Jamestown (CSi) The Jamestown Police Department is warning Jamestown residents of a convicted sex offender that has moved within the city.

Mark Christian Palmer, is a 63, year old white male, six feet tall, weighing 205 pounds with brown eyes and brown hair.

He presently resides at 106 4^th Avenue, Southwest, Jamestown, ND.

He does not currently have a vehicle.

He has been assigned a high risk assessment by the North Dakota risk level committee.

Palmer was convicted in May of 2001 in McHenry County District Court of Gross Sexual Imposition. The report says he fondled a 10 year old girl during a family holiday. The disposition was 40 years with 28 suspended for five years.

He is currently on probation with North Dakota Parole and Probation.

Palmer  is currently on GPS monitoring.

He is not wanted at this time by police, and is currently serving his sentence impose by the court. Any attempt to use this information to harass, intimidate or assault the offender, or harass, intimidate or threaten his family, landlord, or employer will be turned over for prosecution.

Jamestown (CSi) For the second time this Christmas season, someone deposited a gold coin in one of Jamestown Salvation Army’s Red Kettles over the weekend.

Jamestown Salvation Army Advisory Board, member Rick Pfeiffer says, somebody deposited a 1-ounce South African gold coin between 10 a.m. and 6 p.m. Saturday in the kettle in front of Cash Wise Foods in Jamestown. He adds, the gold coin has an approximate value of $1,100. The coin will be taken to an appraiser before being redeemed as a donation.

This was the second time since the Red Kettle Campaign started this year that a gold coin was deposited in a Jamestown-area Red Kettle. On Dec. 2, a half-troy-ounce American gold-eagle coin valued at around $530 was dropped in a Red Kettle somewhere in Jamestown.

Jamestown Salvation Army Major Tim Nauta, says the fundraising campaign has raised a little over $80,000, which is well behind this year’s fundraising goal of $156,000.

Nauta said he hopes the second gold coin will lead to an uptick in donations like the first gold coin did.

Red Kettles will be kept out at locations, including the Buffalo Mall, Wal-Mart and Cash Wise Foods until 4 p.m. Thursday.

Pfeiffer says there were two $1,000 checks and one $500 check found in kettles between Friday and Saturday. The checks came from individuals and businesses involved with Jamestown Kiwanis and Rotary clubs. The clubs were holding kettle drives.

Jon Liechty of Liechty Entities presented a $5,000 check to Jamestown Kiwanis Club member Deb Clark while ringing the bell for the Salvation Army in Jamestown December 12th at the Buffalo Mall. Liechty Entities includes Liechty Homes and Liechty Farms.

 

Jamestown (CSi) The James River Valley Library System Board of Directors has unanimously approved replacing all lights in Alfred Dickey Library within the next couple of years.

They will be light-emitting diode, or LED lights, which will save power costs and energy.

The board also unanimously passed a motion on Monday to eliminate a back axle for the previously approved bid for a new bookmobile and to add air brakes to it.

The absence of the second axle will save the board $8,000.,

It was announced that the elevator has been completed, at a cost around $57,000.

 

Jamestown (CSi) The South Central Dakota Regional Council Personnel Policy Committee report, was discussed, Monday, looking at obtaining individual business cell phones.

Executive Director, Deb Kantrud noted that last month she reached the board via text message about a canceled meeting due to weather, because she was worried members wouldn’t check their email in time.

Connie Ova, CEO of the Jamestown/Stutsman Development Corporation CEO  suggested a stipend for cellp hone bills, adding that if anything needed to be investigated for open records, personal devices would have to be confiscated.

Kantrud said she plans to research the idea further.

The board also reviwed its social media policies, saying employees are not allowed to post confidential or proprietary information about the SCDRC on their social media accounts.

The council’s logo can’t be used on social media sites without the permission of the executive board, the SCDRC name can’t be used for personal promotion, and the SCDRC’s computers are reserved for the organization’s use.

