Jamestown, ND (KCSi-T.V. News) – The Jamestown City Council will meet Thursday morning (Dec 13,2012) at 9-a.m., at City Hall, in Special Session and then enter into Executive Session.
KCSi-T.V. was informed of the meeting Wednesday evening.

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Fire Department was called to a kitchen fire in one unit of a duplex at 1407 7th Avenue, Southwest.
Lt. Sheldon Mohr says the call came in at 3:44 a.m., on Wednesday (Dec 12, 2012).
When the five city fire units, and 27 fire fighters arrived on the scene smoke a flames were coming from kitchen area of the unit.
Lt. Mohr said a newspaper carrier, Pat Dunwoody called 9-1-1, and alerted the residents to the fire.
Dunwoody pulled the female occupant of the home out of house to safety,as the kitchen was engulfed in flames and smoke with visibility about 15 feet.
No injuries reported.
Extensive fire damage was reported to the kitchen, and smoke damage to the rest of the unit.
No damage was reported to the adjacent unit of the duplex.
The cause of the fire in under investigation.
The City Fire Department was on the scene about and hour and a half.
Valley City, ND (KCSi-T.V. News) — The North Dakota Highway Patrol joined other area law enforcement agencies, to investigate and incident Monday afternoon, in the eastbound lane I-94 east of Valley City.
A semi-trailer rig hauling uranium had a brake drum fire.
The driver was able to put out the fire with an extinguisher.
No major damage, and no injuries were reported.
Also at the scene were the Barnes County Sheriff’s Office, and the Valley City Fire Department.
Jamestown, ND (KCSi-T.V. News) — The Jamestown/Stutsman Development Corporation Board voted unanimously Monday (Dec 11, 2012) to recommend continued membership in South Central Dakota Regional Council for 2013.
On Wednesday’ (Dec 12, 2012) Wayne Byers Show on CSi Cable 2, JSDC Business Development Coordinator, DeAnn Brunner said, the Jamestown City Council, and Stutsman County Commission will vote on the recommendation.
In October, the JSDC executive board recommended dropping the county’s membership in SCRDC.
The executive board unanimously reversed that action at its November meeting – with stipulations relative to possible membership in 2014 and beyond.
At the board meeting Jamestown Mayor Kate Andersen said,”We need to move forward for 2013, but with the intent they look for different revenue streams in the future.”
The JSDC Board also recommended entering into a $35,000 contract with KK Bold of Bismarck for Internet and social media marketing for JSDC.
The plan is to concentrate on connecting people and businesses looking to relocate with the JSDC website.
Ms. Brunner added that the SRF Consulting contract, for planning services has been unanimously approved by the Jamestown City Council, and Stutsman County Commission.
A growth plan will be developed, focusing on three specific areas, to be determined.
Technical assistance to the city and county Planning Commissions and staff will also be provided.
Ms. Brunner said that a plus of having a consultant is the availability of receiving public input on development issues.
She added the final plan will be ready in about four to six months, with a final presentation.
Funding comes from the Jamestown and Stutsman County economic development funds.
A steering committee will also be formed.
In other business, the JSDC Board, recognized outgoing board members.
Those included Jim Boyd and Denny Ellefson.
The Board thanked Alex Schweitzer for his service as JSDC President and the input he brought to the Board. He will now serve as Past-President.
Gary Rife will serve as JSDC President, starting in January of 2013.
She also noted that Holly Miller of Jamestown has come on board with the JSDC as the Office Coordinator, effective Nov. 26th, 2012.
As the Office Coordinator Holly will handle administrative detail for all JSDC projects, and coordinate and facilitate JSDC meetings.
She will assist Connie Ova and DeAnn Brunner in business/jobs development, strategic planning, and the implementation of the JSCD strategic plan.
Holly has owned/operated and sold three businesses, including Jamestown’s Waggin’ Tails Doggy Daycare & Hotel.
DeAnn Brunner, and Holly Miller, attended the Agricultural Products Utilization Commission (APUC) grant training in Bismarck on December 5, 2012.
The training was provided to all fiscal agents and grant advisers for APUC.

