Jamestown (CSi)  The North Dakota Highway Patrol, reports one person died in a one vehicle rollover Tuesday morning about six mile north of Jamestown about 7:30, on Highway 20 North, at five mile curve. The Jamestown Rescue Squad was  called to the scene along with Jamestown Ambulance Service.

The accident occurred at the second curve on the north side, when the female SUV operator lost control of the vehicle, on a frost covered road surface.

The SUV went down an embankment hit an approach a landed in a field.

The driver of the vehicle was not wearing a seatbelt, the passenger of the vehicle was wearing a seatbelt.


Both occupants were transported to Jamestown Regional Medical Center  for treatment, the driver died at the hospital.
 
Names have not yet been released.

The crash remains under investigation by the North Dakota Highway Patrol.

Jamestown (CSi) The Jamestown City Fire Department was called to J.C. Penny’s in the Buffalo Mall, about 11:25 a.m., Sunday.

Jamestown City Fire Chief Jim Reuther says, the fire was in the area of the store where the thermostat is located.

He says the manager used a fire extinguisher to put out the fire, before the store opened for business, and then called the fire department, which removed smoke from the store.

Minor smoke damage to the store, no other damage reported to the attached Buffalo Mall.

The cause is listed as a faulty thermostat.

Five city fire units and 28 fire fighters were on the scene about 30 minutes.

The store did open for business on Sunday.

The Jamestown Community Christmas  Tree Lighting Ceremony has been delayed due to the unavailability of the fire department’s ladder truck for decorating.  The ceremony will be rescheduled.

Jamestown (CSi) The Jamestown Community Christmas Tree lighting is this evening at 5:15-p.m., outside the Jamestown Civic Center’s west entrance.

The Jamestown Downtown Association notes that this is truly a city project, with the tree cutting and trimming done by the city street department crew, the moving by Scherbenske Inc and the tree lights and decorations placed by the Jamestown Fire Department.

The 5:15 p.m., ceremony will allow spectators plenty of time to still participate in the parade which begins at 7-pm.

Jamestown (CSi) The Annual Jamestown Holiday Dazzle on Main Parade is this evening, in Downtown Jamestown. Jamestown Downtown Association Ambassador Charlie Kourajian says, that while the parade will still form at McElroy Park, and then head down 8th Street Southeast and over to 1st Avenue South and will end just before the railroad tracks.

The parade is no longer allowed to cross the railroad tracks, and will turn east on 1st Street East, to 2nd Avenue East and head south back to McElroy Park. He noted that the best place still to view the parade is on First Avenue as some of the floats may decide to disband after passing by on First Avenue.

Floats will be judged before the for lights, motion, creativity, holiday spirit, theme originality and music. Winners of: Best Dazzle, Most Original Theme, Most Outstanding Amateur Built, and Most Outstanding Civic or Non-Profit float, will be announced at the After Parade Party, at Shady’s. Trophies and $100 cash will be awarded to the winners.

The After Parade Party will be at Shady’s, at the Gladstone Inn & Suites in Jamestown, with refreshments, and entertainment by the Jamestown Choralaires.

Coffee and hot chocolate will be served along with cookies, courtesy of Gate City Bank, Shady’s and the Jamestown Downtown Association.

 

Jamestown (CSi) Meeting Monday evening, the Jamestown Tourism Board approved moving ahead, and establishing a Talking Trail guide for historical and cultural sites around Jamestown.

The board approved a proposal from Talking Trail, the Mandan-based business that develops guides and trails in any given area that includes stopping points where people can call a phone number and learn a little bit about the historical and/or cultural significance of that particular site.

Talking Trail’s Shaen Brannan, speaking during a video-phone connection said he developed a Jamestown trail with a 70 sites trail with signs at each stop and would cost $42,560 using silk screen signs or $46,130 for wood signs. To just provide finished professional recordings for each site without any signs, the cost is $28,000.

The board approved spending $28,000 to purchase the finished recordings for 70 sites. Board members said they wanted to see if they could work out a deal with Newman Signs to see if the Jamestown-based sign-making company could produce signs for the Jamestown trail at a lesser cost than Talking Trail presented. Brannan said the project’s cost doesn’t include installation of signs at each site.

