team says only that he suffered a “significant right knee injury” that would cost him the season.
EDEN PRAIRIE, Minn. (AP) – Blair Walsh’s new contract with the Minnesota Vikings hasn’t helped the kicker iron out the inconsistencies that started to plague him last season. Walsh is 2 for 6 in field goals for the preseason. He also missed an extra point against the Raiders in difficult weather conditions coming off a year in which he made a league-worst 74 percent of his field goals.
INDYCAR-WILSON DIES…
UNDATED (AP) – IndyCar driver Justin Wilson has died from a head injury suffered when a piece of debris from another vehicle struck him during Sunday’s race at Pocono Raceway. He was 37.
Wilson’s vehicle veered into an interior wall at the track, and he was swiftly taken by helicopter to a hospital.
Wilson is the first IndyCar driver to die because of an on-track accident since Indianapolis 500 champion Dan Wheldon in the 2011 season finale at Las Vegas.

BEIJING (AP) – U.S. stock futures give hope for a rebound after big sell-offs on Wall Street. International markets began to come back today except for China, which fell another 7.6 percent, and Japan. It’s not clear if rebounding markets are a sign that the worst is over for now.
BEIJING (AP) – In the face of a slowing economy and big stock losses, China is cutting interest rates for fifth time in nine months. The central bank says the benchmark rate for a one-year loan will be cut by 0.25 percentage point to 4.6 percent and the one-year rate for deposits will fall by a similar margin to 1.75 percent. The bank also increased the amount of money available for lending by reducing the minimum reserves banks are required to hold by 0.5 percentage point.
ANKARA, Turkey (AP) – Turkish and U.S. military officials have sealed an agreement on technical details and procedures for operations against the Islamic State group. Turkey has carried out raids against IS targets in Syria and is allowing a key air base close to the Syrian border to be used in the U.S.-led campaign against the extremists.
DAMATURU, Nigeria (AP) – Police say a young girl suicide bomber has killed five people in northeastern Nigeria at the crowded entrance to the main bus station. Witnesses say the girl appeared to be about 14. A second bombing in the same town by a young man killed only the attacker when the device went off too soon.
BANGKOK (AP) – Bangkok city hall is at odds with Thailand’s police chief over the condition of security cameras. City hall, known as the Bangkok Metropolitan Authority, called a news conference today to reject criticism that the probe into last week’s deadly bombing has been hindered by broken security cameras. A city hall official says only one faulty camera was found. Twenty people were killed.
