Jamestown (CSi) The Jamestown Regional Airport Authority has accepted two project grants, from the Federal Aviation Administration.
Airport Manager Sam Seafeldt says the grants that will cover 90 percent of the engineering phases for a $37,000 runway taxi lane reconstruction and a $120,000 wetland reduction project that were previously approved by the Jamestown Regional Airport Authority.
When the $65,000 funding request from the county to cover the airport’s portion of the construction phase is secured, the FAA will release $263,000 to complete the taxi lane and $1.3 million to complete the wetlands project.
Both projects also received 5 percent funding from the North Dakota Aeronautics Association.
The wetlands mitigation project drains 21.5 acres of wetland just northeast of the airport, reducing the likelihood of wildlife becoming attracted to the area around the airport, an FAA priority project. As part of the mitigation costs the airport will purchase other wetland-protected areas.
BISMARCK, N.D. (AP) – U.S. Sen. Heidi Heitkamp says she won’t run for North Dakota governor, a setback for Democrats’ hopes of claiming the state’s top office.
Heitkamp said Wednesday she wouldn’t seek the seat being vacated by Republican Jack Dalrymple, who isn’t seeking re-election. Heitkamp, in a call-in to her brother Joel’s radio show on KFGO-AM, said it wasn’t the right time.
Heitkamp’s decision leaves her party scrambling for a top candidate. The 59-year-old is a rare Democrat who has been successful in recent years in conservative North Dakota.
But Heitkamp’s decision is good news for national Democrats. If she had left the Senate to run, it could have complicated Democrats’ chances of retaking the U.S. Senate in 2016.
DICKINSON, N.D. (AP) – Authorities say the regional airport in Dickinson has been temporarily shut down after an aircraft landed carrying a suspicious bag making a beeping noise.
Officials said Wednesday that the Stark County Sheriff’s Department secured the aircraft, and the passengers were interviewed.
The Stark County Department of Emergency Services says the sheriff’s department is waiting for the Bismarck Bomb Squad to investigate the aircraft.
Agencies including the FBI and the North Dakota Highway Patrol are also involved.
The county emergency services department says the situation at Theodore Roosevelt Regional Airport remains under investigation.
BISMARCK, N.D. (AP) – North Dakota lottery officials say a winning Powerball ticket worth $2 million has been claimed at the lottery office in Bismarck.
The office said Wednesday that the winner is a resident of Williston who chose to remain anonymous. The office says the winner has no immediate plans for the prize.
The ticket matched all five white balls – 10, 16, 18, 29 and 45 – but not the Powerball, making it worth $1 million. The buyer paid an extra dollar to add the Power Play feature, so the jackpot doubles to $2 million.
BISMARCK, N.D. (AP) – The Bismarck City Council has approved $9,500 to purchase five high-powered M4 assault rifles for school resource officers to keep in their vehicles.
The amount was included in the city’s 2016 budget, which was approved by a 4-1 vote Tuesday.
Deputy Police Chief Dave Draovitch says the department wants its officers to be fully equipped to handle any situation. The M4 is commonly used in military operations.
Resident Robert Graham questions the purchase, saying parents of school children and other residents should have been informed.
School Board President Lawrence King says school administrators have been apprised of the purchase, but the full school board has not been asked to take a stance. He says the city knows best how to equip its officers.
BISMARCK, N.D. (AP) – A national gay rights group that sued North Dakota on behalf of a same-sex couple is seeking more than $120,000 in legal fees.
Lambda Legal filed a lawsuit in June of 2014 on behalf of Jan Jorgensen and Cindy Phillips, who live in Fargo. The couple married in Minnesota and sued the state because it wouldn’t recognize their marriage.
The group and the Minneapolis-based Faegre Baker Daniels law firm have asked a federal judge to award a total of $124,000 to 10 attorneys who worked on the case.
Last month, North Dakota settled with attorneys who represented seven same-sex couples who sued the state and agreed to pay $58,000 in legal fees and costs.
A message left with a Lambda Legal spokesman was not immediately returned Wednesday.
TOPEKA, Kan. (AP) – The Kansas owner of a dinosaur skull found in 2012 in South Dakota field says the fossil is thought to be a new species and genus of the ceratopsian.
The Topeka Capital-Journal reports that the ceratopsian is a family of dinosaur that lived mostly during the Cretaceous Period and includes the triceratops.
A professional fossil hunter from Buffalo, South Dakota, discovered the skull that was later purchased by Lawrence artist Alan Dietrich.
Dietrich says the skull is “extraordinary” because of the placement of its 17-inch nose horn, plus other unique characteristics. He says he might display it at the Denver Coliseum Mineral, Fossil and Gem Show scheduled for mid-September.

BISMARCK, N.D. (AP) – Roadside counts conducted by the North Dakota Game and Fish Department indicate that the state’s sharp-tailed grouse population is similar to last year and the Hungarian partridge population is up.
Data tallied from July and August counts show sharp-tailed grouse numbers are down 4 percent from last year, with the number of broods up 6 percent. The average brood size is down 15 percent.
The statewide Hungarian partridge population is up 22 percent from last year, and the number of broods is up 34 percent. The average brood size is down 14 percent.
State upland game biologist Aaron Robinson says sharp-tailed grouse hunters should have plenty of opportunities to harvest birds. Partridge are trying to rebound from the past few years of record low numbers.
The season opens Sept. 12.
In world and national news…
WASHINGTON (AP) – Officials say the United States is prepared to increase the number of refugees it resettles by 5,000 next year. That word comes as European countries struggle to accommodate tens of thousands of refugees from the Middle East and Africa. The officials say Secretary of State John Kerry told members of Congress in a closed-door meeting on Capitol Hill that the United States will boost its worldwide quota for resettling refugees from 70,000 to 75,000 next year. A fraction of those refugees would be from Syria.
BRUSSELS (AP) – The European Union is urging its member countries to do more to share the burden of refugees flooding into the continent. But the numbers being talked about are small compared with the half million who have already arrived, and the hundreds of thousands who are on the way. And a number of Eastern European and Baltic countries are vowing to reject any kind of quotas.
WASHINGTON (AP) – A nuclear deal with Iran that seems unstoppable in Congress is blazing as an issue in the 2016 presidential campaign. At a Capitol Hill rally where he was joined by Donald Trump, Republican presidential contender Ted Cruz told tea party supporters and pro-Israel activists that the next president should rip the deal to shreds. And he offered the graphic prediction that “countless” Americans and Israelis will be murdered if the deal goes through. Earlier in the day, Hillary Rodham Clinton endorsed the deal even while warning Iran that, as president, she would not hesitate to use military action if Iran cheats.
CAIRO (AP) – The Islamic State group claims to be holding a Norwegian man and a Chinese consultant hostage and is demanding ransom for their release. The extremist group posted pictures of the two men wearing yellow prison outfits in the latest issue of its online magazine today. It does not say when or where the two were captured. The IS group controls large parts of Iraq and Syria. It has killed several captives in gruesome videos released online.
WASHINGTON (AP) – Congressional hearings are under way into Planned Parenthood. And the Republican who heads the House Judiciary Committee says the investigation is aimed at protecting taxpayers from what he called the “horrors” suggested by secretly-recorded videos. They appeared to show group officials discussing the sale of tissue from aborted fetuses. But one Democratic lawmaker said the goal was to “smear Planned Parenthood.”