The list of proposed Talking Trail sites stops in multiple locations. There are 17 proposed sites in Frontier Village and 12 proposed sites in the National Buffalo Museum. The trail includes sites at Fort Seward, the Stutsman County Memorial Museum, 1883 Stutsman County Courthouse and the Midland Continental Depot Transportation Museum in Wimbledon.

A committee will be formed to oversee the development of the Jamestown Talking Trail, including Jamestown Tourism Board members and community members who have an interest in the region’s history and cultural heritage.

Brannan will start working on completing each site’s recording starting in December. If the trail development goes as planned, the project could be completed by March 15.

 

Jamestown (CSi) The Jamestown/Stutsman Development Corporation., (JSDC) Executive Committee has voted to accept to a lease agreement with UTC Aerospace Systems.

At Monday’s meeting is was pointed out that the lease covers an office building owned by the JSDC on the grounds of Jamestown Regional Airport. It was given tentative approval by the JSDC Board of Directors in September.

UTC will pay $3,800 per month in a payment that includes the lease of the building from the JSDC and the land from the Jamestown Regional Airport Authority.

UTC has an option to purchase the building from the JSDC at $350,000

 

Valley City  (CSi) Valley City State University will host a meeting with U.S. Senator Heidi Heitkamp and supporters of the John Wall New Voices Act of North Dakota (HB 1471) on Tuesday, Nov. 24, at 3:30 p.m. in the Norway Room of the VCSU Student Center.

The John Wall New Voices protects high school and college student journalists from direct and indirect censorship and reasserts their First Amendment rights after a 1988 Supreme Court decision (Hazelwood v. Kuhlmeier) stripped those rights. Since the bill passed the North Dakota House and Senate unanimously and was signed in to law in April 2015, more than 20 states are working to replicate North Dakota’s success.

New Voices Act supporters are meeting with Senator Heitkamp to determine if there is anything that can be done at the federal level to support the other states now working on their own legislation.

VCSU’s Steven Listopad, assistant professor and director of student media, was a leading advocate of the New Voices Act. He received a Hugh M. Hefner First Amendment Award at a reception at the Playboy Mansion in Beverly Hills, Calif., on Sept. 29, 2015, in recognition of his efforts in support of the legislation.
The New Voices Act is named in honor of the late John Wall, a former high school teacher and North Dakota legislator who died in 2014. Wall, a 1970 VCSU alumnus, served five terms in the North Dakota House following retirement after 34 years teaching English and journalism at Wahpeton (N.D.) High School and Sargent Central High School in Forman, N.D.

 

Valley City  (CSi)  The National Blue Ribbon School Ceremony for Washington Elementary School will be held tonight (Tues)  at 7pm. The public is welcome to attend.

North Dakota Senator John Hoeven, Senator Heidi Heitkamp, Superintendent of Schools Kirsten Baesler, and a representative from Governor Jack Dalrymple’s office are scheduled to attend.

The “National Blue Ribbon” plaque as well as the Blue Ribbon Banner will be displayed. An additional plaque from the State of North Dakota will be presented in recognition of the National Blue Ribbon Award.

A video will share comments and thoughts regarding the Blue Ribbon Award from a wide variety of folks during the ceremony.

Refreshments will be served by the Washington School PTO.

 

Jamestown (CSi) Ave Maria Village in Jamestown will host the 3rd Annual Volunteer Holiday Bazaar on Friday December 4, 2015, from 10-a.m., to 4-p.m. in the Barthel Room.

On Monday’s Wayne Byers Show on CSi Cable 2, Development Director Jan Barnes said, all proceeds will benefit the AMV Capital Campaign. She pointed out that there is $79,000 left to raise in the Capital Campaign, toward the goal of $1.325 million. She said the event started as a bake sales and has expanded to include more items.

Jamestown (CSi) Will and Estate Planning will be presented by Dan Buchanan, at the Alfred Dickey Public Library on Wednesday December 1, 2015 at 6 -p.m.

FARGO, N.D. (AP) – A postal worker from North Dakota has pleaded guilty to stealing money from a registered mail sack.

Ronald Slattery is charged in federal court with mail theft. Authorities say he took money that was intended to be delivered from the post office in Jamestown to the post office in Oakes.

Court documents show that prosecutors are recommending a sentence of six months in prison. Defense attorneys are asking for probation.

Slattery is being asked to pay back more than $10,000, which the government says represents proceeds from the crime.

A federal public defender could not be reached for comment Monday night.