Grand Forks, ND (KCSi-T.V. News) — The University of North Dakota will hold commencement ceremonies Friday, Dec 14, 2012 at the Chester Fritz Auditorium, and will award honorary degrees to two alumni — David Nething of Jamestown, retired state legislator, and a longtime state historian, Hiram Drache.
More than 800 UND students are eligible to receive their degrees during this year’s winter commencement, which will be broken up into two ceremonies.
Graduate and professional degrees will be conferred at 10 a.m., in Chester Fritz Auditorium. The undergraduate ceremony, which will comprise more than 600 students eligible to graduate, is set for 2 p.m., in the same location.
More than 800 UND students are eligible to receive their degrees during this year’s winter commencement.
Nething will receive his honorary degree during the graduate and professional degrees ceremony, while Drache, professor emeritus, at Concordia College, Moorhead, Minnesota, will receive his degree during the undergraduate ceremony.
UND provides a live video stream of commencement to allow family and friends to participate in commencement, even if they cannot attend in person.

David E. Nething
Widely known as the “dean” of the North Dakota Legislative Assembly, Nething retired in 2012 after a record of 46 years of public service.
Nething attended high school in Pingree, N.D., and served in the U.S. Army during the Korean conflict. He received his bachelor’s degree from Jamestown College in 1956. Nething attended the UND School of Law, graduating in 1963 and serving on the staff of the North Dakota Law Review.
Practicing law in Jamestown, Nething first won election to the North Dakota Senate in 1966. He became the longest-serving Republican state senator in the U.S. and was majority leader for 12 years. In 1982, the National Republican Legislators Association honored him as its “Legislator of the Year” and in 1989 recognized him with the William E. Brock Award. He has also been honored by the National Conference of State Legislatures, the Council of State Governments and the American Legislative Exchange Council.
In 1982, President Ronald Reagan appointed him to the Advisory Commission on Intergovernmental Affairs; he was reappointed by Reagan in 1985 and 1987, and by President George H.W. Bush in 1990.
Nething strived to be a “rational, logical, steady, results-oriented, tolerant” lawmaker and problem solver. Over the course of his long legislative service, he has seen the state budget grow from $115 million to $4 billion. He has served on numerous committees and the Legislative Council, and is particularly recognized for his work on higher education issues.
Nething is known as the architect of the plan to devolve budgetary authority to the individual institutions within the North Dakota University System. He has served as chair and an executive committee member on the Western Interstate Commission for Higher Education, trustee on the Higher Learning Commission, and member of the Uniform Law Commission.
Nething has been extensively involved in professional and civic affairs, including the American Legion, Masonic Bodies, Rotary, Elks, the State Bar Association of North Dakota, the Uniform Law Commission, the Presbyterian Church and the North Dakota Affiliates of the Diabetic Association and American Heart Association. In 1995, the Greater North Dakota Association presented him with its highest honor, the Greater North Dakotan Award, and in 1996 the State Bar Association presented Nething its Legislative Service Award.
Dave and Marge Nething have three children, five grandchildren and three great-grandchildren. He was elected to the Jamestown College Alumni Hall of Fame in 1987.
Nething delivered the main address at UND’s 1999 winter commencement ceremony.
BISMARCK, N.D. (AP) – A North Dakota National Guard soldier killed in Afghanistan is being laid to rest today at the Veterans Cemetery south of Mandan.
Services for 20-year-old Spc. Tyler Orgaard, of Bismarck, are being held in that city prior to burial.
Orgaard was killed in a roadside bomb attack along with 41-year-old Sgt. 1st Class Darren Linde, of Devils Lake. Services for Linde were held Tuesday in Sidney, Mont., where he grew up.
The two members of the Williston-based 818th Engineer Company died in southern Afghanistan on Dec. 3. A third soldier was wounded but is recovering.
Gov. Jack Dalrymple asks that flags be flown at half-staff through Thursday in honor of the fallen soldiers.
