JAMESTOWN, N.D. (AP) – A Jamestown man and woman are accused of using drugs in front of small children and sexually abusing a teenage girl.
A Stutsman County social worker reported that two infants in the filthy household tested “extremely high” for the primary ingredient in marijuana and for methamphetamine.
The Bismarck Tribune reports 19-year-old Carrie Thu faces up to 25 years in prison if convicted of felony gross sexual imposition and endangerment of a child. Twenty-year-old Demietrius Daniel Jr. faces up to 45 years if convicted on similar charges.
A third person was charged in a related case with felony endangerment of a child. Twenty-one-year-old Dustin Meadows faces up to five years if convicted.
He is described as a white male, 5 feet 10 inches tall, weighing 262 pounds, with brown hair and blue eyes.
Meadows was charged Tuesday in Southeast District Court in Jamestown with endangerment of a child.
If anyone knows the whereabouts of Meadows or has information regarding this case, call 251-6200.
Court documents don’t list attorneys for any of the suspects, and home telephone listings couldn’t be found.
Jamestown (CSi) The Jamestown City Council held another 2016 budget meeting Tuesday afternoon, at City Hall. All members were present.
Arts Center Director, Cyndi Wish requested $15,000 as a match to a grant by the North Dakota Council on the Arts. That’s a $5,000 increase from the 2015 budget.
Funding requested also goes to programs such as Arts in the Schools, and expanding the Artists in Residence program, in the operating budget, and bringing in outside theater groups.
She also requested $22,600 for “Special Projects,” to replace the sidewalks surrounding the Arts Park.
Mayor Andersen said the sidewalk request will have to be considered separately.
Council Member Brubakken, and Mayor Andersen said while other budgets were cut it may not be appropriate to increase the Arts budget.
The council will look at the request at the end of budgeting.
Jamestown Tourism Director, Searle Swedlund requested a six percent increase over 2015 funding for hospitality dollars. He documented the request with expeditures and where the requested funds will be going.
The Capital Construction component amounts to a request of $68.000.
With the Community Service program a budget increase of $500, was made due to an increase in city court cases, with the Community Service program.
With the General Budget, there is a proposed overall five percent increase, including an increase in the Victim/Witness Program, and includes employee salaries cost of living adjustment and step adjustments.
A 4.6% increase in expenses is anticipated in 2016.
Mayor Andersen said the General Fund budget increases by 5 percent over 2015, to balance the budget and keep an appropriate reserve on hand, of 25 percent.
City Administrator Jeff Fuchs says the city’s property tax is proposed to increase by five percent over 2015.
It was recommended that $4,000 be put back in the Police Department’ Special Operations Budget. Chief Edinger also pointed out a very short staff at the Police Department which will need to be addressed in the following year’s budget.
With the Equipment Replacement Fund:
An expenditure is anticipated at $443,000, with five items.
With Public Building Sites….
Requests were made for the Law Enforcement Center of $40,000 for capital improvements, from the Civic Center for parking lot light replacements, painting the arena interior and purchasing office furniture, for a total of $136,000.
With Utilities:
With the Sewer Utility operation, the surplus is anticipated to show a deficit of $84,000. Fuchs said the city needs to monitor expenditures in the fund more carefully.
With the solid waste utility, there is a large deficit that will be carried over to 2016.
A rate adjustment may be needed to increase revenue.
At Tuesday meeting, increases included were: $5,000 from JFAA, $4,000 for police Special Operations, and $500 for Community Service.
The prelininary budget will be introduced during the September 8, 2015 City Council meeting. A public hearing and final vote on the budget will be taken at the October 5, 2015 City Council meeting.
Jamestown (CSi) The Jamestown City Council’s Finance & Legal, Building Planning & Zoning, and Civic Center & Promotion Committees met Tuesday evening at City Hall. All members were present.
With Finance & Legal Committee business:
The committee recommends approval of the request from JSDC for $5,258 from Economic Development Funds to provide for additional roofing needs at the Center for Economic Development with the City Share to be $4,732 and paid from the City Sales Tax Fund.
The committee recommends approval of the request from JSDC to provide $75,000 to Jamestown Tourism for renewal of matching funds for Tourism Grant funding for 2016.
Consider the request from JSDC to convey Lot 8, Block 1, I-94 Business Park Addition, to the City of Jamestown.
The committee recommends, the City Attorney close the conveyance.
Considered the letter from Zerr Berg Architects to construct paving and needed utilities on 5th Street NE from 12th Avenue NE to approximately 17th Avenue NE.
The committee’s consensus is to establish a schedule, followed by resolutions. Council Member Buchanan recommends establishing a Special Assessment District.
The committee recommends approving the offer of Donna J. Hagan to purchase Lot 12, Beverly Hills 3rd Addition, for $500.00, near Newman Signs, plus paying Special Assessments, and delinquent taxes, and legal costs.
The Joint Powers Agreement between the Jamestown Park District and City of Jamestown for the TRAC Facility, was tabled to a special meeting to be held on Thursday this week.

