Valley City  (CSi)  A petition to disband the Valley City police Department has been  submitted to the City of Valley City for approval.

The petition asks the voters to approve setting up an ordinance to disband the Police Department and have all law enforcement responsibility under the Barnes County Sheriff’s office.

One of the sponsoring committee members Bob Drake says the city would save money by eliminating the police department.

City Attorney Russ Myhre says according to the Home Rule Charter,  the City Auditor has ten days after receipt to  approve or disapprove the Petition for circulation to the committee of petitioners.

The City Auditor then  has to submit a response by December 18 to the committee made up of Tony Drake, Lloyd Nelson and Bob Drake.

Prior to the petition submittal,  Valley City Administrator David Schlelkoph said the city stopped the search process for a new police chief due to the unknown outcome of the proposed city petition and possible vote by the people.

The current police chief Fred Thompson tendered his resignation earlier this year and will step down in mid-January.

 

Jamestown (CSi) The U.S. Army Corps of Engineers reports, releases from the Jamestown and Pipestem dams have been temporarily stopped.

Pipestem Dam, Manager Bob Martin says, up to December 1, 2015, Jamestown Dam had been releasing 12 cfs.

He estimates that releases of between 5 and 10 cfs could be started from Pipestem Dam in the next two weeks. Those releases will come from the bottom of the lake and are meant to improve water quality in the reservoir.

The end of releases from Pipestem and Jamestown Dams, along with the start of releases from the Ice House Dam in southwest Jamestown, has resulted in reduced river levels.

The reservoir behind Pipestem Dam froze over on November 27, 2015.

Martin points out that the ice is thin with open areas of water.

The water near the island at Jamestown Reservior is still open due to activity of geese swimming there.

Martin adds that “With the warmer temperatures we’ve had, it is definitely not safe on the ice out there.”

 

 DICKINSON, N.D. (AP) – A Wishek man is dead after a rollover crash on Interstate 94 in southwestern North Dakota.
 
     The Highway Patrol says the 53-year-old man was driving a pickup truck that went out of control about 10 miles west of Dickinson and rolled in the ditch.
 
     The driver was thrown from the vehicle and died at the scene shortly after midnight Tuesday. Authorities did not immediately identify him. He was alone in the pickup.

BISMARCK, N.D. (AP) – A state lawmaker from Bismarck who’s running for governor says he plans to introduce a bill in the 2017 Legislature to better protect confidential drug informants.
 
     Republican Rep. Rick Becker tells The Associated Press he’s working with Tammy Sadek, whose son Andrew was working as an informant when he turned up dead in June 2014.
 
     Andrew Sadek, a 20-year-old student at State College of Science, was working for a regional drug task force.
 
     Investigators haven’t determined the circumstances of his death.
 
     Tammy Sadek tells the AP she’s also talking with Cummings Democratic Rep. Gail Mooney about legislation. Sadek wants drug task forces banned from using young, low-level offenders.
 
     On the national level, Tennessee Congressman Steve Cohen is calling for the Justice Department to investigate the use of confidential informants.

 

 MINOT, N.D. (AP) – Three people have been charged in connection with a Minot man’s drug overdose death.
 
     The Ward County Sheriff’s Department says 19-year-old Aidan Vanderhoef was found dead inside a home in July. An autopsy determined he died of drug poisoning from methamphetamine and heroin but could’ve survived if he had been taken to an emergency room.
 
     The  sheriff’s office announced the charges in connection with Vanderhoef’s death on Tuesday.
 
     Twenty-one-year-old Aaron Bruce faces three felony charges, including manslaughter, and two misdemeanor charges. Eighteen-year-old Tyler Desilets and 21-year-old Jacob Lagge are both charged with a felony count of hindering law enforcement and a misdemeanor charge.
 
     All three suspects are scheduled to appear in court Wednesday. It wasn’t immediately known whether they have attorneys.

 

 GRAND FORKS, N.D. (AP) – Dozens of people of different faiths gathered for a candlelight ceremony outside a Somali restaurant in Grand Forks that was heavily damaged by what authorities say is a suspicious fire.
 
     The  Tuesday night gathering was held to show support for the owners of the Juba Coffee House.
 
     Fire officials say the business suffered an estimated $90,000 in damage in the early Monday fire that was “incendiary and suspicious in nature.”
 
