Bismarck (CSi) With the potential for much of the state to experience winter road conditions, the next few days, the North Dakota Highway Patrol urges all motorists to drive with care, buckle up and obey posted speed limits. If road conditions deteriorate, motorists should drive for the conditions and have a winter travel kit in their vehicles. Motorists should be prepared to share the road with snow plows and other maintenance equipment.
So far this year, 124 people have died in traffic crashes in the state. With the potential for snow covered and icy roads, please take the necessary precautions to arrive at your destination safely. This holiday season, please remember to drive safely, wear your seatbelt, and never drink and drive.

Jamestown (CSi) The Jamestown Police Department is warning Jamestown residents regarding a convicted sex offender who has changed addresses in Jamestown.
David Merwood Oxtra now resides at 117 Sunnyside Trailer Court, Jamestown, ND.
Oxtra is a 57 year old white male, five feet eight inches tall, weighing 200 pounds with hazel eyes and gray hair.
He presently has no vehicle.
Oxtra has been assigned a high risk assessment by the North Dakota risk level committee, of the North Dakota Attorney General’s Office.
Offense: Gross Sexual Imposition. On several occasions he fondled a developmentally disabled 12 year old girl who live in his trailer park.
Conviction Date: December 14, 2005, Stutsman County District Court.
Disposition: 1 year, 1 day, all suspended but 300 days for two years, two years supervised probation.
Oxtra s not wanted by police at this time and has served the sentence imposed by the court.
This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault or intimidate the offender. Attempts to harass, intimidate or threaten these offenders or their families, landlords, or employers will be turned over for prosecution.

Jamestown (CSi) The James River Humane Society has placed a donation box and a Christmas tree at the Buffalo Mall, next to Home of Economy. That’s in addition to the donation box at Hugo’s in Jamestown.
On Friday’s Wayne Byers Show on CSi Cable 2, Humane Society President, Matt Opsahl also said that a fundraiser for the shelter is planned for April 2, 2016.
An Elvis impersonator will perform at 7-p.m., at the Knights of Columbus Hall in Jamestown.
Tickets will be $25. Hors d’oeurves will be served. Included in the ticket will be a cash raffle.
He pointed out that there is a job opening for a weekend employee, twice monthly, from 7-a.m., to noon, includes cleaning, feeding, giving meds, and bringing some animals outdoors.

Opsahl added that the Shelter also recently participated in an animal rescue, with some new dogs and puppies now is residence.

Jamestown (CSi) Unison Bank made a special gift announcement to Jamestown Regional Medical Center on December 2, 2015. They have partnered with JRMC Foundation for improved care at JRMC. Unison Bank is providing:
- $2,500 for iPads in anesthesia and surgery center
- $7,500 for a special position “scoliosis” x-ray chair for radiology
- $25,000 for cancer care
iPads will be used in anesthesia and the surgery center to help reduce anxiety for children. Recent studies show the use of an iPad prior to anesthesia can also reduce the need for additional sedatives, which improves recovery.
“Most kids who come in for surgery are scared to some degree,” said CRNA, JRMC Anesthesiologist, Andrew Schott, says, “Kids love to play, and using the tablet helps decrease their anxiety level which is great for them, their parents and the staff.”
In radiology, the special position “scoliosis” x-ray chair will be used for children with specific conditions such as spina bifida, cerebral palsy or muscular dystrophy, who have a high risk of scoliosis, curvature of the spine. Early treatment helps reduce its damaging and painful effects on the body through early treatment. For diagnosis, an x-ray is taken of the spine and the best result requires patients to be in a position that simulates standing. Currently, JRMC Radiology and the community do not have the x-ray chair that provides the required patient support, positioning and safely needed for quality results.
Pediatrician and kids specialist at Essentia Health and Medical Director for Anne Carlsen Center,Dr. Myra Quanrud, says, “This is something we have needed for over five years. Anne Carlsen Center clients would have to travel to Fargo and even Minneapolis for imaging because the current chair didn’t allow us to get the image quality we need. It was also a safety risk.”
For the Journey to Oncology, Phase 1 is Service Initiation – funding goal is $350,000; of which will include retrofitting space in the JRMC Clinic, clinical equipment for four patient infusion rooms (tables, IV pumps, treatment recliners, guest chairs, welcome area, medical and infusion supplies), monitors for telemedicine, and pharmacy equipment. It also helps provide funding for the recruitment of the oncology provider and future specialized staff training. This gift will bring the raised total to $295,700, which does not include the $25,000 named endowment fund. Bringing cancer care close to home reduces stress, saves precious time and increases the likelihood of survival and the quality of life.