The committee recommends the approval of the Land Use Plan Amendment from Medium Density Residential and High Density Residential to Public/Institutional for Lot 1, Block 1, Meadowlark Lane Addition…the area of the TRAC facility.

Mayor Andersen said the city budget for SRF funding is getting low, and recommends city staff taking on the work, so SRF can concentrate on other planning issues, and costs.

The weekend will begin at 7:00 p.m. on Friday, October 9th and concludes after a brunch on Sunday, October 11th . The cost of the retreat is $125.00 and includes 2 nights lodging in a private room, 5 meals and all supplies.
Our guests on Tuesday’s Wayne Byers Show on CSi Cable 2, from JAGST, Diane Witzig and Kathy Vandeberghe explained that, the retreat is for women who have experienced the death of their husbands deal with many emotions, challenges and struggles as they grieve their loss. The weekend will also include a panel of Jamestown Area Grief Support Team members who are widows; time for personal sharing and discussion; a Service of Remembrance and workshops on journaling, self-nurturing/pampering and understanding the grief journey. MCGREGOR, N.D. (AP) – A Wildrose man is dead after his car collided with a semitrailer at an intersection of two state highways in rural Williams County.
The Highway Patrol says 72-year-old James Cain failed to yield at the intersection of Highways 50 and 40 south of McGregor on Tuesday afternoon. He died at the scene.
Both vehicles went into the ditch after the crash. The patrol says a utility pole was damaged, cutting electricity to some rural areas.
The driver of the semi was not hurt.
VELVA, N.D. (AP) – A child care operator in North Dakota has been charged with negligent homicide in connection with the death of a girl who passed away weeks after being found unresponsive in a public pool.
Heather Tudor, a 44-year-old Velva woman, also faces charges of child neglect and operating a child care facility without a license. She is scheduled to make an initial court appearance Sept. 16.
The McHenry County Sheriff’s Department says 5-year-old Gracelyn Aschenbrenner was under the facility’s custody when she was found unresponsive in the Velva City Pool June 8.
The girl was unconscious when she was taken out of the water and remained on life support until she died July 1.
Court records don’t list an attorney for Tudor.
BISMARCK, N.D. (AP) – A Bismarck man and woman are accused of keeping a home in a condition unfit for a 16-year-old girl living there.
Authorities say they found unsheathed swords and uncapped syringes in the home, rotten food and other garbage, and a dead mouse and insects.
Thirty-eight-year-old Jessica Christianson and 44-year-old James Kinsella face child neglect and drug charges. Court documents do not list an attorney for them, and a home telephone listing could not be found.
The two also are ordered to not have contact with the child. Police say the girl is with a family member.
MINOT, N.D. (AP) – Bond has been set at $20,000 for a man facing felony charges in a weekend shooting at a Minot restaurant.
Twenty-nine-year-old Justin Walker is charged with reckless endangerment and being a felon in possession of a firearm. He could face up to 10 years in prison if convicted.
Court documents don’t list an attorney for Walker. He made his initial court appearance Tuesday. He’s due back in court Oct. 1 and could enter pleas at that time.
Walker turned himself in Monday after shots were fired inside and outside an Applebee’s restaurant over the supper hour Sunday. Police say the incident was sparked by a disagreement among people sitting at a table. No one was hurt.
Authorities are looking for two other men they want to question.
BISMARCK, N.D. (AP) – North Dakota Lt. Gov. Drew Wrigley says he’s “actively considering” a run for governor.
Wrigley says he’s been talking with his wife, Kathleen, on the prospect of a gubernatorial bid. But he says a decision has not been made.
Gov. Jack Dalrymple announced Monday that he will not run for re-election.
Wrigley is atop the short list of potential Republican gubernatorial candidates. The 49-year-old former aide to former Gov. John Hoeven is best known for his role as the state’s chief federal law enforcement officer.
As a former U.S. attorney, Wrigley successfully prosecuted Alfonso Rodriguez Jr. for kidnapping and causing the death of former University of North Dakota student Dru Sjodin in November 2003.
Wrigley also obtained North Dakota’s first federal death penalty verdict in the case.
WEST FARGO, N.D. (AP) – West Fargo schools have installed a new visitor management system that forces guests to scan a government-issued ID and compares their information against national offender databases.
The West Fargo School District has installed the new system in its 17 schools.
School visitors now must scan their driver’s license or government-issued ID to gain access beyond the main office.
In addition to national offender databases, the new system also compares the information from each visitor against local databases for red flags such as no trespassing orders or custodial disputes.
If an individual is allowed into the building, a customized visitor ID is then printed out.
School safety and security coordinator Heather Konschak says the district purchased the equipment using a grant from the U.S. Department of Homeland Security.
FARGO, N.D. (AP) – Much-needed rain over the past week has boosted the development of crops in North Dakota. The Agriculture Department says rainfall totaled up to an inch. The majority of major crops in the state are in good to excellent condition. Topsoil moisture is rated 70 percent adequate to surplus, and subsoil moisture is 71 percent in those categories.

