Jamestown (CSi) Otter Tail Power Company reports that a mechanical failure in an electrical substation caused a brief power outage for customers on the east side of Jamestown between 1:50-p.m., and 2:20-p.m. Thursday afternoon.
Otter Tail Power’s Cris Oehler says Otter Tail crews restored power and that about 2,300 customers were affected by the outage.
Valley City (CSi) Permanent flood control in Valley City was outlined, last evening at a public meeting attended by about 50 people.
Discussed was the proposed options that the city of Valley City and KLJ Engineering are working on.
Representatives from Valley City and KLJ answered questions about some of the options available for permanent flood protection, the estimated cost and how many years it will take to complete the entire project in the city.
KLJ Engineer Chad Petersen said the flood walls and levees would protected the city to a level of 24 feet.
City Administrator David Schelkoph said as funding for the state’s oil extraction tax drops due to lower crude oil prices it may take 3 to 6 bienniums or 10 to 12 years to complete the project in Valley City.
Funding for the Valley City project comes from the state through the state water commission from the state’s oil extraction tax.
KLJ Engineer Eric Gilbertson said future meetings will focus on key neighborhoods along the river in Valley City to determind what citizens want for a permanent flood protection structure in their neighborhood.
Jamestown (CSi) The Frontier Village Association Board of Directors has voted to pay a contractor for roofing work, after subtracting an amount for additional materials the board never agreed to order.
Following an Executive Session, the Association’s board voted to pay $993 to Quality Roofing & More. The original contract bid was for $3,210 to re-roof Mary’s Place building in the village, and the board subtracted $2,217 for additional roofing materials that were ordered by contractor employees and charged to FVA.
FVA Secretary-Treasurer Tina Busche, said, “This was minus the materials ordered in our name and that was not approved by the board or the manager, and was deducted from the bid. We don’t have the materials in our possession and that is the contractor’s responsibility.”
Questioned about the closed session which was not adverised, FVA President Charley Tanata said it could have been an open meeting.
The board also approved a $9,800 bid from Northland Window & Door of Jamestown to complete the Mary’s Place roofing project.
In other business, the board also approved two new members Thursday, Brittany Reed and Jim Cofield.
Reed, is a second-year student at Valley City State University.
The FVA also approved officers for 2016. Tanata will continue as president, and Nellie Degen was elected vice president.
FVA Manager Nichole Mosolf said the Frontier Village’s annual Halloween Treat Night for children drew 827 children and 682 adults, up from 606 children and 594 adults in 2014.
The Haunted Village on Oct. 30-31, organized by the Wild West Players at Frontier Village, drew 171 people the first night and 189 on the second. There were only 45 people both days in 2014.
$1,800 was raised from the Haunted Village, and $100 was donated to Girl Scout Troop 30858, whose members helped with the event, and $900 was donated to the other volunteer group, Employee Promotion Committee of the State Hospital, some of which will go to various food shelves.
The canned food donations will be going to the food pantry, she said, and the remaining $800 will be applied to the 2016 event.
The Christmas Village event is being planned for Dec. 12.

MINOT, N.D. (AP) – Minot police are investigating what they say is a suspicious death.
Capt. John Klug says officers responded to the call shortly before 7:30 a.m. Friday. Authorities did not immediately release further details.
The death happened near an elementary school, prompting calls to police from concerned parents. Klug says there is no immediate threat to the safety of the students.
Bismarck (CSi) On Thursday, North Dakota began issuing the first new license plate in more than 20 years.
The state Department of Transportation announced that it has began issuing the new “Sunrise” digitally-printed flat plates.
Department Director Grant Levi stressed that the new flat plate will be distributed to vehicle owners through the regular license plate renewal process.
The new plates are being mailed to residents who recently renewed online and have also been distributed to all motor vehicle branch offices statewide. The distribution of the new plate will occur in phases:
- In this first phase the standard 6 X 12 plate that is used on most vehicles and standard trailers will be replaced.
- During the second phase, which takes place in 2016, the smaller 4 X 7 plate that is on motorcycles and small trailers will be replaced.
The new design still features a bison and sheaves of wheat in the foreground and a North Dakota landscape as the backdrop, but the new images were derived from photographs instead of drawn.
The new plate keeps the state’s nickname, the Peace Garden State, but replaces the old “Discover the Spirit” tourism slogan at the top with the current “Legendary” slogan.
The 2013 Legislature appropriated more than $6.8 million to cover the cost of issuing a new general license plate for the first time in 23 years, in part because older plates had started to fade and lose their reflectivity and features, a concern for law enforcement agencies.
BISMARCK, N.D. (AP) – A North Dakota man is accused of running a large methamphetamine operation based mainly in Burleigh County.
Clayton Sawyer is charged in federal court with two counts, including conspiracy to distribute and possess meth. He has pleaded not guilty.
Authorities say the distribution ring involved 500 grams or more and was in operation from April to July.
The conspiracy charge carries a maximum penalty of life in prison. Trial for Sawyer is scheduled for Jan. 12 in Bismarck.
A federal public defender could not be reached for comment.
MINOT, N.D. (AP) – Sanford Health says it would welcome discussions with Minot-based Trinity Health.
Trinity announced Thursday that negotiations for a partnership with Montana-based Billings Clinic RegionalCare had ended without a deal. But Trinity also said it’s still moving forward with plans to build a new medical campus in south Minot.
Dakotas-based Sanford Health has an option to buy land on Minot’s south edge but hasn’t finalized a purchase.
Sanford Executive Vice President for Marketing Cindy Morrison says “all possibilities remain on the table around how to best use that land.”
Trinity Vice President Randy Schwan declined comment on whether Trinity would be interested in partnering with Sanford. He said Trinity is open to exploring other partnerships but isn’t aggressively pursuing any.
BISMARCK, N.D. (AP) – The North Dakota Industrial Commission has approved a loan program aimed at helping farmers hit by low crop production and prices. The three-member panel headed by Governor Jack Dalrymple approved the Farm Financial Stability Loan Program on Thursday. The program will provide up to $300 million in loans from the state-owned Bank of North Dakota.
BISMARCK, N.D. (AP) – The chief executive of North Dakota’s state-owned flour mill says the Grand Forks facility will be the largest wheat-grinding factory in the United States. General manager Vance Taylor told the state Industrial Commission on Thursday that a $27 million expansion of the facility is underway and will be completed next summer.
BISMARCK, N.D. (AP) – MDU Resources Group Inc. has raised its quarterly dividend to 18.75 cents per share.
The dividend is up from a prior payout of 18.25 cents per share.
The Bismarck-based energy, mining, construction and utilities company says it’s the 25th year that it has increased its common stock dividend.
MDU Resources will pay the dividend on Dec. 10 to shareholders of record.
MDU Resources Group is the parent company of Montana-Dakota Utilities, which provides electricity to parts of the Dakotas, Montana and Wyoming.
PICK CITY, N.D. (AP) – Lake Sakakawea State Park is holding its 14th annual hunt for people who use wheelchairs.
The special hunt is held the second weekend of North Dakota’s deer gun season. The park north of Pick City is closed this weekend for the event. The closure includes the park’s campgrounds and trail systems.
The wheelchair hunt runs through Sunday.

