Jamestown (CSi) The Jamestown Police Department wants to warn Jamestown residents regarding a new convicted sex offender residing in the city.
29 year-old Patrick Wayne Schmitz currently lives at 517 4th Street Northwest. He has been assigned a high risk assessment by the North Dakota risk level committee.
Schmitz was charged in 2010 for Luring a Minor by Computer and Gross Sexual Impostiion when he met a 14 year old female in an online chat room. They met and had sexual intercourse several times.
Schmitz is currently on probation and is not wanted by police at this time.
This notification is meant for public safety only.
Any attempt to use this information to harass, assault or intimidate the offender will result in immediate prosecution.
Jamestown (CSi) Jamestown’s new 108 bed Fairfield Inn & Suites by Marriott, has opened at 930 25th St. SW, behind the Buffalo Mall. The hotel is complete, however the separate but attached indoor pool building and party deck will be under construction until summer.
The soft opening was on Friday with a ribbon-cutting and Grand planned for November 16, 2015.
Fairfield Inn & Suites is locally owned by Buffalo City Holdings LLC. It is managed by Fargo-based Paces Lodging Corporation. The groundbreaking for the project was in January. Paces also manages the Red Roof Inn and the MainStay Suites in Fargo and the Best Western in Bismarck.”

Jamestown (CSi) The Jamestown City Fire Department responded to 216 6th Avenue Southeast, just before 6-a.m., Friday, where a fire started in the basement of the home and caused considerable smoke damage to rest of the home.
The residents escaped unharmed, and the family pets were able to get out safely.
Lt. Sheldon Mohr says the cause of the fire is under investigation, and no injuries were reported.
Six city fire department units, and 32 fire fighters were on scene about two hours.
Four adults and three children were displaced and the American Red Cross
is providing assistance with immediate needs to the family, and is providing food, clothing, and shelter at a local hotel.
Red Cross, volunteer, David Collin says, Pamela Adams and her family of seven were renting the house.
Valley City (CSi) Valley City Mayor, Bob Werkhoven has issued a statement in response to the resignation of Police Chief Fred Thompson.
He says the statement is in response to “Public concerns and comments, and recent discussions with the police chief regarding his resignation, and other issues at the Valley City Police Department.”
Mayor Werkhoven says the recent issues have prompted him to look at “other options with regard to the administration of the Valley City Police Department.”
The mayor says an option is to have the Barnes County Sheriff’s Office provide oversight to the police department, as is the case with some cities of similar size to Valley City.
He points out that the county sheriff is an elected position, providing citizens to have a say in “who provides local law enforcement, improve communications between local agencies and political entities and in the long run be more economical.”
He says there are going to be differences and controversial issues, initially, and that a study might be feasible.

David Schelkoph said a Job Service request will be made to advertise for a new police chief, in the wake of Fred Thompson’s resignation.
He said resumes and applications will be taken through the end of November, then interviewing candidates in the first part of December and have someone ready to go by the middle of January.
Chief Fred Thompson says that his resignation will be effective in January. Thompson says he wants to spend more time with his family.
He issued his laetter of resignation earlier in Ocotber.

