PalmerMarkJamestown (CSi) The Jamestown Police Department is warning Jamestown residents of a convicted sex offender that has moved within the city.

Mark Christian Palmer, is a 63, year old white male, six feet tall, weighing 205 pounds with brown eyes and brown hair.

He presently resides at 106 4th Avenue, Southwest, Jamestown, ND.

He does not currently have a vehicle.

He has been assigned a high risk assessment by the North Dakota risk level committee.

Palmer was convicted in May of 2001 in McHenry County District Court of Gross Sexual Imposition. The report says he fondled a 10 year old girl during a family holiday. The disposition was 40 years with 28 suspended for five years.

He is currently on probation with North Dakota Parole and Probation.

Palmer is currently on GPS monitoring.

He is not wanted at this time by police, and is currently serving his sentence impose by the court. Any attempt to use this information to harass, intimidate or assault the offender, or harass, intimidate or threaten his family, landlord, or employer will be turned over for prosecution.

 BISMARCK, N.D. (AP) – The North Dakota Highway Patrol has identified a Montanan who was killed in a rear-end collision with a semitrailer.
 
     The patrol says 42-year-old Jammie Petras of Sidney was killed Friday afternoon about a mile south of Alexander, in McKenzie County.
 
     Troopers say Petras’ pickup collided with the rear of the semitrailer after the driver of the semi slowed for a school bus that was making a turn.
 
     The driver of the semi, 52-year-old James Stanik of LaPorte, Indiana, suffered minor injuries and was treated and released from a local hospital.
 
     (Bismarck  CSi)  A winning Powerball with Power Play ticket, worth $100,000, that was purchased in North Dakota for the Saturday December 19, 2015, draw hit it big by matching four white balls and the Powerball. The winning numbers were 28, 30, 41, 59, 68, and the Powerball was 10.The Power Play multiplier was 2

As of Monday, no one has yet claimed the prize.

The ticket was sold at the HiWay Express, 200 Hwy 49 South, in Beulah.  The base prize was $50,000. Since the player purchased the Power Play option for $1 extra per play, the prize was multiplied by 2, making the ticket worth $100,000.  This is the largest Powerball prize won in North Dakota since the new Powerball game launched Oct. 4.

“We encourage players to promptly check their numbers and sign the back of their tickets,” said Randy Miller, director of the North Dakota Lottery.  Winners have 180 days from the date of the drawing to claim their prize.

The Powerball jackpot for the Wednesday, Dec. 23, 2015 draw is estimated at $227 million.

 
     FARGO, N.D. (AP) – A man is accused in federal court of dealing large amounts of methamphetamine in North Dakota and Minnesota.
 
     Damian Mata, of Bloomington, Minnesota, is charged in North Dakota with conspiracy to possess with intent to distribute a controlled substance. He has pleaded not guilty.
 
     Authorities say the ring involved more than 500 grams of meth. A detention hearing for Mata is scheduled Tuesday in Fargo.
 
     A federal public defender could not be reached for comment.
 
   
 
     BISMARCK, N.D. (AP) – Revenue is coming in at only half of the projected rate for a program aimed at helping communities deal with the effects of energy development.
 
     The Oil and Gas Impact Grant Fund was projected to collect $6 million monthly from oil taxes over the next two-year budget cycle.
 
     Land Commissioner Lance Gaebe says the fund is collecting only about half of that now, due to a drop in oil activity.
 
     Gaebe says a plan needs to be developed “to moderate the pace of grant awards.”
 
     The plan is expected to be presented next month.
 
 
     STANTON, N.D. (AP) – A company has received preliminary approval for a man camp between Hazen and Beulah to house workers building a $500 million urea fertilizer plant in the area.
 
     The Mercer County Planning and Zoning Commission recommended a plan by Civeo Corp. to move unused oil patch units from Dickinson into Coal Country on Thursday night.
 
     Planning official Wes Klein tells the Bismarck Tribune that zoning experts are concerned about Highway 200 traffic safety and the possibility of dangerous caverns from old underground coal mines underneath the proposed site.
 
