Fargo (CSi) A North Dakota native and Jamestown High School Graduate, Kristin Sjostrom who now lives in France says “something has to be done” about Friday’s terrorist attacks.

She is employed in Paris as a computer specialist.

She told Joel Heitkamp on KFGO Radio’s “News and Views,” program on Monday that up until now, she’s never had a “feeling of insecurity.”

The rampage across Paris killed at least 129 people and wounded hundreds more.

 

Jamestown (CSi) The Jamestown City Fire Department was called out at 11:18 a.m., on Monday, to behind the IDK establishment, and Casey’s General Store in Northeast Jamestown.

An incident with a trencher caused a natural gas leak, with crews from MDU also on the scene to stop the leak, as the exposed gas line was being pinched off. There was no fire.

Lt. Sheldon Mohr says the fire department remained on scene until 11:57 a.m., when MDU had the leak shut off, in case of fire.

He says there were three City Fire Department Units on the scene, and 10 fire fighters on the scene, with the remainder on stand-by at the North Fire Hall.

 

Bismarck (CSi) The North Dakota Aeronautics Commission reports a 52% increase in Jamestown airline boarding comparing October 2014 to October 2015.

Boardings in October 2015 at Jamestown Regional Airport were 842 compared to 553 in October of 2014.

In October of 2013 there were 246 boardings.

Boardings at North Dakota’s eight commercial service airports in October dropped nearly 10 percent from the previous year, with the airport in Dickinson seeing the sharpest decrease.

The state Aeronautics Commission reports the airports saw almost 99,300 boardings last month compared to more than 110,100 boardings in October 2014.

The airport in Dickinson experienced a drop of almost 40 percent as only 3,524 boardings were tallied in October.

Airports in Fargo, Minot and Williston also saw decreases over the year, while airports in Bismarck, Devils Lake, Grand Forks and Jamestown saw increases.

Officials have cited slumping oil activity among the reasons for drops in boardings in recent months.

Boardings at the airport in Dickinson could decrease further as Delta Airlines has announced it will stop servicing that facility Nov. 30.

 

Jamestown (CSi) The James River Valley Library System Board of Directors indicated that it may be looking at a new campaign to renovate, expand or move Alfred Dickey Library after the ballot measurewas rejected by voters last November.

Library Director, Joe Rector pointed out that there is a high probability that the library board will construct such a campaign, but couldn’t comment on details because it is too early in the process. Decisions would be made by the board, he added.

Voters turned down a quarter-percent sales tax in November 2014 that would have funded renovations to Alfred Dickey Library and allowed it to expand to two properties. The measure would have allowed for the construction of a parking lot and would have combined the Alfred Dickey Library and Stutsman County Library.

The board also announced that there are three bookmobile bids that it will consider at its special meeting at 4:30 p.m. Wednesday in the basement of Alfred Dickey Library.

 

Jamestown (CSi) The Jamestown Public School Board Monday heard from Jamestown High School Principal, and Jamestown North Alternate Program Director, John Conway, who said the Juvenile Drug Court is having a positive effect on youth.

Conway reported on Jamestown North’s 3-year partnership with the juvenile drug court program at the Jamestown Public School Board saying the juvenile rehabilitation program for students ages 14 to 17 in Stutsman and Barnes counties has been largely a success for youth participants who have learned the tools to fight chemical dependency and lower the risk of using again or committing more crimes.

Jamestown Public Schools Superintendent Robert Lech said juvenile drug court is the final option for the student, and the last chance for a community-based solution. If the student succeeds then the charges can be dismissed from his or her criminal record, and if he or she fails it could result in being in detention with the North Dakota Division of Juvenile Services.

In the superintendent’s report, Lech said the board should consider third-party consultants to participate in the community focus groups being formed to review and assess the $19 million referendum to expand and improve elementary schools that failed in a September special election.

Professional groups could assist in structuring the process of assessing the referendum so that the focus groups’ recommendations could aid the board in moving forward, Lech said. The secondary benefit would be to draft a facilities plan into a long-term capital projects plan, he said.

Jamestown (CSi) The newly revised “Are You Prepared” booklets will be distributed late this week of November 16, 2015, to every postal address in Stutsman County.