Watford City, (CSi) Gregory Ridderbusch, CEO of Connexus Energy and former vice president of business development and strategy at Great River Energy and president of the Midwest AgEnergy Group, received the Economic Development Association of North Dakota (EDND) Impact Award for Economic Developer of the Year – Large Communities Division during the EDND Fall Conference Oct. 27 in Watford City.
The Economic Developer of the Year Award is given to an individual who has made a significant contribution that will leave a lasting impact on the economic health of his community or region. Ridderbusch played a vital role in the Dakota Spirit AgEnergy ethanol plant in Spiritwood reaching its full commercialization in July. BISMARCK, N.D. (AP) – Authorities have identified a 22-year-old man who was killed when the pickup truck he was driving ran into a highway median and overturned.
The North Dakota Highway Patrol says William Pace of Bismarck was headed north on U.S. Highway 83 about 10 miles north of Bismarck on Friday afternoon when the truck ran off the roadway and into the median. Highway Patrol says Pace tried to steer the truck back onto the road but the vehicle hit a crossover and overturned.
Pace wasn’t wearing a seatbelt and was ejected from the truck. He was taken to a hospital, where he died.
A 3-year-old passenger who was in a car seat was uninjured.
BISMARCK, N.D. (AP) – Bismarck police are investigating a report of prescription medication being found in a child’s Halloween candy.
Police say a posting on social media said a person found a baggie containing candy and pills in their child’s Halloween bag. On Sunday, police took a report from the person, who had been trick-or-treating with their child Saturday evening and found the baggie.
Police say it’s not known where the baggie came from, but the report indicates the house is in Bismarck. The child was not hurt.
No other incidents have been reported, and police say it may be an isolated incident.
DEVILS LAKE, N.D. (AP) – The manager of the Devils Lake airport says the city will be without commercial air service for a few days this week.
John Nord says the automatic weather reporting system on the airport property is scheduled to be replaced, and while the system is down commercial unitedExpress/SkyWest Airlines flights will be suspended.
Nord says the system that reports weather conditions to incoming planes has been plagued by frequent outages. He says he’s pleased to get it replaced before the busy holiday travel season.
Nord says UnitedExpress/SkyWest service is scheduled to be suspended from Tuesday morning until Friday morning, though there’s a chance the work could be completed earlier.
BISMARCK, N.D. (AP) – A Massachusetts man has been ordered to pay over $100,000 to three community theaters in North Dakota after he didn’t provide them digital movie equipment and projectors they bought from his company.
North Dakota Attorney General Wayne Stenehjem says Brian Vita of Peabody, Massachusetts, has been ordered to pay $47,000 to Save Our Strand Foundation in Grafton, $28,000 to Lyric Theatre in Park River and $27,000 to Meadowlark Art Council in Crosby.
Stenehjem says Vita took advanced payments from the three theaters when he was experiencing financial difficulties and continued to accept payments even after filing for bankruptcy.
However, the director of the state’s Consumer Protection Division, Parrell Grossman, says Vita doesn’t appear to have assets to pay the restitution.
Vita’s court case doesn’t list an attorney who could comment.
OMAHA, Neb. (AP) – Figures have plunged in a third straight monthly survey of supply managers in nine Midwest and Plains states, providing more evidence of a slowdown in the region’s economy.
A report issued Monday says the overall Mid-American Business Conditions Index dropped to 41.9 last month, compared with 47.7 in September and 49.6 in August.
Creighton University economist Ernie Goss oversees the survey, and he again cites the strong U.S. dollar and global economic weakness among the reasons for the region’s economic slide.
The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests economic growth. A score below that suggests decline.
The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.
BISMARCK, N.D. (AP) – North Dakota and South Dakota are celebrating their 126th birthdays.
The two states entered the Union on Nov. 2, 1889. President Benjamin Harrison signed the admission papers for the two states on that day. North +Dakota+ became the 39th state, and South Dakota the 40th.
Legend says President Harrison shuffled the statehood papers before signing them.
MINOT, N.D. (AP) – A citizens group has formed in Minot to address Souris River loops in the city that have become eyesores and potential health hazards.
The loops are a result of a flood-control project following major flooding in 1969. They’re found through the city, wrapping around several city parks. There is little water flow in them, and they’ve become stagnant, smelly, weed-infested and dumping grounds for trash.
The self-named Dead Loop Group has formed to raise awareness of the issue. The group wants to fill in a section of dead river flanking one side of a popular park, and make changes to the river system to increase water flow in the loops. The group says it could be part of a new flood control plan.
BISMARCK, N.D. (AP) – Schools in the Bismarck-Mandan area are expanding a national program designed to prepare students for college and careers.
The Advancement Via Individual Determination program launched last year in south-central North Dakota as an elective class at Bismarck High School. Mandan Middle School and Wachter Middle School in Bismarck also started offering the course this fall.
Bismarck and Mandan learned in October that they will share a $2 million grant from the Bush Foundation with schools in Minnesota to expand the college readiness program. Each of the school districts is spending between $40,000 and $60,000 on the program this year.
Advancement Via Individual Determination started in California in 1980 and has since expanded to nearly every state.
BISMARCK, N.D. (AP) – A fundraising effort to keep Dakota the duckbilled dinosaur’s permanent digs in Bismarck is off to a slow start.
The North Dakota Legislature this year agreed to pay $1.5 million in taxpayer money to buy the rare mummified dinosaur. But lawmakers said another $1.5 million must be raised from private funds.
Marlo Sveen is part of the fundraising effort and says most of the major donors the foundation has approached are from the energy industry. But Sveen says low oil prices means companies are cutting costs and few have spare cash to donate.
Tyler Lyson (LEE’-suhn) discovered the dinosaur on his uncle’s ranch in southwestern North Dakota in 1999.
Researchers say Dakota is one of the most important dinosaur discoveries in recent times.

