Jamestown (CSi) Jamestown Police is warning Jamestown residents of a convicted sex offender who has again changed addresses in Jamestown.

Matthew Jacob Lee Graham is a 27 year old white male, 5’11″ tall weighing 192 pounds with blue eyes and brown hair.

He currently has no vehicle.

He now resides at 403 1/2 2nd Avenue, NW, Jamestown, ND.

He has been assigned a high risk assessment by the North Dakot Risk Level Committee, of the North Dakota Attorney General’s Office.

His offense is listed as indecent exposure, stemming from exposing himself to a five year old male family friend.

He was convicted in April of 2004 in Kidder County.

Disposition: remanded to the Mesabi Academy treatment facility.

Graham is not wanted by police at this time and has served the sentence imposed by the court.

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault or intimidate the offender. Attempts to harass, intimidate or threaten these offenders or their families, landlords, or employers will be turned over for prosecution.

Valley City  (CSi)  The Barnes County Sheriff’s Office reports that four stolen portable generators and a service fuel tank have been recovered stemming from an invesitgation.

Sheriff Randy McClaflin says  the generators were stolen from the North Dakota Winter Show parking lot during the North Dakota High School Rodeo.  The service fuel tank was taken from a vehicle parked at Berger Auto in Valley City.

On September 22, 2015 the Barnes County Sheriff’s Office arrested 36 year-old Steven Weber of Beulah for Theft and possession of stolen property and Carrying a Concealed Firearm.

Meanwhile 35 year-old Angela Foster of Watford City was arrested for felony Theft and possession of stolen Property.

McClaflin says  Weber entered a guilty plea.

Foster’s trial is  pending.

 

Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall. Mayor Werkhoven was not present, the meeting was conducted by Vice President, Matt Pedersen.

APPROVAL OF CONSENT AGENDA ITEMS INCLUDED:

Approving Monthly Reports from the Fire Chief, Building Inspector, Auditor, Municipal Judge and Public Works Accountant.

Monthly Bills for the City and Public Works in the Amount of $1,245,080.45

PUBLIC HEARING:

A Public Hearing for Application for Commercial Property Tax Incentives (PILOT) for New or Expanding Businesses for Smith Lumber Do It Best Hardware & Rental at 1525 East Main Street.

From the audience, Lloyd Nelson said tax incentives cost the city tax payers, and noted that the business is not new to Valley City. He asked the matter be tabled.

Commissioner Pedersen said the new facility is a benefit for the community.

Following the Public Hearing the City Commission unanimously approved a Resolution Approving Commercial Property Tax Incentive (PILOT) to Smith Lumber Do It Best Hardware & Rental.

NEW BUSINESS

The City Commissioners unanimously approved a Building Height exception to 63 feet, for a 4 floor apartment building by VCSU on College Street, north of the new Music Center. The first floor will be used for parking.

Missouri River Energy Services, (MRES) presented new S1 contract changes.

Joanie Livingston presented a background on the member owned no-profit utility.

She said the S-1 agreement, includes providing the supplemental power supply.

MRES has an agreement with Western Area Power Administration (WAPA).

The utility is asking for an 11 year contract extension, to the current agreement to 2057, and the new agreement updates language and clarifies points. The contract now includes language concerning ancillary services to supply energy, along with outling the footprint of the service area.

She said the changes will result in improved reliability, from a pool of resources, if necessary.

It also includes a rate increase by MRES from $3.25 per kilowatt hour, to $4.60 per KWH effective January 1, 2016 stemming from a higher transmission rate.

It amounts to a seven and half percent increase, in transmission, or $195,000, or three and a half percent in the overall rate increase in conjunction with the WAPA power supply.

The agreement would need the city to adopt a Resolution of agreement. The time line is March 1, 2016, to execute the agreement.

The Valley City Commission will start the process of adoption in February this year.