On Monday’s Wayne Byers Show on CSi Cable 2, Stutsman County Emergency Manager, and member of the Stutsman County Local Energency Planning Committee, Jerry Bergquist said, the 6″ X 9″ booklet will be mailed in an envelope with the return address of the Stutsman County Local Emergency Planning Committee (LEPC). We ask everyone to look at the return address before possibly discarding a very important resource.

The revised “Are You Prepared” booklet is a project developed by the Stutsman County LEPC and replaces the original 2007 booklet with the candy-striped cover page. The new booklet has been expanded from 24 to 32 pages and has been printed on heavier stock paper. The primary purpose of the booklet is to provide Stutsman County citizens information regarding actions that can be taken to save lives, reduce injury and protect property in the event of an emergency or disaster.

He pointed out that a lot has changed since the first booklet was first published eight years ago, all of the information was updated and reorganized to make the booklet easier to read. The Information Resources section was expanded and additional subject material was added to include disaster preparedness for people with disabilities, tech ready tips, calling 9-1-1, heart attack and stroke, and the national “If you see something, say something” campaign.

Bergquiest added, if for some reason, an individual or business does not receive a copy of the booklet in the postal mail, hard copies will be available at the Stutsman County Emergency Management and Central Valley Health District offices. They will also be available at other locations at a later date. In addition, on-line versions will be available on the Stutsman County Emergency Management and Central Valley Health District websites.

The “Are You Prepared” booklet project was paid for with a Homeland Security planning grant.

Jamestown (CSi) Ben Pesek, authorized franchisee of Snap-on Tools, presented a $5000 check to the Help for Hope and Healing Cancer Support Group (HHH), a branch of the Jamestown Area Grief Support Team.

Pesek and Joey McRoberts sold pink socks to emphasize breast cancer awareness month of October. Pesek says, “We sold for the month of October and were able to donate $5000 from the generous help of our customers and support from the communities we serve.” The Snap-on promotion/drawing winners of pink tool cabinets are: Kent Meidinger, Edgeley;  Jennifer Schumacher, Jamestown; and Brent Sundlie, Valley City.

The donation will help cancer patients in Ben Pesek’s Snap-on franchise trade area with travel expenses. The area extends from New Rockford to Ellendale and includes Oakes and Valley City. Carrington (CSi) The North Dakota Department of Transportation will let bids in April for a roundabout to be built at Carrington’s Highway 281 and 200 next year.

NDDOT officials along with Sambatek in Carrington discussed the proposed project with residents.

The $3 million project is estimated to be built by November 2016 and would be the fourth roundabout on Highway 200.

Sambatek Engineer Eric Molbert is designing of the project, saying the roundabout will come as part of a major $20 million renovation to Highway 52 near Carrington.

 

BISMARCK, N.D. (AP) – A man suspected in a Bismarck homicide has been found dead in Dunn County of an apparent suicide. Bismarck police say the body of 35-year-old suspect Kirk Kwasniewski was found near the entrance to Little Missouri State Park late Monday morning. His car had been found abandoned in the county earlier in the morning. Authorities suspect Kwasniewski in the killing of another man in a domestic dispute.

 

BISMARCK, N.D. (AP) – Authorities have issued an arrest warrant for a Bismarck man accused of shooting two cats with arrows.

Thirty-six-year-old Kristofer Gilliam is wanted on two felony counts of animal cruelty. He could face up to 10 years in prison if convicted. Court documents do not list an attorney for him, and a working home telephone number for him couldn’t be found.

Gilliam lives next to a woman who reported finding two cats shot with arrows on Nov. 7. Officers went to Gilliam’s home three days later, but no one answered the door.

It’s not clear who owned the cats.

 

MINOT, N.D. (AP) – Police in Minot say they have arrested a man accused of shooting his wife at her apartment earlier this month.

Capt. John Klug with the Minot Police Department says 36-year-old Joseph Barnes Jr. was arrested Monday on an outstanding warrant for aggravated assault. The arrest came following a traffic stop around 1:50 p.m. after he was spotted getting into a vehicle.

Authorities are accusing Barnes of shooting his wife on Nov. 8 during a confrontation. The woman remained at a hospital for several days after the shooting.

Court records for Barnes do not list an attorney who could comment on the case.

 

WILLISTON, N.D. (AP) – A Delaware man has pleaded guilty to raping a 14-year-old girl in North Dakota nine years ago.

