 Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session Tuesday afternoon at City Hall.  Member Kourajian was not present.

The Council Members approved a Change Order for two items.

To Northern Plains Contracting, Inc., for construction on Jamestown Waste Water Treatment plant LRAT Cover Replacement, for a net increase in the contract price of $946.88.

A payment was authorized to Northern Plains Contracting, Inc., for construction on Jamestown Waste Water Treatment, LRAT Cover Replacement, in the amount of $663,149.54.

The meeting was show live on CSi 67 followed by the live committee meeting.

 

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council’s Finance and Legal, Building Planning And Zoning,and Civic Center and Promotion Committees met Tuesday evening at City Hall. All members were present.

With Finance and Legal Committee business:

The committee considered the recommendation from the JSDC for Economic Development Funds for the South Central Dakota Regional Council 2013 membership dues in the amount of $33,810, with the City Share to be $21,300 and paid from the City Sales Tax Fund.

Council Member Gumke said the Stutsman County Commission on Tuesday approved funding the fiscal year first quarter of the dues, and then re-evaluate.

He suggested the city follow suit and also fund the first quarter payments,

and see what the county does regarding funding after the first quarter.

Council Member Kourajian said the city should fund the full request of the city.

SCDRC Director Deb Kantrud made a presentation on services provided.

 The committee voted to recommend the fiscal year first quarter funding, Council Member Kourajian voted against the recommendation.

 

The committee  heard from Jim Nowatski, with a presentation on an updated Jamestown Renaissance Zone report.

Nowatski indicted that Mayor Andersen was not supportive of the Renaissance Zone.

The Mayor responded that she does support the program, and has utilized it with her downtown Jamestown business, and is in favor of expanding the program.

The Mayor then excused herself from the meeting, citing a prior commitment.

Nowatski recommends the Renaissance program become part of the Jamestown Area Chamber of Commerce, and in the future be delegated as part of the City Planning Commission.

He said the Mayor has “shelved” the Renaissance Zone project, which she denied earlier in the meeting, and asked that the City Attorney look into the present status of the Renaissance Zone program.

City Administrator Jeff Fuchs says the Renaissance Zone program is still in operation

 No action was taken by the committee.

The committee then discussed the request  from Alan & Jon Lindberg to consider amending the Renaissance Zone to include all of Block 9, Kelly & Fullers Addition.

City Administrator Jeff Fuchs said the Zone can be expanded by three blocks, in Jamestown, either contiguous or free standing.

The committee voted to recommend granting the request to include block 9 in amending the Renaissance Zone.

 

The committee discussed recommending the offer from Ethel Yetterboe to purchase Lots 1 & 2, Block 5, Kelly & Fullers 2nd Addition for $100.00.

The Mayor moved to recommend pursuing a license agreement,.rather than a purchase, which passed unanimously.

Next on the agenda was the Buffalo City Tourism Foundation contract.

BCTF President-Elect Aldon Kollman presented information Mayor Andersen discussed at last week’s meeting of the Foundation’s Executive Board, on the contract draft.

Kollman requested an extension of the present contract, which expires at the end of 2012 to be able to operate.

Buffalo City Tourism Director, Nina Sneider said the BCTF wants to take the revised contract back, to the board for further review.

The Finance and Legal Committee on Tuesday voted 4-0 to recommend the present contract be extended, past the end of this year, for the first quarter of 2013, pending the finalization of a new contract.

 

Bill Kennedy’s appearance on behalf of the Library Board was postponed until the January 7, 2013 City Council meeting..

The City Planning Commission minutes of December 10, 2012, were presented.

With Civic Center and Promotion Committee business:

 No items were on the agenda.

Chairman Kourajian indicated that he has been attending the BCTF and Frontier Village Board meetings.

Jamestown, ND (KCSi-T.V. News Aug 30, 2012) — The Jamestown Police Department is warning Jamestown Residents regarding a convicted sex offender who has changed his Jamestown address.

