The North Dakota Department of Transporation announce the Crystal Springs Rest Area on eastbound I-94, nine miles west of Medina is now open The rest area was temporarily closed for maintenance work.
Jamestown (CSi) The Jamestown City Fire Department was called to J.C. Penny’s in the Buffalo Mall, about 11:25 a.m., Sunday.
Jamestown City Fire Chief Jim Reuther says, the fire was in the area of the store where the thermostat is located.
He says the manager used a fire extinguisher to put out the fire, before the store opened for business, and then called the fire department, which removed smoke from the store.
Minor smoke damage to the store, no other damage reported to the attached Buffalo Mall.
The cause is listed as a faulty thermostat.
Five city fire units and 28 fire fighters were on the scene about 30 minutes.
The store did open for business on Sunday.
Jamestown (CSi) Ave Maria Village in Jamestown will host the 3rd Annual Volunteer Holiday Bazaar on Friday December 4, 2015, from 10-a.m., to 4-p.m. in the Barthel Room.
On Monday’s Wayne Byers Show on CSi Cable 2, Development Director Jan Barnes said, all proceeds will benefit the AMV Capital Campaign. She pointed out that there is $79,000 left to raise in the Capital Campaign, toward the goal of $1.325 million. She said the event started as a bake sales and has expanded to include more items.

The Thanksgiving appeal is underway and so far $17,000 has been raised, with the proceeds also going to the Capital Campaign.
Jamestown (CSi) Will and Estate Planning will be presented by Dan Buchanan, at the Alfred Dickey Public Library on Wednesday December 1, 2015 at 6 -p.m.
What is a will and why is it necessary? What are the elements of a valid will? How does a valid will become an invalid will? How do I choose who or what is intended to be benefitted, and in what manner? What is the effect of the death of a beneficiary? Does a will ever need to be revised/amended? Should I have a personal representative and alternate? How do I choose one? What happens if I die without a will?
These are just a few of the questions that Dan will answer.
Over the years, Dan has focused his practice in estate planning and administration of estates and trusts. His experience includes many appearances in the district and supreme courts of the state, both as an attorney and as an expert witness in estate and trust cases. He is an experienced presenter at seminars designed for the continuing education of lawyers, trust officers, paralegals and accountants. He has lectured to classes at the University of Jamestown, UND law school and to community groups.

GRAND FORKS, N.D. (AP) – A major U.S. defense contractor that is opening an unmanned aircraft training academy in North Dakota might start with a temporary structure because of the demand for drone pilots and other crew members.
General Atomics Aeronautical Systems Inc. plans to train up to 100 students a year at Grand Sky, the nation’s first unmanned aircraft business park. It’s located on the Grand Forks Air Force Base.
Grand Sky Development Corp. President Thomas Swoyer Jr. says the idea of training drone pilots was a key reason why Grand Sky was formed. He says “speed is of the essence” to get the General Atomics training facility up and running.
California-based General Atomics manufactures the Predator and Reaper drones.
MINOT, N.D. (AP) – It’s getting easier to find an apartment in Minot these days.
The city’s vacancy rate has risen from 4.9 percent in April to 10.8 percent in October.
Minot’s vacancy rate hit a low after the 2011 Souris River flood and the peak of the western oil boom, when it was hard to find a vacant apartment anywhere in the city.
Not all of the flooded rental housing was replaced, though many new apartments have since been built. Magic City Apartment Association Vice President Justin Hammer says numerous units are coming into the market at the same time as a downturn in the oil industry.
That means more vacancies. Some property companies are even offering special deals, like a month’s free rent.
MINOT, N.D. (AP) – Minot officials say one of two parking ramps under construction in the city’s downtown area should be open before Christmas.
Each ramp is should have 225 parking spaces. The Renaissance ramp is expected to open next month and be fully operational in January. The Central Avenue structure is scheduled to open in March.
The hourly rate in the ramps is $1.50 and daily rate is $6. Passes for downtown residents and employees will vary from $50 a month to $70 a month,
The development company plans to initially build 175 apartments on five stories at the Renaissance site, of which 20 percent will be affordable apartments for low- to moderate-income households.
BISMARCK, N.D. (AP) – North Dakota’s congressional delegation says a Fargo-based group dedicated to fighting poverty is getting a $1.5 million federal grant.
The delegation says the money awarded to the North Dakota Community Action Agency comes from the U.S. Department of Health and Human Services.
The grant is intended to “promote school readiness for low-income children through comprehensive health, educational, nutritional and social services.”

