Jamestown (CSi) A reminder, following the Jamestown City Council meeting, on Monday October 5,2015, at 6-p.m., the City Council will hold a public hearing to consider the 2016 city budget and increasing the 2015 City of Jamestown property tax levy by 6.29%.

At that time citizens will have the opportunity to present oral or written comments regarding the Property Tax Levy or 2016 City Budget.

The Regular Jamestown City Council meeting precedes the Public at 5-p.m. at City Hall.

The meeting will be covered by CSi Cable 67, followed by replays.

 

Jamestown (CSi) The Fraternal Order of Police, James Valley Region, Lodge Number 4, Liason will appear at the Jamestown City Council meeting Monday, October 5th, and meet further with the Stutsman County Commission to push for the city and county to implement the state’s Public Employees Retirement System, for local law enforcement employees.

On Friday’s Wayne Byers Show on CSi Cable 2, Nellie Degen said, that

PERS allows officers to make their own contributions so they may retire at an earlier date, as early as age 55, and has been available in North Dakota since 2003.

She pointed out that PERS for law enforcement, is separate from the PERS mainstream program of public employees.

She will appear at the Jamestown City Council meeting on October 5th, to ask council members to consider adding the program to the 2016 city budget and approve the program for the Jamestown Police Department.

She added that political subdivisions that have PERS available for local law enforcement is a good recruitment tool, noting that with officers under emotional and physical stress and limitation as they get older officers will benefit from being able to retire at age 55.

The program also allows law enforcement employees to make contributions to there retirement package at an earlier age.

She urges community members in favor of implementing the program in Jamestown and Stutsman County to contact Jamestown City Council, and Stutsman County Commission members.

 

VALLEY CITY, N.D. (AP) – A man convicted of attempted murder in Kansas 23 years ago is to be sentenced Jan. 4 in federal court in North Dakota after being caught in the state with guns.

Fifty-seven-year-old Robert Synoracki pleaded guilty recently to being a felon in possession of guns and ammunition, and possessing stolen firearms. He could face up to 15 years in prison if prosecutors prove he is a career offender, which he disputes.

Authorities say Synoracki was driving a stolen car with seven guns inside when he was arrested a year ago in Jamestown.

Synoracki was convicted of attempted murder in Kansas’ McPherson County in 1992 and paroled in September 2014.

 

CASSELTON, N.D. (AP) – Two people have been hospitalized after a car crossed the Interstate 94 median and hit a pickup truck heading the other way.

The North Dakota Highway Patrol says 19-year-old Pamela Fehr of Wimbeldon crossed the median about 6 miles west of Casselton at about 5 p.m. Sunday and hit a truck driven by 20-year-old Jared Hineman of Bismarck. Both vehicles spun out, and the truck rolled into a ditch.

Both drivers were hospitalized in Fargo with minor injuries.

The crash remains under investigation.

 

Jamestown  (CSi)  The Spiritwood Energy Park Association Board of Directors has approved compatible transloading rail-loop operations by third-party users.

BISMARCK, N.D. (AP) – Attorney General Wayne Stenehjem has ordered two companies to stop doing business in North Dakota.

Stenehjem has issued cease-and-desist orders against Scott Ashby, doing business as Western Waterworks, and against Bradly Timian, doing business as BT Roofing & Remodeling.

Stenehjem says his office received complaints about both companies taking money for jobs and not following through.

 

BISMARCK, N.D. (AP) – State School Superintendent Kirsten Baesler says she’d like to see one-quarter of North Dakota students enter college with at least a semester’s worth of credits under their belts.

North Dakota ranks last in the nation for participation in the Advanced Placement program, which offers college-level courses to high school students. Statewide, fewer than 2,000 students took AP exams last school year.

Baesler says $1.25 million in incentives for schools and students authorized by the 2015 Legislature should help boost those numbers.

Bismarck Century High School Senior Emily Hopfauf takes several AP courses, saying she likes the insightful discussions with her classmates and the no-fluff assignments. She also wants a jump-start on college, and she’ll receive college credit if she scores well on her exams.

 

BISMARCK, N.D. (AP) – Changes are coming to the Kirkwood Mall in Bismarck under new ownership.

