Jamestown, ND (KCSi-T.V. News) – The Jamestown City Council will meet Thursday morning (Dec 13,2012) at 9-a.m., at City Hall, in Special Session and then enter into Executive Session.
KCSi-T.V. was informed of the meeting Wednesday evening.
During the open session, the City Council will:
Vote on a Resolution to approve payment to Interstate Engineering, Inc., for engineering services on the following:
Payment No. 1 (Inv No. 11313) on 2012 Water Tower & Distribution System Improvements, in the amount of $7,135.00.
Payment No. 2 (Inv No. 11648) on 2012 Water Tower & Distribution System Improvements, in the amount of $3,898.00.

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Fire Department was called to a kitchen fire in one unit of a duplex at 1407 7th Avenue, Southwest.
Lt. Sheldon Mohr says the call came in at 3:44 a.m., on Wednesday (Dec 12, 2012).
When the five city fire units, and 27 fire fighters arrived on the scene smoke a flames were coming from kitchen area of the unit.
Lt. Mohr said a newspaper carrier, Pat Dunwoody called 9-1-1, and alerted the residents to the fire.
Dunwoody pulled the female occupant of the home out of house to safety,as the kitchen was engulfed in flames and smoke with visibility about 15 feet.
No injuries reported.
Extensive fire damage was reported to the kitchen, and smoke damage to the rest of the unit.
No damage was reported to the adjacent unit of the duplex.
The cause of the fire in under investigation.
The City Fire Department was on the scene about and hour and a half.
Jamestown, ND (KCSi-T.V. News) — The Jamestown/Stutsman Development Corporation Board voted unanimously Monday (Dec 11, 2012) to recommend continued membership in South Central Dakota Regional Council for 2013.
On Wednesday’ (Dec 12, 2012) Wayne Byers Show on CSi Cable 2, JSDC Business Development Coordinator, DeAnn Brunner said, the Jamestown City Council, and Stutsman County Commission will vote on the recommendation.
In October, the JSDC executive board recommended dropping the county’s membership in SCRDC.
The executive board unanimously reversed that action at its November meeting – with stipulations relative to possible membership in 2014 and beyond.
At the board meeting Jamestown Mayor Kate Andersen said,”We need to move forward for 2013, but with the intent they look for different revenue streams in the future.”
The JSDC Board also recommended entering into a $35,000 contract with KK Bold of Bismarck for Internet and social media marketing for JSDC.
The plan is to concentrate on connecting people and businesses looking to relocate with the JSDC website.
Ms. Brunner added that the SRF Consulting contract, for planning services has been unanimously approved by the Jamestown City Council, and Stutsman County Commission.
A growth plan will be developed, focusing on three specific areas, to be determined.
Technical assistance to the city and county Planning Commissions and staff will also be provided.
Ms. Brunner said that a plus of having a consultant is the availability of receiving public input on development issues.
She added the final plan will be ready in about four to six months, with a final presentation.
Funding comes from the Jamestown and Stutsman County economic development funds.
A steering committee will also be formed.
In other business, the JSDC Board, recognized outgoing board members.
Those included Jim Boyd and Denny Ellefson.
The Board thanked Alex Schweitzer for his service as JSDC President and the input he brought to the Board. He will now serve as Past-President.
Gary Rife will serve as JSDC President, starting in January of 2013.
She also noted that Holly Miller of Jamestown has come on board with the JSDC as the Office Coordinator, effective Nov. 26th, 2012.
As the Office Coordinator Holly will handle administrative detail for all JSDC projects, and coordinate and facilitate JSDC meetings.
She will assist Connie Ova and DeAnn Brunner in business/jobs development, strategic planning, and the implementation of the JSCD strategic plan.
Holly has owned/operated and sold three businesses, including Jamestown’s Waggin’ Tails Doggy Daycare & Hotel.
DeAnn Brunner, JSDC Business Development Coordinator and Holly Miller, JSDC Office Coordinator, attended the Agricultural Products Utilization Commission (APUC) grant training in Bismarck on December 5, 2012.
The training was provided to all fiscal agents and grant advisers for APUC.