BISMARCK, N.D. (AP) – Two men accused in the armed robbery of a North Dakota bank have pleaded not guilty in federal court.
Colt Schneider and Johnner Ward Jr. face charges of bank robbery and use of a firearm during a crime of violence.
The incident occurred on Oct. 18 in New England. Authorities say the suspects were dressed in ski masks and got away with an undisclosed amount of money from American Bank Center.
Ward was arrested on Nov. 8 in Midland, Texas, and Schneider was arrested on Nov. 13 in Sarasota, Fla.
U.S. Magistrate Judge Charles Miller set trial for Feb. 12 in Bismarck.
FARGO, N.D. (AP) – A warrant has been issued for the arrest of a man suspected of scamming multiple churchgoers in Fargo. Prosecutors have charged Alan Farah the Second with felony theft, after he allegedly swindled people at several churches with bogus stories, such as his need for money to buy a plane ticket because of a family tragedy overseas. Farah is believed to be tied to alleged scams in at least five other states, using different last names.
DICKINSON, N.D. (AP) – A South Dakota man has pleaded guilty and been sentenced in North Dakota in a two-state chase in 2009 that ended with three people injured. Travis Peters of Belle Fourche, South Dakota pleaded guilty Tuesday in Dickinson to assault while fleeing a police officer.
GRAND FORKS, N.D. (AP) – Sen. John Hoeven says the U.S. Air Force has delayed its decision to release a list of bases eligible to receive the KC-46A aerial refueling tanker mission.
Hoeven met last week with Air Force Chief of Staff Gen. Mark Welsh to make the case for Grand Forks Air Force Base to be a site for the new tanker mission.
Hoeven says Welsh had indicated that he expected to announce the finalists Wednesday. Hoeven says indications are now that the list will be released sometime over the next few weeks.
BISMARCK, N.D. (AP) – Outgoing U.S. Senator Kent Conrad says he has noticed a change in the Senate during his 26-year tenure.
The North Dakota Democrat says senators spend too much time playing partisan politics and too little time solving the problems facing the country.
The Senate Budget Committee chairman gave his farewell speech on the Senate floor Wednesday. He spent part of the time thanking family, staff, colleagues and voters, and part of the time talking about reaching a bipartisan budget agreement.
The 64-year-old Conrad first ran for the Senate in 1986, narrowly defeating Republican incumbent Mark Andrews in a political upset. Conrad announced in January 2011 that he would not seek re-election. He has not announced his future plans.
He’s being replaced in the Senate by Democrat Heidi Heitkamp.

MANDAN, N.D. (AP) – Senator-elect Heidi Heitkamp has announced her committee assignments on Capitol Hill. Heitkamp says she’s been appointed to the Senate Agriculture Committee and the Committee on Indian Affairs. In addition, she will also serve on the Banking, Small Business and Homeland Security and Governmental Affairs panels.
BISMARCK, N.D. (AP) – A lawsuit between three ranchers and a Florida millionaire businessman over alleged damage caused by wayward bison from property straddling the North Dakota-South Dakota border has been settled.
Attorneys declined to disclose details of the settlement. A trial had been scheduled for this week.
Bachmeier Farms, Nick Vollmuth and Gary Sandland alleged that Maurice Wilder’s Wilder Ranch bison had been trespassing on their land for years and damaging pasture, crops, hay and fences.
Wilder’s ranch encompasses about 35,000 acres, sprawling from Selfridge, N.D., to McLaughlin, S.D. For years it sparked complaints about bison running loose and causing problems for neighbors.
Authorities in February 2011 rounded up thousands of Wilder’s bison after reports of starving animals. He took 850 bison to auction the next month.
WILLISTON, N.D. (AP) – A new study projects that a city in the heart of North Dakota’s oil boom could grow by more than 10,000 people within the next five years.
A study from North Dakota State University says Williston’s population could grow to 44,000 by 2017.
The figures include permanent residents and temporary workers related to the region’s oil boom.
Current estimates show that Williston has about 33,000 people, including both permanent residents and workers who have homes elsewhere.
The 2010 U.S. Census put Williston’s population at 14,716. This number does not include workers who live in temporary housing.
City leaders say they need population estimates to plan for services and request funding from legislators.