The commission approved creating a committee to research no more than 6 months, the feasibility of eliminating the Valley City Police Department and contracting law enforcement services from the County sheriff. Commissioner Nielson said she favors a 3 month period.

Barnes County will wait until a decision is made, possibly a vote of the people, and defer to the choice that’s made.

A motion was made to form a committee of no more than seven members with research of no more than 3 months. Research will include how the action would impact the city budget.

Committee members will possibly be comprised of VCPD Barnes County Sheriff’s Office, VCSU and accountants.

The City Commission approved a request from the Valley Development Group for $12,000 for Small Projects funding. VC/BC Economic Development Director, Jennifer Feist said, the funds come from the city sales tax, earmarked for economic development, with the funds available.

City Building Inspector Dave Andersen noted changes in the zoning map that’s being created. He noted a large increase in the dollar valuation of building permits in 2015.

He recommends residents install a carbon monoxide detector in their home and businesses.

Fire Chief Retterath cautioned those using space heaters to use care and follow manufacturers instructions.

Jamestown (CSi) The Stutsman County Commission Tuesday, changed two permit fees and approved adding two new permit fees.

The commission, with Chairman Mark Klose absent, approved changing the building permit and conditional use fees. The commission also established a fee for zoning amendments and zoning variances.

The commission approved a new building fee schedule; for a project with a valuation less than $2,000 there is no charge. For projects with a valuation of $2,001 to $25,000, the building permit fee is $25. For projects with a valuation of $25,001 to $100,000, the fee is $50. For any project with a valuation over $100,000, the permit fee is $100.

 

The conditional use permit fee went from $5 to $100. The commission also approved $100 permit fees for a request to change a township’s zoning or apply for a zoning variance.

WAHPETON, N.D. (AP) – Thieves made off with an estimated $25,000 worth of construction equipment from a shop in rural Richland County.

Sheriff Larry Leshovsky says  the incident was reported Dec. 15. Thieves reportedly stole various pieces of equipment from a construction company at an undisclosed storage shed west of Kindred, along state Highway 46.

Leshovsky says authorities often see thefts from construction sites, but not from shops.

 

BISMARCK, N.D. (AP) – North Dakota Human Resources Management Services is wrapping up an investigation of the state Transportation Department’s Motor Vehicle Division,

The probe was launched last fall after former employees characterized the work environment as stressful and hostile.

An internal DOT investigation said staff indicated instances of harassment “did not generally exist” but that “morale was low.” The department then requested the independent probe.

The  agency expects results with a few weeks.

 

BISMARCK, N.D. (AP) – An employee at a Bismarck middle school is accused of stealing a student’s prescription drugs.

Authorities allege that 45-year-old instructional strategist Tania Gerving took a student’s antidepressant medication.

Court documents say police had received complaints of stolen medications at Horizon Middle School for nearly two years. Authorities say a surveillance camera installed in the room where the medications are kept captured Gerving on video.

She faces a felony theft of property charge that carries a maximum sentence of five years in prison. The school district has placed her on administrative leave.

Court documents don’t list an attorney for Gerving. No one answered a telephone call to her home Wednesday.

 

BISMARCK, N.D. (AP) – The theft of a tip jar from a fast food restaurant in Bismarck has prompted an outpouring of support for workers at the Pita Pit.

The jar with $400 in it went missing on Dec. 29 when the lone worker in the business went into a back room. Surveillance camera footage shows two males grabbing the jar and fleeing.

The money was to fund an employee Christmas party, and Assistant Manager Jesse Decoteau estimated it would take three months to generate another $400 in tips.

Decoteau says  he was a bit off. About $1,200 in donations have come in. Texas Roadhouse employees volunteered to donate food for the Pita Pit Christmas party, which General Manager Jesse Vetter says will be “the best party of all time.”

 
WILLISTON, N.D. (AP) – Authorities have issued arrest warrants for two men allegedly involved in a fight at a Williston bar that involved a handgun.

