BISMARCK, N.D. (AP) – North Dakota’s new smoking ban has taken

effect.

The state had a limited ban for seven years. The new law passed

by voters a month ago expands the ban to bars, motels, private

nursing homes, cabs and public transportation. It also prohibits

smoking within 20 feet of an entrance to a public building.

People who violate the ban can be fined $50. Bars that don’t

comply can be stripped of their tobacco and liquor licenses.

The ban passed with 67 percent of the vote in the Nov. 6 general

election. The law went into effect Thursday.

In addition, 14 local communities in North Dakota now have 100% smokefree laws.

North Dakota law does not preempt the passage of local smokefree laws.

BISMARCK, N.D. (AP) – Police in Bismarck have arrested an Idaho kidnapping suspect after the man allegedly pulled a gun on a truck driver and then fled to a nearby trailer park.

Bismarck Police Sgt. Mark Buschena says 57-year-old Mitchell Lee Walck was arrested shortly after noon Wednesday. Buschena says a truck driver reported that a man entered his vehicle at a Bismarck truck stop. The trucker told police the man pulled out a gun and then ran to a nearby trailer park.

Buschena says officers found Walck hiding behind a tree. A gun was recovered at the scene.

Regional law enforcement officers had been searching for Walck after a 62-year-old Rathdrum, Idaho, woman reported she was kidnapped from her home at gunpoint and driven to Glendive, Mont., where she was released unharmed Sunday.

BISMARCK, N.D. (AP) – North Dakota legislators have held a

moment of silence for two National Guard soldiers killed in action

in Afghanistan and a third who was wounded. Governor Jack Dalrymple

(DAHL’-rimp-ul) presented his budget recommendations to lawmakers

yesterday. At the start of his speech he asked for a moment of

silence for Sergeant 1st Class Darren Linde of Devils Lake,

Specialist Tyler Orgaard of Bismarck, and Specialist Ian Placek of

Bismarck. Linde and Orgaard died Monday when an improvised

explosive device struck their vehicle, and Placek was wounded.

Their remains have been returned to the U.S.

Funeral arrangements are pending.

BISMARCK, N.D. (AP) – Governor Jack Dalrymple (DAHL’-rimp-ul)’s

proposed budget raises state general fund spending by almost 18

percent over two years. But it also keeps billions of dollars in

reserve. A state rainy day fund is projected to grow to $455

million by June 2015. A school aid fund that now has $235 million

is expected to grow to $606 million in two years.

BISMARCK, N.D. (AP) – Governor Jack Dalrymple wants funding for

15 more state troopers in his new budget. Dalrymple’s proposal

released yesterday also asks lawmakers to spend almost $7 million

to improve the patrol’s Bismarck training academy.

BISMARCK, N.D. (AP) – Democratic leaders in the North Dakota

Legislature say Republican Governor Jack Dalrymple (DAHL’-rimp-ul)

left some pressing needs out of his budget proposals.

Dalrymple presented a $12.8 billion budget plan to legislators

Wednesday shortly before they ended their three-day organizational

session.

House assistant Democratic leader Corey Mock says Dalrymple’s

plan doesn’t mention bringing more people into the Medicaid health

insurance program.

The federal health care reform law offers state incentives to

cover low-income adults who don’t have children. Mock says the

state should grab the opportunity to expand coverage.

Senate Democratic leader Mac Schneider says Dalrymple’s plans

for cutting school property tax bills should benefit renters as

well as property owners.

GRAND FORKS, N.D. (AP) – Another suspect has pleaded guilty in

what authorities say was a synthetic drug ring in eastern North

Dakota and northwestern Minnesota that led to two overdose deaths

and at least five hospitalizations.

Steven Bucher pleaded guilty in federal court in Fargo Wednesday

to a conspiracy charge. He’s to be sentenced in March. Bucher is

about 21 years old and a former University of North Dakota student.

Forum Communications reports (http://bit.ly/11YFXC4 ) that all

11 people charged in the case have reached plea agreements with

prosecutors. Three people already have been sentenced and a fourth

is to be sentenced next week.

