Jamestown (CSi) An early Thursday morning equipment failure caused a power outage in asection of Northeast Jamestown.
Otter Tail Power’s Chris Oehler says the power went off about 3:50 a.m., and was restored at 5:40-a.m.
The equipment failure and fire on a power pole resulted in about 350 Jamestown residents without power.
Jamestown (CSi) A number of animals recently rescued by groups in North Dakota brought from at Fort Yates, are available for adoption through Prairie Paws Rescue and the James River Humane Society in Jamestown.
Last Saturday, the organizations brought back 38 dogs that were divided among the groups which will try to find the animals permanent homes.
Humane Society Dog Manager, Kris Meidinger says volunteers from rescue groups worked with law enforcement and wildlife officers gathering stray dogs from the streets.
Meidinger adds that the pet rescue groups go to Fort Yates about four times per year.
At Humane Society is “Molly”, an Australian shepherd mix and her five puppies. Molly and her pups were found outdoors under a deck and their owners relinquished them to the rescue groups.
They also are looking for homes for “Princess”, “Foxy” and “Tia”, larger adult mixed-breed dogs.
Prairie Paws Rescue’s Kaye John points out that the organization is seeking homes for six mixed-breed dogs from Fort Yates.
John says all the dogs gathered at Fort Yates in the past have been well socialized and friendly to people and other dogs.
Also, Prairie Paws Rescue is seeking homes for a number of dogs from the Minot area in cooperation with a pet rescue organization, there.
Pets available for adoption through Prairie Paws will be displayed from 10 a.m. to 2 p.m. Saturday and each second Saturday of the month at the Tractor Supply Co. store on 5th Avenue, Southeast in Jamestown east of Park Plaza Mall.

Bismarck (CSi) North Dakota State Hospital Governing Board members will meet Monday, Dec. 14, at 9 a.m., Central Time, in room 227 in the hospital’s LRC – administration building, 2605 Circle Dr., in Jamestown. The public is welcome to attend.
The agenda includes a final review of bylaws and regulations. State Hospital Superintendent Rosalie Etherington, Ph.D., will give a report. Board members will receive a financial report, the medical director’s report, and reports on the hospital safety program, seclusion and restraint, and quality support services. Department of Human Services Executive Director Maggie Anderson will give a department report.
Advisory board meeting attendees will also tour the new 15-bed expansion at the hospital’s Tompkins Assessment and Rehabilitation Program, which provides substance addiction treatment services through a contract with the Department of Corrections and Rehabilitation (DOCR). The State Hospital implemented the legislatively-authorized expansion from 90 to 105 beds on Dec. 1.

The 319-bed North Dakota State Hospital provides short-term acute inpatient psychiatric and substance abuse treatment, intermediate psycho-social rehabilitation services, forensic services, and safety net services for adults. The hospital also provides residential addiction treatment services for adults referred to the Tompkins program by DOCR. In addition, the hospital has a Sex Offender Treatment and Assessment Program that provides inpatient evaluation and treatment services.