The report says, Nicholas Allen Harding, now resides at 724 7th Avenue, Southeast, Apartment #2, Jamestown, ND

He drives a silver 2008 Chevrolet Uplander, with ND license plate JHE 037.

Harding is a 24 year old white male, 5 feet 11 inches tall, weighing 250 pounds, with hazel eyes and brown hair.

Harding has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.

Harding was convicted of corruption of a minor, sending a sexually explicit message to a 16 year old female.

The conviction date is April 15, 2010 in Stutsman County District Court.

North Dakota disposition: 30 days with credit for 10 days served, 1 year supervised probation.

Offense: Harding was convicted of permitting an obscene performance by a minor.

Conviction date: August 1, 2007, in Barnes County District Court.

North Dakota disposition: 1 year, 1 day, 284 days suspended, 2 years supervised probation.

Offense: Harding was convicted of possession of material.

Conviction date: August 1, 2007 in Barnes County District Court.

North Dakota disposition: 82 days, credit for 82 days served.

Harding is currently on probation with North Dakota Parole and Probation.

Harding is not wanted by police at this time, and has served the sentence imposed by the court.

This notification is meant for public safety and not to increase fear in the community, nor, should this information be used to threaten, assault or intimidate the offender.

Attempts to harass, intimidate, or threaten these offenders, their families, landlords, or employers, will be turned over for prosecution.

Jamestown, ND (KCSi-T.V. News Dec 17, 2012) — A report at the Jamestown Public School Board meeting, indicates that the anti-bullying curriculums in the school district are by in large, effective.

A report was given in the form of the Olweus survey results, a district-wide anti-bullying program, approved by the school board.

The report said, the data is very positive and what the school district is doing “seems to be going well.”

Each school in the district uses different types of anti-bullying curriculums.

Assistant Principal Mark Stillwell said the survey results will be presented to middle school students after the Christmas recess, so issues can be specified and worked on.

At the meeting Superintendent Toso announced that Gussner Elementary School has been selected by the North Dakota Department of Instruction to apply as a Blue Ribbon School, one of three schools in the state selected to apply for the award.

It honors only the highest achieving schools in the country. It’s the first time a school in Jamestown has been selected to apply.

At the meeting, Toso talked about ensuring the safety of Jamestown Public Schools.

Toso says there are already safety measures in place in te school district.

That includes drills theld during the school year for students and staff.

He says the school resource officer is an asset to the school district, a go-to person for safety concerns.

Toso will meet with Jamestown Public Schools administrators and the School Resource Officer this week, to discuss continued safety measures.

 

Jamestown, ND (KCSi-T.V. News Dec 17, 2012) — The Jamestown/Stutsman Development Corporation (JSDC) has met with representatives of Endless Harvest.

The commercial greenhouse project in Jamestown is requesting $2 million in loans from local development organizations to start the controlled environment agricuture lettuce project.

Endless Harvest is looking to build the greenhouse near Jamestown and grow lettuce for the Northern Plains market.

Costs for the first phase estimated at about $12 million,

Endless Harvest has obtained about $10 million in loans from the Small Business Administration, an unnamed local bank and the Bank of North Dakota.

Construction of additional phases would be funded through early profits.

Lance Brower, of Jamestown, a consultant for Endless Harvest, said, lettuce during the first phase of the project, could be grown at about 47 cents per head, that could have been wholesaled in 2011, at $1.31 per head.

Endless Harvest developer, Steve Froehlich, said a local investment would guarantee local control.

Brower added a JSDC local investment would help maximize the impact of the project.

JSDC, CEO, Connie Ova said, a combination of loans from the JSDC and South Central Dakota Regional Council might be possible, as JSDC is in the process of determining the best fit for the project.

Phase One includes an administrative and classroom building, living quarters and a 2.7-acre greenhouse to grow the lettuce.

Eventually the project plans includes 21.6 acres of greenhouse space and with roughly 45 percent of the lettuce consumed in North Dakota and Minnesota.