Andrew Spofford, the man authorities say spearheaded the ring

and cooked up the synthetic drugs, pleaded guilty in late October

to drug and conspiracy charges. He’s to be sentenced next year.

FARGO, N.D. (AP) – A delegation representing locked-out union

workers at American Crystal Sugar Co. is taking its case to the

people who own the company.

The union says it will hold a press conference before Thursday’s

annual shareholders meeting at a Fargo hotel, and then deliver

petition signatures calling for the end of the lockout.

A Crystal spokesman says the company will hold its own news

conference shortly after noon Thursday.

Moorhead, Minn.-based American Crystal is a cooperative owned by

about 2,800 sugar beet growers.

About 1,300 union employees were locked out of their jobs on

Aug. 1, 2011, after contract negotiations broke down. The company

has been using replacement workers at its plants in North Dakota,

Minnesota and Iowa.

The union last weekend voted for a fourth time to reject the

contract.

WILLISTON, N.D. (AP) – Williston police say counterfeit money is

showing up in the city.

Police Detective Cory Collings tells the Williston Herald

(http://bit.ly/TD6aki ) that it’s a problem that surfaces partly

because of the high number of customers passing through the oil

patch boom town.

Police say several bills were discovered by area businesses and

banks last week. Most were bogus $50 and $100 bills.

Collings says the quality of the fake bills varies.

FARGO, N.D. (AP) – North Dakota State University quarterback

Brock Jensen says an injured left wrist shouldn’t affect his play

Saturday when the Bison host Wofford in the Football Championship

Subdivision quarterfinals.

Jensen hurt the wrist on his non-throwing arm last Saturday in

NDSU’s second-round win over South Dakota State. The Forum

newspaper reports (http://bit.ly/Rar9iT ) that Jensen underwent an

MRI on Sunday and by Monday had gotten the all-clear to play.

this week.

NHL-LABOR

NEW YORK (AP) – NHL labor talks resumed Wednesday and stretched into Thursday morning as the two sides try to end a lockout that’s into its 82nd day. Very little information leaked out of the meeting room, but it is believed that each side submitted proposals to the other and spent lots of time apart discussing what was offered. The union and management confirmed negotiations would continue later Thursday.

In world and national news…

CAIRO (AP) – After deadly street battles in Cairo, Egypt’s

Republican Guard is ordering both opponents and supporters of

President Mohammed Morsi to clear out of the area around the

presidential palace. Fighting there overnight left five people dead

and more than 600 wounded. Opposition activists had called for

another demonstration outside the palace later today. They have

been demanding Morsi shelve a draft constitution adopted by his

Islamist allies and rescind decrees giving him sweeping powers.

KABUL, Afghanistan (AP) – The head of Afghanistan’s intelligence

BERLIN (AP) – Israel’s prime minister is brushing off

international criticism over a new settlement project. Israel plans

to build 3,000 settler homes in the corridor near Jerusalem. After

meeting with Germany’s chancellor in Berlin today, Prime Minister

area is “going to be part of Israel” in any final peace deal.

German Chancellor Angela Merkel has been critical of Israel’s

settlement policy.

WASHINGTON (AP) – The co-chairman of President Barack Obama’s

deficit commission is blasting the political brinksmanship

surrounding the “fiscal cliff” as “stupidity.” Former Sen. Alan

Simpson tells NBC’s “Today” show that “a blend” of revenue

increases and spending cuts will be needed to head off the tax

hikes and automatic cuts set to take effect in the new year.

Simpson says Congress “put the chain on their own ankle” and it’s

ridiculous for Democrats and Republicans to speculate on which

party would suffer more if a compromise is not reached.

NEW YORK (AP) – The man charged with shoving a man in front of a

New York subway earlier this week says the victim instigated the

confrontation. Ki-Suck Han was struck and killed by the train.

Naeem Davis was arraigned last night on a second-degree murder

charge. As he walked past reporters, Davis said 58-year-old Han

attacked him first, saying: “He grabbed me.” Davis’ Legal Aid

lawyer says his client “was involved in an incident with a man who

was drunk and angry.”