46-year-old Robert Venker late last week pleaded guilty in state court to gross sexual imposition, felonious restraint and indecent exposure. His deal with prosecutors calls for him to serve 12 years in prison.

Judge David Nelson must agree. He ordered a presentence investigation and did not immediately set a sentencing date.

Authorities say Venker, of New Castle, Delaware, raped the teenager in a Williston driveway while she was walking home from a friend’s house in September 2006. He was working for an oil company at the time.

Authorities say DNA taken from Venker when he was jailed in Missouri last year linked him to the Williston crime.

 

BISMARCK, N.D. (AP) – The office of Gov. Jack Dalrymple says North Dakota has not received any Syrian refugees and doesn’t expect any will be sent to the state.

The statement from Dalrymple’s office Monday came in response to an inquiry regarding whether he would join other U.S. governors who are threatening to halt efforts to allow Syrian refugees into their states in the wake of the terrorist attacks in Paris last week.

Lutheran Social Services of North Dakota is the only organization in the state that assists in resettlements. CEO Jessica Thomasson says that agency doesn’t believe “Syrian resettlement to North Dakota makes sense due to the lack of an established Syrian presence in our communities.”

Several governors have threated to stop accepting refugees despite experts saying that under the Refugee Act of 1980 they have no legal authority to do so.

 

WEST FARGO, N.D. (AP) – Voters in the West Fargo School District are deciding the fate of a proposed $98 million school referendum.

The money would go toward two new elementary schools, a high school addition, a new hockey rink, a swimming pool, a transportation center and a kitchen.

School district officials say property taxes would not have to be raised to pay off the bond.

BISMARCK, N.D. (AP) – A second-term Republican state senator says he has decided against a gubernatorial bid to succeed Gov. Jack Dalrymple, who is not seeking re-election in 2016. State Sen. Tom Campbell, of Grafton, says now is not the time to join the race. Republican state Rep. Rick Becker, a Bismarck plastic surgeon, was the first candidate to enter the race last month. Republican Attorney General Wayne Stenehjem has formed a committee to accept campaign contributions for a possible bid next year. Republican state Treasurer Kelly Schmidt also has expressed interest.

 

BISMARCK, N.D. (AP) – North Dakota officials are working to update a statewide rail plan for passenger and freight service.

Six agencies led by the state Transportation Department are crafting the plan this fall that is aimed at improving safety and service.

The last statewide rail plan was completed in 2007.

The updated plan will review such things as crossings, train speeds, and freight and passenger demand.
BISMARCK, N.D. (AP) – A man is facing federal child pornography charges in North Dakota.

Jacob Gragg is charged with three counts, including production of images depicting the sexual images of a minor and travel for illicit sexual content. He has pleaded not guilty.

Authorities say Gragg coerced a 15-year-old minor to engage in sexually explicit conduct for the purpose of producing pornography.

Trial is scheduled for Jan. 12. A federal public defender could not be immediately reached for comment.

 

 MINOT, N.D. (AP) – Law enforcement in the Minot area is dealing with a dramatic increase in heroin traffic.

The amount of the illegal drug seized in the past year has increased nearly 400 percent. Ward County Sheriff Steve Kukowski  says heroin has become a drug of choice, and is widely available.

Minot has seen a big increase in population in recent years due the western North Dakota oil boom. Kukowski says people from outside of the area are bringing their culture with them, including narcotics.

A company that operates heroin addiction treatment clinics in other states wants to open a clinic in Minot. Community Medical Services CEO Nick Stavros says the initial site that was chosen didn’t work out, so a new one is being sought.

 BISMARCK, N.D. (AP) – The North Dakota Farm Bureau has a new leader.

Delegates to the organization’s 73rd annual meeting last weekend elected Daryl Lies (lees) of Douglas to a two-year term as president.

Lies and his wife, Kim, raise hogs, sheep and goats with an emphasis on show animals. They have two children.

Chris Brossart of Wolford was re-elected vice president.

North Dakota Farm Bureau has 27,000 members.

 BISMARCK, N.D. (AP) – Augustana the turkey will live out her life on a rural Tolna farm, thanks to North Dakota Gov. Jack Dalrymple.

Dalrymple on Monday pardoned the 16-pound, 14-week-old turkey owned by North Dakota Turkey Federation President David Rude in an annual Thanksgiving holiday ceremony held at the Capitol.