RAPID CITY, S.D. (AP) – The Army National Guard in the Dakotas will be part of one of seven new Army National Guard cyber protection teams around the country.
The goal is to help protect the nation’s cyber infrastructure and address emerging cyber threats.
The National Guard Bureau says the cyber units will be activated in 23 states by the end of fiscal 2019. The Guard in North Dakota and South Dakota will be part of a 39-member team also involving Colorado and Utah.
The team is expected to be organized during fiscal 2018. No decision has been made on where the unit will be based.
BISMARCK, N.D. (AP) – North Dakota’s top budget writer says an updated revenue forecast is needed due to drop in oil drilling in the state.
Office of Management and Budget Director Pam Sharp says a reworked revenue forecast is the initial step in addressing potential revenue shortfalls in the current two-year budget cycle.
Overall tax revenues are already nearly $152 million less than projected for the two-year budget cycle that began on July 1. Most of the drop comes from weakened sales tax revenue.
Sharp says the fresh revenue forecast would replace the one that was done in March. Legislators used those numbers to finish their work on the state’s current budget.
If an updated forecast is completed and predicts a shortfall, state agencies could face cuts of up to 2 1/2 percent.
BISMARCK, N.D. (AP) – Bismarck police have a suspect in custody in the armed robbery of a pizza business.
Authorities say a man armed with a handgun entered Papa Murphy’s about 8 p.m. Thursday and demanded money before fleeing with an undisclosed amount of cash.
Investigators determined the identity of the 23-year-old robber and arrested him at his apartment after a SWAT team used a smoke bang device.
MINOT, N.D. (AP) – Ward County deputies took two people into custody after a vehicle chase that began at some storage units just north of Minot.
Authorities say a deputy doing extra patrols on storage units noticed a suspicious vehicle shortly after 7:30 p.m. Thursday.
The car fled and led deputies on a pursuit over roadways and through fields. It ended when the vehicle went into a ravine and crashed into trees. It eventually caught fire and was destroyed.
The passenger in the car was arrested immediately. The driver fled into a wooded area and was apprehended with help of a Minot Police Department dog.
The 29-year-old male driver was arrested on numerous charges including burglary, fleeing and resisting arrest. The 29-year-old female passenger was arrested for fleeing.
MINOT, N.D. (AP) – Federal, state and Minot authorities have arrested a man wanted on an attempted homicide warrant out of California.
The U.S. Marshals Service says deputy marshals entered a house in Minot about 10:45 p.m. Thursday and arrested 31-year-old Deshon Thomas on a probable cause warrant related to a San Bernardino County shooting incident. The warrant was issued on Nov. 24.
Thomas was booked in the Ward County Jail on $1 million bond. Court records do not list an attorney for Thomas.
An extradition hearing was scheduled for Friday afternoon.
FARGO, N.D. (AP) – A Wishek area farmer is suing a South Dakota farm partnership and private investigation firm for allegedly withholding evidence in a criminal case that was eventually dismissed.
Glenn Herr says in a federal lawsuit filed in Fargo that he was wrongly accused of stealing a $10,000 truckload of soybeans that belonged to Cornhusker Farms of Bath, South Dakota.
The complaint says Herr was charged with theft because the partnership, partner James Husby and Aberdeen, South Dakota-based Zylstra Investigations made malicious and false statements during the investigation. Herr claims that documents that would have prevented him from being prosecuted were intentionally withheld. The criminal charges were dismissed.
Private Investigator Laura Zylstra declined to comment on the suit. A message left for Husby was not immediately returned.
BISMARCK, N.D. (AP) – North Dakota’s Insurance Department says a subsidiary of Blue Cross Blue Shield of North Dakota must pay $45 million over a failed health exchange in Maryland that was part of the new federal health care law.
Insurance Commissioner Adam Hamm signed the settlement agreement Wednesday that calls for Noridian Healthcare Solutions to pay Maryland $20 million immediately and $5 million annually over the next five years.
The Maryland exchange was supposed to allow residents to sign up for health insurance under the federal program but it crashed as soon as it opened. Maryland sued and hired another company.
Blues President Tim Huckle says he does not expect any “significant impact” to its customers in North Dakota. He says Noridian Healthcare Solutions operates as an independent company.
BISMARCK, N.D. (AP) – North Dakota’s Board of Animal Health has lifted a ban on bird movements to shows, exhibitions and public sales within the state.
The ban was implemented in April to combat the spread of bird flu during the midst of a nationwide outbreak.
North Dakota had two confirmed cases of avian influenza in commercial poultry operations, affecting more than 130,000 birds. Nationally, the outbreak affected more than 48 million birds in 15 states.
State Veterinarian Susan Keller says bird owners should still immediately report unusual death loss, restrict access to their property, prevent contact between their birds and wild birds and practice enhanced biosecurity.

SAN BERNARDINO, Calif. (AP) – Dive teams have resumed searching a small lake in a San Bernardino park for evidence related to the massacre that killed 14 people last week. A law enforcement official briefed on the investigation said divers are looking for a computer hard drive that may have been dumped in the lake.
BALTIMORE (AP) – The defense rested Friday in the manslaughter trial of Baltimore police officer William Porter. Defense attorneys concluded their case after a department captain testified Porter went beyond his duty to assist the driver of the police van in which Freddie Gray’s neck was broken. Closing arguments are scheduled Monday.
NEW YORK (AP) – About a dozen protesters disrupted Republican presidential candidate Donald Trump’s speech at a closed-door, $1,000-a-plate New York City luncheon Friday. They criticized the billionaire businessman’s recent anti-Islam rhetoric as security staff forcibly ejected some of them from the event.
KABUL, Afghanistan (AP) – A car bomb explosion that was claimed by the Taliban hit a diplomatic area of central Kabul Friday, killing a Spanish police officer. The area was rocked by at least five more explosions and gunfire overnight as security forces tried to flush out Taliban attackers.
