Jamestown (CSi) Voters in the Jamestown Public School District Tuesday turned down the referendum of $19 million in general obligation school-building bonds for school construction and renovations at elementary and middle schools.

The final unofficial vote was  Approve 1,138 or 58%…disapprove 813.

The measure failed as a 60% majority was needed, or a yes vote of 1,171., falling 33 yes votes shy.

The vote was disapproving

The referendum required a 60% approval to pass.

As Jamestown Public Schools Superintendent Rob Lech stated earlier, if the bond issued had been approved,the proposal would continue the 21.1 mills currently levied to help pay for building Jamestown High School and remodeling Jamestown Middle School that is slated to expire this year.

The proposal would have also added another 3.71 mills or roughly a $19 per-year property tax increase beyond the current levy.

Now that voters have turned down the referendum,the current high school levy drops off when it’s repaid in August and property owners will see an approximately $96 annual reduction in property taxes.

 Two ballots that will go to the canvassing board on Monday. One was marked both yes and no, and one ballot was left in a voting booth.

The School Board will meet as the canvassing board at 5:15 p.m. Monday, October 5, 2015, at the Jamestown Middle School’s, Thompson Comunity Room. The school board will then hold its regular meeting following the canvassing board meeting.

School Board, President Roger Haut says the School Board may consider a recount.

A glitch in the new computer software meant that number of votes cast given by the computer software didn’t match the totals Stutsman County workers had kept throughout the day, so a hand count all the receipts and ballots were made.

 Stutsman County Auditor/COO Casey Bradley says interest in the election was high, with nearly 12 percent of eligible voters casting ballots. He says that was about double what officials had expected.

Superintendent Rob Lech told WDAY T.V. News Tuesday after the vote results, that school officials  they need to figure out why it didn’t pass.

He asked,  ”Did people not feel informed? Was the price tag too high? Were we trying to do too much? Were we trying to do too little? And really to get a sense of where people, why they voted no.”

Superintendent Lech says  the school board will be discussing whether the district will hold another referendum, or look at other means to address the issues.  The school district will have to wait six months before it can propose another bond referendum to voters.

 

Washington (CSi) U.S. Senators, John Hoeven, and Heidi Heitkamp, along with Congressman Kevin Cramer announced Tuesday that Valley City’s Washington Elementary School has been named a National Blue Ribbon School by the U.S. Department of Education. Schools receive this recognition based upon their overall academic excellence or their progress in closing achievement gaps among student subgroups.

The National Blue Ribbon Schools Program was founded in 1982 to recognize the work of the nation’s top schools. Since the program’s founding, the Blue Ribbon distinction has been awarded to schools achieving impressive results through exemplary teaching practices. To date, more than 7,500 schools have received the designation.

Cramer says, “North Dakota continues to be home to some of the best schools in our nation. Washington Elementary’ s recognition as a Blue Ribbon School is a testament to the hard work of the students, teachers, administrators and parents in creating an open and productive institution of learning.”

Hoeven says, “Academic excellence is achieved not only by the hard work of our state’s teachers and children, but through the support of their families and community. Washington Elementary and the community of Valley City have earned their Blue Ribbon award by creating an environment that engages and encourages kids. That helps them to learn valuable lessons, take on challenging work and develop the skills and knowledge they need to build a healthy, prosperous future for both themselves and our nation.”

Heitkmap added, “Receiving recognition as a National Blue Ribbon School signifies the hard work and dedication of the teachers, students and parents at Washington Elementary. It was through quality public education and access to academic opportunities that I was able to go from the daughter of a school cook and a seasonal construction worker in Mantador to serving our state in the U.S. Senate, and I have no doubt these students are also on a path to success. Congratulations to the folks at Washington Elementary and in Valley City for receiving this high honor and thank you for your commitment to our next generation of leaders.”

Representatives from each school will be formally recognized on November 9 and 10, 2015 at a recognition ceremony in Washington, D.C., where representatives from the school will receive the National Blue Ribbon School flag and an engraved plaque as symbols of their success.

 

WILLISTON, N.D. (AP) – Authorities say a fire at a Williston meat shop most likely was accidental.
 
     Fire Chief Jason Catrambone says 26 firefighters responded to the blaze at Walt’s Market about 7:45 p.m. Tuesday, just as employees were leaving for the night. No injuries were immediately reported.
 
     Firefighters extinguished the flames in less than 20 minutes, after which investigators took over to try to determine what started the fire.
 
     There was no immediate word on the cause or on the amount of damage.

