BISMARCK, N.D. (AP) – The U.S. Army Corps of Engineers is accepting public comments on an environmental study for a water pipeline project in Cooperstown.
The plan calls for five miles of 9-inch PVC pipe to be placed from the Cooperstown wells to the city’s water treatment plant. The federal government is paying for $2.2 million of $2.9 million project.
The pipeline is part of the corps’ environmental infrastructure program. Similar projects have been completed in Fort Abercrombie and Minot.

Comments will be accepted until Jan. 5.
BISMARCK, N.D. (AP) – Gov. Jack Dalrymple has ordered that North Dakota and U.S. flags be flown at half-staff on public buildings to honor the victims of the Pearl Harbor attack 74 years ago.
The directive is in accordance with a proclamation by President Barack Obama. Monday is designated as National Pearl Harbor Remembrance Day.
The surprise attack by Japan on Dec. 7, 1941, on the U.S. Navy base at Pearl Harbor in Hawaii killed or wounded more than 3,500 Americans and pushed the U.S. into World War II.
BISMARCK, N.D. (AP) – Trial has been delayed until next year for a Mandaree man accused of killing another man with his bare hands on the Fort Berthold Reservation.
Marcel Chase is accused of killing Toby Young Bear a year ago during a fight while the two men were using methamphetamine. In October he was deemed competent to stand trial after a lengthy psychiatric evaluation.
Chase was scheduled for a three-day trial beginning Dec. 15. His attorney asked for and received a continuance, saying he needed more time to prepare and that he also wanted a longer trial.
Prosecutors did not object to the defense request, and U.S. District Judge Daniel Hovland rescheduled trial to begin Feb. 8. Hovland said a five-day trial is anticipated.
FARGO, N.D. (AP) – A man has been sentenced to 16 years in prison on a federal drug conspiracy charge in North Dakota.
Shawn Machipiness pleaded guilty in September to conspiracy to possess with intent to distribute a controlled substance. Authorities say the ring involved more than 500 grams of methamphetamine that was distributed primarily in North Dakota, Minnesota and Washington state.
Machipiness was arrested in Grand Forks in August.
An attorney for Machipiness asked for a sentence of 10 years. The government argued for a term of more than 19 years.
U.S. District Judge Ralph Erickson said in court that the sentence reflects the nature of the offense and the defendant’s prior history of drug-related crimes.
TIOGA, N.D. (AP) – A massive man camp in western North Dakota has closed, and its operator might look into turning part of it into single-family homes.
The Capital Lodge located outside Tioga closed just before Thanksgiving. Fewer than 50 workers were occupying the multiunit facility licensed for as many as 2,000 beds.
CEO Mike Boudreau says the company will look at options for the facility’s future in the spring. He says they might renovate 80 of its large units into single-family residences and convert the complex into a mixed-use development.
Mike Sizemore is development director for Williams County. He says the county is down to fewer than 2,000 man camp beds after once having 12,000 licensed. He says transforming a man camp into a community would be unique.
MINOT, N.D. (AP) – Some officials in Minot are proposing that the city rewrites its flood-related regulations in an effort to ease any future hikes in flood insurance premiums for residents. The Minot Daily News reports the city’s Planning Commission is recommending the change. City engineer Lance Meyer says the new language would comply with Federal Emergency Management Agency mandates.
BISMARCK, N.D. (AP) – The chairman of a state conservation fund has stepped down.
Wade Moser had served as the chairman of the 12-member North Dakota Outdoor Heritage Fund board since it was established in 2013.
Moser says he’s stepping down as chairman because “one person shouldn’t be in charge the whole time.”
The board elected vice-chair Jim Melchior to a one-year term as chairman and voted board member Jon Godfread to a one-year term as vice-chair.
The fund gets a percentage of oil and gas production taxes. The goal is to restore land affected by energy production and to develop such things as fish and wildlife habitat and outdoor recreation areas.
CANNON BALL, N.D. (AP) – A weekend bison sale at a North Dakota ranch drew buyers from as far as Idaho, Missouri and Texas.
About 800 bison were auctioned Saturday at the Bev and Ernie Fischer ranch near Cannon Ball, as part of efforts to downsize their herd. It was one of the biggest bison sales in the country this year.
More than one-fourth of the nation’s bison are raised by ranchers in the Dakotas. Adam Hoffman of Sisseton, South Dakota, bought nearly one-fifth of the bison for sale Saturday.
The sale came during a time of extraordinary demand for bison, with the animals bringing the highest prices in a decade.
The North Dakota Buffalo Association holds its annual auction Jan. 9 in Napoleon. The association will sell up to 300 animals.
BISMARCK, N.D. (AP) – Fire departments in North Dakota trying to buy new equipment are being encouraged to apply for federal funding.
U.S. Sen. Heidi Heitkamp says eligible fire departments should apply for grants that can help provide critically needed equipment to improve the readiness of first responders.
The Federal Management Agency is making the money available through the Assistance to Firefighters Grant Program, which is meant to help fire departments and emergency medical service organizations purchase response equipment, personal protective equipment and vehicles.
The Mandan Rural Fire Protection District was granted $87,000 through the assistance program last year.
Heitkamp is the daughter of a volunteer firefighter. She says in North Dakota, 96 percent of first responders are volunteers and this funding supports their safety.
BISMARCK, N.D. (AP) – North Dakota health officials have awarded nearly $94,000 to a number of schools and regional education associations for new and established suicide prevention programs.
The North Dakota Department of Health says results from a 2014 state survey released last month revealed startling rates of suicidal ideation and attempts among North Dakota’s youth. The survey showed that 13.5 percent of high school students had made a plan to end their lives while 9.4 percent of high school students had attempted suicide within the last year.
The department awarded funding to Century High School and Bismarck High School for a program that teaches students and educators how to support those struggling with emotional challenges.
A tribal nonprofit organization serving schools within the Turtle Mountain Reservation is also among those receiving state funding.

