Jamestown (CSi) The Jamestown City Fire Department was called out about 4:10-p.m., on Wednesday to the backyard of a residence at 1009 10th Street Southeast.

Officials say the residents were burning wood pallets and the flames were shooting high into the air.

The fire was extinguished.

Jamestown (CSi) Jamestown Police made a traffic stop in the 300 block of First Street Southwest Wednesday afternoon.

Two individuals, a male and female were taken into custody.

More information when the police report is filed.

Valley City (CSi) A public meeting will be held on Thursday evening (Nov 5, 2015) concerning the 5th Avenue Southwest one-way in Valley City.

The discussion will be at 7-p.m., at City Hall.

Mayor Bob Werkhoven has said the roadway is full of patches and presents a hazard and safety issue for Valley City motorists.

The public’s input at this meeting is encouraged.

Jamestown (CSi) Jamestown City Forester, Doug Wiles has received notice that Jamestown has received the Number One grant project ranking by the North Dakota Forest Service this fall. It is the second Number One grant ranking received by the Jamestown Forestry Department in two years

The ranking centers around a tree planting project planned for next year in Jamestown. The Number One ranking means the project is the highest priority and the most likely to receive funds.

Wiles said the project will utilize the gravel-bed nursery, which was funded by a previous No. 1- ranked grant from the state Forest Service and built in 2014.

Wiles has been city forester for the past two years.

He says the new project involves a cooperative effort between the city of Jamestown, Jamestown Parks and Recreation Department and University of Jamestown to plant 77 trees along Hospital Hill.

233 trees planted along the East Business Loop this spring are all intended to improve the diversity of tree species in Jamestown,

City Beautification Committee, and the Shade Tree Committee member, Bob Martin says the top ranking of the two projects may have played a role in the Jamestown Forestry Department receiving the “Community of the Year Award” from the North Dakota Forest Service in September.

Jamestown (CSi) Easter Seals Goodwill North Dakota, Inc., has signed agreements with Stutsman County, that allows the organization to borrow $625,000 to fund the $1.2 million Southwest Jamestown building project.

Easter Seals Goodwill is building an 8,400-square-foot building on two lots southeast of Hampton Inn & Suites and south of The Shoppes, a strip mall on 8th Avenue Southwest.

The agreements approved by the Stutsman County Commission between the county and Easter Seals Goodwill authorizes the county to issue bonds and obligates the nonprofit to pay the bonds back.

The bonds are being issued under the state’s Municipal Industrial Development Act,

The agreements include a loan agreement between the county and Security First Bank of North Dakota that will provide the up-front funds for the bond and the bond agreement between the county and Easter Seals Goodwill

Stutsman County Auditor/CEO Casey Bradley says the county will be under no obligation to pay these bonds back and the bond total will not count as a debt against the county.

No one spoke at the public hearing on the request at the county commission meeting Tuesday.

The county commission also approved the total low bid of $36,619 to remodel a portion of the basement area in the Stutsman County Courthouse. The project will provide room for two new employees with state Juvenile Court.

Jamestown (CSi) Stutsman County Veterans Service Officer, David Bratton reminds vets that a twice monthly meeting is held the second and fourth Thursdays for support for those with Post Traumatic Stress Disorder (PTSD).

On Wednesday’s Wayne Byers Show on CSi Cable 2, Bratton said the gatherings are run by veterans who have served in combat, and trained by the VA.

The meetings are held at the LEC lower level meeting rooms from 12:30-p.m., to 2-p.m.

He pointed out that the veterans 24/7 Crisis Line is 1-800-273-8255, for veterans who need intervention and support.

He also reminded veterans to call his office at 701-251-9043 to make reservations for the VA van from Burleigh County that travels to the VA Clinic in Fargo, with regular stops in Jamestown.

ST. PAUL, Minn. (AP) – A man called a person of interest in the 1989 abduction of an 11-year-old Minnesota boy has been ordered held on unrelated child pornography charges.

Fifty-two-year-old Daniel James Heinrich was charged last week with possessing and receiving child pornography after authorities searched his Annandale home in July for evidence in the disappearance of Jacob Wetterling.

Magistrate Judge Tony Leung (lee-YOONG’) said Wednesday the amount of child pornography found in Heinrich’s home and evidence of a longstanding fixation on boys justified holding him.

