Jamestown  (CSi) The Stutsman County Sheriff’s Office wants to notify the public regarding a convicted sex offender changing addresses to Stutsman County.

26 year-old Michael Allan Nelson was convicted of Corruption of a Minor in Barnes County in 2009.

He has recently moved to 3351 Highway 281 Southeast #16. He has been assigned a high risk level by the assessment committee.

He is not wanted at this time. This notification is meant for public safety. Any attempts to harass, intimidate or threaten these offenders will result in prosecution.

 

Jamestown (CSi) The Jamestown City Engineer’s Office advises motorists that 4th Ave NE to 9th Ave NE between 2nd St NE & 5th St NE will be chip-sealed as part of the City’s road maintenance program Wednesday, September 16, 2015 beginning at approximately 7:00 a.m.

Please remove vehicles from roadway during this operation. Motorists and other traffic should use extreme caution when entering construction area.

 Valley City (CSi) The Valley City Commission met Tuesday evening in Regular Session at City Hall.  All members were present.

An Open public hearing was held for the 2016 City Budget.

City Auditor Richter said the 2016 General Fund budget will be $1.25 million, as the Mill Levy decreased by 4.3 mills, due to an increase in property valuations.

ORDINANCES

Then the City Commission approved the first reading of an Ordinance adopting the 2016 City Budget.

The City Commission then approved the second and final reading of an Ordinance rezoning property from I-2, Heavy Industrial, to R-1, Single Family, a tract of land situated in Auditor’s Lot 1 in the Southeast Quarter of Section 30, in Township 140 North, Range 58 West of the 5th Principal Meridian, Barnes County, North Dakota. Said tract of land contains 1.11 acres more or less and is subject to any easements, restrictions or reservations, existing or of record. City Attorney Myhre said the property is in Southwest Valley City as the property owner plans to build a house there and has been approved by the City Planning & Zoning Commission.

The City Commissioners approved second and final reading of an Ordinance amending and reenacting a Section of the revised ordinances relating to Dedication of Tax Proceeds.

RESOLUTIONS

Approved a Resolution for a Special Alcohol Beverage Event Permit for Market Place Liquors and Dakota Silver to serve wine at the Barnes County Museum on October 27, 2015. Requested by the Rotary Club.

NEW BUSINESS

Approved the 2016 Blue Cross Blue Shield Contract. Auditor Richter said the plan is a 1.7% overall increase, with the Stop Loss increasing at 5%.

CITY ADMINISTRATORS REPORT

David Schelkoph said October is energy efficient month, and the city is encouraging residents to look into using energy efficient light bulbs and other energy efficient products.

The city will sell LED bulbs at half price from $6 to $3 per bulb.

CITY UPDATE & COMMISSION REPORTS

City Fire Chief Retterath said the city is recruiting new fire fighters, being short about 10.

City Police Chief Thompson reminds residents to keep their homes locked, as burglaries have occurred at unlocked homes.

City Commissioner Nieslon said around 500 people registered for the recent Let’s Walk Valley city event, calling it “successful.”

The meeting was shown live on CSi 68, followed by replays.

 

Valley City (CSi) the North Dakota Winter Show in 2016 will be expanded to an eight day show, in its 79th year.

NDWS Manager, Dawn Riley says the show will start Saturday, March 5th and end Saturday, March 12 in 2016.

Riley adds that the concert will be on Saturday, March 5th with on Rodeo on Friday March 11th and two Rodeos on Saturday March 12th.

ALEXANDER, N.D. (AP) – The Highway Patrol has identified two people who died in a weekend crash in the western North Dakota oil patch.
 
     Authorities say 30-year-old Micah Martinez, of Farmington, New Mexico, was driving a pickup truck that failed to stop at a U.S. Highway 85 intersection near Alexander shortly before 10 p.m. Sunday and collided with a semitrailer.
 
     Martinez was killed, along with 26-year-old passenger Darrell Donahue, of Reno, Nevada.
 
     Two other passengers in the pickup, from New Mexico and Texas, suffered undisclosed injuries. The Colorado man driving the semi was not hurt.

 

 STANLEY, N.D. (AP) – The Highway Patrol says no charges are being filed against a rural Stanley woman who struck and killed a 1-year-old girl with her pickup.
 
     Authorities say the woman was backing out of a driveway at a private residence southeast of Stanley on Monday afternoon when the pickup struck the girl. She was taken to a Stanley hospital, where she later died.
 
     The patrol did not identify the girl.

 

  MINOT, N.D. (AP) – A 29-year-old man is charged with terrorizing following an incident Monday night in which shots were reportedly fired at a home in Minot.
 
     Kenny Javar is charged with terrorizing and preventing arrest. Both charges are class C felonies.
 
     Minot police officers were dispatched to a home in the 2800 block of Grey Eagle Pass around 9 p.m. for a report of a domestic dispute. Authorities say Javar fled the scene as officers arrived and couldn’t be found.
 
     Officers were called back to the home about an hour later and said the suspect fled again. Officers were able to find him and said he resisted arrest but was eventually taken into custody.
 
     An attorney is not listed for Javar. His arraignment is scheduled for Oct. 22.

 

BISMARCK, N.D. (AP) – For the second time in a week, firefighters have had to put out a fire at a steamboat replica in Bismarck.
 
