Jamestown (CSi) Jamestown Police investigated an accident in which an SUV lost control on 2nd Avenue Southeast heading northbound, near the Hardee’s Restaurant parking lot access at about 1:15 p.m., Monday.
The male driver lost control of his SUV which then hit and became high-center on an electrical transformer on the ground.
At the scene, a wrecker hoisted the vehicle off the panel, allowing the SUV to be pulled by rope away from the panel. The Jamestown City Fire Department applied “floor dry,” and then foam, and the city crew applied sand to the ground to absorb the fuel from the vehicle’s leaking fuel tank and oil that leaked from the electrical transformer.
Jamestown City Fire Chief, Jim Reuther said the liquid was dammed and diked to prevent the spread of the liquid, a possible source of ignition.
The vehicle was taken away by a wrecker.
The driver was taken to Jamestown Regional Medical Center by ambulance.
His condition was not immediately known.
The accident caused a power outage in the area, that disabled the traffic signals at the intersection of First Avenue South, and 10th Street.
Jamestown Police directed traffic.
Otter Tail Power Company crews were called to the scene to make repairs and restore power.
Chief Reuther says the amount of fuel and foam was not enough to create a bio-hazard, and was able to be removed from the scene by the city crew.
Responding to the scene for about an hour were five units of the Jamestown City Fire Department, and 26 fire fighters.
Otter Tail Power Company Customer Service representative Jeff Hoff in Jamestown says the power that affected that block including the traffic signals at the intersection was expected to be restored by late Monday afternoon, early evening.
He adds, the transformer will either be repaired or replaced, depending on the damage.
The cause of the accident is under investigation.
Jamestown (CSi) The push continues for the City of Jamestown and Stutsman County to implement the State Public Employees Retirement System, (PERS) program for local enforcement.
On Monday’s Wayne Byers Show on CSi Cable 2, the James Valley Fraternal Order of Police, Liason, Nellie Degen said, she will appear at the November 2, 2015 Jamestown City Council meeting, and the November 3rd Stutsman County Commission meeting repeating requests to have both political sub-divisions implement the program.
She pointed out that PERS allows officers to make their own contributions so they may retire at an earlier date, as early as age 55, and has been available in North Dakota since 2003.
She added that political subdivisions that have PERS available for local law enforcement is a good recruitment tool, noting that with officers under emotional and physical stress and limitation as they get older officers will benefit from being able to retire at age 55.
She added that PERS for law enforcement, is separate from the PERS mainstream program of public employees.
She said Stutsman County officials recently held a workshop on how the program works, but as of yet has taken no formal action.
At the October 5, 2015 Jamestown City Council meeting, she presented the council with 437 signatures gathered within 24 hours from citizens supporting the PERS program for local law enforcement. At that meeting she asked the city council to amend the 2016 city budget to including funding for law enforcement PERS. She pointed out that the city had not scheduled a public meeting on the issue, pointing out that the city was given information prior to the council meeting.
At the City Council meeting, Mayor Andersen said the city needs to learn more on the issue, and will learn more during a planned webinar.
Ms, Degen said the City Council may amend the already passed 2016 city budget if it so chooses.
Ms. Degen urges community members in favor of implementing the program in Jamestown and Stutsman County to contact Jamestown City Council, and Stutsman County Commission members and, or appear at the upcoming meetings.
Jamestown (CSi) As refurbishing of the Historic 1883 Stutsman County Courthouse moves forward, Monday the hands of the clock were removed with the assistance of the State of North Dakota’s ladder truck, operated by the Jamestown City Fire Department, so that the clock mechanism can be repaired.
Plans are to have the clock mechanism repaired and the hands re-installed next spring.
The structure has been re-wired for electricity, and new restrooms are in place, along with recent work on rehabing the interior woodwork.