BISMARCK, N.D. (AP) – As the weather gets colder, North Dakota’s Game and Fish Department is cautioning winter anglers to be careful as they head out onto the ice.
Enforcement Chief Robert Timian says ice conditions shouldn’t be judged by appearance alone, especially this time of year because water edges become solid before the center.
Anglers should drill test holes as they make their way onto a lake, and then use an ice chisel to check thickness while moving around.
Snow can hide cracks, weak areas and open water. Timian says anglers should avoid cracks, pressure ridges, slushy or dark areas, and areas around partially submerged trees.
Winter anglers also should wear a personal flotation device and carry ice picks or screwdrivers to pull themselves back onto the ice should they fall through.

HATTIESBURG, Miss. (AP) – Quinton Campbell had career highs with five 3-pointers and 17 points, and Southern Mississippi beat North Dakota State 74-62 Sunday night for its first win.
Campbell shot 6 of 8 from the floor. Eddie Davis III scored a career-best 16 points on 6-of-8 shooting for Southern Miss (1-6). Kourtlin Jackson chipped in 12 points with a career-high six assists.
Paul Miller made four 3-pointers and had 15 points to lead North Dakota State (5-3). A.J. Jacobson added 10 points.
Khari Price and Campbell made back-to-back 3-pointers to give the Eagles a 37-27 halftime lead. Carlin Dupree’s jumper pulled the Bison to 44-35 with 15:46 to play. Campbell answered with a 3-pointer and Southern Miss led by double digits the rest of the way.

MINNEAPOLIS (AP) – Russell Wilson threw for three touchdowns and rushed for another in the Seattle Seahawks’ 38-7 rout over the Minnesota Vikings on Sunday. Doug Baldwin had two TDs and Thomas Rawls rushed for a score as the Seahawks won their third straight game. Vikings running back Adrian Peterson was limited to 18 yards on eight carries. Green Bay and Minnesota are now tied atop the NFC North at 8-4.
Blaine Gabbert threw a 71-yard touchdown pass to Torrey Smith in overtime after running for the tying TD late in regulation as the San Francisco 49ers beat the Chicago Bears, 26-20.
Brock Osweiler threw for one touchdown and Danny Trevathan intercepted Philip Rivers and returned it 25 yards for a score, leading the Denver Broncos to a 17-3 victory against the hapless San Diego Chargers. Osweiler is 3-0 while filling in for injured Peyton Manning.