Mall general manager Joe Duperre says new owner CBL & Associates Properties Inc. wants to attract new retailers to the area. He says buildings around the mall that are being developed will house Panera Bread, Caribou Coffee and Verizon Wireless stores.

The new tenants inside the mall include clothing store Zumiez and Blue Hawk Audio and Video.

Duperre says the road around the mall is being revamped to make it easier to get from onside to another. Islands are also being built for landscaping.

Duperre says he was brought in to “revitalize” the mall. He says more plans for the mall will be announced over the next several years

 

BISMARCK, N.D. (AP) – A food co-op in Bismarck has raised the $750,000 in needed to open its retail grocery store.

The Bismarck-Mandan Community Food Co-op plans to open the store March 1.

The  group raised $23,000 in member loans and preferred equity on Wednesday to meet its fundraising goal.

The co-op plans to host an all-ages celebration at the store’s future site later this month.

 

MANDAN, N.D. (AP) – Mandan High School students may soon be allowed to weigh in on school district policies and budget decisions.

The the school district is drafting a policy to allow up to three students to join each of its committees.

The move comes after two high school students asked the school board to let students be non-voting board members. But board members indicated they believe the students would have a greater impact by participating in committees instead of the full board.

Marnie Piehl is chair of the Mandan School Board policy and personnel committee. She says having students at each committee helps ensure that they have a voice at each meeting.

The policy and personnel committee will consider the draft policy at its Nov. 9 meeting.

 

WATFORD CITY, N.D. (AP) – Hess Corp. is eyeing Watford City to possibly open a field office should oil prices recover.

Hess spokeswoman Maria Effertz-Hansonsays  the company has already looked at office space in Watford City.

The oil company moved its headquarters from Williston to Minot in 2009. However, Watford City Mayor Brent Sanford says the city is hoping to entice Hess to open an office in the area where half of its wells are located.

Hess has looked at a space that Sanford says is located close to new housing units that could be ideal to accommodate company employees.

Effertz-Hanson says the company hopes that “oil decides to stabilize” so that the company can make plans for the potential new field office at that point in time.

 

DEVILS LAKE, N.D. (AP) – A popular boat landing on Devils Lake will be closing for up to a month for ramp reconstruction.

The North Dakota Game and Fish Department says the Estenson boat landing located 15 miles south of Devils Lake will close Monday.

Authorities say the new ramp will be a major improvement over existing facilities.

Boaters and anglers can check for current ramp and conditions on the state website at gf.nd.gov.

GRAND FORKS, N.D. (AP) – Former University of North Dakota stars Monique (LAM’-uh-roo) and twin sister Jocelyn Lamoureux-Davidson are among 23 players named to the USA Hockey roster for the Four Nations Cup.

The U.S will compete against Canada, Finland and host Sweden Nov. 4-8.

The U.S. team will hold a camp in Chicago later this month before heading overseas.

The Royals capped their first 95-win season since 1980 by whipping Minnesota 6-1. Kansas City clinched home-field advantage throughout the postseason when Toronto completed a 12-3 loss at Tampa Bay.

ARLLINGTON, Texas (AP) – The Texas Rangers claimed the AL West championship for the first time since 2011 by ripping Los Angeles, 9-2. Cole Hamels went the distance on a three-hitter to finish 7-1 with a 3.66 ERA for the Rangers, who acquired him from the Phillies near the July 31 trade deadline. The Rangers won each of his last 10 starts as they roared past the Astros to win the AL West by two games.

PHOENIX (AP) – The Astros would have hosted the Yankees in the AL wild card game if Houston could have beaten Arizona yesterday. Instead, Paul Goldschmidt belted a tiebreaking, two-run homer in the seventh to lift the Diamondbacks over the Astros, 5-3. Jose Altuve (al-TOO’-vay) was 3-for-5 with two runs scored for the Astros, who are in the postseason for the first time since winning the 2005 National League pennant.

Pedro Alvarez smacked a solo homer, and Josh Harrison was 3-for-4 with an RBI and a run scored for the Bucs.