WILLISTON, N.D. (AP) – Williston police are searching for a man who robbed a gas station at gunpoint over the weekend.
Authorities say a masked man with a handgun walked into the Tesoro Superpumper store shortly before 9:30 p.m. Sunday and demanded money.
The man fled with an undisclosed amount of cash. No one was hurt.
MINOT, N.D. (AP) Fellow high school athletics officials in North Dakota are mourning the death of a colleague in a chain-reaction crash on a foggy U.S. Highway 83 south of Minot.
The Highway Patrol says Lyne Enget died Monday morning in one of three crashes that involved more than 10 vehicles, including a semitrailer hauling an empty anhydrous ammonia tank. Several other people were taken to a Minot hospital with unknown injuries. The crash shut down the highway for several hours.
Enget coached the Stanley-Powers Lake football team to three Class A state championships. He continued to serve as Stanley’s athletic director following his retirement from coaching in 2011.
Westhope athletic director Layne Fluhrer tells the Minot Daily News that Enget built Stanley into a powerhouse, and will be missed by the community.
FARGO, N.D. (AP) – A non-custodial parent accused of taking her son across state lines has been charged in North Dakota.
The 34-year-old Emily Wollin has been charged with one count of removal of child from state in violation of custody decree. The Fargo woman was arrested in Moorhead, Minnesota, several hours after the Fargo Police Department issued an Amber Alert Saturday.
Police say Wollin does not have custody of her 3-year-old son. Authorities say she took the boy while he and his father were visiting her. She was stopped by police in Moorhead and the boy was found unharmed.
Court records for Wollin do not list an attorney who could comment on the charge.
BISMARCK, N.D. (AP) – A man accused of sex trafficking in the Williston area is presenting his defense in federal court in Bismarck this week.
Keith Graves is defending himself against 11 charges related to sex trafficking and drugs. Women who testified for the prosecution last week alleged that Graves used a handgun, bat and fists to keep them in line.
The Bismarck Tribune reports that the government rested its case on Friday, and U.S. District Judge Daniel Hovland rejected a request from Graves to dismiss the case. Graves cited insufficient evidence but Hovland disagreed.
Graves was one of the main subjects in “The Overnighters,” which won an award at the 2014 Sundance Film Festival. It followed a pastor who opened his church to homeless oil workers.
FARGO, N.D. (AP) – A Nebraska woman accused of visiting hundreds of medical facilities around the country to buy unnecessary prescription drugs with her Medicare benefits says she will plead guilty.
Lowie Norma Christie is charged in federal court with six counts of health care fraud. The case is being tried in North Dakota because Christie allegedly obtained prescriptions at some facilities in the state.
Authorities say Christie caused about 1,830 claims to be submitted to Medicare for prescription drugs between January 2007 and July 2013. Medicare allegedly paid providers more than $107,000 during that period.
Christie faces a maximum penalty of 10 years in prison.
Federal prosecutors say they don’t know what Christie did with the drugs. A federal public defender did not immediately respond to a request for comment.
BISMARCK, N.D. (AP) – An effort to make medical marijuana legal in North Dakota takes a step forward Tuesday. Supporters are poised to turn in their proposal to let people who qualify have a small amount of pot to ease their pain. Backers will need almost 14,000 names on a petition to get the question on the ballot.
BISMARCK, N.D. (AP) – North Dakota Agriculture Commissioner Doug Goehring says an additional $100,000 is being made available to boost the honeybee industry.
The money is from honey assessments on bee colonies. Goehring says the state Agriculture Department is seeking grant proposals for honeybee research, education, outreach and promotion projects.
The deadline to apply is Nov. 5.
North Dakota leads the nation in honey, producing nearly one-fourth of the country’s crop.
BISMARCK, N.D. (AP) – A group that funds developers of North Dakota farm products will consider grant requests totaling more than $489,000 at its quarterly meeting next month in Minot.
The Agricultural Products Utilization Commission will review seven requests on Nov. 19.
Among the groups making requests is Amity Technology of Fargo which is requesting $162,000 to build a demonstration plant to convert agricultural waste into industrial chemicals.

Jamestown (N.D.) is the unanimous favorite to win the North Star Athletic Association(NSAA) Women’s Basketball conference title, the NSAA women’s basketball coaches’ preseason poll was announced Monday. The Jimmies received seven first-place votes and totaled 49 points in the poll.
Jamestown won the NSAA conference regular-season title with an 9-1 record and postseason tournament championship, advancing to the NAIA Division II Women’s Basketball National Tournament last season.
Mayville State (N.D.) picked up the final first-place vote and scored 40 points to finish second in the preseason coaches’ poll. Valley City State (N.D.) edged out Dickinson State (N.D.) 36-32 for third place.
Dakota State (S.D.) was chosen to finish fifth (26 points), followed by Presentation (S.D.) sixth (17 points). Both NSAA newcomers Viterbo (Wis.) and Waldorf (Iowa) finished in a tie for seventh place with 12 points.
The NSAA conference season gets underway on Friday night (Oct. 30) as Valley City State hosts Viterbo. The conference postseason tournament begins on Feb. 24, 2016, concluding with a championship game on Feb. 28 at the highest remaining seed.
The NSAA’s tournament champion will receive an automatic bid to the NAIA Division II National Tournament in Sioux City, Iowa on March 9-15, 2016.

