Jamestown (CSi) – Several residents were displaced after a fire in Jamestown that occurred at about 9:47 p.m. Thursday, at a 6-unit townhouse complex at 1223 & 1225 2nd Avenue Southwest, near Taco Bell, south of Business Loop West.
Jamestown City Fire Department Lt. Sheldon Mohr says the center two units had heavy fire and smoke damage.
The Red Cross reports, an elderly woman and a mother with children were the occupants of the two destroyed units.
Residents of four additional units were displaced overnight as power was cut. They’re expected to be allowed back into their units later on Friday.
No other structures were damaged by the fire, and no injuries reported.
The cause of the fire in under investigation.
Five city fire units and 30 fire fighters were on the scene until 3-a.m. Friday.
Jamestown (CSi) The Jamestown City Council’s committees met in joint session on Thursday evening at City Hall. Council Member Gumke was not present.
PUBLIC WORKS COMMITTEE:
The committee recommends approval of the creation of the 2016 Seal Coat Patching, Construction and Reconstruction District #16-41.
FINANCE & LEGAL COMMITTEE
The Committee recommends the approval of an Airport Non-Aeronautical Commercial Land Lease Agreement between the Jamestown Regional Airport Authority and the JSDC, with a sub-lease between the JSDC and UTC.
The committee recommends approval of an Amendment to Lease and Option between JSDC and Goodrich Corporation, now UTC. An option for UTC to buy the building is in the amended lease
The Committee recommends recognizing Jakestar, Inc., as an other public spirited organization and to authorize the issuance of a raffle permit, with the drawing to be held January 16, 2016. The dollars used for the Make A Wish Foundation.
The committee continued discussion relative to switching the retirement program for sworn police officers from the NDPERS plan to the NDPERS Law Enforcement plan.
Retirement age and benefits and health insurance provisions were reviewed.
Jamestown Police Chief Scott Edinger said the Police Department has lost personnel to Stutsman County, because of advantages with the County’s benefit package, and salaries. He added that retirements will also be affecting the Police Department. Two officers will be on medical leave in the near future. He’s looking at “leveling the playing field,” with the county.
Nellie Degen the Liason for the James Valley Fraternal Order of Police, Lodge #4, has said implementing the plan for law enforcement will aid in recruitment, and retention.
At Thursday’s meeting she presented additional information concerning other cities, concerning implementation of the PERS Law Enforcement plan, including a survey of Barnes County Personnel, which has had the program a number of years.
She said Barnes County officials like the program, due to the benefit and retirement package.
Mayor Andersen said the city needs to look at the overall situation with the police department, with the PERS package a part of all of the issues, and all city employees.
Council Member Buchanan moved to recommend implementation of the PERS Law Enforcement Plan. The motion was not carried on a two to two vote.

CIVIC CENTER AND PROMOTION COMMITTEE
The committee considered a Banner Lift System proposed by the Jamestown Classic Car Club at the Jamestown Civic Center.
Jack Meickle with the JCC presented a sketch of the lift system, that would be installed under the civic center scoreboard. He said the cost of $500 to $1,000 would be paid for by the car club, and would be donated to the civic center.
Mayor Andersen suggested that the lift system be purchased and installed from a vendor, such as Newman Signs.
Meickle will meet with Newman Signs and come back to the city with more information.
The committee recommends installation of the system, pending finding a vendor for the project.

