Jamestown (CSi) The Jamestown City Fire Department was called out about 4:10-p.m., on Wednesday to the backyard of a residence at 1009 10th Street Southeast.
Officials say the residents were burning wood pallets and the flames were shooting high into the air.
The fire was extinguished.
Valley City (CSi) A public meeting will be held this evening concerning the 5th Avenue Southwest one-way in Valley City.
The discussion will be at 7-p.m., at City Hall.
Mayor Bob Werkhoven has said the roadway is full of patches and presents a hazard and safety issue for Valley City motorists.
The public’s input at this meeting is encouraged.
Jamestown (CSi) The Jamestown Regional Airport Authority held a special meeting Wednesday to discuss and review how it wants to proceed concerning presenting a counter offer to Reimers General Partnership concerning a lease of 798 acres of airport property for farmland use.
That, after the authority declined an unsolicited lease renewal request from Dale Reimers at the October 21st meeting.
Authority Vice Chairman Jeff Wilhelm said Mayor Katie Andersen and City Attorney Leo Ryan, the Airport Authority’s legal counsel, will put together terms for a new lease, including the lease rate per acre. Chairman Jim Boyd and Airport Manager Sam Seafeldt will present the proposed new lease and terms to Reimers by Nov. 13.
Reimers has leased 798 acres from the airport since October 1st, 2005. The first lease expired in 2010. The Airport Authority then accepted a renewal offer from Reimers in 2010 that extended the lease through 2015. Reimers paid $78.32 an acre in the first lease renewal that expired at the end of the 2015 growing season.
An option is considering putting it up for bid or auction.
The Airport Authority expects to take action on this matter at its November 18the meeting.
Jamestown (CSi) The Salvation Army Red Kettle Campaign begins next Friday, Novmber 13, 2015, and volunteers will be ringing the bells at the red kettles in the community through December 24th
This year’s goal is to raise $156,000 that will help provide items for the food pantry, clothing, furniture, help with rent assistance, utility and transportation assistance, emergency lodging and prescription assistance on occasion.
This season red kettle locations include two spots at the Park Plaza Shopping Center at both entrances to Cashwise. Three red kettles will be located at the Buffalo Mall – two at entrances to Home of Economy, and a third will be at Sears, where there will be a small kickoff event at noon November. 13th. The only outdoor red kettle this season will be in front of Wal-Mart.
Volunteers will work in two-hour shifts from Monday through Saturday during store hours of the businesses where the red kettles are located.

The Angel Tree program involves community members visiting the trees set up at various locations around Jamesstown with the main tree at the Buffalo Mall.
Children’s wish lists are on the tree. The public is invited to take a card, purchase one or more of the gifts on the list and drop them off with the card at the Salvation Army, on First Avenue South.
The Angel Tree cards will be on the trees about a week before Thanksgiving, and gifts should be brought to the Salvation Army by the second week of December, she said. The gifts will be distributed to the parents on Dec. 16.
Children may sign up for the program through Friday at the Salvation Army.
Jamestown (CSi) Jamestown City Forester, Doug Wiles has received notice that Jamestown has received the Number One grant project ranking by the North Dakota Forest Service this fall. It is the second Number One grant ranking received by the Jamestown Forestry Department in two years
The ranking centers around a tree planting project planned for next year in Jamestown. The Number One ranking means the project is the highest priority and the most likely to receive funds.
Wiles said the project will utilize the gravel-bed nursery, which was funded by a previous No. 1- ranked grant from the state Forest Service and built in 2014.
Wiles has been city forester for the past two years.
He says the new project involves a cooperative effort between the city of Jamestown, Jamestown Parks and Recreation Department and University of Jamestown to plant 77 trees along Hospital Hill.
233 trees planted along the East Business Loop this spring are all intended to improve the diversity of tree species in Jamestown,
City Beautification Committee, and the Shade Tree Committee member, Bob Martin says the top ranking of the two projects may have played a role in the Jamestown Forestry Department receiving the “Community of the Year Award” from the North Dakota Forest Service in September.
Jamestown (CSi) Easter Seals Goodwill North Dakota, Inc., has signed agreements with Stutsman County, that allows the organization to borrow $625,000 to fund the $1.2 million Southwest Jamestown building project.
Easter Seals Goodwill is building an 8,400-square-foot building on two lots southeast of Hampton Inn & Suites and south of The Shoppes, a strip mall on 8th Avenue Southwest.
The agreements approved by the Stutsman County Commission between the county and Easter Seals Goodwill authorizes the county to issue bonds and obligates the nonprofit to pay the bonds back.