(AP) – Duke Williams returned a fumbled kickoff 19 yards for a touchdown and Karlos Williams grabbed a 26-yard TD pass while the Buffalo Bills wer building a 22-3 lead in a 22-17 win over the New York Jets. Former Bills quarterback Ryan Fitzpatrick threw for a pair of second-half touchdowns, but his second interception of the night came in the final minute and clinched the victory for Buffalo.
Both teams are 5-4, but the Bills own the tiebreaker after handing the Jets their third loss in four games. It was Bills coach Rex Ryan’s first game at the Meadowlands since being fired last winter after six years as head coach of the Jets.

MADISON, Wis. (AP) – Wisconsin running back Corey Clement cut his hand after getting involved in an argument at his off-campus apartment building.
The team says in a statement that the junior for the 23rd-ranked Badgers was returning to his apartment early Sunday when he saw an argument between a security guard and a group of people. Wisconsin said Clement was cut when he and the guard were assaulted by the others.
The Badgers have a bye this weekend. Clement attended practice on Wednesday but did not take part as planned as he rehabs from sports hernia surgery.

Veteran catcher and former Twin, A.J. Pierzynski (peer-ZIHN’-skee) has agreed to a one-year, $3 million pact that keeps him in Atlanta. The 38-year-old Pierzynski batted .300 with nine homers and 49 RBIs in 113 games this year.

WASHINGTON (AP) – Western officials including British Prime Minister David Cameron say it’s still not certain whether a U.S. drone strike killed the man Cameron describes as the Islamic State group’s lead executioner. The strike in Syria targeted a vehicle believed to be transporting Mohammed Emwazi, the masked Islamic State militant known as “Jihadi John.” He appears in several videos depicting the beheadings of Western hostages.
RICHMOND, Va. (AP) – A third Virginia man accused in a plot to attack synagogues and black churches is due in court today for a preliminary hearing. Authorities say 30-year-old Charles D. Halderman Jr. is charged with plotting to rob a jeweler and use the money to finance a race war. Two other men are being held without bail.
CAIRO (AP) – Egypt’s civil aviation minister says Cairo will ask for help analyzing the final seven seconds of the cockpit voice recording from the Russian plane that crashed in Egypt’s Sinai Peninsula because more sophisticated technology is not available. The recording will be sent to a country that has more advanced capabilities to analyze it, but the original tape will remain in Egypt.
BERLIN (AP) – German police now say that a local woman found the body of a baby at an address in a Bavarian town and called police, who found the bodies of six more. The bodies found in Wallenfels, near the Czech border, are being examined by forensic experts, but officials say the examinations “will take some time in view of their poor condition, in some cases.” Authorities so far have been unable to find the property’s former resident, a 45-year-old woman, but are questioning several people.
TOKYO (AP) – Japan’s nuclear regulator says the operator of a plutonium-burning reactor that hasn’t produced power since a 1995 accident isn’t qualified to run the facility. The rare warning was issued today to the science minister. The Nuclear Regulation Authority says the government-run Japan Atomic Energy Agency must be replaced within six months or the ministry will consider shutting down the plant.