UNDATED (AP) – Clemson is the top team in the last regular-season poll from The Associated Press. The 13-0 Tigers, winners of the Atlantic Coast Conference championship, received 59 first-place votes with second-ranked Alabama getting nine and third-ranked Michigan State one.
Completing the first five are Oklahoma and Stanford.
The second five consists of Iowa, Ohio State, Notre Dame, Florida State and North Carolina.
The last regular-season rankings were released before the College Football Playoff selection committee revealed the field for the national semifinals.
COLLEGE FOOTBALL PLAYOFF
GRAPEVINE, Texas (AP) – The field is set for the second College Football Playoff. As expected, Clemson, the top team in the final Associated Press regular-season poll, was given the top seed with Alabama second, Michigan State third and Oklahoma fourth.
Clemson will face Oklahoma in the Orange Bowl while in the Cotton Bowl Alabama will go against Michigan State in the national semifinals on New Year’s Eve.
The national championship game is set for Monday, Jan. 11 in Glendale, Arizona.
As promised, Clemson coach Dabo (DAB’-oh) Swinney hosted a pizza party at the football stadium for 20,000 fans. Each received a free slice of pizza to celebrate being the top-seed.

UNDATED (AP) – Along with the two national semifinal bowl games, the Cotton and Orange Bowls, being set, the rest of the games are now taking shape. Free-agent pitcher Mike Pelfrey who played for the Twins, has finalized a $16 million, two-year contract with the Detroit Tigers, who also added catcher Jarrod Saltalamacchia (sahl-tah-lah-MAH’-kee-ah) for the major league minimum of $507,500.

NASSAU, Bahamas (AP) – Bubba Watson won the PGA’s Hero World Challenge in the Bahamas by three shots over Patrick Reed. Each man shot a 6-under-66 in the final round but Watson completed play at 25-under-par. Rickie Fowler was third at minus-21 with Jordan Spieth (speeth), the defending champ finishing play at 20-under.
MLS-CUP..
COLUMBUS, Ohio (AP) – Diego Valeri scored at the 27-second mark for the fastest goal in MLS Cup history and the Portland Timbers won the league title for the first time, beating the Columbus Crew 2-1.
Rodney Wallace made it 2-0 in the seventh minute. The Crew’s Kei Kamara scored in the 18th minute to finish the scoring.
In world and national news…
BEIRUT (AP) – A Qatar (GUH’-tur)-based American military official is questioning Syrian government allegations that three of its soldiers were killed in a U.S.-led coalition airstrike in eastern Syria. Lt. Col. Kristi Beckman, director of public affairs at the Combined Air Operations Center at al-Udeid air base in Qatar, says there was no indication that the coalition had killed Syrian troops. Syria says planes attacked an army base in an area mostly held by the Islamic State group.
WASHINGTON (AP) – Florida Sen. And Republican presidential candidate Marco Rubio says he’s unimpressed with President Barack Obama’s address on terrorism. Rubio tells Fox News that “nothing” in the speech “is going to assuage people’s fears.” Obama vowed that the U.S. will overcome a new phase of the terror threat that seeks to “poison the minds” of people here and around the world.
CAIRO (AP) – The Egyptian military says its effort to stamp out cross-border smuggling through tunnels into the Gaza Strip continues. In a Facebook announcement, the military says that last month, it destroyed 20 recently discovered underground tunnels along the border with the Gaza Strip. Gaza’s militant Hamas rulers consider the tunnels a lifeline.
BEIJING (AP) – The smog is still stifling life in Beijing. China’s capital has issued its first red alert for smog, urging schools to close and invoking restrictions on factories and traffic that will keep half the city’s vehicles off the roads on alternate days. The red alert is the most serious of four warning levels. Most of the smog is blamed on vehicles and coal-fired power plants.
MANILA, Philippines (AP) – The head of the International Atomic Energy Agency says Asia’s need to fuel its growing energy requirements is keeping interest in nuclear power high despite Japan’s Fukushima disaster. IAEA chief Yukiya Amano (yoo-KEE’-ah ah-MAHN’-oh) says at least 30 developing countries are seriously considering the use of nuclear power.
