Jamestown, ND (KCSi-T.V. News) — The Jamestown City Engineer’s Office informs the public that, the Ice House Dam Gates will remain in their current position until approximately July 25th or 26th to facilitate cleanout of silt and some minor pipe reconstruction at about a dozen storm sewer outfall locations along the James River.

If this work can be accomplished quicker than anticipated, the gates will be re-set accordingly.

The City has now received approval from the U.S. Army Corps of Engineers to perform this work in the channel areas.

This work is necessary to meet the conditions set forth in the City’s MS4 Permit with the ND State Department of Health as well as the obligations established by the ND State Water Commission.

A map of these work locations will be posted on the City’s website as soon as possible:

STILLWATER, Okla. (AP) – Officials say a U.S. Marshals Service jet made a precautionary landing in Stillwater, Oklahoma after the pilot reported smoke in the cockpit.

U.S. Marshals spokesman Jeff Kelly said yesterday the flight was traveling on Wednesday from Bismarck, North Dakota to Oklahoma City.

 

 BISMARCK, N.D. (AP) – A Minnesota man convicted in North Dakota
for impersonating a lawyer says the government owes him nearly
$24,000 for property that was sold.
     Howard O. Kieffer is serving a sentence of more than four years
in prison after a jury in 2010 found him guilty on charges of mail
fraud and false statements. Authorities say he lied on his
application to practice law in federal court and worked on federal
cases in at least 10 states.
     The Duluth, Minn., man claims in a motion filed Thursday that
the money represents exempt proceeds from the sale of homestead
real estate, and says he has the right to claim it within one year.
He has requested a hearing.
     Assistant U.S. Attorney Nicholas Chase had no comment on the
motion.

 

BISMARCK, N.D. (AP) – Attorney General Wayne Stenehjem has
ordered a Minnesota woman to stop doing business in North Dakota.

     Stenehjem on Thursday issued a cease and desist order against
Stacy Dahl and Helping Hands, Inc. of Winger, Minn., for violating
the state’s consumer fraud, charitable solicitation and games of
chance laws.
     The attorney general says his office has received complaints
that Dahl has been soliciting donations for St. Jude Children’s
Research Hospital. Stenehjem says she does not have an agreement
with St. Jude’s and is not registered in North Dakota to raise
money.
     Dahl is also accused of selling non-existing trips for baseball
games, concerts and casinos.

 

BISMARCK, N.D. (AP) – A Minnesota man convicted in North Dakota

 BISMARCK, N.D. (AP) – An arson suspect is on the hot seat in Bismarck.
 
     Police say someone set a Spiffy Biff portable toilet on fire near a construction zone shortly before noon on Wednesday.
 
     Firefighters put out the blaze, which melted the plastic and caused an estimated $950 in damage.
 
Police believe the fire was started intentionally, because there was nothing in the area that would have ignited the plastic.

 

BISMARCK, N.D. (AP) – A Houston company has gotten zoning
approval for a $25 million proppant distribution facility near
Gladstone, in western North Dakota.
Gladstone officials granted the zoning request to Carbo Ceramics
Inc. for an 85-acre site north of the city.
     Carbo Ceramics officials have said the plant will be the
company’s largest distribution operation for proppant, which are
tiny ceramic balls used by drillers to increase the recovery of
crude.
     Officials say the plant could employ up to 25 workers and open
next year.

BISMARCK, N.D. (AP) – The number of oil drilling rigs at work in
North Dakota is leveling off, and a state regulator says that’s a
good thing.
     State Department of Mineral Resources director Lynn Helms says
the number of rigs working in western North Dakota has ranged
between 205 to 215 during April, May and June.
     Helms said it “appears the rig count … has leveled off” in
the low 200s.
     And Helms says that’s OK, because the pause “will allow
infrastructure and various other things to catch up.” North
Dakota’s oil boom has put a lot of strain on local road and bridge
networks.
     Oil production is still rising. Companies produced an average of
almost 640,000 barrels a day in May, and there are close to 7,000
producing wells.

 

BISMARCK, N.D. (AP) – A Bismarck company has been selected to receive a national award for its support of the National Guard members and their families.
 
     Basin Electric Power Cooperative is one of 15 employers around the country to be honored with the 2012 Secretary of Defense Employer Support Freedom Award.
 
     The award was instituted in 1996 to recognize exceptional support from employers.
 
     Ag Country Farm Credit Services of Fargo won the award in 2006.

ABERDEEN, S.D. (AP) – A member of a water-ski performance team
was injured when a trick went wrong on Aberdeen’s Dahme Lake.

     Todd Thorson was taken to hospital at Aberdeen, but another
member of the Aqua Addicts team said he didn’t think Thorson was
seriously injured. A hospital nursing supervisor would not disclose
his condition.
     The trick involved two skiiers jumping on a ramp while another
two skiiers crossed underneath them. Aqua Addicts member Jim Appl
says the timing was off and the two skiiers who were crossing ran
into each other.
Thorson didn’t lose consciousness, and he was able to pull himself
into the boat after the Thursday incident.
     The rest of the water show was canceled.