PETTIBONE, N.D. (AP) – Two anglers had to be rescued from a North Dakota lake when they couldn’t get back to shore after the ice heaved and melted away from the shoreline.
The state Game and Fish Department on Wednesday said the men were rescued Tuesday night from Round Lake near Pettibone. Wildlife and law enforcement officers used an airboat to reach the stranded anglers and transport them back to shore.
The department says district game warden Greg Hastings was notified of the incident around 7:45 p.m. Tuesday and remained in contact by cellphone with the anglers until officers arrived to the lake about 9 p.m. The rescue lasted about 30 minutes.
Game and Fish enforcement chief Robert Timian says the incident is a “critical warning” that ice conditions can change throughout the day.
BISMARCK, N.D. (AP) – A state lawmaker from Bismarck who’s running for governor says he plans to introduce a bill in the 2017 Legislature to better protect confidential drug informants.
Republican Rep. Rick Becker tells The Associated Press he’s working with Tammy Sadek, whose son Andrew was working as an informant when he turned up dead in June 2014.
Andrew Sadek, a 20-year-old student at State College of Science, was working for a regional drug task force.
Investigators haven’t determined the circumstances of his death.
Tammy Sadek tells the AP she’s also talking with Cummings Democratic Rep. Gail Mooney about legislation. Sadek wants drug task forces banned from using young, low-level offenders.
On the national level, Tennessee Congressman Steve Cohen is calling for the Justice Department to investigate the use of confidential informants.
MINOT, N.D. (AP) – No one was hurt in an altercation in a Minot mobile home park in which a gunshot was fired.
Police say the altercation and gunshot occurred during an attempted home break-in late Tuesday.
Officers located and arrested two suspects a short time later. The 23-year-old and 33-year-old man face felony charges including burglary, conspiracy and reckless endangerment.
FARGO, N.D. (AP) – A North Dakota high school has banned from its yearbook a photo of a student that shows him holding an assault-type weapon in front of an American flag.
Fargo North High School Principal Andy Dahlen says the photo submitted by senior Josh Renville goes against school policy. Dahlen says the school doesn’t allow guns on its property nor does it allow “students to wear clothing that depicts guns or weapons or any violence or drugs or alcohol.”
Dahlen says Renville will have to submit a new photo. The student’s father disagrees.
The station reports Charlie Renville says Dahlen does not believe in gun rights and calls for his firing.
Dahlen says he has spoken with the student’s father over the phone and they have scheduled a meeting.
MINOT, N.D. (AP) – A Las Vegas woman accused of bringing a 14-year-old girl to North Dakota for prostitution has been sentenced to three years of probation.
20-year-old Tayari Meadows was sentenced on a human trafficking charge Wednesday. Under a deal with prosecutors, Meadows entered an Alford plea, meaning she didn’t admit guilt but acknowledged there was enough evidence to convict her.
Police found the girl at a Minot hotel. Authorities say Meadows told police she believed the girl was 18 and that she was helping the girl escape her from mother. The girl said Meadows knew she wasn’t 18 and that she helped her arrange “dates” in Williston and Minot.
Meadows has agreed to testify against the man believed to be responsible for the prostitution ring. He hasn’t been arrested.
BISMARCK, N.D. (AP) – A Minneapolis man convicted of selling heroin in the North Dakota oil patch has been sentenced to seven years in prison.
Vincent Dionne pleaded guilty in January to conspiracy to possess with intent to deliver heroin, and possession of a firearm by a convicted felon. Six other people are charged in the federal case.
Prosecutors say Dionne began dealing marijuana on the Fort Berthold Indian Reservation in early 2012, then started selling heroin when he saw the demand. He was arrested in central North Dakota in July 2013.
The government’s sentencing memorandum asked for a sentence between 17 and 22 years in prison.

FORT TOTTEN, N.D. (AP) – Federal, state and local authorities arrested 22 people on the Spirit Lake Indian Reservation for felony drug offenses and other serious crimes.
The 10-hour-long effort Wednesday dubbed Operation No Sanctuary was organized by a U.S. Marshals Service task force and authorities with the Bureau of Indian Affairs.
It targeted fugitives on the reservation and in the Devils Lake area wanted on federal, state, local and tribal warrants.
The Spirit Lake Tribal Council requested the operation. The council in August declared a “state of emergency,” citing rampant drug use and trafficking on the reservation.
BISMARCK, N.D. (AP) – North Dakota’s Department of Mineral Resources says the state’s oil production increased by about 6,800 barrels a day in October, after seeing a decrease in the previous three months.
The agency says the state produced an average of 1.1 million barrels of oil daily in October. The October production was about 60,000 barrels per day less than the record set in December.
North Dakota also produced a 1.6 million cubic feet of natural gas in October, down slightly from a record set in July.
The October tally is the latest figure available because oil production numbers typically lag at least two months.
BISMARCK, N.D. (AP) – North Dakota’s congressional delegation says a grant has been awarded to provide early childhood education programs on the Spirit Lake Indian Reservation.
The delegation says Cankdeska Cikana Community College in Ft. Totten is getting the $1 million Head Start grant. Officials say the money is in addition to a $3.1 million loan announced last month for a new Head Start facility at the school.
The delegation says Head Start programs provide affordable early childhood education programs for low-income families.
CROSBY, N.D. (AP) – Officials in the northwestern North Dakota city of Crosby are planning millions of dollars’ worth of improvements next year as they gear up for the city’s centennial celebration in 2017.
As many as 65 city blocks will get new curb, gutter and sidewalks, and about 21 blocks including Main Street will get repairs to underground infrastructure as well.
Construction will be funded mainly through $8.3 million the city of 1,100 people received through a so-called surge funding bill that lawmakers approved earlier this year. The goal was to help communities that have grown quickly due to oil development.
Crosby also is expanding a daycare and adding a splash pad to a new community center that hosts hockey and curling.

The idea of switching sanctioning bodies for Jamestown’s A-mod class primarily concerns geography and costs, and Jamestown Speedway track promoter Tim Baldwin said it’s a decision that cannot be taken lightly.