Augustana stood stoically on a conference table during the lighthearted ceremony.

Before the pardon, Dalrymple and state Agriculture Commissioner Doug Goehring presented frozen turkeys to representatives of the Abused Adult Resource Center and the Ruth Meiers Hospitality House.

Goehring says the donations were especially meaningful this year because avian flu wiped out about 150,000 turkeys this year in North Dakota.

NEW YORK (AP) – Chicago Cubs third baseman Kris Bryant has been unanimously voted the National League Rookie of the Year after hitting .275 with 26 home runs, and 99 RBIs. Bryant compiled a .488 slugging average on the strength of 62 extra-base hits, including 31 doubles. San Francisco third baseman Matt Duffy was second in the balloting, two points ahead of Pittsburgh infielder Jung Ho Kang (gahng).

NEW YORK (AP) – The 2015 American League Rookie of the Year is Houston shortstop Carlos Correa. The youngest position player in the majors made his debut June 8 and hit .279 with 22 homers, 68 RBIs and 14 steals to help the Astros make their first postseason appearance in a decade. Correa received 17 firsts and 13 seconds for 124 points to edge out Cleveland shortstop Francisco Lindor (LIHN’-dohr) and Minnesota designated hitter Miguel Sano (sah-NOH’).

UNDATED (AP) – North Carolina remains No. 1 in the latest Associated Press men’s basketball poll following victories over Temple and Fairfield.

The preseason No. 1 received 37 first-place votes from the 65-member national media panel, 29 more than second-place Kentucky. Maryland is third with 14 first-place votes and Kansas is fourth with five first-place votes.

Defending national champion Duke is fifth, followed by Virginia, Iowa State, Oklahoma, Wichita State and Gonzaga.

WOMEN’S T25-AP POLL…

UNDATED (AP) – Connecticut is No. 1 in the first regular-season women’s college basketball poll by The Associated Press.

UConn got 31 of the 32 first-place votes just hours before opening its season with a 100-56 rout of No. 7 Ohio State. Second-ranked South Carolina got the other first place votes after beating the Buckeyes in their season opener.

Notre Dame, Tennessee and Baylor round out the top five and are followed by Florida State, Ohio State, Maryland, Oregon State and Mississippi State.
GOLF…
PLAYA DEL CARMEN, Mexico (AP) – Graeme McDowell birdied the first playoff hole to beat Russell Knox and Jason Bohn at the OHL Classic at Mayakoba.

McDowell parred the last hole of regulation to complete a 5-under 66 that left him 18-under.  He and Bohn made it into the playoffs when Knox bogeyed 18 to complete his 66.

BRUSSELS (AP) – Greece’s defense minister says the Paris attacks were “Sept. 11 for Europe.” And the European Union’s foreign policy chief, says the attack on Paris is an attack on all of Europe. France today invoked a never-before-used EU “mutual-defense clause” to demand that its partners provide support for its operations against the Islamic State group in Syria and Iraq and other security missions.

PARIS (AP) – Officials say yet another vehicle has been found that could be linked to the Paris attacks that killed 129 people. Two French officials say the car with Belgian license plates and a shattered front passenger window was found in northern Paris near the commuter train line that links to France’s national stadium, a site targeted by three suicide bombers. It is the third car identified as having possible links to the attacks.

MOSCOW (AP) – Russia’s FSB security service has put a $50 million bounty on the head or heads of whoever is responsible for a bomb that brought down a Russian airliner in Egypt, killing all 224 people aboard. FSB head Alexander Bortnikov says today that a homemade device exploded aboard the plane. He says the reward will be paid in dollars. The Islamic State group has claimed responsibility.

BRUSSELS (AP) – The Greek government could be on its way to its next installment of bailout cash. Lawmakers will likely vote Thursday on an agreement with European creditors on economic measures Greece must take before it can get the money, which includes 2 billion euros in loans and 10 billion euros to recapitalize its banks.

QUETTA, Pakistan (AP) – At least a dozen people including the driver have been killed in a passenger train derailment in a remote area of southwestern Pakistan. The train was carrying 280 passengers and officials say at least 57 people were injured. A railway official says a technical fault in the engine caused the accident. Train accidents are common in Pakistan.