 

BISMARCK, N.D. (AP) – A Driscoll man accused of sexually assaulted a 14-year-old girl has been sentenced to three years in prison.
 
  Brandon Ryan Ledoux was sentenced in Morton County on Monday.
 
     Ledoux faces a charge of misdemeanor corruption of a minor in Burleigh County for allegedly sexually assaulting a 16-year-old girl in January.
 
     Court records show he has pleaded not guilty to that charge. A jury trial has been scheduled for Feb. 11.

 

MINOT, N.D. (AP) – A North Dakota judge has set bond at $2 million for a man charged with killing his ex-wife last month.
 
     Judge Richard Hagar on Monday set the bond for 29-year-old Minot resident Richie Edwin Wilder Jr., who has been charged with murder.
 
     Authorities found 30-year-old Angila Wilder dead in her home on Nov. 13. The death happened near an elementary school, prompting calls to police from concerned parents.
 
    Documents detailing the woman’s death and investigation have been sealed.
 
     Wilder’s court records do not list an attorney who could comment on his behalf. The station reports Wilder argued in court that he has a wife and children and wanted to be released to take care of them.
 
     A hearing in the case has been scheduled for Jan. 28.

 

 FARGO, N.D. (AP) – An Oregon man who allegedly told federal investigators he was perhaps the biggest powdered fentanyl dealer in the United States says he will plead guilty to selling drugs that led to several overdoses in North Dakota and elsewhere.
 
     Brandon Hubbard, or Portland, Oregon, signed a deal that calls for him to plead guilty to three counts, including selling the powerful synthetic drug that killed a Grand Forks man. Hubbard faces life in prison without parole.
 
     The investigation into the drug ring led authorities to identify 12 overdose victims in North Dakota, North Carolina and Oregon. Four of them died and eight suffered serious injuries.
 
     Prosecutors have dubbed the case “Operation Denial,” a reference to the efforts of law enforcement to deny drugs and the apathy of citizens toward the problem.

 

 MINOT, N.D. (AP) – Minot police are investigating the robbery of a gas station, the third such incident in the city over the past five days.
 
     Authorities say two men walked into a Cenex store around 7:30 p.m. Sunday and demanded money. They did not brandish any weapons.
 
     The suspects fled with an undisclosed amount of cash. No injuries were reported.
 
     Capt. John Klug with the Minot Police Department says authorities are asking the community for help in identifying potential suspects. Klug says police believe the same suspects are tied to the robberies that have occurred at Simonson, Gas Stop and Cenex over the past five days.
 
     Klug says tipsters can remain anonymous and may be eligible for a reward of up to $1,000 if the information leads to an arrest.

 

 NEW YORK (AP) – The Centers for Disease Control and Prevention says it is investigating more recent cases of E. coli cases linked to Chipotle, and that it does not know yet if they are linked to a larger outbreak that began at the end of October.
 
     So far, the agency says five people have been identified in the new outbreak, including one in Kansas, one in North Dakota and three in Oklahoma. It says those illnesses started between Nov. 18 and Nov. 26, and all five said they ate at a Chipotle the week before they got sick.
 
     For the larger outbreak linked to Chipotle, the most recent case had been on Nov. 10.
 
     Chipotle Mexican Grill Inc. has said it is implementing new standards to ensure food safety.

 

BISMARCK, N.D. (AP) – Revenue is coming in at only half of the projected rate for a program aimed at helping communities deal with the effects of energy development. The Oil and Gas Impact Grant Fund was projected to collect $6 million monthly from oil taxes over the next two-year budget cycle.

 BISMARCK, N.D. (AP) – U.S. Census Bureau data show North Dakota is leading the nation in population growth and the number of residents in the state is at an all-time high.
 
     The bureau’s most recent estimate released Tuesday put the state population at 756,927 in July, or an increase of 16,887 residents in one year.
 
     Census data show North Dakota’s total population jumped 2.5 percent over the past year.
 