MINOT, N.D. (AP) – A 68-year-old Minot man accused of sexually assaulting an 11-year-old girl has pleaded not guilty to a charge that could send him to prison for life.

Authorities allege Lorin Hove tried to have sex with the girl last fall. He’s charged with AA felony gross sexual imposition.

Hove’s defense attorney says he’s awaiting results of DNA testing.

Hove entered his plea in state court on Monday and is due back in court in February for a pretrial conference. His trial was not immediately scheduled.

 

WILLISTON, N.D. (AP) – Law enforcement authorities say two men have been arrested in connection with an assault in northwest North Dakota.

The Williams County Sheriff’s Office says deputies on Friday found a woman covered in blood, walking along a road near Epping wearing only a T-shirt. She was taken to a Williston hospital and it was determined she had been physically and sexually assaulted by two acquaintances.

The sheriff’s office says the 21- and 22-year-old men, both of Williston, were later arrested. Formal charges haven’t been filed against them.

The 24-year-old woman had to be airlifted to Minot due to the severity of her injuries.

Both men are being held at the Williams County Corrections Center pending bond hearings. It wasn’t immediately clear if they have attorneys who could comment on their cases.

 

GRANVILLE, N.D. (AP) – The North Dakota Highway Patrol say the driver of a semitrailer has been hospitalized after he failed to yield at a railroad crossing and was struck by an Amtrak passenger train.

Authorities didn’t immediately release the condition of the 58-year-old Minot man, who was driving the truck that collided with the train about 1 p.m. Monday east of Granville.

Amtrak spokesman Marc Magliari says neither passengers nor crew members aboard the Empire Builder train headed west from Rugby to Minot suffered serious injuries.

The truck’s cab and the trailer split, coming to rest on different sides of the tracks.

Magliari says both locomotives received some damage, but the train will continue its trip to Minot, where the railway will make some adjustments to continue the trip further west.

 

NEW TOWN, N.D. (AP) – The Highway Patrol has identified a New Town man who died in a weekend crash on state Highway 23 in McKenzie County.

Authorities say 26-year-old Jeremy Oberry was following a semitrailer in his pickup truck and failed to yield when the semi slowed to make a turn Sunday night about 3 miles west of the Four Bears Bridge.

Oberry died at the scene. The two people in the semi weren’t hurt.

 

FARGO, N.D. (AP) – Federal prosecutors say a man convicted in a Jamaican lottery scam that bilked people in the Dakotas and elsewhere out of millions of dollars deserves a stiff penalty.

Twenty-six-year-old Sanjay Williams, of Montego Bay, Jamaica, was convicted by a jury in May of conspiracy, wire fraud and money laundering. Sentencing is scheduled Tuesday in Bismarck. He faces 40 years in prison.

Prosecutors say Williams deserves a sentence on the high end of the federal guideline range. Defense attorney Charlie Stock has submitted written objections to the government’s sentencing recommendations, but the document is not public and he would not give details.

Investigators describe Williams and Lavrick Willocks as leaders of two major scamming operations based in Jamaica. Willocks has been charged but not extradited to the United States.

 

BISMARCK, N.D. (AP) – North Dakota A.ttorney General Wayne Stenehjem (STEHN’-juhm) has kicked off his campaign for governor while former North Dakota Agriculture Commissioner Sarah Vogel has established an exploratory committee for a potential bid.

Stenehjem was announcing his gubernatorial bid on Tuesday in Grand Forks, Fargo and Bismarck.

Stenehjem is a Republican. He is running for the seat being vacated by Gov. Jack Dalrymple. GOP Rep. Rick Becker, a plastic surgeon in Bismarck, also has announced a bid for governor.

No Democrats have entered the race. Vogel says she is mulling a run.

Vogel is a former North Dakota assistant attorney general and served two terms as agriculture commissioner, declining in 1996 to run for a third. She was defeated that year in a bid to become a state Supreme Court justice.

 

MANDAN, N.D. (AP) – A law officer from Florida with ties to the Dakotas is Mandan’s new police chief.

The Mandan City Commission on Monday voted 4-1 to hire Osceola County Sheriff’s Lt. Jason Ziegler to lead the city force.

The 46-year-old Ziegler has served in law enforcement for 25 years, 14 of them in supervisory roles. He beat out 16 other applicants for the position, including Mandan Deputy Police Chief Paul Leingang.