Thirty-two-year-old Darin Wendt, of Williston, is wanted on four felony charges including terrorizing and aggravated assault. Fifty-two-year-old George Satterfield II is wanted on a misdemeanor simple assault charge.

The men do not have attorneys or listed home telephone numbers.

Wendt and Satterfield fought inside The Shop bar on Dec. 10. The altercation spilled outside, where Wendt allegedly pointed a handgun at Satterfield and also a crowd that had gathered. Wendt allegedly hit Satterfield in the head several times with the gun.

 

BISMARCK, N.D. (AP) – A North Dakota Legislative committee is mulling whether to change the state constitution and update state law to reflect the U.S. Supreme Court’s decision that declared same-sex couples have the right to marry. The Legislature’s interim Judiciary Committee debated Tuesday whether changes should be adopted or the law left alone as a statement. The Supreme Court in June declared same-sex couples have the right to marry nationwide.

 

BISMARCK, N.D. (AP) – A shortage of teachers continues to plague North Dakota schools as the academic year wears on, and one effort to address it appears to have failed. State School Superintendent Kirsten Baesler says 204 teacher openings around the state are unfilled. One idea approved by the governor last fall was to allow schools to bring in qualified people from the community to help educate students in their area of expertise. Only one person applied – and wasn’t qualified.
BISMARCK, N.D. (AP) – North Dakota regulators have approved a crude oil pipeline that will be built 100 feet beneath the lake bed of Lake Sakakawea, the largest of the six reservoirs on the Missouri River.

The three-member Public Service Commission unanimously approved Sacagawea Pipeline Co.’s plan on Tuesday. The company is developing the 70-mile-long, pipeline to move crude from Mountrail County to a rail facility in neighboring McKenzie County.

The company estimates the cost of the project at $125 million.

The timeline for the project is uncertain. The U.S. Army Corps of Engineers still must sign off on the project

 

HETTINGER, N.D. (AP) – Montana-Dakota Utilities says it has bought a wind farm near Hettinger.

The division of MDU Resources Group Inc. says it has purchased Thunder Spirit Wind from ALLETE Clean Energy. A price was not disclosed.

ALLETE completed the $220 million wind farm project last week, and the 107.5-megawatt farm can serve about 35,000 homes. All 43 turbines are in commercial operation.

Montana-Dakota says it was able to connect the wind farm to its transmission system in an area the company already provides electric service.

Montana-Dakota says it will have employees on site to manage the site and grounds maintenance, and Nordex will have staff on site to operate and maintain the towers.

Valley City (VCSU, CSi) The Valley City State University (N.D.) men’s basketball team moved up to No. 16 in the latest NAIA Division II Top 25 Coaches’ Poll released Tuesday afternoon.

VCSU moved up three spots on Tuesday from their No. 19 ranking in the previous poll back on Dec. 8. The Vikings have a 13-3 overall record and are 3-0 in the North Star Athletic Association. VCSU is 4-1 this season in games against ranked opponents.

The North Star Athletic Association has two teams ranked inside the Top 25 and one team receiving votes in this week’s poll. VCSU is the top NSAA team at No. 16. Bellevue University is ranked No. 21, and the University of Jamestown is receiving votes in the poll.

Indiana Wesleyan is the top-ranked team and received 11 out of 12 first-place votes. St. Francis (Ill.) is No. 2, followed by Marian (Ind.), Union (Ky.) and Davenport (Mich.) to round out the Top 5.

The No. 16 ranking is VCSU’s highest ranking since the 2012-13 season, when they were ranked as high as No. 15 and qualified for the NAIA National Tournament for the first time since 1986. VCSU was also ranked as high at No. 15 during the 2007-08 season when they started with a 15-3 record.

The Viking men are on the road this weekend with the Viking women for two doubleheaders at the Johnson & Wales Classic in Denver, Colo. VCSU takes on Northern New Mexico on Friday, and then concludes the trip with games Saturday against Johnson & Wales.