     In the early 2000s, North Dakota was one of only a few states with a declining population. The state began to reverse that trend in 2004 because of increased oil activity, and the population has grown every year since. 
 
     Gov. Jack Dalrymple says the state’s economy and thousands of unfilled jobs are driving the population gains, despite a slowdown in drilling activity.

 

FARGO, N.D. (AP) – Supporters and opponents of a planned Red River diversion channel around the flood-prone Fargo area have scheduled separate meetings within one hour of each other Tuesday to discuss recently announced federal funding for the project.
 
     The first meeting is scheduled at Fargo City Hall and will be led by North Dakota Sens. John Hoeven and Heidi Heitkamp. They say the spending bill passed last week includes “critical” extra funding and authorization for the $2 billion project.
 
     The second meeting is set for the Knickerbocker Liquor Locker in Hickson, part of an area that would become a massive holding pond to keep back water in times of serious flooding. It will include members of an upstream coalition who believe there are better ways to control flooding.

 

ST. JOHN, N.D. (AP) – The city of St. John in northeastern North Dakota is receiving an emergency federal grant to find a new water source.
 
     USDA Rural Development state director Ryan Taylor says one of two wells serving the community of 341 people stopped producing water at the end of September.
 
     Taylor says the $50,000 grant will allow the city to secure a reliable water supply.
 
     USDA Rural Development in North Dakota has financed more than $104 million on water and wastewater systems since 2010.
 
     More than 40 cities, reservations and water districts have received grants.

Sibley (CSi) The Barnes County Wildlife Federation annual Lake Ashtabula Fishing Derbywill be January 16, 2016, from noon to 3-p.m., near Sibley.

  MEN’S COLLEGE BASKETBALL…

LOGAN, Utah (AP) – Paul Miller scored 17 points and North Dakota State knocked down six second-half 3-pointers to win the opening game of the Global Sports Tournament at Utah State Monday, knocking off Idaho State, 67-62.
 
     Ethan Telfair’s two free throws with no time left in the first half sent the Bengals into the locker room with a six-point lead, 33-27, and pushed it to eight on Ben Wilson’s layup to start the second half. But Dylan Miller got to the basket for a layup and Paul Miller added a 3-pointer to get the Bison (8-3) untracked. Miller hit another 3 to give North Dakota State a 51-47 lead that was extended by 3-pointers from A.J. Jacobson and Khy Kabellis.
 
     Ali Faruq-Bey scored 14 points and Geno Luzcando and Telfair each added 13 points for Idaho State (3-6).
 
     Idaho State plays host Utah State Tuesday; North Dakota State plays Texas-Rio Grande Valley.

 NEW ORLEANS (AP) – Matthew Stafford had a near-perfect performance in leading the Detroit Lions to a 35-27 victory at New Orleans on Monday.
 
     Stafford was 22 of 25 for 254 yards, three first-half touchdowns and no interceptions. He hit Golden Tate for a pair of TDs while the Lions were building a 28-3 lead.
 
     Drew Brees (breez) fueled the Saints’ second-half rally and was 34 of 52 for 341 yards, three touchdowns and no interceptions. Brees eclipsed the 4,000-yard mark for the 10th straight season and became only the fourth quarterback to surpass 60,000 yards in a career.
 
     Both teams are 5-9.

  MIAMI (AP) – Brandon Doughty passed for 461 yards and three touchdowns in leading No. 25 Western Kentucky to a 45-35 win over South Florida in the Miami Beach Bowl Monday  afternoon. Anthony Wales rushed for 105 yards and two touchdowns, including a 42-yarder with 5:05 left. The Hilltoppers trailed by 14 before earning their sixth straight win and ending the season 12-2.
 

BASKETBALL-HALL OF FAME…
 
     SPRINGFIELD, Mass. (AP) – Shaquille O’Neal, Allen Iverson and Yao Ming are among the first-time candidates on the ballot for the Naismith Memorial Basketball Hall of Fame. Michigan State coach Tom Izzo (IH’-zoh) and former women’s star Sheryl Swoopes are also among the candidates announced Monday for the class of 2016.
 