Ziegler says he and his wife have family in North Dakota and South Dakota, and want to live closer to them.

He expects to start his new duties after the holidays. He’ll succeed Dennis Bullinger, who’s retiring after 42 years on the city force, the last eight as chief.

 

WILLISTON, N.D. (AP) – The state Corrections Department has ordered the Williams County jail to reduce its population of female inmates.

The Williston Herald reports that a recent inspection found the facility had 18 more women than the 20 it’s allowed.

County commissioners recently approved paying a lockup in Hardin, Montana, to house excess female prisoners.

Williams County is planning an expanded jail that will be able to hold 54 women, but it won’t be ready until 2017. Sheriff Scott Busching says failing to address the overpopulation now would put the Williston jail at risk of having the state assume oversight, as it did in Ward County last year for similar reasons.

 

GRAND FORKS, N.D. (AP) – A major U.S. defense contractor that is opening an unmanned aircraft training academy in North Dakota might start with a temporary structure because of the demand for drone pilots and other crew members.

General Atomics Aeronautical Systems Inc. plans to train up to 100 students a year at Grand Sky, the nation’s first unmanned aircraft business park. It’s located on the Grand Forks Air Force Base.

Grand Sky Development Corp. President Thomas Swoyer Jr. says the idea of training drone pilots was a key reason why Grand Sky was formed.  He says “speed is of the essence” to get the General Atomics training facility up and running.

California-based General Atomics manufactures the Predator and Reaper drones.

 

In Sports…

Jamestown (CSi) The American Collegiate Hockey Association has approved the University of Jamestown for Division 1 hockey play.

The ACHA, now celebrating its 25th season of existence, is an organization of over 430 college and university affiliated programs, which provides structure, regulates operations and promotes the quality of collegiate ice hockey. The ACHA’s primary mission is to support the growth and development of collegiate hockey programs nationwide. The ACHA identifies standards, which serve to unite and regulate teams at the collegiate level.

Jamestown Director of Athletics Sean Johnson, says, “We are very grateful for the positive response from the ACHA Men’s Division 1 membership and our goal is to build an outstanding program beginning with our inaugural season in 2016-17. This is a critical step in establishing our program which began as an idea generated by our students, was supported by our administration and board of trustees and resulted in our ability to hire a great coach in Dean Stork. Our next step is to recruit the best student-athletes who will represent our university and our community in a positive manner.”

University of Jamestown men’s hockey coach Dean Stork, adds, “We are thrilled to officially become ACHA members. It creates a great opportunity for our student-athletes to compete on a national level. It give us the opportunity to put the University of Jamestown on the hockey map. It will help us with scheduling and recruiting and signals that we are building a legitimate hockey program.”

The ACHA includes Men’s Division 1, 2, and 3 and Women’s Division 1 and 2. National Rankings are posted monthly, with National Tournaments held for each division. In addition, the ACHA sponsors national awards for individual athletic performance and represents USA Hockey at the World University Games, held every two years.

There are currently 58 teams in ACHA Men’s Division 1, competing in 7 different leagues.

The University of Jamestown will initially compete as an ACHA Division 1 independent joining fellow North Dakota school Minot State. Other ACHA Division 1 schools in the upper Midwest include Iowa State and Midland University (Neb.).

Other Division 1 schools within the ACHA include the University of Alabama, University of Arizona, University of Arkansas, University of Colorado, Colorado State University, University of Illinois and the University of Oklahoma.

Stork says, “There are a lot of great coaches, players and programs in the ACHA. We will have to be competitive right out of the gate to gain credibility within the ACHA. I think they will be impressed with our institution, our campus and facilities. We are a hidden gem. The ultimate goal is to gain conference membership which will take us time. It helps having Minot State as a partner in scheduling and that should develop into a great rivalry.”

Over the past thirteen seasons, 11 different schools have won the ACHA Men’s Division 1 National Championship including Illinois (2), Lindenwood (2), Arizona State, Central Oklahoma, Davenport, Delaware, Minot State, Oakland, Ohio, Penn State, and Rhode Island.

The University of Jamestown will play its home games at John L. Wilson Arena and the program will play its first regular season game in October of 2016.

GRAND FORKS, N.D. (AP) – The University of North Dakota men’s hockey team has slipped one spot in the two national polls but still remains in the top five of both.