Bismarck, ND (KCSi-T.V. News) — The funeral for 20-year-old Spc. Tyler Orgaard, of Bismarck, is Thursday Dec. 13, 2012, inthat city.
Orgaard’s body was brought to Bismarck on Monday and turned over to family members.
Orgarrd and Sgt. 1st Class Darren Linde, of Devils
Lake, members of the Williston-based 818th Engineer Company,
died in a roadside bomb attack in southern Afghanistan on Dec. 3, 2012 .
A third soldier was wounded but is recovering.
Gov. Jack Dalrymple is directing all state government agencies and encouraged all North Dakotans to fly the United States and North Dakota flags at half-staff on Thurs., Dec. 13, 2012, from sunrise to sunset in honor of North Dakota National Guard Spc. Tyler Orgaard, who was killed in action Dec. 3, 2012, in Afghanistan.
Dalrymple said, “Today, we mourn the loss of one of our finest sons and honor Spc. Tyler Orgaard for his valiant service and selfless sacrifice. We honor his memory, applaud his accomplishments and commit ourselves to never forgetting the extraordinary act he performed on our behalf. We will always be grateful to Spc. Orgaard and his family for their service and sacrifice, and they will remain in our hearts and prayers during this time of great sorrow.”
The Governor and First Lady Betsy Dalrymple will attend Orgaard’s funeral.
Grand Forks, ND (KCSi-T.V. News) — The University of North Dakota will hold commencement ceremonies Friday, Dec 14, 2012 at the Chester Fritz Auditorium, and will award honorary degrees to two alumni — David Nething of Jamestown, retired state legislator, and a longtime state historian, Hiram Drache.
More than 800 UND students are eligible to receive their degrees during this year’s winter commencement, which will be broken up into two ceremonies.
Graduate and professional degrees will be conferred at 10 a.m., in Chester Fritz Auditorium. The undergraduate ceremony, which will comprise more than 600 students eligible to graduate, is set for 2 p.m., in the same location.
More than 800 UND students are eligible to receive their degrees during this year’s winter commencement.
Nething will receive his honorary degree during the graduate and professional degrees ceremony, while Drache, professor emeritus, at Concordia College, Moorhead, Minnesota, will receive his degree during the undergraduate ceremony.
UND provides a live video stream of commencement to allow family and friends to participate in commencement, even if they cannot attend in person.