The bonds are being issued under the state’s Municipal Industrial Development Act,
The agreements include a loan agreement between the county and Security First Bank of North Dakota that will provide the up-front funds for the bond and the bond agreement between the county and Easter Seals Goodwill
Stutsman County Auditor/CEO Casey Bradley says the county will be under no obligation to pay these bonds back and the bond total will not count as a debt against the county.
No one spoke at the public hearing on the request at the county commission meeting Tuesday.
The county commission also approved the total low bid of $36,619 to remodel a portion of the basement area in the Stutsman County Courthouse. The project will provide room for two new employees with state Juvenile Court.
Jamestown (CSi) Stutsman County Veterans Service Officer, David Bratton reminds vets that a twice monthly meeting is held the second and fourth Thursdays for support for those with Post Traumatic Stress Disorder (PTSD).
On Wednesday’s Wayne Byers Show on CSi Cable 2, Bratton said the gatherings are run by veterans who have served in combat, and trained by the VA.
The meetings are held at the LEC lower level meeting rooms from 12:30-p.m., to 2-p.m.
He pointed out that the veterans 24/7 Crisis Line is 1-800-273-8255, for veterans who need intervention and support.
He also reminded veterans to call his office at 701-251-9043 to make reservations for the VA van from Burleigh County that travels to the VA Clinic in Fargo, with regular stops in Jamestown.
Jamestown (CSi) – Forty-eight law enforcement agencies in the state are adding extra traffic safety patrols this month to improve the one thing that could most effectively save lives on North Dakota roads: increased seat belt use.
Failure to use seat belts continues to be the largest factor in motor vehicle crash deaths in North Dakota. In 2014, nearly 70 percent of vehicle occupants who died were not restrained.
Jamestown Police Lt. Justin Blinsky says, “The bottom line is that seat belts save lives. If these enforcement crackdowns get people’s attention, and get them to buckle up, then we’ve done our job.”
The North Dakota Highway Patrol, along with Dickey, Eddy, Foster, Griggs, Logan, and Stutsman County Sheriffs’ Departments and Jamestown, Napoleon, Oakes, and Valley City Police Departments will be participating in this increased enforcement throughout November.
North Dakota Department of Transportation (NDDOT) Safety Division Director, Karin Mongeon says, “Last year in North Dakota, nearly 80 percent of passenger vehicle occupants wearing a seat belt who were involved in a fatal crash received no injuries. Wearing your seat belt costs you nothing, but not wearing it will. It could cost you a ticket, but most importantly, it could cost you your life.”
The North Dakota Department of Transportation (NDDOT) administers federal grant funding for extra seat belt enforcement as part of an overall effort to prevent deaths and injuries on North Dakota roads.

WATFORD CITY, N.D. (AP) – The father of a Watford City teenager who died in a fire says the boy apparently started the blaze while working on a vehicle in his neighbor’s garage.
Fifteen-year-old Devon Hunt died on Oct. 28. McKenzie County Sheriff’s Office hasn’t released details of the incident.
Father Ryan Hunt says authorities told him that his son tried to put out the fire rather than fleeing the garage, and succumbed to smoke and fumes.
Devon Hunt was a sophomore at Watford City High School. His funeral is 11 a.m. Saturday at CrossPoint Church in Watford City.
RUGBY, N.D. (AP) – Two people have been arrested following a 50-mile pursuit of a reportedly stolen vehicle that reached speeds of 130 mph.
The North Dakota Highway Patrol says the chase began around noon Wednesday when a trooper tried to stop the vehicle west of Rugby on U.S. Highway 2. The driver didn’t stop and went on to travel south on North Dakota Highway 3 and west into McHenry County.
The pursuit ended when the vehicle went down a washed-out, dead-end road. The male driver and female passenger, both of Grand Forks, were arrested without resistance. The Highway Patrol says both had active warrants for parole violations. They have not been charged in connection with the chase.
The vehicle was reportedly stolen in Grand Forks Tuesday. Authorities say drugs and drug paraphernalia were found at the scene.
GRAND FORKS, N.D. (AP) – The University of North Dakota says it’s firing a police officer accused of possessing child pornography.
The 42-year-old Paul Meagher was charged Wednesday with 10 counts of possession of certain materials prohibited. Meagher, of Grand Forks, was arrested Tuesday night, after being investigated by the state crime bureau.
The officer has served with the campus force since 2004. UND says it’s firing the officer for violations of university and police department policy and violations of law enforcement ethics.
A home telephone listing for the officer was not in service Wednesday. His court record does not list an attorney who could comment on the case.
Meagher is being held at the Grand Forks County Jail. His initial court appearance has been scheduled for Thursday.
BISMARCK, N.D. (AP) – A man accused of covering up an alleged murder-for-hire scheme in the North Dakota oil patch has pleaded not guilty.
Authorities say George Dennis helped James Henrikson remove Kristopher Clarke’s body from Henrikson’s truck shop after another man bludgeoned Clarke to death in February 2012. Clarke’s body has not been found.