     Bismarck police were called to Steamboat Park along the Missouri River shortly after 3 a.m. on Tuesday. The north and east sides of the park’s steamboat replica were on fire when an officer arrived.
 
     The Bismarck Fire Department eventually contained the fire. Authorities say there was a strong smell of gasoline around the boat.
 
     Authorities were called to the park on Friday for a fire at the steamboat. In total, the fires caused about $8,000 worth of damage to the structure.
 
     The boat is a 60-foot-long replica of the steamboat “Yellowstone,” which traveled Missouri River in the 1800s.
 
     Bismarck police are asking the public for information on the fires.

 

FARGO, N.D. (AP) – Farmers have begun harvesting early planted row crops in North Dakota, and ranchers are hauling hay and beginning to wean calves.
 
     The Agriculture Department says in its weekly crop report that little precipitation over the week also helped with winter wheat seeding. Thirty-four percent of the crop is in the ground, well ahead of 21 percent at the same time last year.
 
     The spring wheat harvest is nearly done, at 97 percent. The durum wheat harvest is 88 percent complete. Harvest of both crops is well ahead of the average pace.
 
     Pasture and range conditions in North Dakota are rated 53 percent good to excellent. Stock water supplies are 81 percent adequate to surplus.

 

BISMARCK, N.D. (AP) – A state Republican party official and a freshman Democratic state representative will co-chair the committee tasked with raising $1 million in private donations that will go toward the construction of a new $5 million home for North Dakota’s first family.
 
     Jim Poolman, of Bismarck, and Rep. Pamela Anderson, of Fargo, were selected this month by the Capitol Grounds Planning Commission.
 
     Poolman says he and Anderson plan to meet in Bismarck this week to begin the process of appointing a 12-member bipartisan panel to begin volunteer fundraising efforts.
 
     The Legislature in April approved construction of a new governor’s home, stipulating that 20 percent of its cost must be funded by private donations. Construction cannot begin until at least $500,000 has been raised from private sources.

 

 WEST FARGO, N.D. (AP) – A delegation from the Chinese province of Shandong is visiting North Dakota this week.
 
     The North Dakota Trade Office says Lt. Gov. Drew Wrigley welcomed the delegation on Tuesday at the Big Iron Farm Show at the Red River Valley Fairgrounds in West Fargo.
 
     Officials say about 75 people from 14 countries are taking part in the Big Iron International Visitor’s Program, which is aimed at helping agribusinesses expand sales abroad.
 
     Officials say it’s the first visit of Shandong government officials to North Dakota since the establishment of the sister-state relationship last year.
 
     Shandong is a coastal province, located in the East China region.  
 

In sports…

Valley City (CSi) The Valley City State University football team moved up one spot in the first regular season edition of the NAIA Football Top 25 Coaches’ Poll released on Monday.

Despite a 28-14 loss on Saturday to then number 20 Robert Morris University, the Vikings were able to move up one spot to number 17 in the preseason poll.

VCSU is now 2-1 overall. The Vikings received 120 poll points in Monday’s poll. The Vikings begin conference play this Saturday with a 1 p.m. road game at Waldorf College.

Robert Morris, 2-0 moves up to number 11 in the nation. Marian (Ind.) is the top-ranked team in the poll and will face Robert Morris this Saturday.

Marian is followed by Morningside (Iowa), Lindsey Wilson (Ky.), Southern Oregon (1-1) and Faulkner (Ala.) to round out the top five.

Four teams that ranked ahead of VCSU in the preseason poll were dropped out of the poll this week.

 GAUTIER, Miss. (AP) – Police in Mississippi say the man suspected of shooting two people Monday on opposite ends of the state called police after what’s believed to be the first shooting, and said he’d shot and killed the woman he lived with. When police in Gautier (goh-SHAY’) got to the scene they found a handwritten note that said: “I am so sorry I wish I could take it back.” Shannon Lamb is accused of killing Amy Prentiss and a professor at Delta State University before eventually taking his own life late Monday.
 
     ANCHORAGE, Alaska (AP) – Authorities say a floatplane with 10 people aboard has crashed in southwest Alaska, killing an unknown number of people. The plane crashed on takeoff near a small community about 175 miles southwest of Anchorage.
 
     MEXICO CITY (AP) – Mexican officials say embassy personnel in Egypt have identified six more bodies as those of Mexican citizens killed in an attack by Egyptian police and military forces. That brings the total number of Mexicans killed to eight. Six other Mexicans were injured as they took part in a desert oasis tour. Egyptian forces hunting militants in the country’s western desert mistakenly opened fire on the vehicles used by the tourists.
 
     WASHINGTON (AP) – One Democratic presidential hopeful says the announcement that the U.S. will accept 10,000 Syrian refugees in the coming budget year doesn’t go far enough. Former Maryland Gov. Martin O’Malley has written to President Barack Obama, saying he wants the U.S. to accept 65,000 refugees from Syria by 2017. He notes that Germany is accepting 800,000 refugees this year. The White House has been under pressure to do more to help address the humanitarian crisis in Europe.
 
     WASHINGTON (AP) – Federal scientists say summer Arctic sea ice shrank to its fourth-lowest level on record this month, dispelling faint hopes of a recovery.  Summer minimum sea ice has shrunk by about 38 percent since satellites started measuring in 1979. A scientist at the National Snow and Ice Data Center says data show no recovery of Arctic sea ice. Instead, she says global warming shrinks ice cover over the long term, with yearly variations for weather.