 

DICKINSON, N.D. (AP) – Two former North Dakota high school
basketball standouts have signed professional contracts for the
upcoming season.
     The Dickinson Press reports that Brian Qvale (KWAL’-ee) of
Williston and Austin Dufault of Killdeer will be playing basketball
overseas.
     Qvale, who played in Turkey this past year, has signed a
one-year contract with a team in Belgium. The 6-foot-11 center was
North Dakota’s Mr. Basketball winner in 2007.
     Dufault, a 6-foot-9 forward, will be playing in the Czech
Republic. The recent University of Colorado graduate was North
Dakota Mr. Basketball winner in 2008.

 MINNEAPOLIS (AP) – Mark Reynolds’ two-run single in the eighth
inning backed a strong performance from Wei-Yin Chen and rallied
the Baltimore Orioles to a 4-3 victory over the Minnesota Twins on
Thursday. 

The Twins had a chance to tie it in the bottom of the frame, but
Brian Dozier popped out with a runner on third to end the inning.

 

TOUR…

BLAGNAC, France (AP) – Tour de France riders have begun the 18th
stage with Bradley Wiggins likely to hold the yellow jersey through
the mostly flat trek through central France.
     Friday’s ride takes the pack along 138.3 miles from Blagnac to
Brive-la-Gaillarde, setting up the last time trial on Saturday, and
the finish on the Champs-Elysees in Paris on Sunday.

     Wiggins, looking to become Britain’s first Tour winner, took a
major step on Thursday toward victory by holding off challengers
over the last big mountain test.
     Overall, Wiggins has a 2-minute, 5-second lead over Sky teammate
Christopher Froome in second place.

Italy’s Vincenzo Nibali trails in third, 2:41 behind. Defending champion Cadel Evans of Australia is sixth, 9:57 back.

 

BRITISH OPEN…
     LYTHAM ST. ANNES, England (AP) – Adam Scott has tied a course
record by shooting a 6-under 64 in the opening round of the British
Open.
     Taking advantage of perfect conditions at Royal Lytham & St.
Annes, the Australian bounced back from a bogey at No. 3 with eight
birdies over the next 13 holes. He went to the clubhouse having
tied the 64 that Tom Lehman (LAY’-mihn) shot at Lytham in 1996.

     Paul Lawrie, Zach Johnson and Nicolas Colsaerts each shot 65,
while Tiger Woods was among a group at 67.
    

Meanwhile Rory McIlroy had at least one shot he’d like to take
back. His tee shot at No. 15 went way left and hit a 16-year-old
spectator in the head. After the teen was treated, McIlroy gave him
a signed glove for his trouble and ended up with a double-bogey on
the hole.

 He still managed to finish the day in the pack with Woods, three strokes behind Scott.

 

NFL…

 INDIANAPOLIS (AP) – Andrew Luck will be under center when the
Indianapolis Colts open training camp next week.

 The Colts have signed the first overall pick in this year’s NFL draft to a
four-year, $22.1 million package.

Luck completed 70 percent of his passes for 3,170 yards, 35 touchdowns and just nine interceptions for Stanford last season.

AURORA, Colo. (AP) – Police are checking the Denver-area
apartment of a man they say opened fire in a movie theater early
this morning, killing 14 people.

Police say other residents have been evacuated but authorities haven’t said whether explosives were found.

The suspect was arrested outside the theater in Aurora, Colo., which was showing the latest Batman movie “The Dark Knight Rises.”
    

 
     PARAGOULD, Ark. (AP) – One more alternate juror must be
selected, then opening statements are scheduled today in the trial
of a man charged with killing a police officer in Arkansas during a
traffic stop.

Thirty-eight-year-old Jerry Lard is charged with capital murder and

prosecutors are seeking the death penalty.
Defense lawyers say Lard is mentally ill.
    
     SEATTLE (AP) – A website that operates an online clearinghouse
for escorts is trying to block a Washington state law that would
require classified advertising companies to verify the ages of
people in sex-related advertisements.

Backpage.com presents arguments today before a federal judge.
    
     EL SEGUNDO, Calif. (AP) – DirecTV and Viacom say they have
settled a dispute over fees paid by the satellite provider.

Seventeen Viacom channels – including MTV, Comedy Central and
Nickelodeon – had not been accessible to some 20 million DirecTV
customers since July 10 as the two companies haggled over fees to
carry the programming.
    
     LONDON (AP) – A runner carrying the Olympic torch on its way to
London had to dodge a teenager today as the youth made a grab for
it. Local police say a 17-year-old lunged at the flame as it passed
through the English riverside town of Gravesend and has since been
arrested. The relay wasn’t disrupted.
