Journalism students returning to North Dakota public schools this fall will be able to do their jobs at high school and college newspapers with stronger free-speech protections.

That’s thanks to a new state law that took effect earlier this month.

The measure guarantees student journalists free speech in school-sponsored media. The law makes North Dakota among a few states to enact legislation that balances a 1980s U.S. Supreme Court ruling that said limits could be set on the free-press rights of high school students.

The new law only allows administrators to restrain student journalists in a few instances, such as if their material is libelous, invades privacy, or incites students to commit a crime or disrupt school.

BISMARCK, N.D. (AP) – More than $900,000 in federal assistance has been approved for North Dakota’s Benson County to improve the sanitary sewer system in Leeds.

U.S. Sens. Heidi Heitkamp and John Hoeven say the funds come from the U.S. Department of Agriculture’s Rural Development program.

Heitkamp says the grant will help the city of Leeds and the county continue to provide safe and clean water to residents.

Hoeven says North Dakota’s rapid growth has resulted in a greater demand for services in rural communities.

In addition to the grant, the county received a more than $1 million loan to support the project.

LEEDS, N.D. (AP) – A new business in northern North Dakota is turning bison waste into nutrient-rich fertilizer.

The Devils Lake Journal (http://bit.ly/1hJl6QT ) reports the business Buffalo Earth partners with a neighboring bison feedlot near Leeds to convert the waste into fertilizer.

The business received a $135,000 award in June from the North Dakota Agricultural Products Utilization Commission.

The newspaper reports it takes about two to three months to complete the conversion. Lines of manure that are 200 feet long are heated three times, destroying many of the impurities.

The elevator plans centennial celebrations on Sept. 24 and during its annual meeting in November.

Kelley says “North Dakota” is an identity that already exists – not a nickname.

The five nickname options are Roughriders, North Stars, Fighting Hawks, Nodaks and Sundogs. Online voting will be held for about a week in mid-October.

UND has been without a nickname the last three years after the state Board of Higher Education retired the controversial Fighting Sioux moniker that the NCAA deemed offensive.

Update…

NEW YORK (AP) – Last-minute settlement talks between lawyers for NFL Commissioner Roger Goodell and New England Patriots quarterback Tom Brady have failed, leaving a judge to decide the fate of “Deflategate.”

Federal Judge Richard Berman announced at a conference in Manhattan on Monday that both sides tried hard to reach a deal during the morning but failed.

He says he expects to rule as early as Tuesday whether Brady must serve a four-game suspension to start the season for his role in using underinflated footballs during the playoffs last season.

Goodell upheld the suspension in July, saying Brady colluded with two Patriots ball handlers to deflate balls before New England routed the Indianapolis Colts in January’s AFC championship game. The NFL Players Association wants the suspension nullified.

The Patriots then won the Super Bowl.

HOUSTON (AP) – The man charged with shooting to death a suburban Houston sheriff’s deputy is scheduled to be arraigned today. Shannon Miles is charged with capital murder in the death of Harris County Sheriff’s Deputy Darren Goforth, who was shot repeatedly Friday while filling up his gas tank in Cypress, Texas. Authorities believe Goforth was a target “because he wore a uniform.”

LOS ANGELES (AP) – Do California’s long and unpredictable delays on death row amount to cruel and unusual punishment? That’s what attorneys will be arguing today before a federal appeals court in Pasadena. A federal judge had ruled in a Los Angeles case that California’s death penalty was dysfunctional and offered an empty promise seldom leading to executions while jamming up death row. But Attorney General Kamala Harris appealed the ruling.

BANGKOK (AP) – Police in Thailand have issued arrest warrants for two more suspects in the deadly Aug. 17 bombing at a Bangkok shrine. Police say they’re looking for a Thai woman and a man of unknown nationality, and authorities have released their images. Police also carried out raids over the weekend, arresting one person and seizing bomb-making equipment.

BANGKOK (AP) – Thailand’s police are collecting an $84,000 reward that’s led to the arrest of a suspect in Bangkok’s deadly bombing. The man being held is not the prime suspect in the Aug. 17 bombing at the Bangkok shrine, and the reward money initially had been offered to the public. But the national police chief says he’s taking the unusual step of redirecting the cash to highlight that Thailand’s police are good at their job.