UND went from No. 4 to No. 5 in both the USCHO.com and USA Today/USA Hockey Magazine polls this week, after a weekend split with St. Cloud State. The Huskies remained at No. 7 in both polls.

Defending national champion Providence remains atop both polls, followed by Boston College, Quinnipiac and Massachusetts-Lowell.

The Fighting Hawks travel to Michigan State this weekend to take on the unranked Spartans.

 

ALEXANDER, N.D. (AP) – The Alexander and Williston school systems are considering a cooperative for spring sports.

Alexander has partnered with Watford City in the past, but the Williston Herald reports that Watford City isn’t continuing the co-op this school year so that it can remain under the Class B enrollment cap. Watford City has been growing due to the western oil boom.
FORT MYERS, Fla. (AP) – Bobby Hain scored a career-high 29 points to lead Youngstown State to a 79-69 victory on Monday over North Dakota. Cameron Morse scored 14 points. Youngstown State made 34 of 61 shots for 55.7 percent.

 

NATIONAL  FOOTBALL  LEAGUE

FOXBOROUGH, Mass. (AP) – The New England Patriots beat Buffalo 20-13 last night to join the Carolina Panthers as the NFL’s only 10-0 teams. James White grabbed a 20-yard TD pass from Tom Brady and later put the Pats ahead to stay with a six-yard scoring run with 5:55 left in the third quarter. Brady threw for 277 yards and one interception, with Danny Amendola catching nine passes for 117 yards.

Kevin Garnett had eight points and 10 rebounds. They dropped Philadelphia to 0-15. Jahlil Okafor had 25 points, 12 rebounds and two blocks for Philadelphia.

UNDATED (AP) – The NFL is investigating whether correct concussion protocol was followed for Rams quarterback Case Keenum in Sunday’s loss at Baltimore.The back of Keenum’s helmet slammed into the ground. His hands immediately went toward his head and he struggled to get up, appearing staggered. But he stayed in the game and was later sacked, causing a fumble that led to the decisive Ravens field goal.

 

AP MEN’S BASKETBALL POLL…

NEW YORK (AP) – Kentucky is the new No. 1 team in the weekly The Associated Press college basketball poll, moving up a spot after North Carolina was stunningly upset by Northern Iowa on Saturday. The Wildcats got 59 of the 65 first place votes, while second-ranked Maryland claimed the other seven.  Michigan State climbed 10 spots to third, just ahead of Iowa State and Kansas.

BEIRUT (AP) – A rebel group in Syria says one Russian pilot who ejected from a plane is dead and the fate of the other is unknown. The plane was shot down by Turkey, which insists the jet violated its airspace and ignored repeated warnings. Russia denies the plane strayed into Turkey. Meanwhile, NATO will hold an emergency meeting following the shoot-down along the Syrian border. Turkey is a NATO member and requested the meeting.

WASHINGTON (AP) – President Francois Hollande’s (frahn-SWAH’ oh-LAWNDZ’) call to bring Russia into a new coalition to fight Islamic State group extremists isn’t likely to win the backing of President Barack Obama when the two meet today at the White House. But the administration will reaffirm its solidarity with France in the wake of the Paris attacks. Hollande’s visit is part of a diplomatic offensive to get more action from the international community.

CANBERRA, Australia (AP) – Australia’s prime minister says there’s no sentiment among world leaders to put ground forces in Syria and Iraq under a U.S.-led coalition against Islamic State group militants. Prime Minister Malcolm Turnbull said in a speech to Parliament on national security that his government did not intend to change Australia’s military commitment of fighter jets to Iraq and Syria.

UNDATED (AP) – At a time of increasing focus on early learning, a new report out today says the U.S. lags behind other developed countries in the percentage of young children enrolled in early childhood education programs. The Organization for Economic Cooperation and Development says 66 percent of American 4-year-olds are enrolled and that’s well below average. Enrollment in other developed countries is growing while the U.S. percentage hasn’t changed much.

MONROVIA, Liberia (AP) – The first Ebola patient in Liberia since it was declared Ebola-free for a second time in September has died. A health official says it’s the first Ebola death since July. Dr. Francis Kateh, Liberia’s chief medical officer, says the 15-year-old boy was confirmed positive on Friday and died last night. The boy’s father and brother also have Ebola.