Jamestown (CSi) The Jamestown City Council met in Special Session Thursday afternoon, to consider the draft submittal of the 2016 City of Jamestown project list to the NDDOT, to meet the December 31, 2015 submittal deadline. As recommended by the Public Works Committee.
It was noted that the submittal may be changed in 2016, after further consideration by the City Planning Commission and the City Council, following the Final Draft of the Land Use and Transportation Plan.
The City Council approved the submittal.
The meeting following the committee meetings was also shown on CSi 67 followed by replays.
Jamestown (CSi) This weekend, troopers in Stutsman and Barnes counties will conduct alcohol saturation patrols. Troopers will be on the lookout for impaired drivers and all DUI laws will be strictly enforced.
If you plan to drink, please arrange for a sober ride home. Alcohol-related crashes resulting in injury and death are 100 percent preventable.
Jamestown (CSi) The Jamestown Arts Center is planning a Cabin Fever Days display at the Hansen Arts Park in downtown Jamestown.
On Thursday’s Wayne Byers Show on CSi Cable 2 Arts Center Director,Cyndi Wish, said, the Park will have colored ice blocks, with community participation. More information closer to Cabin Fever Days, set for February 5-14 in Jamestown.
Ms. Wish said at the Hansen Arts Park, PLAAD LLC. is designing the stage/pavilion with work starting in the spring of 2016.
She said the structure will be made out of wire cables, and overhead cables will also be used as part of the overall design, allowing for flexibility when displaying artwork and shading areas during outdoor functions.The wires are to represent the telephone wires which are a part of the North Dakota landscape.
The sidewalk/walking path, along with lighting, now in place and in the spring it will be planting of flowers and shrubbery.
Also planned at the Park are concerts, a farmers market and artist displays.
Jamestown (CSi) The Bunker will be open for sledding beginning on Saturday, December 19, 2015.
Jamestown Parks and Recreation says, sledding hours are from 3:30 to 5:30 p.m. Monday through Friday and from 11 a.m. to 5:30 p.m. Saturday and Sunday. Sledding hours are from 11 a.m. to 3 p.m. on Christmas Eve, and there will be no sledding hours on Christmas Day.
There will be a warming house in the basement only on Saturday.
Christmas vacation hours are from 11 a.m. to 5:30 p.m. daily starting on Wednesday December 23 and ending January 3rd.
MINOT, N.D. (AP) – Minot police are investigating the armed robbery of a gas station.
Authorities say two males walked into the Simonson store shortly before 10 p.m. Wednesday, brandished a gun and demanded money.
The suspects fled with an undisclosed amount of cash. No injuries were reported.
MINOT, N.D. (AP) – Minot’s post office was closed for several hours after a sport utility vehicle crashed into the building.
The crash happened early Thursday, and the post office was shut down for much of the rest of the day. Customers were referred to branch locations in grocery stores. Mail route delivery wasn’t affected.
The SUV caused heavy damage to the front of the building and the interior lobby. No one inside the post office was hurt. The condition of the SUV’s driver wasn’t known.
NEW TOWN, N.D. (AP) – A federal jury has convicted a man accused of fatally stabbing another man in Mountrail County.
24-year-old Terrance Jackson was found guilty of second-degree murder in the death of 22-year-old Gerald Smith.
Smith was found dead on the side of state Highway 23 near New Town in March 2014. Authorities determined he’d been stabbed in the heart.
Jackson claimed self-defense.
He’ll be sentenced at a later date.
BISMARCK, N.D. (AP) – North Dakota Insurance Commissioner Adam Hamm says the state will receive more than $138,000 in settlement agreements over use of the Social Security Administration’s Death Master File, or DMF.
Hamm says life insurers have used the DMF for many years to search for and stop payments to annuity holders, but have not used the database to identify deceased life insurance policyholders to pay beneficiaries.
Under the terms of the settlement, Jackson National will pay North Dakota more than $56,000 and AXA will pay the state more $82,000.
The multi-million dollar agreement was the result of a coordinated multi-state examination among state insurance departments in North Dakota, California, Florida, New Hampshire and Pennsylvania.
BISMARCK, N.D. (AP) – The North Dakota Industrial Commission has approved six grant applications totaling about $2.5 million for conservation projects across the state.
The Outdoor Heritage Fund grants approved this week include $2 million to continue funding for a statewide tree planting initiative. The smallest grant approved was for $26,300 to Delta Waterfowl of Bismarck. The group plans to construct 200 henhouses across the state to help boost the duck population.
The fund gets a percentage of oil and gas production taxes. The goal is to restore land affected by energy production and to develop such things as fish and wildlife habitat and outdoor recreation areas.
FARGO, N.D. (AP) – Potato stocks in North Dakota are up 15 percent from a year ago.
The Agriculture Department says in its latest report that growers, dealers and processors in the state held 1.95 billion pounds of potatoes in storage on December 1. Current stocks represent 72 percent of production, up one percentage point from last year.
In North Dakota, the Russet Burbank variety accounted for 35.6 percent of potato acreage planted, followed by Prospect at 11.8 percent and Umatilla at 10 percent.
BISMARCK — Sebastian “Buckshot” Hoffner, a longtime state legislator who played a key role in the 1958 merger of North Dakota’s Nonpartisan League and Democratic Party, died Thursday at a long-term care facility in Bismarck. He was 91.
Funeral arrangements are pending.
BISMARCK, N.D. (AP) – North Dakota Agriculture Commissioner Doug Goehring says more than 38,000 shoppers participated in the four Pride of Dakota Holiday Showcases in November and December, setting a new record.
Goehring says the Fargo, Grand Forks and Minot showcases all posted record numbers, and Bismarck was again the largest event with more than 12,200 shoppers
The Pride of Dakota program provides member companies with cooperative marketing and promotional events, such as in-store demonstrations, Pride of Dakota Day and the holiday and harvest showcases.
The program administered by North Dakota Department of Agriculture Marketing and Information Division also provides educational opportunities and representation at regional, national and international marketing expositions.
The program has more than 500 members.
WYNDMERE, N.D. (AP) – Wyndmere Mayor Nathan Brandt says applications are coming to fill city’s hall’s only two full positions, which is welcome news for officials having to pick up some extra tasks.
Vacancies in the auditor and superintendent positions have forced Brandt and Wyndmere’s four city council members to take care of snow removal and other duties.
Brandt says they all have other full time jobs, but they’ve had to pick up the slack in the interim to keep the city of about 425 residents running. He says the situation highlights the importance of these city workers and the functions they perform.