 

 BISMARCK, N.D. (AP) – Authorities have issued an arrest warrant for a Bismarck woman accused of raping a 15-year-old boy living at the group home where she worked.
 
     Twenty-four-year-old Ethmonia Barclay is charged with corruption or solicitation of a minor, a felony that carries a maximum punishment of five years in prison.
 
     Barclay was not immediately arrested. Court documents do not list an attorney for her and a home telephone listing could not be found.
 
     Police Detective Scott Betz tells The Bismarck Tribune that the boy told authorities Barclay raped him several times and gave him a cellphone with which to call her.

 

BISMARCK, N.D. (AP) – A California man accused of robbing two North Dakota banks in one day has pleaded not guilty.
 
     Gary Wayne Thomas, of Murrieta, California, is charged in federal court with two counts of bank robbery. His attorney entered pleas on his behalf Monday in Bismarck.
 
     U.S. Magistrate Judge Charles Miller scheduled a three-day trial to begin Nov. 17.
 
     The 59-year-old Thomas was working in the North Dakota oil patch. Authorities allege he robbed the BNC National Bank in Stanley the morning of Aug. 13, and the Dacotah Bank in Minot that afternoon. Court documents show that Thomas has a previous conviction for bank robbery in Arizona in 2007.

FARGO, N.D. (AP) – A car theft suspect shot by a Fargo police officer is expected to survive.
 
     Cody Redshirt says his 31-year-old brother Karmen Redshirt has serious injuries but is expected to live.
 
     Officer Patrick Thomas shot Karmen Redshirt three times Monday after authorities say the suspect aimed a replica pellet gun with a laser pointer at him. The incident happened after a chase with law officers who say Redshirt was driving a stolen car.  
 
     Redshirt, of Bismarck, remains in the hospital. He faces four felony charges including terrorizing and theft of property and could face more than 20 years in prison if convicted. Court documents do not list an attorney for him.

 The  Fargo police officer who shot a car theft suspect was involved in a shooting that injured himself while he was a North Dakota State University officer. Fargo Police Officer Patrick Thomas shot 31-year-old Karmen Redshirt three times Monday after the suspect aimed a replica pellet gun with a laser pointer at him. Fargo Police Lt. Joel Vettel confirmed Thomas was the NDSU officer who accidentally shot himself in the arm in his off-campus apartment in September 2013, while he was off duty. Thomas quit the NDSU force after the incident.

 

  MINOT, N.D. (AP) – Minot police are cautioning residents to take extra precautions when holding garage sales. Authorities say they’ve received several calls in recent weeks about thefts of money from garage sales. Police say people holding garage sales should secure their money and keep only the amount necessary to make change for customers.

 

 DICKINSON, N.D. (AP) – The state Board of Higher Education is deciding whether to approve Thomas Mitzel as the next president at Dickinson State University.
 
     Mitzel is an Aberdeen, South Dakota, native who is the vice president and faculty dean at Trinity College in Connecticut. He became the lone finalist for the DSU position after Peru State College President Daniel Hanson withdrew from consideration earlier this month.
 
     The board plans a formal interview with Mitzel Wednesday morning before offering him the job.  His contract would be negotiated by North Dakota University System Chancellor Mark Hagerott.
 
     Former DSU President D.C. Coston stepped down in August due to health concerns.

 

 BISMARCK, N.D. (AP) – An environmental group is suing the federal government for its decision to allow a man to mine gravel near Theodore Roosevelt’s historic western North Dakota ranch.
 
     The National Parks Conservation Association filed the federal lawsuit against the U.S. Forest Service Tuesday in Washington, D.C.
 
     The lawsuit challenges the Forest Service’s decision to issue the mining permit and requests a more thorough analysis of how the proposed gravel pit could affect Roosevelt’s Elkhorn Ranch, which is located within the Theodore Roosevelt National Park.
 
     In January, the Forest Service agreed to issue the permit to Montana businessman Roger Lothspeich (LOTH’-speech) after the agency said it found “no significant impact” for the project.
 
     The proposal to mine 25 acres of land is just a mile from the Elkhorn Ranch. Mining hasn’t yet begun.

 

 CANTON, S.D. (AP) – A South Dakota man has been found guilty of second-degree murder and other charges in the death of the 2-year-old son of Minnesota Vikings running back Adrian Peterson.
 
     A Lincoln County jury deliberated more than five hours Tuesday in the trial of 29-year-old Joseph Patterson before the verdict was announced. The deliberations followed two weeks of testimony about the October 2013 death of Tyrese Robert Ruffin, the son of Patterson’s girlfriend and Peterson.
 