David E. Nething
Widely known as the “dean” of the North Dakota Legislative Assembly, Nething retired in 2012 after a record of 46 years of public service.
Nething attended high school in Pingree, N.D., and served in the U.S. Army during the Korean conflict. He received his bachelor’s degree from Jamestown College in 1956. Nething attended the UND School of Law, graduating in 1963 and serving on the staff of the North Dakota Law Review.
Practicing law in Jamestown, Nething first won election to the North Dakota Senate in 1966. He became the longest-serving Republican state senator in the U.S. and was majority leader for 12 years. In 1982, the National Republican Legislators Association honored him as its “Legislator of the Year” and in 1989 recognized him with the William E. Brock Award. He has also been honored by the National Conference of State Legislatures, the Council of State Governments and the American Legislative Exchange Council.
In 1982, President Ronald Reagan appointed him to the Advisory Commission on Intergovernmental Affairs; he was reappointed by Reagan in 1985 and 1987, and by President George H.W. Bush in 1990.
Nething strived to be a “rational, logical, steady, results-oriented, tolerant” lawmaker and problem solver. Over the course of his long legislative service, he has seen the state budget grow from $115 million to $4 billion. He has served on numerous committees and the Legislative Council, and is particularly recognized for his work on higher education issues.
Nething is known as the architect of the plan to devolve budgetary authority to the individual institutions within the North Dakota University System. He has served as chair and an executive committee member on the Western Interstate Commission for Higher Education, trustee on the Higher Learning Commission, and member of the Uniform Law Commission.
Nething has been extensively involved in professional and civic affairs, including the American Legion, Masonic Bodies, Rotary, Elks, the State Bar Association of North Dakota, the Uniform Law Commission, the Presbyterian Church and the North Dakota Affiliates of the Diabetic Association and American Heart Association. In 1995, the Greater North Dakota Association presented him with its highest honor, the Greater North Dakotan Award, and in 1996 the State Bar Association presented Nething its Legislative Service Award.
Dave and Marge Nething have three children, five grandchildren and three great-grandchildren. He was elected to the Jamestown College Alumni Hall of Fame in 1987.
Nething delivered the main address at UND’s 1999 winter commencement ceremony.
BISMARCK, N.D. (AP) – Outgoing U.S. Sen. Kent Conrad says he has noticed a change in the Senate during his 26-year tenure.
The North Dakota Democrat says senators spend too much time playing partisan politics and too little time solving the problems facing the country.
The Senate Budget Committee chairman gave his farewell speech on the Senate floor Wednesday. He spent part of the time thanking family, staff, colleagues and voters, and part of the time talking about reaching a bipartisan budget agreement.
The speech was shown live on CSi 59, C-Span-2.
The 64-year-old Conrad first ran for the Senate in 1986, narrowly defeating Republican incumbent Mark Andrews in a political upset. Conrad announced in January 2011 that he would not seek re-election. He has not announced his future plans.
He’s being replaced in the Senate by Democrat Heidi Heitkamp.

WASHINGTON (KCSi-T.V. News Dec 12, 2012) – Senator John Hoeven today issued the following statement in response to North Korea’s successful launch of a long-range rocket ON Tuesday:
“North Korea’s successful test launch of a long-range rocket on Tuesday underscores in stark terms the need for the United States to continue to develop and deploy effective ballistic missile defenses. It highlights the ongoing relevance of the United States’ strategic deterrent, and should put to rest any discussion of reducing U.S. nuclear forces below levels required under the New Strategic Arms Reduction Treaty (START) agreement.
“North Korea’s nuclear and missile programs, moreover, are closely linked to Iran. Yesterday’s provocative action makes additional sanctions on Iran designed to end its nuclear program all the more urgent.
“At this critical time, the United States must stand closely with our South Korean and Japanese allies in response to the North Korean threat. The United States should press China’s new leadership to cut off its financial support for North Korea’s leaders and to exert its influence to end North Korea’s nuclear program.”
Senator Hoeven is a member of the State Foreign Operations and Related Programs Subcommittee of the Appropriations Committee, the ICBM Coalition and the Senate Air Force Caucus.
DICKINSON, N.D. (AP) – A South Dakota man has pleaded guilty and been sentenced in North Dakota in a two-state chase in 2009 that ended with three people injured.
Travis Peters, of Belle Fourche, S.D., pleaded guilty Tuesday in Dickinson, N.D., to assault while fleeing a police officer. The two misdemeanor charges were dismissed as part of a plea agreement with prosecutors.
Peters was sentenced to serve three years in prison and given credit for time served. He was previously sentenced in South Dakota and is on parole.
Authorities say that during the 2009 chase Peters lost control of his car and hit two other vehicles on U.S. Highway 85 in southwest North Dakota. Peters and two people in one of the vehicles were injured.
FARGO, N.D. (AP) – A warrant has been issued for the arrest of a man suspected of scamming multiple churchgoers in Fargo.
Prosecutors have charged Alan Farah II with felony theft, after he allegedly swindled people at several churches with bogus stories, such as his need for money to buy a plane ticket because of a family tragedy overseas.
Farah is believed to be tied to alleged scams in at least five other states, using different last names.
GRAFTON, N.D. (AP) – A Minnesota man is accused of forcing his girlfriend and her daughter to stand along a North Dakota highway in extreme cold.
Forty-four-year-old Scott Boothman of Warroad, Minn., faces three felonies including terrorizing and two misdemeanors including drunken driving. Court documents don’t list an attorney for him.
The Walsh County Sheriff’s Department says Boothman was driving with his girlfriend and her daughter from Warroad to Grand Forks Sunday when he allegedly forced them to stand outside at an Interstate 29 exit near Grafton. The wind chill was as cold as 30 degrees below zero. Sheriff Lauren Wild says the woman and girl were not injured by the cold.
Boothman was arrested shortly after following a chase that authorities say reached speeds of 100 mph.