GRAND FORKS, N.D. (AP) – People with ties to the University of North Dakota are voting again this week on a new school nickname.
The three options still in the running are Fighting Hawks, Roughriders and Nodaks. They were the top vote-getters in initial voting earlier this month during which the North Stars and Sundogs options were eliminated.
The online runoff vote is from noon Monday until 11:59 p.m. on Friday.
If one of the remaining nickname choices gets 50 percent or more of the vote it will be the school’s new moniker. If not, there will be another runoff.
UND has been without a nickname for three years, since the state Board of Higher Education retired the school’s “Fighting Sioux” moniker that the NCAA deemed offensive.
BISMARCK, N.D. (AP) – The state Game and Fish Department during the upcoming deer season is continuing a surveillance program for chronic wasting disease.
Wildlife officials will sample hunter-killed deer from 17 hunting units in the western part of the state for both CWD and bovine tuberculosis. Moose and elk killed in the state also are eligible for testing.
CWD affects the nervous system of members of the deer family and is always fatal. There’s no evidence it can be transmitted naturally to people or livestock.
North Dakota’s deer gun season opens at noon Central time on Friday and runs through Nov. 22.
WILLISTON, N.D. (AP) – A married couple from Williston will be among about a dozen strength athletes representing Team USA at this year’s International MAS wrestling tournament in Moscow.
Mitch and Lacee Hughes will join about 100 international strength athletes, many of whom are Olympic hopefuls for weightlifting, in what’s considered to be the “World Series of MAS Wrestling” at the end of November.
MAS, which means “stick” in Russian, is a contest in which participants attempt to rip a stick away from their opponent.
The couple recently opened the Full Circle Strength Systems training gym and chiropractic office in Williston. They qualified for the tournament earlier this year.
To prepare for the tournament, the couple has been sticking to a three-hour weightlifting regimen every other day and a nearly 7,000 calorie diet.

NEW YORK (AP)- The resilient Kansas City Royals are World Series champions for the first time in 30 years — thanks to Christian Colon (koh-LOHN’). His pinch-hit RBI single in the top of the 12th inning broke a tie and keyed a five-run rally that gave the Royals a come-from-behind 7-2 victory over the New York Mets to win the World Series in five games. The Royals won all four World Series games coming from behind. The World Series MVP is Salvador Perez.

CHICAGO (AP) – Blair Walsh kicked a 36-yard field goal as time expired to lift the Minnesota Vikings to a 23-20 win over the Chicago Bears on Sunday. Two late scores lifted Minnesota to its third straight win. Teddy Bridgewater hit a leaping Charles Johnson for a 35-yard pass that put the ball on the 27. Walsh booted the winner two plays later.
DENVER (AP)- The Denver Broncos are one of the NFL’s four unbeaten teams. The Green Bay Packers are not. The Broncos improved to 7-0 by topping previously unbeaten Green Bay 29-10 as Ronnie Hillman scored two touchdowns and Peyton Manning threw for a season-high 340 yards on 21 of 29 attempts.
NEW ORLEANS (AP)- The New Orleans Superdome scoreboard rarely stopped lighting up in the Saints’ 52-49 win over the Giants in the third-highest scoring game in NFL history. Drew Brees threw for a career-best 511 yards and seven touchdowns in the win while Eli Manning had a six-TD passing game in the loss for the Giants.

MINNEAPOLIS (AP) – The Minnesota Timberwolves plan a pregame tribute to coach and team president Flip Saunders before Monday night’s home opener. The benefactor of all this was Jeff Gordon, who won his first race of the season to continue in NASCAR’s Sprint Cup playoffs.
MEXICO CITY (AP) – Pole-sitter Nico (NEE’-koh) Rosberg of Mercedes won the first Mexican Grand Prix since 1992 for his fourth victory of the season. He also gained a sliver of satisfaction in defeating teammate Lewis Hamilton, who has beaten him to the season championship the past two years.

Ohio State, Baylor, Clemson and LSU remain top AP foursome
UNDATED (AP) – The first College Football Playoff rankings are coming out this Tuesday and with that in mind the newest Associated Press Top-25 poll looks much like last week’s. Ohio State, Baylor, Clemson and LSU remain the top four teams with TCU number-five.
Ohio State, which suspended quarterback J.T. Barrett for this week’s game against Minnesota for being cited for operating a vehicle while impaired, was off Saturday and retained all 39 of its first-place votes. Baylor has six first-place votes after losing one this week but remains a solid No. 2.
No. 3 Clemson also has six first-votes, No. 4 LSU has five and No. 5 TCU has four after picking up the vote Baylor lost.
There’s a sizeable divide between the top five and the rest, with No. 6 Michigan State trailing the Horned Frogs by 87 points.
The pairings for the four-team College Football Playoff will be revealed Dec. 6.

