Jamestown (CSi) City officials say a second road access to Jamestown Regional Medical Center is on hold till at least next spring while members of the Jamestown City Council consider ways to pay for the project.

Jamestown Mayor Katie Andersen says, the hotel, convention center, shopping and apartment complex planned by Phillip Culler is not moving ahead this fall but may next spring. Preliminary plans include a 140-room hotel, a 20,000-square-foot retail anchor with additional strip malls, 133 apartment units in two buildings, two restaurants and a medical practice building.

Currently, the only paved road access to JRMC is I-94. Frontage roads south of the hospital and north of Menards store are about 0.8 miles apart.

 Mayor  Andersen says preliminary cost estimates are about $1 million to connect the roads. The project could be financed with a 2 percent Bank of North Dakota loan through the Infrastructure Loan Fund.

 

Jamestown (CSi) Victory Lutheran Church in Jamestown is hosting the community for the 10th Annual, Trunk or Treat event, on Saturday October 31, 2015.

On Thursday’s Wayne Byers Show on CSi Cable 2, Youth and Family Pastor Kevin Patch said Trunk or Treat is for children from infant to 12 years old, and starts at 5:30 p.m., at the chruch’s Felllowship Hall, where seven stations will be set up for carnival games and treats.

Then at 6:30-p.m., everyone heads out to the parking lot for the Trunk or Treating, as the public is invited to join with local first responders to hand out treats.

He said there will directions posted to the church, and for vehicles to park in the lot, as typically around 200 vehicles participate.

He added that Trunk or Treat is for children and their parents to experience the family-friendly evening of safe Halloween fun and games.

Jamestown (CSi) The Jamestown Area Chamber of Commerce reports that Jefferson Bus Lines will offer a new pick-up and drop off place in Jamestown starting November 9, 2015.

Jamestown Bus Stop Inc. president Charlie Kourajian, says volunteers have worked hard to get Jamestown’s Bus Depot at 119 – 2nd Ave. S.E. ready for use. The depot hopes to be equipped to sell tickets in a few weeks and they encourage all riders to buy their tickets at the depot as the commission is their only source of income.

 

Jamestown (CSi)  Special Olympics North Dakota (SOND) is proud to announce that the Jamestown Polar Plunge® is returning to its roots! On November 15, 2015 the Polar Plunge, organized by local law enforcement volunteers to support Special Olympics North Dakota, will be held at the Jamestown Reservoir swimming beach.

The Jamestown Reservoir is the site of the original Polar Plunge held in North Dakota. At the Polar Plunge, participants will be “Freezin’ for a Reason” as they take the plunge to show their bravery and support the athletes of Special Olympics!

Participants raise a minimum of $75 to “take the plunge” into the chilly waters. Every minute you spend in the chilly water will warm the heart of more than 1,500 participants of Special Olympics North Dakota. Plungers can participate as an individual, or you can create a team with friends, co-workers, or classmates! Come up with a fun costume, and have some fun to show your bravery! Prizes will be awarded for the best belly flop, youngest plunger, best costume, most money raised by a team, and most money raised by an individual.

MINNEAPOLIS (AP) – Federal authorities in Minnesota are investigating a man in the disappearance of Jacob Wetterling, whose mother became a national advocate for the cause of missing children after his abduction in 1989.

Authorities say 52 year old  Daniel James Heinrich, of Annandale, was identified after being the subject of a child pornography investigation.

The U.S. Attorney’s office said Thursday a search warrant had been executed seeking evidence in a 1989 kidnapping near Cold Spring and Wetterling’s disappearance near St. Joseph.

Heinrich has not been charged in either of those cases but does face charges from a long-term child exploitation investigation.

Heinrich has denied involvement in the disappearance of Wetterling, who was 11 years old at the time.

When asked if Heinrich was a suspect in the Wetterling case Stearns County Sheriff John Sanner said “we refer to him as a person of interest.”

Authorities said most of the child pornography involved young boys. Also found were video tapes Heinrich apparently shot of young boys in public.

Heinrich made an initial court appearance on the pornograpy charges Thursday in U.S. District Court in St. Paul.