     The finalists will be announced on Feb. 12 during the NBA’s All-Star weekend.
 
     NFL…
     NEW YORK (AP) – The New York Giants most likely will be without one of their two top offensive weapons when they try to avoid elimination from the NFC East race Sunday night in Minnesota.
 
     The NFL has hit wide receiver Odell Beckham Jr. with a one-game suspension for his conduct in Sunday’s loss to Carolina in which he drew three personal foul penalties. Beckham has appealed the punishment in an effort to play against the Vikings.
 
     Beckham and Panthers cornerback Josh Norman tangled from the beginning of the Panthers’ 38-35 victory. At one point, Beckham delivered a diving helmet-to-helmet hit on Norman while blocking.

 

UNDATED (AP) – Arizona’s Super Bowl chances have taken a hit.
 
     Cardinals safety Tyrann Mathieu (TY’-rahn MATH’-yoo) is out for the season after tearing the ACL in his right knee after intercepting a pass in the closing moments of Sunday night’s win over Philadelphia.

     ST. PAUL, Minn. (AP) – The Minnesota Wild have signed defenseman Jared Spurgeon to a four-year, $20.75 million extension that kicks in next season.
 
     The 26-year-old Spurgeon has five goals and 17 points with a plus-3 rating and a team-high 68 blocked shots in 32 games this season.

     UNDATED (AP) – Clemson’s Dabo Swinney is The Associated Press college football coach of the year after leading the top-ranked Tigers to a 13-0 regular season.
 
     Swinney received 35 of 60 votes from the AP Top 25 media panel. Iowa’s Kirk Ferentz was second with 10.

     UNDATED (AP) – Michigan State, Kansas and Oklahoma hold the top three spots in The Associated Press’ college basketball poll for a second straight week.
 
     The 12-0 Spartans received 64 of 65 first-place votes after scoring a 20-point win over Northeastern in their only game last week.
 
     Kansas got the other No. 1 vote after improving to 9-1.
 
     Maryland and Virginia round out the top five and are followed by Xavier, North Carolina, Arizona, Butler and Providence.

In world and national news…

 DAMASCUS, Syria (AP) – An elementary school for girls in northeastern Syria has been hit by mortar fire, killing at least nine students. The Syrian government and an opposition monitoring group say several others were wounded. The school is in a city divided between the Islamic State group and Syrian government forces. The government says it was an attack by “terrorists,” a term used to describe any opposition forces.
 
     GENEVA (AP) – A new round of diplomatic talks on Syria’s civil war is being organized. A top U.N. official says Geneva will host the talks which will likely begin in January, though no date has been set. The Security Council on Friday gave its unanimous support for a peace process for Syria. Two previous rounds of peace talks ended in failure due to disagreement over President Bashar Assad’s fate.
 
     PARIS (AP) – Christmas in France will include tight security around churches this year in the wake of the Paris attacks. Concerns continue about potential extremist violence. Officials say churches will keep only one door open, instead of multiple doors, “to have better filtering at the entrance.” Authorities also say anti-Muslim and anti-Semitic violence has receded since France imposed a state of emergency.
 
     SHENZHEN, China (AP) – Rescuers in southern China have recovered the first body today from the rubble of a collapsed mountain of construction waste in a leading manufacturing city, where 76 people are still missing. Chinese officials have given journalists a tour of the site as questions build up about why they didn’t act months earlier to prevent the disaster, after problems were initially identified.
 
     KABUL, Afghanistan (AP) – Afghan and Taliban forces are engaged in raging battles in southern Afghanistan’s Helmand province. The insurgents have almost completely captured a strategic district and Britain announced it is deploying advisers to the restive area. The development came a day after a Taliban suicide bomber killed six U.S. troops near a Kabul base – the deadliest attack on Americans since August.