Dennis appeared in federal court in Bismarck Wednesday on charges of false statements and misprision of a penalty. Trial has been scheduled for Jan. 12.
Henrikson is charged in federal court in Washington state with ordering the killings of Clarke and Doug Carlile. Henrikson originally pleaded guilty but withdrew those pleas on Tuesday. A hearing to revisit the case is set next month.
Federal prosecutors declined to comment. Dennis’ lawyer did not immediately return a message seeking comment.
FARGO, N.D. (AP) – A Minneapolis man has been sentenced to 11 years in prison for dealing large quantities of methamphetamine in North Dakota and Minnesota.
Dennis Lee Richardson pleaded guilty in March to a federal charge of conspiracy to possess with intent to distribute a controlled substance. Authorities say the ring involved more than 500 grams of meth.
Richardson’s lawyer, Tatum Limbo, argued for a sentence of seven years. The government recommended 14 years in prison.
U.S. District Judge Ralph Erickson said during sentencing that Richardson’s history of substance abuse has led to his legal problems.
BISMARCK, N.D. (AP) – North Dakota’s Public Service Commission has approved a rate increase for natural gas used by customers of Montana-Dakota Utilities Company. The three-member panel on Wednesday granted the increase that will raise $2.6 million a year more than current rates. The Bismarck-based utility originally sought a 3.4 percent overall rate increase, which would have raised $4.3 million a year.
Because the final increase is smaller than the interim increase, the average MDU natural gas customers will receive a refund of about $7 as a credit on their February bill. The average customer has been paying an additional $2.40 monthly under the interim increase, and the final increase will be $2.03.
Bismarck (CSi) After $18 million in studies, officials say it is time to push forward on the Red River Valley Water Supply Project, an $800 million to $1.1 billion undertaking that would provide a secure source of water to the eastern side of the state.
Efforts began in 2012 to plan an alternate route for the project using state and local funds.
In Bismarck the Water Topics Overview Committee Chairman Rep. Jim Schmidt, , said the project needs to be developed in a way that it can meet all needs along the route, which would begin at the Missouri River and run east, without major need for future expansion. At this stage, lawmakers are on board with the project, he said.
An update on design work and tentative construction schedule for a proposed state-funded pipeline was provided to state officials Wednesday. The aim is to have final designs completed and the route decided upon by the end of 2017, with phased construction occurring from 2018 to 2024.
The pipeline was determined to be the best way to address the growing water needs in the Red River Valley, according to an environmental impact statement released in 2007 by the federal Bureau of Reclamation. That was issued after about eight years of study.
WASHINGTON (AP) – The Obama administration says it is continuing a review of the proposed Keystone XL oil pipeline, despite a request by the project’s developer to suspend the review.
State Department spokesman John Kirby says the department advised TransCanada on Wednesday of its decision to continue the review. The State Department has jurisdiction over the pipeline because it crosses a U.S. border. The proposed pipeline could include Bakken crude, and run from Alberta to the nation’s pipeline hub of Cushing, Oklahoma.
Kirby says there is no legal requirement for officials to suspend the review, adding that “a lot of interagency work” has gone into the review so far. He says Secretary of State John Kerry believes that it’s most appropriate to keep the process in place.
TransCanada asked the U.S. to delay consideration of the pipeline, which could put off a decision until the next president takes office in 2017.
BISMARCK, N.D. (AP) – Libertarian Party members from the Dakotas have slated a joint convention in Mandan to endorse candidates and elect party officers.
The meeting is slated for Saturday afternoon at the Baymont Inn and Suites in Mandan.
The Libertarian Party is eligible to place candidates on the 2016 North Dakota ballot after one of its candidates got more than 5 percent of the vote in the race for secretary of state.
Roland Riemers (RYM’-urs) got 5.3 percent of the vote last November in the race that was won by incumbent Al Jaeger.
Officials say it was the first time in at least 20 years that a third party could automatically be placed on the statewide North Dakota ballot for exceeding the 5 percent requirement.
NEW TOWN, N.D. (AP) – Members of United Prairie Cooperative of New Town and Dakota Quality Grain Cooperative of Parshall recently voted to consolidate.
The new company will begin operations as United Quality Cooperative next April, providing services and products for the grain and energy industries.
United Prairie CEO and General Manager John Reese says the two co-ops share a bulk fuel partnership and have overlapping trade territories, and it made sense to combine.
The new United Quality co-op will have more than 6,000 patrons and 170 employees. Reese and Dakota Quality Grain General Manager Daryl Stevens both are retiring, and the search is underway for a CEO for the new co-op.
MINOT, N.D. (AP) – State-ordered oversight of the Ward County Jail will continue into next summer as the facility works to meet federal standards.