An application for a search warrant in that case said authorities wanted to search for items including human remains, a red T-shirt with the name Wetterling on the back and a red hockey team jacket with the name Jacob stitched on the front.

The search was carried out July 28.

Wetterling was 11 when he was abducted Oct. 22, 1989, near his home in the central Minnesota community of St. Joseph.

 Patty and Jerry Wetterling issued a statement urging anyone who knows anything about Heinrich and his possible ties to the St. Joseph area in 1989 to call authorities.
 
  The statement said,    “The search for Jacob is an ongoing investigation and we will watch and learn like everyone else. Right now we know what is being reported. We know what you all know.” 
     The Wetterlings also thanked everyone involved in the investigation so far.
 
     “We are so grateful for the prayers, the support and the hope shared in our search for Jacob and the search for answers.”

 
 MINOT, N.D. (AP) – A neurosurgeon at Trinity Hospital in Minot has been put on administrative leave after being accused of sexually abusing two girls younger than 14.
 
     Fifty-four-year-old Marc Eichler is charged with gross sexual imposition and luring minors by computer, and could face life in prison if convicted. He could enter pleas at a Nov. 30 hearing.
 
Eichler made his initial court appearance Thursday, and Judge Doug Mattson set bond at $250,000 cash. Eichler’s attorney unsuccessfully argued for a lower bond, saying Eichler has family and ties to the community.
 
     Trinity Health says Eichler is a distinguished surgeon, author and speaker on spinal disorders. Trinity Vice President Randy Schwan says the hospital is making arrangements to maintain neurosurgical services.

 

 BISMARCK, N.D. (AP) – Federal court jurors in Bismarck are still deciding the fate of a man accused in a high-profile sex trafficking case in the Williston area.
 
     Jury deliberations began Thursday in the trial of Keith Graves, who’s defending himself against 11 charges related to sex trafficking and drugs. The  trial has been ongoing for two weeks.
 
     Women who testified for the prosecution said Graves used a handgun, bat and fists to keep them in line.
 
     Graves maintained there’s insufficient evidence to convict him. He could face life in prison if the jury disagrees.
 
     Graves was one of the main subjects in “The Overnighters,” which won an award at the 2014 Sundance Film Festival. It followed a pastor who opened his church to homeless oil workers.

 

 MINOT, N.D. (AP) – The former superintendent and high school principal in Sawyer who was charged last spring with sex crimes involving a teenage boy is now accused of having two more victims.
 
     Authorities on Wednesday filed three more sex crime-related charges against 51-year-old Charles Soper. Minot Police Capt. John Klug says investigators uncovered additional evidence and identified two additional victims.
 
     Defense attorney Eric Baumann was not immediately available for comment.
 
     Soper appeared in court on the new charges Thursday afternoon and a preliminary hearing was set for Nov. 30. He pleaded not guilty earlier to other charges including human trafficking.
 
     Soper now faces eight charges. He could face life in prison without parole if convicted of the more serious allegations. He has resigned from the school and remains in the Ward County jail.

 

FARGO, N.D. (AP) – Five people are facing federal charges as the result of a drug investigation on the Spirt Lake Indian Reservation in North Dakota.
 
     The indictment charges Nestor Lopez Jr., Theresa Lopez, Fernando Lopez, Winterhawk Oldrock and Janet Oldrock with conspiracy to possess with intent to distribute a controlled substance. They face life in prison without parole.
 
     Prosecutors say the conspiracy involves methamphetamine that was distributed on the reservation and within the city of Devils Lake.
 
     Court documents do not list attorneys for the five defendants.

 

(CSi) The Red Cross reminds residents d that when they turn the clocks back one hour this weekend to return to Standard  Time,  they should also consider checking their smoke alarms as well.

Regional Communications Officer, Brian Shawn, says “It’s important for everyone to make sure their household is ready. A disaster like a home fire can happen anywhere, at any time. We urge people to take these steps now and know what they should do if an emergency occurs.”

Shawn is reminding residents to check batteries, install smoke alarms, practice an escape plan, get a kit, and be informed. Standard Time will start this November 1st, so set your clocks back one hour before you go to bed on October 31st.

 

BISMARCK, N.D. (AP) – Elementary school students throughout Bismarck are coming to the aid of a school on the Standing Rock Indian Reservation that was damaged by a grass fire.
 