Kickoff is at 1:00 p.m. at Rollie Greeno Field in Jamestown.

The weekend starts Friday hosting the first Jimmie Club Luncheonat 12 noon at Sabir’s II in downtown Jamestown.

Morris Invitational facing Cardinal Stritch Saturday afternoon and
Robert Morris-Peoria Sunday afternoon.
The Jimmie men will also be in the Land of Lincoln as they travel to
face St. Francis and Judson College Friday and Saturday.
The nationally ranked Jimmie volleyball team (#24) will have a tall
task on hand to start the season as they travel to Orange City, Iowa
to take part in the Red Raider Classic hosted by Northwestern
College.
UJ will take on #10 Columbia College and #14 Davenport Friday and
then face GPAC schools Doane and Briar Cliff Saturday.
Men’s golf will be back in action Monday and Tuesday at Prairie West
Golf Course in Bismarck to take part in the Bismarck State
Tournament.
The UJ cross country teams will open their season at home Tuesday
when they host Concordia in the Jimmie-Cobber dual meet here in

FARGO, N.D. (AP) – North Dakota State University this week is holding its annual Bison Block Party. The free event for fans of the school’s fall sports teams is Thursday at Scheels. FARGO, N.D. (AP) – The president of North Dakota State University says he’s opposed to selling beer to people in the stands during Bison football games. The Fargodome Authority is considering a change that will allow beer sales on game days inside the domed stadium. NDSU President Dean Bresciani says he may be open to serving alcohol in private suites or designated locations.

ST. PETERSBURG, Fla. (AP) – Brian Dozier, Miguel Sano and Eddie Rosario all homered as Minnesota beat the Tampa Bay Rays 11-7 Tuesday night for the Twins’ fifth straight win. Dozier gave Minnesota a 7-5 advantage on a two-run drive off reliever Matt Andriese in the fourth. J.R. Graham allowed one run over two-thirds of an inning for his first major league win.
Rays first baseman James Loney has been suspended one game and fined an undisclosed amount by Major League Baseball for making contact with an umpire in Saturday’s game at Oakland. Loney has appealed the sanctions and will be able to continue playing until that process is completed.
The Toronto Blue Jays find themselves in sole possession of first place in the American League East after winning for the 17th time in their last 20 games.

