Valley City, ND (KCSi-T.V. News Dec 4, 2012) — Moving control of the 9-1-1 operations from Valley City control to Barnes County, will be delayed.

Originally the proposed plan was to have the change take effect on January 1, 2013.

Valley City Commissioner, Duane Magnuson has said that Valley City should renegotiate the cost share ratio, among other issues related to the 9-1-1 transfer.

The Barnes County Commissioners voted 3-2 to develop a Resolution to clear up the issues of control and distribution of funds with the cost ratio.

County Commissioners John Froelich and Phil Leitner voted against the Resolution, being opposed to moving transfer of the 9-1-1 dispatch center control from Valley City to Barnes County.

Recently, Valley City Administrator, David Schelkoph, at a County Commission meeting, told the County Commissioners, that the move should be delayed until July of 2013, which the County Commission voted to do at Tuesday’s County Commission meeting.

Schelkoph said he was grateful that Barnes County has agreed to the delay

Valley City had threatened the county with a lawsuit if it assumed the 9-1-1 dispatch contract on 1, January, 2013, seven months before the tentative contract was going to expire.

Barnes County Commissioner Eldred Knutson said it’s time to move forward not backwards on the take over.

51-year-old Allen Thomas has pleaded not guilty to one count of arson and 18 counts of endangering by fire.

The felony charges carry a maximum sentence of 10 years in prison upon conviction.
The Houston man was staying at the Lone Steer Motel in Steele at the time of the Aug. 12, 2012 fire, which didn’t hurt anyone but displaced about two dozen people.
Authorities allege that Thomas used a cigarette lighter to
ignite a mattress because he was upset that the hotel owners had
helped his girlfriend after the two had argued.
The trial is expected to last from Feb. 25 to March 1.

About 100 members of the unit deployed in April for a year of duty overseas.

high-risk sex offender has pleaded guilty to a string of Bismarck
window-peeping incidents and home break-ins.
Donald Gerald pleaded guilty Tuesday to 12 felony counts including
burglary, surreptitious intrusion and criminal trespass.
He is accused of breaking or attempting to break into homes or
looking into windows at several homes last year.

adolescent girl lives and the GPS device he wears due to past sex
offense convictions showed his movements centralized around the
girl’s bedroom.

BISMARCK, N.D. (AP) – North Dakota’s House Republican majority
leader says he believes the Legislature follows high standards of
conduct, and new ethics rules aren’t needed.
Fargo Rep. Al Carlson says lawmakers themselves should be
responsible for reporting misbehavior by their colleagues.
The Legislature is meeting in Bismarck this week to get
organized for the regular 2013 business session. It starts in
January.
The Legislature’s Democratic and Republican majority leaders
gave speeches on ethics as part of the session.

Democratic House leader Kenton Onstad says the national Center
for Public Integrity gave North Dakota a failing grade when it
comes to guarding against corruption. He says there’s a perception
the state doesn’t do enough.
Onstad says Republicans and Democrats alike should support a new
state ethics commission to root out possible wrongdoing.

BISMARCK, N.D. (AP) – North Dakota Gov. Jack Dalrymple is
preparing to outline his budget recommendations to the Legislature
today.
Dalrymple is speaking to a joint session of the North Dakota
House and Senate. His budget speech will wrap up the Legislature’s
organizational session.
Lawmakers have been getting ready this week for the start of the
2013 Legislature on Jan. 8.
During his election campaign, Dalrymple said he would propose
tax cuts and increased public works spending in his next budget
plan.
He calls his proposal “historic” and says it will provide for
North Dakota’s pressing needs while keeping a substantial budget
reserve.

BISMARCK, N.D. (AP) – U.S. Rep.-elect Kevin Cramer says he has been appointed to the House Committee on Natural Resources and the House Committee on Science, Space and Technology.

FARGO, N.D. (AP) – Minn-Dak Farmers Cooperative says its
payments to shareholders at the end of the fiscal year were down 14
percent from the previous year’s gross revenue.
The cooperative kicked off its annual meeting in Fargo Tuesday.
President and CEO Dave Roche says the decrease is due to
difficult growing conditions and low per-acre yields.
Minn-Dak handed out about $155 million in payments to
shareholders and growers at the end of its 2011-2012 fiscal year on
Aug. 31.
The 2012 crop is much larger than in 2011 with 27 tons per acre

prices are down nearly 40 percent from less than a year ago.
A bumper crop of sugar beets in Mexico boosted supply.

LOS ANGELES (AP) – Clerical workers and longshoremen are expected to be back on the job at the nation’s largest port complex this morning. A strike by clerical workers at the ports of Los Angeles and Long Beach has kept shippers from delivering billions of dollars in cargo over the past eight days, as longshoremen refused to cross picket lines.