     The  student council at Bismarck’s Pioneer Elementary School organized a fundraiser next week to benefit Cannon Ball Elementary, and more than half of the 17 public elementaries in the city have decided to also take part.
 
     Students will be allowed to wear hats next Friday in exchange for a donation.
 
     The money will go toward new playground equipment. The Oct. 11 blaze melted Cannon Ball’s playground equipment and filled the school with smoke and soot.
 
     The 120 students have been attending classes in nearby Solen but could return to Cannon Ball on Monday.

 

BISMARCK, N.D. (AP) – A federal judge has awarded legal fees to a national gay rights group that sued North Dakota on behalf of a same-sex couple. However, U.S. District Judge Ralph Erickson awarded only $57,000, less than half of the $124,000 that Lambda Legal and the Minneapolis-based Faegre Baker Daniels law firm had been seeking.

 

BISMARCK, N.D. (AP) – North Dakota’s Land Board has awarded $7.2 million in grants to support health units, airports and fire districts in the state’s oil-producing region.   
 
     Officials say the grants are part of a program aimed at helping communities deal with the effects of rapid energy development.   
 
     The Land Board announced Thursday that it approved 36 grants for city fire departments and rural fire districts. The board also approved funding for seven communities and in western North Dakota for airport improvements.
 
     The Land Board also awarded grants to three district health units in the region.
 
     The Land Board is headed by Gov. Jack Dalrymple.

 

 BISMARCK, N.D. (AP) – North Dakota’s Centers of Excellence Commission awarded grants totaling nearly $1.8 million during its recent meeting.
 
     The grants were doled out in three programs aimed at boosting research and technology partnerships involving industry and universities.
 
     The largest grant of $1 million is going to the University of North Dakota medical school’s Department of Basic Sciences to do flu vaccine work with Avianax LLC.
 
     North Dakota State University’s Research Extension Center in Carrington is getting about $62,000 to work with IntelinAir Inc. on unmanned aerial vehicles.
 
     Several other UND and NDSU departments also are getting grants.

 

 BISMARCK, N.D. (AP) – Iraqi and U.S. Energy Department officials toured western North Dakota this week to look at technologies the state is using to curb the wasteful burning of natural gas that’s a byproduct of oil production. The Energy Department’s Julio Friedmann says Iraq and North Dakota have had the same problem dealing with excess natural gas with the rapid development of oil.

 

In sports…

 BISMARCK, N.D. (AP) – Annual fall fish surveys in North Dakota show a good year on Lake Sakakawea (suh-kah-kuh-WEE’-uh) behind Garrison Dam.
 
     They also indicate that the Missouri River below the dam is slowly recovering from major flooding four years ago.
 
     The 2011 Missouri River flood caused by heavy spring snowmelt and rains flushed fish through the dam and changed the river channel downstream. That hurt fish numbers and also damaged sandbar and backwater areas and side channels, where fish like to reproduce.
 
     State Game and Fish Department surveys this year found that Lake Sakakawea is producing good catches of walleye and young perch.
 
     Fisheries official Scott Gangl (GANG’-uhl) says that on the river, more adult game fish are showing up between the dam and Bismarck downstream, though reproduction remains poor.

Tom Brady threw for 356 yards and four touchdowns, including a pair of scoring strikes to Julian Edelman.  UNDATED (AP) – Fifth-ranked TCU had no trouble picking up its 16th consecutive victory and improving to 8-0 on the season.
 
     Trevone Boykin threw for 388 yards and three touchdowns as the Horned Frogs crushed West Virginia 40-10. Boykin also ran for 84 yards, including a hurdling two-yard score that helped TCU remain unbeaten heading into the first CFP rankings of the season.
 
     Josh Doctson had 11 catches for 183 yards and two touchdowns for the Horned Frogs.
 
     Also in top-25 action:
 
     – Marquise Williams threw two long touchdown passes and North Carolina improved to 4-0 in the ACC by defeating 23rd-ranked Pittsburgh 26-19. Williams was 14 for 23 for 270 yards and ran for another 52.  MIAMI (AP) – A person familiar with the situation says Don Mattingly has been hired as manager of the Miami Marlins less than a week after he parted with the Los Angeles Dodgers.
 