NEW YORK (AP) – The Mets have set their pitching rotation for the first three games of their best-of-five NL playoff series against the Los Angeles Dodgers. Jacob deGrom will start the opener Friday in Los Angeles, followed by Noah Syndergaard and Matt Harvey.

Denver barely improved to 4-0 as Brandon McManus kicked a 39-yard field goal with 1:51 left to give the Broncos a 23-20 triumph over Minnesota.

The Falcons remain undefeated after a 48-21 win over Houston.

WNBA FINALS..

MINNEAPOLIS (AP) – Briann January had 19 points and six assists and the Indiana Fever stole home-court advantage in the WNBA Finals with a 75-69 victory over the Minnesota Lynx in Game 1 on Sunday.

Marissa Coleman added 16 points and the Fever hit all 16 of their free throws in a rematch of the 2012 finals. Indiana won Game 1 of that series as well en route to the franchise’s only championship.

Maya Moore had 27 points and 12 rebounds and Sylvia Fowles add 21 points and 11 rebounds for the Lynx. But Minnesota missed eight free throws and turned the ball over 15 times to drop the opener.

Game 2 in the best-of-five series is Tuesday night in Minneapolis.

NASCAR…

DOVER, Del. (AP) – Kevin Harvick has advanced to the second round of NASCAR’s playoffs with a dominating performance at Dover International Speedway.

Harvick was mired in 15th in the standings and had to win to keep his title defense alive. He led for 354 laps and finished ahead of Kyle Busch.

Carl Edwards also advanced, along with Joey Logano, Ryan Newman, Kurt Busch, Brad Keselowski, Martin Truex Jr., Jeff Gordon and Kyle Busch.

The shocker was the elimination of six-time Cup champion Jimmie Johnson, who entered fifth in the standings and was the owner of 10 wins at Dover. His No. 48 Chevrolet was forced off the track for 36 laps with a torn rear axle seal, causing him to finish 41st.

Jamie McMurray, Paul Menard and Clint Bowyer also were eliminated from the Chase field.

 

COLLEGE FOOTBALL POLL….

UNDATED (AP) – Top-ranked Ohio State received 38 first-place votes in the latest Associated Press college football poll following its win at Indiana on Saturday, but Michigan State dropped from second to fourth after blowing most of a 21-point lead in a 24-21 win over Purdue. TCU is the new No. 2, followed by Baylor. Utah is fifth, in front of Clemson, LSU, Alabama, Texas A&M and Oklahoma.

STOCKHOLM (AP) – A member of the Nobel Prize committee says billions of people may benefit eventually from the work of the 2015 medicine laureates. The scientists from Ireland, Japan and China won the Nobel Prize in medicine today for discovering drugs against malaria and other parasitic diseases. The winners are William Campbell, Satoshi Omura and Tu Youyou – the first-ever Chinese medicine laureate.

GENEVA (AP) – The passing of hundreds of thousands of refugees and other migrants through Europe on their way west has prompted a scramble to hire hundreds of additional border guards. The head of the European Union’s border agency says the help is needed for the task of identifying arriving migrants to determine if they qualify for political asylum.

UNDATED (AP) – Historic flooding throughout South Carolina may linger for days even after the rain stops. Thousands of residents are without electricity. The National Weather Service says Sunday was the wettest day in the history of Columbia, with nearly seven inches falling. Since Friday, more than 20 inches of rain has fallen in some parts of the city. The state has seen hundreds of rescues with many more expected today as teams go door-to-door.

BEIJING (AP) – Authorities in China and the Philippines say at least nine people are dead and dozens of fishermen are missing following a powerful typhoon. Nearly 200,000 people in southern China were evacuated ahead of the storm’s arrival in Guangdong province yesterday. The typhoon lashed the resort island province of Hainan, where thousands flocked during the weeklong National Day holiday.

WASHINGTON (AP) – House Republicans could be in for a tumultuous week as they select a new speaker, amid a challenge to the front-runner and conservatives pushing to postpone leadership elections. A secret ballot is scheduled Thursday but the winner will also have to survive a floor vote in the full House later. Majority Leader Kevin McCarthy or challenger Rep. Jason Chaffetz would need 218 votes to win.