CORAL GABLES, Fla. (AP) – The Atlantic Coast Conference has suspended the officiating crew that worked the Miami-Duke game for two league games for “a series of errors” on the final play. The league announced the decision about 13 hours after the Hurricanes threw a combined eight laterals before Corn Elder took the last one for the game-ending touchdown that beat Duke 30-27.
In a statement announcing the suspension of the on-field crew, the replay official and the communicator, Commissioner John Swofford said that final play “was not handled appropriately.”

PGA-CIMB CLASSIC
KUALA LUMPUR, Malaysia (AP) – Justin Thomas overcame a double bogey on the 14th and some nervous moments on the final hole to win the CIMB Classic for his first PGA Tour title. The 22-year-old American holed a 6-foot par putt on the par-5 18th for a one-stroke victory over Australian star Adam Scott. Thomas shot a 6-under 66 for a tournament-record finish of 26-under.
Thomas, who had a course-record 61 in the second round, seemed to have blown his chances when he hit into the water at 14, but immediately rallied with three consecutive birdies to take the outright lead.
LPGA-BLUE BAY
HAINAN ISLAND, China (AP) – South Korea’s Sei Young Kim made a 6-foot birdie putt on the par-5 18th for a one-stroke victory in the LPGA in China. The 22-year-old won for the third time in her rookie season on the LPGA Tour, closing with a 2-under 70 for a 2-under finish.

NEWPORT BEACH, Calif. (AP) – Duffy Waldorf, who came close to shooting the second 59 in Champions Tour history yesterday in the second round of the Champions Tour Toshiba Classic in California, won the tournament with a 20-under overall. Waldorf shot a final round 5-under 66. He finished one shot ahead of Joe Durant for his first Champions Tour victory.
MANCHESTER, N.H. (AP) – A 73-year-old Las Vegas man has fulfilled his quest to run marathons in all 50 states.
John Maultsby crossed the finish line on Sunday in a race in New Hampshire. It was his eighth marathon this year.
Maultsby began his endeavor at age 60.
He completed the Anthem Manchester City Marathon in 4 hours, 8 minutes, 15 seconds, capping his 13-year quest.
Maultsby says he knows there are runners who’ve reached that goal a whole lot quicker, but he doesn’t know too many who started when they were in their 60s.

PETERSBURG, Russia (AP) – More questions are being raised today about the crash of a Russian airliner in Egypt following a declaration by an airline official that only something slamming into the plane could have caused the disaster. Alexander Smirnov, deputy general director of Metrojet, says the company is ruling out “a technical fault of the plane or a pilot error.” Islamic militants say they brought down the plane.
BUCHAREST, Romania (AP) – Doctors from outside Romania are pitching in today to help treat people injured in a Friday nightclub fire that killed at least 30 people. Officials say specialists from Israel and France have arrived in Bucharest. Raed Arafat, an emergency situations official, says that even if burn patients initially survive their injuries, medical problems can continue long afterward.
LESBOS, Greece (AP) – The work load isn’t letting up for Greece’s coast guard as the flood of refugees and other migrants toward Europe continues. The coast guard says it rescued more than 1,400 people in 39 separate search-and-rescue operations as high winds churned the eastern Aegean over the weekend.
LONDON (AP) – Thick fog has engulfed much of Britain for a second day and it’s having a negative impact on air travel. London’s Heathrow Airport says it has canceled 45 flights this morning, about 10 percent of departures. Flights also were scrapped at London’s City and Gatwick airports and at Manchester Airport in northwest England. Highways England has urged drivers to slow down or stay home.
UNDATED (AP) – Republican presidential candidates are attempting to gain control of their debates from the Republican National Committee and media hosts. They’ve agreed to a series of demands, including largely bypassing the RNC, mandatory opening and closing statements, an equal number of questions for the candidates, and pre-approval of on-screen graphics. The demands are not binding and Ben Carson tells ABC’s “This Week” the only leverage candidates have is not to attend.
LOS ANGELES – Fred Thompson, a former U.S. senator for Tennessee and actor who starred on “Law & Order” from 2002-2007, died Sunday of lymphoma in Nashville, his family said in a statement. He was 73
Thompson was also a GOP presidential candidate in 2008, as well as a Watergate attorney. He played D.A. Arthur Branch on “Law & Order” for five years, and also appeared on the show’s spinoffs “Special Victims Unit” and “Trial by Jury” as the character.
