Valley City (CSi) The North Dakota Bureau of Investigation, the Barnes County State’s Attorney, and the City Attorney found no criminal conduct or violation of procedural rules against Valley City Police Chief Fred Thompson.
The investigation stemmed from in an October 3, 2015 incident in Valley City, when Thompson drew his firearm and pointed it at a man who was pointing an Airsoft rifle at children in Valley City.
The results of the BCI investigation show that Chief Thompson used his training and experience to neutralize an unknown threat, making sure everyone was safe.
In the report Thompson saw a man behind a tree pointing what appeared to be an assault weapon at some children. He drew his service weapon and ordered the individual to drop the weapon. It was later determine that the weapon was an Airsoft rifle which resembled an assault rifle.
Airsoft rifles and pistols have orange tips to indicate they are toys.
There have been several incidents across the United States which resulted in police wounding or killing individuals possessing airsoft weapons because either the police did not see the orange tips, the tips were painted black, or orange tips had been placed on real firearms. Because these ambiguities occur, a law enforcement officer must assume the worst to ensure a safe resolution to any situation.
Valley City (CSi) The 16th Annual North Star Classic runs Friday December 4, 2015 thru Sunday at the North Dakota Winter Show Event Center in Valley City.
The state’s largest cattle show, includes cattle sales and shows, several commercial exhibits, a fitting clinic, silent auction.

MANDAREE, N.D. (AP) – The Highway Patrol has identified a Minot man who died in a three-vehicle crash near Mandaree.
Thirty-six-year-old Phillip Taggart was driving a pickup truck that the patrol says was struck by a pickup that failed to yield at the intersection of state Highways 22 and 73 on Tuesday morning. He died at the scene.
After the initial crash, a semitrailer crashed into the pickup that failed to yield.
The driver of the semi, the driver of the pickup that failed to yield and a passenger in Taggart’s truck all suffered unspecified injuries.
The crash prompted the temporary closure of the highway intersection.
DICKINSON, N.D. (AP) – Authorities say a Reeder man wanted on a warrant for theft is in custody following a search of a home this early Thursday.
Dickinson police say that 31-year-old Jeremy Mellmer was found by SWAT team members in the house with what police say is a self-inflicted injury. He was taken to a Dickinson hospital but his condition has not been released.
Police say Mellmer and three others were detained Monday night in connection with a series of burglaries. The three others were arrested, but authorities say Mellmer was able to get away.
Attorney information for Mellmer was not listed in court records.
FARGO, N.D. (AP) – Officials with a regional Planned Parenthood chapter say a planned visit to Fargo by the group’s national president should be good for money and morale.
Cecile Richards is scheduled to speak Thursday at an annual fundraiser and visit with staff at a clinic in neighboring Moorhead, Minnesota.
Jen Aulwes, spokeswoman for Planned Parenthood of North Dakota, South Dakota and Minnesota, says the event raises money for advocacy and education.
Aulwes says staff members and volunteers are eager to hear from Richards, whose visit comes one week after a deadly shooting at a Planned Parenthood clinic in Colorado Springs, Colorado.
Aulwes would not talk about security measures for Richards’ visit, but said it’s not uncommon to have protection in place for Planned Parenthood events.
FARGO, N.D. (AP) – The head of the nation’s largest sugar beet cooperative says shareholders will see improved results this year, but two of his group’s biggest challenges are the anti-genetically modified foods movement – and Republican Ted Cruz.
American Crystal Sugar Co. CEO David Berg says the company can weather the decision by Hershey Co. to buy only non-GMO cane sugar, but he is worried that more companies will follow suit. Berg says Crystal growers could produce non-GMO beets, but at this point there is “no good reason” to do it.
Berg spoke Thursday during Crystal’s annual meeting in Fargo. He received applause during his speech to shareholders when he challenged Cruz to a debate over the Republican presidential candidate’s call to do away with government support for the sugar industry.
BISMARCK, N.D. (AP) – North Dakota’s Public Service Commission has approved a $249 million wind farm in Williams County.
The Lindahl Wind Project planned by Kansas-based Tradewind Energy Inc. 4 miles north of Tioga is to include up to 75 turbines on 13,000 acres.
The wind farm will produce 150 megawatts of power that will be sold to Basin Electric Power Cooperative.
Construction is expected to start early next year and be completed by the end of the year.

SAN BERNARDINO, Calif. (AP) – Police are making it clear that Wednesday’s bloodbath in San Bernardino, California, could have been far worse. They say the husband-and-wife attackers who killed 14 people at an employee banquet had more than 1,600 additional bullets with them when they were gunned down in their SUV. And at home, police found 12 pipe bombs and over 3,000 more rounds of ammunition. Three other pipe bombs were left at the scene of the shooting, rigged together with a remote-control device that apparently malfunctioned.
SAN BERNARDINO, Calif. (AP) – A family member says a woman who survived the rampage at a Southern California social service center managed to text her family after she was shot. Nick Paez says his mother, Julie, was shot at least twice, and that a bullet shattered her pelvis. He says she was able to send her family a message through a group chat app to say she’d been shot, and included a selfie that showed just her face. He says the family “didn’t know if she was alive or dead” after receiving the photo.
WASHINGTON (AP) – President Barack Obama is ordering U.S. flags to be flown at half-staff to honor the victims of the shooting in California that left 14 people dead. The proclamation calls for flags to remain at half-staff through Monday. It affects flags at the White House and public buildings, as well as military and diplomatic facilities. Obama says it’s possible the massacre was related to terrorism but that authorities still don’t know.
CHARLESTON, W.Va. (AP) – A federal prosecutor in West Virginia says, as far as he knows, Thursday’s conviction of former Massey Energy CEO Don Blankenship on a misdemeanor charge is “unprecedented.” Blankenship was convicted of conspiring to willfully violate mine safety standards. The misdemeanor charge carries up to one year in prison. Prosecutor Booth Goodwin says it’s the first time he’s aware of that a chief executive of a major corporation has been convicted of a workplace safety crime.
SAN FRANCISCO (AP) – Get ready to start watching live video of your friends and family doing something fun, boring and even dumb on Facebook. The world’s largest social network is testing a new feature that will enable its 1.5 billion users to use their smartphones to shoot video so other people can see what they are doing in real time. Facebook began testing the live video option Thursday among a sliver of its U.S. audience with iPhones. The feature represents Facebook’s latest challenge to online messaging service Twitter, which introduced a live video application called Periscope earlier this year.