     It happened just three days after vandals spray-painted an offensive symbol on the business along with the words “go home,” though it’s not yet known if the two incidents are connected.
 
     A crowdfunding effort has raised about $12,000 for the business.

 

 WILLISTON, N.D. (AP) – A Williston mother and son are accused of forging multiple checks and cashing or depositing them at a credit union.
 
     The fraudulent checks allegedly cashed by Darla and Jacy Greaves totaled nearly $20,000.
 
     Both are charged with felony conspiracy to commit forgery and could face up to 10 years in prison if convicted. They could enter pleas at court hearings scheduled for Jan. 21.
 
     Court documents don’t list attorneys for the suspects, and home telephone listings could not be found.

 

 MINOT, N.D. (AP) – The city of Minot and a city attorney fired more than 1  1/2 years ago are preparing for a court battle.
 
     Former City Attorney Colleen Auer filed a retaliation and whistleblower complaint with the state Department of Labor and Human Rights after her firing for insubordination in May 2014. The department took no action after the city declined mediation.
 
     Auer then went to the federal Equal Employment Opportunity Commission, which found reasonable cause to suspect that the city had erred and opened the door for Auer to seek a court remedy.
 
     A  federal jury trial is tentatively set for May 2017, barring any agreement at a settlement conference next September.
 
     Auer seeks reinstatement and money damages. The city says her claims are frivolous.

 

BISMARCK, N.D. (AP) – The North Dakota Supreme Court has rejected another appeal by a Manvel man accused of beating his brother to death in 2010.
 
     Rodney Chisholm was seeking a new trial, claiming in part that his attorney in his initial trial was ineffective. Supreme Court justices disagreed and upheld a district court decision to deny Chisholm post-conviction relief.
 
     Chisholm in 2011 was convicted of murder in the death of his brother, Donald Chisholm, who authorities say was hit with an iron pipe and had a hose clamp put around his neck.
 
     Rodney Chisholm at his trial said his brother had been threatening to shoot him over a property dispute.

 

BISMARCK, N.D. (AP) – North Dakota Attorney General Wayne Stenehjem (STEHN’-juhm) says $1.5 million is available for groups providing services relating to human trafficking.
 
     The money was authorized by the 2015 Legislature as part of a comprehensive package of bills to address human trafficking in North Dakota.
 
     In addition to organizations already providing prevention and treatment services to victims, the grants are available to entities seeking to expand into North Dakota, and to criminal justice agencies for training and enforcement efforts and prosecution of traffickers.
 
     The grants will be awarded through a competitive process beginning in January.

 

 BISMARCK, N.D. (AP) – Law enforcement officers issued more than 650 citations for seat belt violations across North Dakota last month.
 
     The state Highway Patrol says extra safety patrols from nearly 40 agencies in November as part of an effort to crack down on seat belt violations resulted in more than 2,000 citations. Of those, 653 were for failure to use a proper safety restraint and 891 were for speeding.
 
     The Highway Patrol says the traffic stops also resulted in one felony violation, 29 drug arrests and seven DUIs.
 
     The agency says seat belt use is crucial in preventing injuries and fatalities during crashes. Sixty-nine percent of those who died in passenger vehicle crashes in North Dakota in 2014 were not using a seat belt.

 

 BISMARCK, N.D. (AP) – A North Dakota state agency is asking to spent an extra $240,000 on staffing because of a rising number of unemployment claims. The head of Job Service says she expects claims to soar in January as seasonal and oil industry workers are laid off. A legislative committee will take up the emergency request next week.

 

 FARGO, N.D. (AP) – North Dakota House Speaker Wes Belter says he won’t seek re-election next year. The Fargo Republican has been in office for more than 30 years and says he and his wife want to enjoy their retirement and spend more time with their grandchildren.

 UNDATED (AP) – The Golden State Warriors weren’t happy with their play in the fourth quarter of Tuesday’s game at Indianapolis. Fortunately for the defending NBA champions, they began to fade after building a 32-point lead.
 
     The Warriors have extended the greatest start in U.S. major sports history, improving to 23-0 with a 131-123 victory over the Pacers.

The Warriors also have won 13 straight away from Oakland this season, breaking a tie with the 1969-70 Knicks for the league’s best road start.

 UNDATED (AP) – The Cavaliers went to New York and won a battle of the Virginias in the Jimmy V Classic.
 