FARGO, N.D. (AP) – The North Dakota State University football team is a win away from advancing to the Football Championship Subdivision title game. The four-time defending FCS champion Bison host Richmond at the Fargodome on tonight in a semifinal matchup. The winner will take on either Jacksonville State or Sam Houston State in the championship game in Texas.
The quarterback for the Richmond Spiders is embracing the opportunity to play football in a building that has not been kind to opposing quarterbacks. Sophomore Kyle Lauletta will guide the upstart Spiders Friday night.
The Pennsylvania native says he followed NDSU when he was a high school student and calls the dome visit a dream come true. The 18,000-seat arena is tough for opponents. NDSU is 15-0 at home in the FCS playoffs.

North Dakota beats NAIA’s Valley City State 80-59
GRAND FORKS, N.D. (AP) – Drick Bernstine scored a career-high 20 points and had 10 rebounds to lead North Dakota to an 80-59 victory over NAIA’s Valley City State Thursday night.
Bernstine added three assists and four steals. Quinton Hooker had 17 points and Carson Shanks chipped in a season-high 11 for North Dakota (5-5).
Darryl Howell had 13 points and LJ Booth 11 for Valley City State.
North Dakota had a 16-15 lead before Bernstine sparked a 13-2 run to help the Fighting Hawks take a 45-33 halftime lead. Bernstine scored 15 points in the first half.
North Dakota opened the second half on a 6-0 spurt and stretched its lead to 18 points. The Fighting Hawks went six minutes without a field goal before Shanks’ putback made it 60-43 with 11 minutes left.

MINNEAPOLIS (AP) – The Minnesota Twins have agreed to minor league contracts with former outfielders Joe Benson and Darin Mastroianni. Ten of the players have major league service time. Benson was a second-round draft pick by the Twins in 2006. He debuted in 2011 but was waived less than two years later and has been with four other organizations since then.
UNDATED (AP) – The San Francisco Giants have introduced free-agent pickup Johnny Cueto (KWAY’-toh), one day after he passed a physical that included an MRI on his pitching elbow. The 29-year-old Cueto signed a six-year, $130 million package after going 11-13 with a 3.44 ERA in 32 starts for Cincinnati and Kansas City this year. The contract includes an opt out after two years and $46 million.
Cleveland has confirmed an agreement has been reached with utility player Rajai (RAH’-zhay) Davis, who gives the Indians needed depth in the outfield with the loss of injured Michael Brantley. Davis spent the last two seasons with the Tigers.
A former Atlanta Braves star third baseman is re-joining the team in a front office capacity. Eight-time All-Star Chipper Jones has been hired as a special assistant to baseball operations. Jones won the NL MVP award in 1999, one year after capturing the NL batting title with a .364 average.

VATICAN CITY (AP) – Pope Francis has signed off on the miracle needed to make Mother Teresa a saint of the Catholic Church. The Vatican says that Francis approved a decree attributing a miracle to the Nobel Peace laureate’s intercession. No date was set for the canonization, but Italian media have speculated that the ceremony will take place in the first week of September.
BAGRAM, Afghanistan (AP) – Defense Secretary Ash Carter is in Afghanistan to assess the fragile security situation there. His visit comes amid reports of increased violence and a growing campaign by Islamic State loyalists to gain a foothold in the eastern part of the country. Carter is on a weeklong visit to the region, and spent the last two days in Iraq.
WASHINGTON (AP) – President Barack Obama plans to visit San Bernardino, California, today before starting his annual Hawaii vacation. He’ll meet with relatives of victims of this month’s shooting. Meanwhile, the man accused of conspiring with gunman Syed Rizwan Farook has made his first court appearance. Enrique Marquez’s bail hearing was continued to Monday.
SAN FRANCISCO (AP) – A judge in San Francisco is set to hear arguments today over whether to continue blocking an anti-abortion group from releasing video recordings. The videos were secretly gathered at annual meetings of the National Abortion Federation, an abortion providers’ association.