     The person spoke to The Associated Press on condition of anonymity Thursday because the decision hasn’t been publicly confirmed. The announcement might not come until after the World Series.
 
     Mattingly interviewed Monday with the Marlins. He went 446-363 in five years with the Dodgers and won the NL West the past three years. But the Dodgers have not reached the World Series since winning the title in 1988.

Two people with knowledge of the situation say the San Diego Padres have hired Arizona Diamondbacks third base coach Andy Green as their new manager. Green takes over a team that underachieved despite general manager A.J. Preller’s offseason roster makeover. The Padres finished 74-88 and fourth in the NL West, 18 games behind the division champion Los Angeles Dodgers.
 
     UNDATED (AP) – The World Series continues on Friday in New York, two days after the Royals took a two-games-to-none lead over the New York Mets.
 
     The Game 3 starting pitchers will be Yordano Ventura for the Royals against Noah Syndergaard (SIHN’-dur-gahrd).
 
     During a workout at Citi Field, Mets manager Terry Collins and Game 3 starter Syndergaard both wore caps with “NYPD” on them to honor slain New York Police Department Officer Randolph Holder.
 
     Holder was killed Oct. 20 while responding to a report of shots fired and a bicycle stolen at gunpoint in Manhattan’s East Harlem neighborhood. His funeral was Wednesday.

OAKLAND, Calif. (AP) – Raiders owner Mark Davis made a surprise appearance at an NFL-sponsored town hall meeting Thursday night and said he is still committed to keeping his team in Oakland.
 
     Davis received a standing ovation when he was introduced to the crowd during a three-hour event designed to give fans a chance to voice their opinions about the team’s possible move to Los Angeles. The owner initially said he wouldn’t take questions, but grabbed the microphone early to address questions about his desire to keep the team in Oakland.
 
     Also in attendance were Mayor Libby Schaaf and Eric Grubman, the NFL’s point man on Los Angeles.

WASHINGTON (AP) – It went into the early morning hours, but the Senate has passed a budget and debt deal, averting a catastrophic default and partial government shutdown. The Senate voted 64-35 on the two-year budget which eases punishing spending caps by providing $80 billion more for military and domestic programs, paid for with spending cuts and revenue increases touching areas from tax compliance to spectrum auctions. The package now goes to President Barack Obama, who negotiated the deal. 
 
     VIENNA (AP) – A senior Russian diplomat is warning the United States against using its ground forces in Syria. Deputy Foreign Minister Sergei Ryabkov tells Russian news agencies that Moscow considers the use of U.S. forces without coordination with Syrian President Bashar Assad’s government unacceptable. The U.S., Russia and other nations are taking part in the latest round of talks in Vienna on ending the Syrian war.
 
     LESBOS, Greece (AP) – Greece’s prime minister is lashing out against European “ineptness” in handling the migration crisis, after 22 people drowned in two shipwrecks today. The Merchant Marine Ministry says 19 people were killed and 138 were rescued near the eastern Aegean Sea island of Kalymnos, and at least three more people died when another migrant boat sank off the nearby island of Rhodes. Three other people are missing. 
 
     WARSAW, Poland (AP) – A court in Poland is expected to rule today on whether Polish law allows for the extradition of Oscar-winning filmmaker Roman Polanski to the U.S. where he’s wanted for having had sex with a minor in 1977. The judge in Krakow heard arguments today from lawyers for Polanski and for the U.S., which requested that Polanski be extradited to the U.S. Polanski was not in court. The verdict will be subject to appeal within seven days. Polanski is now 83 years old.   
 
     COPENHAGEN, Denmark (AP) -Justin Bieber says, I quit. The pop star stopped a concert in Oslo, Norway after just one song because fans got in his way as he tried to wipe up liquid on stage. Video posted on social medial shows a visibly irritated Bieber saying “Gimme me a second. Guys, I am done. I am not gonna do the show.” He then walks off stage. Earlier this week, Bieber quit a radio show in Spain. Bieber writes on Instagram that he has had a rough week and says, “I don’t always handle things the right way but I’m human.”