     Anthony Gill had season highs of 20 points and 12 rebounds as 10th-ranked Virginia silenced No. 14 West Virginia 70-54 at Madison Square Garden. London Perrantes returned from a two-game absence to score 13 points and help the Cavs improve to 8-1.
 
     Virginia trailed by as many as 12 late in the first half before shooting 74 percent from the field in the second. Gill was 9 of 11, while Perrantes hit five of his six shots.
 
     In other second game of the Jimmy V Classic, Melo Trimble scored a season-high 25 points and freshman Diamond Stone had 16 and nine rebounds to lead sixth-ranked Maryland to a 76-66 win against Connecticut. The 8-1 Terrapins jumped out to a 20-point lead in the first half and outrebounded the Huskies 45-24 for the game.

NASHVILLE, Tenn. (AP) – The Diamondbacks have finalized their six-year, $206.5 million deal with free agent pitcher Zack Greinke (GREHN’-kee). The deal is worth a major league-record $34.4 million a season, topping the previous mark of $31 million set just last week when David Price agreed to a deal with Boston. Greinke was the major league ERA leader and runner-up for the National League Cy Young Award.

And the Diamondbacks weren’t done. A person familiar with the deal tells The Associated Press they have acquired All-Star right-hander Shelby Miller and minor league lefty Gabe Speier from the Braves for overall No. 1 draft pick Dansby Swanson, outfielder Ender Inciarte (EHN’-dur ihn-see-AHR’-tay) and pitching prospect Aaron Blair.
 
     Miller was 6-17 for Atlanta despite a 3.02 ERA.
 
     NASHVILLE, Tenn. (AP) – Free agent infielder Ben Zobrist and the Cubs have agreed to a four-year, $56 million contract, a deal that allowed Chicago to trade Starlin Castro to the New York Yankees for pitcher Adam Warren. The 34-year-old Zobrist batted .276 with 36 doubles, 13 home runs and 56 RBIs for Kansas City and Oakland last season. The 25-year-old Castro hit .265 with 11 homers and 69 RBIs this year, and Warren went 7-7 with a 3.29 ERA last season in 17 starts and 26 relief appearances.

     NASHVILLE, Tenn. (AP) – The Detroit Tigers continued their bullpen makeover by completing a two-year contract with reliever Mark Lowe, adding a setup man for new closer Francisco Rodriguez. The 32-year-old right-hander was 1-3 with a 1.96 ERA for Seattle and Toronto this year, striking out 61 in 55 innings. He did not allow a run in 49 of 57 appearances.

 PARIS (AP) – The identification of the third gunman who terrorized Paris’ Bataclan concert hall before being killed last month is further confirmation that disaffected Europeans carried out the Paris attacks after training in Syria by the Islamic State group. The identification was made possible by a DNA sample given to police by his mother after she received a text message announcing his death.
 
     BAGHDAD (AP) – At least 11 people are dead in a Baghdad attack on a Shiite mosque. Iraqi security officials say the suicide bombing also wounded 20. No one immediately claimed responsibility for the blast. The Islamic State group, which controls large swaths of northern and western Iraq, has repeatedly targeted Shiite Muslims, who it views as apostates.
 
     RIYADH, Saudi Arabia (AP) – A high-stakes meeting has begun in Saudi Arabia as often-competing Syrian opposition groups and rebel factions look for some consensus ahead of proposed peace negotiations with Syrian President Bashar Assad’s government. A peace plan agreed to last month by 20 nations meeting in Vienna set a Jan. 1 deadline for the start of negotiations. The nearly five-year civil war in Syria has killed more than a quarter of a million people and triggered a massive refugee crisis.
 
     YAKIMA, Wash. (AP) – The state patrol is investigating a deadly crash on an Interstate 82 in southern Washington state. Authorities say three of five people in a pickup truck were killed when it left the roadway and rolled into the oncoming lane where it was struck by an SUV. Four people, including a baby, were injured.
 
     CAPE CANAVERAL, Fla. (AP) – There’s no jolly old elf or reindeer but there are Christmas presents at the International Space Station along with food and other supplies in the first U.S. shipment in more than half a year. The capsule bearing 3  1/2 tons of cargo arrived at the orbiting outpost today. Supply runs had been on hold since a pair of launch mishaps.