     Civeo wants the man camp to start with 100 beds in 50 units and expand to 200 beds if need grows for the Basin Electric Power Cooperative plant.
 
     The county commission must give final approval. It’s expected to discuss the issue Jan. 6.
 
  
  
  
     BISMARCK, N.D. (AP) – Sanford Health says “Emma” was the most popular name for newborn girls at its hospitals in 2015, while Jackson topped the list for boys.
 
     Emma jumps to the top spot after ranking third in 2014. Jackson was the fourth most popular name for a baby boy in 2014.
 
     Ava, Addison, Evelyn, Amelia and Olivia rounded out the top names for girls this year.
 
     For boys, it was Oliver, Connor, Mason, William and Henry.
 
     Sanford Health is based in Fargo and Sioux Falls, South Dakota. The system includes 43 hospitals, 250 clinics and about 1,400 doctors.
 
     
     BILLINGS, Mont. (AP) – Wildlife advocates have reached a tentative agreement with the U.S. government in a dispute over an endangered fish in the Yellowstone River along the Montana-North Dakota border.
 
     The case centers on a proposed irrigation dam and fish bypass northeast of Glendive, Montana. Federal officials say it would allow pallid sturgeon to reach upstream spawning grounds that they’ve been unable to access for decades.
 
     A federal judge blocked construction of the $59 million project in September. That came after Defenders of Wildlife and the Natural Resources Defense Council said there was no proof the fish bypass would work.
 
     Attorneys for the two sides said in a court filing that they plan to finalize by Dec. 30 an agreement that would allow the case to move forward.
 
     Terms were not disclosed.

RIVERSIDE, Calif. (AP) – The man authorities say bought the assault rifles two other people used in the San Bernardino, California, massacre has been ordered held in custody while he faces terrorism-related charges. A magistrate judge ruled Monday that Enrique Marquez poses a continuing danger to the community. Marquez is charged with conspiring to provide material support to terrorists for abandoned plots in 2011 and 2012. He’s also charged with illegally buying the rifles the shooters used in the attack. And he’s charged with visa fraud stemming from his marriage to a Russian woman that prosecutors say was a sham.
 
     BALTIMORE (AP) – He was the first Baltimore police officer to be tried in connection with the death of Freddie Gray — and now, it appears that William Porter will also be the last to be tried. Prosecutors plan to try him for a second time, but not until the other five officers go to trial. Porter’s first trial ended with a deadlocked jury after 16 hours of deliberations, and the judge declared a mistrial. The new schedule indicates that prosecutors may no longer be planning to use Porter as a witness in any of the other trials.
 
     HONOLULU (AP) – In a new broadside against the leading Republican presidential candidate, President Barack Obama accuses Donald Trump of “exploiting” fears held by working-class men in particular about the economy and about stagnant wages. Speaking to NPR News, Obama said the financial crisis, technology and globalization mean that “blue-collar men” are “no longer getting the same bargain” they used to get, when they could “support their families on a single paycheck.” He says Trump is “taking advantage” of what Obama calls “misdirected” fear and anger. Trump has made inflammatory comments about Hispanics and others, and wants to temporarily ban Muslims from entering the country.
 
     LAS VEGAS (AP) – Authorities say the woman suspected of plowing a car into pedestrians along the Las Vegas Strip was living in the vehicle with her 3-year-old daughter. They say the woman reported staying in the car while it was parked in different structures across Las Vegas before Sunday’s crash, which killed an Arizona woman. They say they don’t know what might have caused the woman to drive onto a sidewalk several times, striking dozens of people.
 
     LOS ANGELES (AP) – Bill Cosby is suing model Beverly Johnson over her allegations that he drugged and attempted to sexually assault her in the 1980s. Cosby’s defamation lawsuit filed in Los Angeles calls Johnson’s story a lie and accuses her of using it to try to rekindle her career. Cosby’s lawsuit contends a dinner described by Johnson was attended by his wife and he never dined alone with the supermodel. Last week, Cosby countersued seven other women who have accused him of sexual misconduct.