     Patterson’s defense maintained that the child choked on a fruit snack. A doctor testified that autopsy photos indicate injuries consistent with a child being given CPR.
 
     Prosecutors argued Patterson assaulted Tyrese. Patterson could face a life prison sentence.
 
     Peterson has said he found out Tyrese was his son only about two months before the child’s death.

GRAND FORKS, N.D. (AP) – The University of North Dakota men’s hockey team is ranked in the Top Five of the first preseason poll of the year.

UND is No. 4 in the USCHO.com poll released Monday, and received one first-place vote.

Boston College tops the poll, followed by Minnesota-Duluth and Boston University.

UND last season made its seventh NCAA Frozen Four appearance in 11 years, losing to Boston in the semifinals. First-year coach Brad Berry’s roster has 16 returning letterwinners and 10 incoming freshmen.

The team hosts the University of Manitoba in an exhibition game Saturday in Ralph Engelstad Arena.

  CLEVELAND (AP) – The Minnesota Twins and Cleveland Indians had their wild-card chase sidetracked by rain Tuesday night. Minnesota will be 1  1/2 games behind the Angels for the final AL wild-card berth when it begins a doubleheader with the Indians today.
  Today’s first game at 3:10 p.m. The second game will start 30 minutes after completion of the opener.
 

The Rangers beat Detroit, 7-6 and end a three-game losing streak.The win gives the AL West-leading Rangers a two-game lead over the surging Angels, with the Astros falling 1  1/2-games back.

The Angels crushed Oakland 8-1 to surge a half-game ahead of Houston for the second AL wild-card berth.

 Houston coughed up a 4-2 lead in the sixth and fell 6-4 at Seattle.

Blake Swihart belted a three-run homer off Michael Pineda (pih-NAY’-duh) while the Red Sox erupted for six runs in the first inning of a 10-4 pounding of the Yankees in the Bronx.

Boston kept the Yankees’ magic number at three for clinching a playoff berth.

The Yankees fell 5  1/2 games behind Toronto with six to play, giving the Blue Jays a magic number of one to wrap up their division.

DALLAS (AP) – The NCAA has banned the SMU men’s basketball team from postseason play for the upcoming season, suspended veteran coach Larry Brown for nine games and taken away nine scholarships over the next three years. The NCAA says it concluded that Brown lied to its investigators and simply turned his back on a case of academic fraud involving one of his players. The NCAA said Brown made choices that included not reporting possible violations in his program, initially lying to the enforcement staff during the investigation and providing no specific guidance to his staff on rules compliance.

(AP) – The PGA of America has altered its approach to the Ryder Cup with the tournament returning to the U.S.A in 2016 at Hazeltine National Golf Club in Minnesota.  The 2016 Ryder Cup starts September 30th at Hazeltine in suburban Chaska. It was the site of the PGA Championship in 2002 and 2009.

 WASHINGTON (AP) – The stopgap funding bill that helped topple the House speaker because it doesn’t cut Planned Parenthood money is on track for passage by Congress today. That means the bill will make its way to President Barack Obama in plenty of time to sign it before a midnight deadline triggers a partial government shutdown. The battle has amplified painful divisions between more pragmatic Republicans and a tea party wing that is increasingly dominant.
 
     WASHINGTON (AP) – U.S. military commanders are seeking a sharp departure from President Barack Obama’s existing exit plan for Afghanistan. Top brass now want to keep at least a few thousand American troops in Afghanistan beyond 2016, citing a fragile security situation. Obama’s plan would leave only an embassy-based security cooperation presence of about 1,000 military personnel.
 
     MOSCOW (AP) – Russian lawmakers have approved President Vladimir Putin’s request to use force outside the country, presumably to support Syrian President Bashar Assad against Islamic State group extremists in Syria. The Kremlin says it will only use its air force there, not ground troops. Moscow has always been a top ally for Assad.
 
     GENEVA (AP) – The World Trade Organization is damping its estimate for global growth this year. The WTO cites slumping imports in China, currency market swings and falling commodities prices. The Geneva-based body projects global trade – the total of world exports and imports – will rise by 2.8 percent, down from a previous forecast of 3.3 percent.
 
     DUBAI, United Arab Emirates (AP) – Saudi Arabia and its coalition allies say they’ve caught Iran trying to smuggle missiles and other weapons to the rebels aboard a fishing boat bound for Yemen. The coalition battling Yemen’s Shiite rebels, known as Houthis, fears that Iran is actively providing aid as a way to gain a foothold on the Arabian Peninsula. Iran denies arming the rebels directly.