EDEN PRAIRIE, Minn. (AP) – The Minnesota Vikings will miss their three best defensive players when they take on the high-powered Arizona Cardinals offense on Thursday night. Defensive tackle Linval Joseph, safety Harrison Smith and linebacker Anthony Barr have all been ruled out for the game. Joseph was inactive last week against Seattle as well because of a foot injury.

NBA suspends Charlotte center
CHARLOTTE, N.C. (AP) – Charlotte Hornets center and former Timberwolf, Al Jefferson has received a five-game suspension from the NBA for violating the terms of the league’s Anti-Drug Program.
Jefferson is currently out with a strained left calf, and the NBA says he won’t begin serving the five-game suspension until he’s healthy. The banned substance Jefferson used has not been disclosed.

NASHVILLE, Tenn. (AP) – The New York Mets have landed a second baseman, getting Neil Walker from the Pirates for left-handed starter Jonathon Niese (nees). Walker won the Silver Slugger in 2014 and hit .269 with 16 home runs and 71 RBIs for the Bucs last season. Niese was 9-10 with a 4.13 ERA for the National League champions last season.
NASHVILLE, Tenn. – The Arizona Diamondbacks have completed a deal to acquire All-Star right-hander Shelby Miller from the Braves for overall No. 1 draft pick Dansby Swanson and two other players. A day after finalizing a $206.5 million, six-year contract with major league ERA leader Zack Greinke (GREHN’-kee), Arizona sent outfielder Ender Inciarte (EHN’-dur ihn-see-AHR’-tay) and pitching prospect Aaron Blair to the Braves.
UNDATED (AP) – The Athletics have traded third baseman Brett Lawrie to the White Sox for right-hander J.B. Wendelken and minor league left-hander Zack Erwin. The Yankees have dealt lefty reliever Justin Wilson to the Tigers for minor league right-handers Luis Cessa and Chad Green. And the Mariners have acquired first baseman Adam Lind from the Brewers for minor league pitchers Daniel Missaki, Carlos Herrera and Freddy Peralta.
The Giants and free agent pitcher Jeff Samardzija (suh-MAHR’-juh) have finalized their $90 million, five-year contract. Samardzija was 11-13 with a 4.96 ERA in 32 starts for the White Sox this year.
Major League Baseball has recommended that teams install protective netting between the dugouts for any field-level seats within 70 feet of home plate. The guidelines were issued following a season in which several fans were injured by foul balls, prompting MLB to study fan safety.

NEW YORK (AP) – NCAA president Mark Emmert says the time has time for schools to take a look at the bowl system and determine the worth of some postseason games. Three teams with losing records will be among the 80 playing in a record 40 bowl games over the next month.
The NCAA has largely removed itself from the bowl business, allowing conferences, communities and television networks to create postseason games.

PARIS (AP) – Swiss security officials say Geneva police are “actively searching” for suspects in connection with the Nov. 13 terror attacks in Paris. They say Swiss federal authorities have flagged “suspicious individuals susceptible to being in Geneva or the Geneva region.” Authorities say police also are increasing their counter-terrorism vigilance level and are working with international and national authorities to track down the suspects.
WASHINGTON (AP) – Republican Donald Trump has scrapped a planned trip to Israel this month, and he says he’ll schedule it after becoming president. The trip had become a headache for Israeli Prime Minister Benjamin Netanyahu (neh-ten-YAH’-hoo), who yesterday criticized Trump for proposing a plan to keep Muslims from entering the United States. Trump announced the cancellation in a tweet.
SYDNEY (AP) – Five people have been charged in Australia today with planning a “terrorist” attack on a government building, part of an ongoing investigation into the alleged plot. Officials say the arrests are not related to a new terror threat, but linked to a plot they uncovered a year ago that prompted a series of raids in Sydney in December 2014. One of those under arrest is 15 years old.
WASHINGTON (AP) – President Barack Obama will today sign into law changes to the landmark No Child Left Behind education law. Critics called the 2002 law unworkable and overreaching and say it takes a one-size-fits-all approach to some 100,000 public schools. The new law turns decision-making powers back to the states, but students will still have to take federally required reading and math exams.
EDGEWATER, Fla. (AP) – Oops. Police in central Florida say a man who was growing marijuana in a storage unit thought police were after him when he heard a helicopter hovering nearby. So he called 911 to surrender. Police in Edgewater were actually in the neighborhood investigating an unrelated suspicious death, but 47-year-old Jasper Harrison told the 911 dispatcher he was “the guy” they were looking for and he wanted to come out without being shot. Police found 150 grams of cultivated marijuana and nine plants inside Harrison’s storage unit.