North Star Athletic Association’s (NSAA) newcomer Bellevue (Neb.) is the preseason coaches’ favorite to win the men’s basketball league title, the conference coaches’ preseason poll was announced Monday.
The Bruins received five first-place votes and 58 points to atop the preseason poll. Bellevue finished the 2014-15 season with an overall record of 28-6, including their 13th straight appearance in the NAIA Division II Men’s Basketball National Tournament. BU ended the season with a 54-50 loss to Grace (Ind.) in the opening round of the national tournament.
Both Dakota State (S.D.) and Jamestown (N.D.) were tied for second place in the preseason coaches’ poll with two first-place votes and tallied 53 points. The Trojans and Jimmies shared the NSAA conference regular season title with a 7-3 record in 2014-15, where Dakota State won the conference postseason conference tournament before falling to College of Idaho 65-64 in the national tournament’s opening round.
Mayville State (N.D.) was picked to finish fourth (43 points) followed by NSAA’s newcomer Waldorf (Iowa) fifth (33 points). HANKINSON, N.D. (AP) – Nineteen citations were issued during a compliance check targeting hunters in southeast North Dakota over the weekend.
Mark Pollert is a district game warden with the North Dakota Game and Fish Department. He tells KFGO-AM that about 80 vehicles went through the spot check Sunday on Highway 11 in Hankinson.
Pollert says officials checked more than 140 hunters who were in those vehicles. Pollert says most of the 19 citations were for failing to leave an ID on the birds. Other citations were issued for not having a hunting license, failure to carry a hunting license and exceeding hunting limits.
Pollert says the hunters who were checked were from six different states.

MINNEAPOLIS (AP) – The Minnesota Twins have confirmed that right fielder Torii Hunter has decided to retire.
Hunter was still very productive at age 40, hitting .240 with 22 home runs and 81 RBIs in 139 games. He batted .277 with 353 homers and 1,391 RBIs in 2,372 games in 19 seasons with the Twins, Angels and Tigers.
Hunter told the Star Tribune he began the year believing this would be his last in baseball, preferring to focus on his family.
KANSAS CITY, Mo. (AP) – The World Series gets underway later today as the Kansas City Royals host the New York Mets. Edinson Volquez will start for the Royals against Matt Harvey, and the Mets will start Jacob deGrom (deh-GRAHM’) for Game 2 against Johnny Cueto (KWAY’-toh) before the series shifts to New York. The Mets announced that Kelly Johnson will be their designated hitter for the opener.

MILWAUKEE (AP) – The Milwaukee Bucks have lengthened the contracts of four of their top players.
The Bucks have exercised third-year contract options on forward Jabari Parker and guard Tyler Ennis and fourth-year options on guard Michael Carter-Williams and forward Giannis Antetokounmpo (YAH’-nihs an-teh-toh-KUHN’-poh).
Carter-Williams, Parker and Antetokounmpo combined to average 40 points and 17 1/2 rebounds last season. Parker was a contender for Rookie of the Year honors last year until he suffered a major left knee injury.

Attorney General Loretta Lynch and President Barack Obama are scheduled to discuss criminal justice issues today at a Chicago conference of police chiefs amid a series of high-profile police shootings of young black men that have driven a wedge between police and their communities.
WASHINGTON (AP) – New information is raising more questions about the attack on a Doctors Without Borders hospital in Afghanistan in which 30 people died. The day before Army Green Berets called in an air strike, a senior officer reported that the trauma center was under the control of insurgents and the hospital coordinates were widely distributed. The revelations raise the possibility that U.S. forces destroyed what they knew was a functioning hospital, a violation of international law.
BERLIN (AP) – European Commission President Jean-Claude Juncker (zhahn-KLOHD’ YUN’-kur) says member countries are dragging their feet on providing funds and experts to help manage Europe’s biggest refugee emergency in decades. He says leaders have been “moving slowly at a time when they should be running.” So far, countries have only pledged about half the number of needed experts and Juncker says that’s not enough.
DETROIT (AP) – General Motors is issuing a new recall to fix an old problem. The recall, which covers 1.4 million vehicles dating to the 1997 model year, is needed because repairs from the first two recalls didn’t work. It’s the third time in seven years GM is recalling cars that can leak oil and catch fire, in some instances damaging garages and homes. More than 1,300 cars caught fire after they were fixed.
