— The Jamestown City Engineer’s Office informs the public that, the Ice House Dam Gates will remain in their current position until approximately July 25th or 26th to facilitate cleanout of silt and some minor pipe reconstruction at about a dozen storm sewer outfall locations along the James River.

If this work can be accomplished quicker than anticipated, the gates will be re-set accordingly.

The City has now received approval from the U.S. Army Corps of Engineers to perform this work in the channel areas.

This work is necessary to meet the conditions set forth in the City’s MS4 Permit with the ND State Department of Health as well as the obligations established by the ND State Water Commission.

WILLISTON, N.D. (AP) – A man who was dressed more for golf than
crime held up a Williston bank.
     Police say the man was wearing a polo shirt and a flat cap when
he walked into Williston’s Gate City Bank on Wednesday.
     Police say the man had a gun, but he didn’t point it at anyone
inside the bank. He was described as being in his 50s, with gray
hair and a beard.
     The man took an undetermined amount of money.

 

BISMARCK, N.D. (AP) – An arson suspect is on the hot seat in Bismarck.
 
     Police say someone set a Spiffy Biff portable toilet on fire near a construction zone shortly before noon on Wednesday.
 
     Firefighters put out the blaze, which melted the plastic and caused an estimated $950 in damage.
 
     The Bismarck Tribune reports (http://bit.ly/P8LGNr) that police believe the fire was started intentionally, because there was nothing in the area that would have ignited the plastic.

 

WILLISTON, N.D. (AP) – A judge has refused to throw out a
lawsuit against the state of North Dakota over who owns the right
to make money from oil exploration beneath the Missouri River.
     The dispute is focused on a 50-mile area of the Missouri between
the North Dakota and Montana border and Williston.
     Lawyers are arguing about the boundaries of land ownership along
the river. The plaintiffs in the lawsuit are seeking to represent a
larger group of mineral rights owners in the area.
 Northwest District Judge David Nelson is handling the case.
     Nelson ruled that some key legal questions have to be decided,
and he denied the state’s request to dismiss the lawsuit.

 

DICKINSON, N.D. (AP) – Dickinson’s planning board is delaying a
proposed 93-acre housing project because some of its potential
neighbors weren’t told about a public hearing.

 City planner Ed Courton says some residents who should have been
notified about a public rezoning hearing were not told, because a
list of nearby property owners wasn’t complete.

The proposed development would be at the corner of 20th Street
Southwest and Highway 22, a half-mile south of Dickinson. It would
have 207 building lots.

 The Dickinson Planning and Zoning Commission on Wednesday voted
to table requests to rezone the land and approve a land-use plan
until the correct notices are given.

Courton says, most of the affected residents knew about the hearing anyway and some of them showed up.

 

BUFFALO, S.D. (AP) – Despite  widespread hope that North Dakota’s oil rush will spread across the border, some say it’s doubtful South Dakota will experience much of it.
 
     South Dakota state geologist Derric Iles (EYE’-uhlz) says drillers are virtually assured of a profitable well in North Dakota. He says they have little time to bother with unknown prospects across the border.
 
     Iles believes South Dakota is underexplored and may hold untapped reserves that could be exploited using know-how gained from North Dakota’s Bakken formation. The formation is not present in South Dakota.
 
     State and industry officials say dry holes are a rarity for drillers in the Bakken. Ninety-nine percent of the rigs hit oil, and nine out of 10 wells make money.

BEIRUT (AP) – Syrian President Bashar Assad has made his first
appearance since a bomb attack killed three members of his inner
circle.

He was seen on state TV today, swearing-in his new defense
minister.

The station didn’t say where it took place. Meanwhile,
government troops have been carrying out a wide-ranging assault to
snuff out resistance throughout the capital.
    
     BURGAS, Bulgaria (AP) – Authorities in Bulgaria are trying to
learn the identity of the man who carried out a deadly suicide
attack yesterday on a bus full of Israeli vacationers.

They say the man had apparently been in the country for less than a week.

A Michigan driver’s license was found, but it’s believed to be a
fake.

The attack killed five Israelis and the Bulgarian driver, in
addition to the bomber. Israel is blaming Hezbollah, the Lebanese
guerrilla group backed by Iran.
    
     ROXBURY, Mass. (AP) – Mitt Romney says the news that more
Americans sought unemployment benefits last week is the latest
proof that President Barack Obama should be voted out of office in
November.

The Labor Department reported Thursday that the number of
Americans seeking unemployment benefits rose by 34,000 last week.
Romney told reporters near Boston Thursday that Obama has spent his
time trying to protect his own job instead of trying to encourage
businesses to hire.
    
     WASHINGTON (AP) – The Obama administration is speeding up
expansion projects at five major U.S. ports, including two in
politically important Florida, as part of a broader plan to
accelerate public works projects across the country during a weak
economic recovery.

The White House announced the expedited work as President Barack Obama flew to campaign in Florida, including Jacksonville, one of the port cities that would benefit from the plan.
    
     SAN ANTONIO (AP) – Prosecutors have rested their case in an Air
Force sex scandal trial in Texas. Staff Sgt. Luis Walker, an
instructor, is accused of sexually assaulting 10 trainees.
Officials have called the Walker trial the cornerstone case in an
investigation of six Air Force instructors accused of similar
crimes.