A state investigation into the death of a jail inmate late last year found the jail’s care “grossly inadequate” and led to an order for the jail to change its operations or face closure.
The investigation found the jail had been violating laws and rules, including not providing medical physicals to inmates and operating above inmate capacity with insufficient staffing.
The county is responsible for paying for a state compliance officer. Sheriff Steve Kukowski told county commissioners this week that the on-site monitoring will continue into next June.
Kukowski says the jail eventually will exceed standards and will be a model for others.

BISMARCK, N.D. (AP) – North Dakota’s deer gun season gets underway Friday, but tens of thousands of hunters will be staying home.
The 43,275 deer gun licenses that were made available for this fall’s hunt is the lowest amount in nearly 40 years. That’s due to declining habitat and some recent tough winters.
Game and Fish Department Wildlife Chief Jeb Williams says officials “hope we’ve bottomed out.” He says that with a mild winter this year, the agency might be able to start increasing deer licenses again next year.
However, he says hunters need to adjust expectations because the days of more than 100,000 licenses are gone.
Williams says the agency’s management strategy for deer has a goal of about 76,000 licenses five years from now, provided winters aren’t too harsh.

NEW YORK (AP) – Pitcher Zack Greinke (GREHN’-kee) has opted out of the final three years of his contract with the Los Angeles Dodgers, giving up a guaranteed $71 million to become a free agent again. The Dodgers are expected to make a $15.8 million qualifying offer Friday, which he will certainly reject. The 32-year-old right-hander was 19-3 with a major league-best 1.66 ERA this season, striking out 200 in 222 2/3 innings.
The Los Angeles Angels have declined their $7 million contract option for next season on outfielder David Murphy.
KANSAS CITY, Mo. (AP) – Kansas City Royals All-Star outfielder Alex Gordon has declined his player option for next season and will test free agency for the first time. The four-time Gold Glove winner has spent his entire nine-year career with the Royals, who drafted him second overall in 2005. Gordon hit .271 with 13 home runs and 48 RBIs in 104 games during the regular season.
Milwaukee has exercised its $8 million option on the contract of first baseman Adam Lind. He hit .277 with 20 homers and 87 RBIs for the Brewers.
– The White Sox have declined a $10 million option on shortstop Alexei Ramirez.
The Mets have given manager Terry Collins a two-year extension through 2017. The team announced the new deal three days after they were beaten in the World Series by Kansas City.

CHARLOTTE, N.C. (AP) – Matt Kenseth will have his appeal of NASCAR’s two-race suspension heard on Thursday. Kenseth has been suspended for the next two races for intentionally wrecking Joey Logano in Sunday’s race at Martinsville. He was retaliating after being wrecked by Logano a few weeks ago at Kansas.
NASCAR says it punished Kenseth because he had no chance at winning and intentionally altered the outcome of Sunday’s race. It also cited safety concerns.

JUBA, South Sudan (AP) – The chief of South Sudan’s Civil Aviation Authority says a cargo plane that crashed yesterday, killing at least 36 people, was not authorized to carry passengers. The official says the captain of the Antonov AN-12 informed the control tower at Juba International Airport before taking off that he had 12 passengers and six crew members. Only one person, an infant, survived the crash. There were believed to be even more people aboard the flight than those cited by the captain.
ATHENS, Greece (AP) – The European Union is predicting that 3 million more migrants could arrive in the 28-nation bloc by the end of next year. More than 700,000 people already have come to Europe seeking sanctuary or jobs, overwhelming reception centers and border authorities. The EU’s executive commission says the refugee crisis has resulted in additional government spending but that it could have a small, positive impact on European economies within a few years.
OAKLAND, Maine (AP) – Four people are dead in a home in central Maine after police say a man opened fire. Authorities say 42-year-old Herman Derico shot and killed two women and a man last night in Oakland, Maine, then went outside, where he killed himself in the driveway. Authorities say a 4-year-old girl was found unharmed inside the house. Police don’t have a motive.
MARKSVILLE, La. (AP) – State police in Louisiana will meet today with city marshals in Marksville, who fired on a car Tuesday night, killing a 6-year-old boy. The marshals were chasing the boy’s father, who sped off when they tried to serve a warrant. Officials say Chris Few tried backing his car into the marshals when he drove onto a dead end street. The marshals opened fire, striking Few and the boy, who died from multiple wounds to his head and chest. Few is in serious condition.
MALE, Maldives (AP) – The Maldives parliament has impeached the country’s vice president, who’s accused of plotting to kill the president. The Maldives declared a state of emergency following an explosion on Yameen Abdul Gayoom’s boat and the discovery of a bomb and weapons. Vice President Ahmed Adeeb was arrested for suspicion of involvement in the blast.