Valley City, ND (KCSi-T.V. Sports) — The Valley City Area Chamber of Commerce reports that for the second consecutive year, North Dakota Special Olympics will hold the State Winter Games again in Valley City on January 18-19, 2013.
More than 150 Special Olympics athletes, children and adults with intellectual disabilities, and Unified Partners from throughout North Dakota will compete in the two-day event for the chance to be a state champion.

SIOUX FALLS, S.D. (AP) – Jerry Olszewski (oh-SHEH-skee) is the
new head football coach of Augustana College.
Olszewski is a 19-year coaching veteran who previously served as
head coach for St. Olaf College in Northfield, Minn. He compiled a
record of 32-18 in five seasons at St. Olaf, leading all five teams
to records of .500 or better.
Before St. Olaf, Olszewski spent two seasons as the defensive
coordinator at his alma mater, Wisconsin-Stevens Point.
Olszewski says faith, family and football will be the
cornerstone of the Augustana program, and he’s looking forward to
meeting the alumni and engaging in the Sioux Falls community.
Director of Athletics Bill Gross made the announcement during a
news conference Wednesday.
Olszewski is Augustana’s 21st head football coach in the
program’s history.

PYONGYANG, North Korea (AP) – North Koreans have been celebrating in the streets today, after the launch of the country’s first satellite in space. But elsewhere around the world, leaders are reacting with concern. The surprising, successful launch of a three-stage rocket raises the stakes in the international standoff over North Korea’s expanding atomic arsenal. The rocket is similar in design to one that would be capable of carrying a nuclear-tipped warhead as far as California.
PORTLAND, Ore. (AP) – Police are providing more information about the man who opened fire in a shopping mall near Portland, Oregon Tuesday, killing two people and seriously wounding another before taking his own life. They identify him as 22-year-old Jacob Roberts, and say he used a semiautomatic rifle stolen from someone he knew. Authorities don’t believe he was targeting anyone in particular.
GUATEMALA CITY (AP) – A Guatemalan official says John McAfee is leaving today for the United States. The official says McAfee has received written notice of his release from detention. He says McAfee is already scheduled to leave on a flight Wednesday afternoon. McAfee was detained last week for immigration violations after he sneaked into Guatemala from Belize, where authorities want to question him about the murder of his neighbor.
WASHINGTON (AP) – In his final Senate floor speech, retiring Sen. Joe Lieberman has urged Congress to put partisan rancor aside and reach across party lines to break Washington’s gridlock. The Democrat-turned-independent from Connecticut says strong bipartisan leadership is needed to solve the nation’s most pressing problems such as the looming fiscal cliff budget crisis. Lieberman nearly won the vice presidency on the Democratic ticket with running mate Al Gore in 2000 and mounted an unsuccessful presidential bid in 2004.
WASHINGTON (AP) – The Federal Reserve predicts the unemployment rate will stay elevated until late 2015, suggesting it will keep short-term interest rates low for the next three years. The latest economic projections released Wednesday are little changed from September. The central bank still expects economic growth to be no stronger than 3 percent next year. The Fed said today that it plans to keep its key short-term interest rate near zero at least until the unemployment rate is below 6.5 percent.