GRAND FORKS, N.D. (AP) – The University of North Dakota men’s hockey team has regained the top spot in one of the national polls.

The Fighting Hawks are No. 1 in this week’s USCHO.com poll and No. 2 in the USA Today/USA Hockey Magazine poll, behind Quinnipiac, after a sweep of Alabama Huntsville last weekend. UND moved up one spot in both polls.

Defending national champion Providence fell from No. 1 to No. 3 in both polls.

Linton-HMB’s head coach Dan Carr reached the pinnacle of North Dakota boys basketball career victories in Hazelton on Tuesday night.

The Lions topped visiting Kidder County 68-30, giving Carr his 689th victory in his storied Class B basketball tenure. The win broke the previous all-time wins record of 688 set by long-time Hillsboro coach and North Dakota Sports Hall of Fame member Eddie Beyer.

MINNEAPOLIS (AP) – The Minnesota Timberwolves skipped practice and held a 90-minute team meeting Tuesday one day after becoming just the fourth team this season to lose to the Philadelphia 76ers. Each player had a chance to talk about his role on the team, what he needed from his teammates and what he believes needs to happen to pull the Wolves out of an ugly rut. Minnesota has lost seven of its last eight games.

CLEVELAND (AP) – Mike Napoli (NAP’-oh-lee) has finalized his $7 million, one-year pact with the Indians after passing a physical and working out contract language. The 34-year old is expected to become the Indians everyday first baseman, with Carlos Santana serving as the designated hitter. Napoli has 204 career homers. Napoli hit .224 with 18 home runs and 50 RBIs with Boston and Texas last year.

 

JUNIOR HOCKEY…

HELSINKI (AP) – Anders Bjork, Matthew Tkachuk (kah-CHUHK’) and Ryan Donato each scored twice as the U.S. hammered Sweden 8-3 in the bronze medal game at the world junior hockey championship in Helsinki. The Americans pulled away with a four-goal second period as Brock Boeser, Donato, Brandon Carlo and Bjork scored to make it 6-2. Finland captured the gold medal by beating Russia 4-3 on Kasperi Kapanen’s (kahs-PEHR’-ee KAP’-uh-nehnz) wraparound goal 1:33 into overtime. Finland erased a 2-1 deficit in the third period and went ahead 3-2 before the Russians forced OT on a goal with six seconds left in regulation.

SEOUL, South Korea (AP) – Widespread skepticism is greeting North Korea’s claim today of a successful hydrogen bomb test. A number of nations condemned the test including China, Pyongyang’s closest ally. Experts say that whatever the North detonated, the end result could be further international sanctions on the impoverished country.

SAN FRANCISCO (AP) – Drenching storms moving toward California may provide some welcome drought relief but experts say it would take years of such storms to make up the deficit from the past four dry years. Officials are warning against reverting to old water-use habits. El Nino, a natural warming of the central Pacific Ocean, usually brings heavy rains to California.

WASHINGTON (AP) – President Barack Obama will be using his veto pen soon as the House is poised today to give final passage to a bill repealing the health care law. It’s the first time after dozens of failures that the GOP-controlled Congress has managed to send repeal legislation to the White House, though it won’t change the end result.

TEHRAN, Iran (AP) – Iraq says it’s willing to referee the escalating war of words between Iran and Saudi Arabia over the kingdom’s execution of a Shiite cleric and attacks on two Saudi diplomatic posts in the Islamic Republic. Some Sunni Arab nations have followed the Saudis’ lead and severed or downgraded ties with Iran, while others have offered words of caution aimed at calming the situation.

DES MOINES, Iowa (AP) – There’s a tidy sum on the line tonight in the Powerball lottery drawing. The jackpot is an estimated $450 million — the biggest lottery prize in nearly a year. A Powerball prize that climbed to $564.1 million last February before it was won by players from North Carolina, Texas and Puerto Rico. Powerball is played in 44 states, the District of Columbia, the U.S. Virgin Islands and Puerto Rico.