University of Jamestown Gains ACHA Division 1 Hockey Membership
The American Collegiate Hockey Association has approved the University of Jamestown for Division 1.
The ACHA, now celebrating its 25th season of existence, is an organization of over 430 college and university affiliated programs, which provides structure, regulates operations and promotes the quality of collegiate ice hockey. The ACHA’s primary mission is to support the growth and development of collegiate hockey programs nationwide. The ACHA identifies standards, which serve to unite and regulate teams at the collegiate level.
“We are very grateful for the positive response from the ACHA Men’s Division 1 membership and our goal is to build an outstanding program beginning with our inaugural season in 2016-17,” said University of Jamestown Director of Athletics Sean Johnson. “This is a critical step in establishing our program which began as an idea generated by our students, was supported by our administration and board of trustees and resulted in our ability to hire a great coach in Dean Stork. Our next step is to recruit the best student-athletes who will represent our university and our community in a positive manner.”
“We are thrilled to officially become ACHA members,” said University of Jamestown men’s hockey coach Dean Stork. “It creates a great opportunity for our student-athletes to compete on a national level. It give us the opportunity to put the University of Jamestown on the hockey map. It will help us with scheduling and recruiting and signals that we are building a legitimate hockey program.”
The ACHA includes Men’s Division 1, 2, and 3 and Women’s Division 1 and 2. National Rankings are posted monthly, with National Tournaments held for each division. In addition, the ACHA sponsors national awards for individual athletic performance and represents USA Hockey at the World University Games, held every two years.
There are currently 58 teams in ACHA Men’s Division 1, competing in 7 different leagues.
The University of Jamestown will initially compete as an ACHA Division 1 independent joining fellow North Dakota school Minot State. Other ACHA Division 1 schools in the upper Midwest include Iowa State and Midland University (Neb.).
Other Division 1 schools within the ACHA include the University of Alabama, University of Arizona, University of Arkansas, University of Colorado, Colorado State University, University of Illinois and the University of Oklahoma.
“There are a lot of great coaches, players and programs in the ACHA,” said Stork. We will have to be competitive right out of the gate to gain credibility within the ACHA. I think they will be impressed with our institution, our campus and facilities. We are a hidden gem. The ultimate goal is to gain conference membership which will take us time. It helps having Minot State as a partner in scheduling and that should develop into a great rivalry.”
Over the past thirteen seasons, 11 different schools have won the ACHA Men’s Division 1 National Championship including Illinois (2), Lindenwood (2), Arizona State, Central Oklahoma, Davenport, Delaware, Minot State, Oakland, Ohio, Penn State, and Rhode Island.
The University of Jamestown will play its home games at John L. Wilson Arena and the program will play its first regular season game in October of 2016.
The University of Jamestown was established in 1883 and is ranked as a top tier regional school in US News and World Report and a top Midwestern school in The Princeton Review. The school features development of the whole person through its distinctive Journey to Success experience.
ALEXANDER, N.D. (AP) – The Alexander and Williston school systems are considering a cooperative for spring sports.
Alexander has partnered with Watford City in the past, but the Williston Herald reports that Watford City isn’t continuing the co-op this school year so that it can remain under the Class B enrollment cap. Watford City has been growing due to the western oil boom.
Alexander has reached out to Williston to see if its athletes can compete with that school in baseball, softball and track.
The matter is to be discussed next month, with a final decision by the end of the year.

BRUSSELS (AP) – Even though the city of Brussels remains at the highest level of alert, officials say the shutdown of much of the city will start to ease later this week, with schools and the subway system reopening. Belgian authorities are still looking for a man identified as a suspect in the Paris attacks. They’ve detained 21 people in raids since last night. One man was charged today with terrorism offenses related to the terrorism in Paris.
WASHINGTON (AP) – The two leading Democratic presidential candidates are both bashing plans by Pfizer and Allergan to join together in a $160 billion deal that will create the world’s largest drugmaker. The merger is a so-called inversion, in which U.S. companies looking to lower their tax bills combine with a company in a country with a lower tax rate. Clinton says that will leave “U.S. taxpayers holding the bag.” Sanders says the merger would be a “disaster” for U.S. consumers paying high prescription drug costs.
MINNEAPOLIS (AP) – Minnesota Gov. Mark Dayton says he’s seen video recorded on the night a black man was fatally shot by a Minneapolis police officer, but that the footage is inconclusive. Dayton says he watched video recorded by an ambulance that was at the scene of Jamar Clark’s shooting on Nov. 15. Authorities say Clark was shot during a struggle with police, but some people who say they saw the shooting allege Clark was handcuffed.
INDIANAPOLIS (AP) – Prosecutors are charging a second man with murder in the fatal shooting of a pastor’s pregnant wife during a break-in of their Indianapolis home. Court records show that murder and other charges were filed today against Jalen Watson of Indianapolis and that he is a co-defendant of Larry Taylor. Police earlier Monday announced the arrest of Taylor on murder charges in Amanda Blackburn’s killing. Blackburn was shot in the head during the Nov. 10 attack at the couple’s home and died the next day.
AUSTIN, Texas (AP) – Planned Parenthood is suing Texas over attempts to block Medicaid dollars. The suit begins another courtroom fight between the nation’s largest abortion provider and a Republican-controlled state. Texas moved to strip Medicaid funding after accusing Planned Parenthood of scheduling abortions in a way that would best procure fetal tissue for medical research.