MINNEAPOLIS (AP) – Minnesota has finalized a two-year contract extension for coach Richard Pitino through the 2020-21 season. Pitino will now make $1.6 million annually. His $500,000 base salary stayed the same. His supplemental compensation was bumped up from $700,000 to $1.1 million.

ALLENTOWN, Pa. (AP) – According to his brother, late IndyCar driver Justin Wilson saved six lives Tuesday by donating his organs. The 37-year old driver died Monday night from a head injury suffered when a piece of debris struck him in the head during a race the previous day at Pocono Raceway.

SOUTH WILLIAMSPORT, Pa. (AP) – ESPN has removed Curt Schilling from its broadcast team for the Little League World Series because of an anti-Muslim tweet.
Schilling retweeted a post that said, “Only 5-10% of Muslims are extremists. In 1940, only 7% of Germans were Nazis. How’d that go?” The post was soon removed from his Twitter feed.
The network said the tweet was unacceptable and that it “made that point very strongly to Curt.”

ATLANTIC CITY, N.J. (AP) – New Jersey has struck out again in its efforts to legally offer sports betting. A federal appeals court panel in Philadelphia has upheld the federal ban on sports betting in all but four states. However, the 2-to-1 ruling left the door open for New Jersey to further appeal the matter to the full 3rd U.S. Circuit Court of Appeals.

MONETA, Va. (AP) – A TV reporter and a cameraman at a Virginia TV station have been shot and killed in the middle of a live on-air report. The general manager of WDBJ-TV in Roanoke identifies them as reporter Alison Parker and cameraman Adam Ward. The shooting happened at a shopping mall in Moneta, about 25 miles southeast of Roanoke. The shooter is reported to still be at large.
MONETA, Va. (AP) – Video shows this morning’s fatal shooting of two TV Virginia station employees during a live broadcast. In the video, the reporter is interviewing someone about tourism in the area — when suddenly at least eight shots are heard. The camera appears to get dropped on the ground, and a woman can be heard screaming. The station then switches back to a shot of an anchor back at the station, who has a shocked expression on her face.
PARIS (AP) – The man suspected of trying to carry out an attack on a high-speed train headed for Paris has been charged with terrorism. The Paris prosecutor’s office says Ayoub El-Khazzani was also charged overnight with attempted murder, possession of weapons, and conspiracy. El-Khazzani was overpowered by at least five passengers last Friday, as he slung an assault rifle across his chest and walked through the train.
TOKYO (AP) – Shares are down in Europe today and Asian markets ended mixed, a day after China’s Shanghai Composite Index lost 7.6 percent. Today China’s benchmark shed 1.3 percent. However, Wall Street investors look ready to plunge back in and buy, with Dow futures up 1.3 percent today and S&P futures up 1.4 percent. Over the past six days the Dow has lost about 1,900 points.
BERLIN (AP) – Germany’s president and chancellor are visiting shelters for asylum-seekers today to express support following an outburst of anti-foreigner violence over the weekend. Dozens of police were injured when a far-right mob hurled bottles and fireworks at officers in an attempt to prevent asylum seekers from moving into a former hardware store. Germany has seen a surge in refugees coming to the country this year, with officials predicting the number could reach 800,000 by the end of 2015.
MIAMI (AP) – Tropical storm warnings have been issued for Puerto Rico, the U.S. and British Virgin Islands and the Leeward Islands as Tropical Storm Erika moves closer. The storm’s maximum sustained winds are near 40 mph with some gradual strengthening forecast over the next two days. The National Hurricane Center in Miami says Erika will move over or near parts of the Leeward Islands tonight and move near the Virgin Islands tomorrow.
CINCINNATI (AP) – A zoo that has the last Sumatran rhino in the United States plans to send him to Southeast Asia on a mission to mate and help preserve his critically endangered species. Conservation experts at the Cincinnati Zoo say 8-year-old Harapan could be on his way within several weeks to Indonesia, where nearly all of the estimated 100 remaining Sumatran rhinos live