More than 150 Special Olympics athletes, children and adults with intellectual disabilities, and Unified Partners from throughout North Dakota will compete in the two-day event for the chance to be a state champion.

FARGO, N.D. (AP) – For the second straight week, defending FCS champion North Dakota State is preparing for a team that runs the ball almost all the time.
The Bison face Georgia Southern in Friday night’s Football Championship Subdivision semifinal at the Fargodome, with the winner advancing to the title game in Frisco, Texas.
Georgia Southern leads the country in rushing by averaging 409 yards per game. The Eagles have not thrown the ball more than 10 times in a single game.
Bison linebacker Grant Olson set a school record with 29 tackles in last week’s win over run-happy Wofford. He says he enjoys playing against an option team, but it takes a group effort to stop it.
The game is a repeat of last year’s semifinal in which the Bison defeated the Eagles 35-7 at the Fargodome.

NHL LABOR…
NEW YORK (AP) – The NHL and the players’ association took another major step toward the cancellation of the entire season.
Federal mediators were brought back into the negotiations today, and even they couldn’t get the two sides to sit together. The owners and the union met separately with mediators, but the discussions didn’t immediately appear to have moved the sides any closer to a deal.
Mediators informed the union that the league’s proposal that was pulled off the table last week was still available, but carried a take-it-or-leave it ultimatum. Free-agent center Brendan Morrison said that wasn’t much of a decision, while NHL deputy commissioner Bill Daly said there was nothing new to report.
The 88-day lockout already has wiped out 43 percent of the season through Dec. 30.

ANTWERP, Belgium (AP) – Former No. 1 Kim Clijsters (KLY’-sturz) ended her career with a 6-3, 6-3 victory over Venus Williams in a ceremonial farewell match in Belgium.
Clijsters retired after the U.S. Open but organized a match to thank her fans, some 13,000 of whom turned up at Antwerp Sports Palace.
Clijsters was destined to win the lighthearted encounter but managed to wow the crowd with the play that made her famous before injuries led to her retirement at 29.

House Speaker John Boehner says “serious differences” remain between him and President Barack Obama after an exchange of offers and a pair of conversations this week. NEW YORK (AP) – AAA predicts a near-record number of Americans will be making Christmas a road show this year. The auto club expects this to be the busiest Christmas travel season in six years with 93.3 million Americans will be traveling. That’s 1.6 percent more than last year and just 400,000 people shy of the 2006 record. AAA says 84.4 million people will drive at least 50 miles and that would set a record.
LONDON (AP) – The case of a nurse duped by a hoax call from Australian DJs about the pregnant Duchess of Cambridge is being treated as an apparent suicide. A coroner’s inquest in London was told today that Nurse Jacintha Saldanha was found hanging in her room and left three notes.
BEIRUT (AP) – The Syrian state news agency reports at least 16 people, half of them women and children, have been killed by a bomb blast near a school in a Damascus suburb. And Russia, Syria’s most important international ally, said for the first time that President Bashar Assad is increasingly losing control and the opposition may win the civil war.
PYONGYANG, North Korea (AP) – Experts warn the next step for North Korea after a successful test launch of a long-range rocket could be a third nuclear test. South Korea says the satellite launched atop the North Korean rocket is orbiting normally today. The launch has drawn international condemnation.