Much of the hearing involved investigators laying out their reasons for the search. Heinrich’s attorney, Reynaldo Aligada, noted in questioning an FBI agent that Heinrich has never been prosecuted in Jacob’s disappearance nor in the sexual assault of another boy a few miles away about nine months earlier.

GRAND FORKS, N.D. (AP) – The University of North Dakota says it’s firing a police officer accused of possessing child pornography.

The 42-year-old Paul Meagher was charged Wednesday with 10 counts of possession of certain materials prohibited. Meagher, of Grand Forks, was arrested Tuesday night, after being investigated by the state crime bureau.

The officer has served with the campus force since 2004. UND says it’s firing the officer for violations of university and police department policy and violations of law enforcement ethics.

A home telephone listing for the officer was not in service Wednesday. His court record does not list an attorney who could comment on the case.

Meagher is being held at the Grand Forks County Jail. His initial court appearance has been scheduled for Thursday.

MINOT, N.D. (AP) – The attorney for a Las Vegas woman accused of bringing a 14-year-old girl to North Dakota for prostitution says statements she made to authorities shouldn’t be allowed at trial.

Defense attorney Robert Martin says authorities illegally searched the hotel room Tayari Meadows was in when she was arrested in a sting operation in April, violating her rights.

Prosecutors say police believed illegal business was going on in the room and feared for the safety of the 14-year-old girl.

Meadows has pleaded not guilty to a human trafficking charge that could land her in prison for life.

Judge Todd Cresap will rule later on the motion to suppress evidence in the case.

WILLISTON, N.D. (AP) – A program in Williston that for the past two winters helped temporarily homeless men with shelter won’t operate this winter.

The organizers of Project Heat tell the Williston Herald the oil industry slowdown combined with falling rents and more available housing in the oil patch hub have reduced the need for the service.

Project Heat was aimed at single men who were seeking jobs or having trouble finding housing despite earning a regular paycheck. The Salvation Army and several Williston-area churches organized it in 2013 with the help of numerous volunteers. A local crew camp provided 10 beds for the program.

Pastor Chris Swarthout at New Hope Church says the effort began when hotel and rental rates were “just ridiculous.” Rates have fallen as more housing has come online.

In world and national news…

SAN DIEGO (AP) – Flights are not being allowed to land at San Diego International Airport because of an active shooter at a nearby apartment complex. An FAA spokesman says the complex is under the airport’s approach path. He says departures are being allowed. Police say the man has been firing sporadically inside the apartment complex in an upscale neighborhood near Little Italy. But so far, no one has been reported hurt. They say officers responding to a domestic violence call heard gunshots at the complex shortly after 9 a.m.

MOSCOW (AP) – Russian officials say the cockpit voice recorder from the Russian airliner that crashed in Egypt over the weekend, killing 224 people, suffered serious damage. Russia’s Interstate Air Commission says information from the flight data recorder was successfully copied and handed over to investigators, but that there was “serious mechanical damage” to the voice recorder.

WASHINGTON (AP) – Democratic presidential candidate Bernie Sanders says President Barack Obama should reject the Keystone XL oil pipeline before heading to Paris next month to finalize a global climate agreement. Sanders said it would show “bold leadership” in the fight to slow climate change, which Sanders called “a major, major, major planetary crisis.” The pipeline’s Canadian developer has asked U.S. officials to delay consideration of the Alberta-to-Texas pipeline. That could potentially delay a decision until the next U.S. president takes office.

LOUISVILLE, Ky. (AP) – He wasn’t on the ballot, but Sen. Rand Paul may be one of the big winners from Kentucky’s elections Tuesday. Four of the six Democratic candidates lost for statewide offices, including incumbent Auditor Adam Edelen — who was widely seen as the likely Democrat to challenge Paul for his Senate seat next year. It will likely ease some Republican concerns that Paul should drop his struggling presidential bid and focus on his Senate re-election campaign.

ST. LOUIS (AP) – The state of Missouri has called off the execution of an inmate whose lethal injection was delayed by a last-minute ruling from the U.S. Supreme Court. The state attorney general’s office says the execution of Earnest Johnson won’t be carried out Wednesday. He’d been scheduled to die yesterday at 6 p.m. The state has 24 hours to carry out the lethal injection, but officials say the court case won’t be resolved by then. If the courts rule that Johnson’s execution can move forward, the Missouri Supreme Court would need to set a new date.
