BISMARCK, N.D. (AP) – A North Dakota National Guard soldier killed in Afghanistan is being laid to rest, while the family of a second soldier who died prepares for his burial.

Services for 41-year-old Sgt. 1st Class Darren Linde, of Devils Lake, are Tuesday afternoon in Sidney, Mont., where he grew up. The funeral for 20-year-old Spc. Tyler Orgaard, of Bismarck, is Thursday in that city.

Orgaard’s body was brought to Bismarck on Monday and turned over to family.

The two members of the Williston-based 818th Engineer Company died in a roadside bomb attack in southern Afghanistan on Dec. 3. A third soldier was wounded but is recovering.

BISMARCK, N.D. (AP) – Contributions are lagging for a fund aimed at building affordable housing in North Dakota’s booming oil patch.

The North Dakota Housing Finance Agency says more than 350 low-income housing units could languish if funding is not raised.

The agency’s housing incentive fund program gives individuals and business donors a dollar-for-dollar tax credit to develop low-income housing.

The Legislature last year increased the amount of money to finance the credits from $4 million to $15 million.

Agency director Mike Anderson says $3.7 million in donations is needed by the end-of-year deadline to fund all of the 26 low-income projects proposed.

FARGO, N.D. (AP) – Production of dry edible beans and potatoes in North Dakota is up dramatically from last year, when flooding was a problem in many parts of the state.

The Agriculture Department estimates bean production at 11.7 million hundredweight, up 137 percent from 2011 to a record. The previous record was 11.5 million hundredweight in 2010.

HOUSTON (AP) – A Texas court has ordered TransCanada to temporarily halt work on a private property where it is constructing part of an oil pipeline designed to carry tar sands oil from Canada to the Gulf Coast.

Texas County Court at Law Judge Jack Sinz signed a temporary restraining order and injunction Friday. The injunction went into effect Tuesday after Michael Bishop, the landowner, posted bond. TransCanada says this will not delay its project.

Bishop argued the Canadian company defrauded him by taking his land in Nacogdoches County for a pipeline it said would carry crude oil. He argues that tar sands oil is not crude oil and that the company’s claims that it is are fraudulent.

The judge says there’s sufficient cause to halt the project until a hearing Dec. 19.

In world and national news…

LANSING, Mich. (AP) – Michigan’s governor is expected to sign as early as Wednesday  a right-to-work plan limiting the power of unions in a state that’s considered a cradle of organized labor. State lawmakers, unswayed by protesters inside and outside the state Capitol, sent to Gov. Rick Snyder legislation that would make Michigan the 24th state with laws that say workers can’t be required to pay union dues. Supporters of the plan say it will bring more jobs and give workers more choice. But critics say the goal is to weaken organized labor.

WASHINGTON (AP) – Republicans are accusing President Barack Obama of failing to put forward the kind of “balanced” plan he’s been calling for, as the “fiscal cliff” of tax hikes and spending cuts approaches. They say he’s still focusing only on raising tax rates for the wealthy, and isn’t pointing to specific spending cuts he’d be willing to make. Democrats say that’s not true. Obama’s communications director says the White House has made an offer with “very specific” savings in Medicare and elsewhere.

SANFORD, Fla. (AP) – A Florida judge says George Zimmerman has to stay under 24-hour GPS monitoring while he’s awaiting trial in the fatal shooting of teenager Trayvon Martin. The judge also says Zimmerman has to remain in Florida’s Seminole County, despite his lawyers’ concerns about his safety. Defense lawyer Mark O’Mara told the judge that he wants to try the case “in the courtroom” — but that he wants to make sure his client will make it there.

The military isn’t saying much about this secret mission. But one Harvard scientist speculates that it’s carrying sensors designed for spying.