 

Jamestown, ND (KCSi-T.V. News Dec 17, 2012) — In light of reports of new reports of scammers operating in the area, Jamestown Police reminds residents to be wary of individuals requesting money sent by wire.

There are local reports of on line scammers trying to obtain money from individuals by trying to dupe them wiring money due to what the con artist says is illegal usage of the internet.

Another local scam involved a phone call with the individual claiming to be from Microsoft requesting person information, stemming from alleged error messages on their computer.

Jamestown Police reminds residents, never wire money, or give out personal information to someone you don’t know.

Investigate, or call local law enforcement, before acting.

 

Jamestown, ND (KCSi-T.V. News) — The National Buffalo Museum invites the public to an Open House, at the museum, to wish Felicia Sargeant well, as she steps down as director.

Ms. Sargeant has recently been selected at the new Jamestown Area Chamber of Commerce, Executive, starting after the first of the year.

The Open House at the National Buffalo Museum will be on Wednesday December 19, 2012, from 2-p.m., to 4-p.m.

 

 BISMARCK, N.D. (AP) – A California man has pleaded guilty to stealing a car with a 2-year-old child asleep in the backseat to head to a casino to gamble.
 
     U.S. Attorney Timothy Purdon announced Tuesday that 39-year-old Paul A. Bonilla, of Riverside, Calif., pleaded guilty to the charge of theft within Indian Country.
 
     Prosecutors say Bonilla entered a car in a New Town restaurant parking lot without permission to drive to a local casino to gamble. In the backseat of the car was a 2-year-old child.
 
     The child was found to be unharmed and Bonilla was arrested.
 
     He faces up to five years in prison and a $250,000 fine. Sentencing is set for March 25.

 BISMARCK, N.D. (AP) – A North Dakota man has pleaded guilty to abusive sexual contact and assault by striking.
 
     U.S. Attorney Timothy Purdon announced Tuesday that 20-year-old Kirk B. Hollow, of Cannonball, pleaded guilty to the charges that stem from a May incident.
 
     Prosecutors say Hollow sexually assaulted a woman and later physically assaulted a man who was attempting to assist the woman.
 
     The abusive sexual assault charge carries a maximum sentence of 10 years in prison and a $250,000 fine. The assault charge carries a maximum sentence of six months in prison and a $1,000 charge.
 
     Sentencing is set for March 18.

 

FARGO, N.D. (AP) – Police are looking for a man who robbed a Fargo bank.
 
     Authorities say a man believed to be in his 50s walked into a Gate City Bank on Monday afternoon, indicated he had a weapon and demanded cash.
 
     The suspect left on foot with an unknown amount of money. No one was hurt.

 

WEST FARGO, N.D. (AP) – State officials say a plan for tougher drunken driving legislation would make North Dakota one of 15 states to require jail time for first-time offenders.
 
     The proposal follows pleas for stiffer DUI penalties after a wrong-way crash in July that killed three members of a West Fargo family.
 
     Allison Deutscher, her husband, Aaron Deutscher, and the couple’s 18-month-old daughter, Brielle (BREE’-ehl), were killed when their SUV was struck by a man in a pickup driving the wrong way on Interstate 94 near Jamestown. The driver of the pickup had a blood-alcohol content three times the legal limit for driving.
 
     The bill also calls for tougher sentences for repeat DUI offenders.
 
     Lynn Mickelson, Allison Deutscher’s father, says he owes it to his family to push for tougher drunken driving laws.

 WASHINGTON (AP) – Defense Secretary Leon Panetta says U.S. military commanders in Afghanistan believe the U.S. and its allies have “turned the tide” after 11 years of war. Panetta spent two days in Afghanistan last week consulting with top American commanders and Afghan government officials. He says the international military coalition has managed to reverse a five-year trend of growing violence, and that Afghan forces are on track to take the lead for securing the entire country next year.
 
     WASHINGTON (AP) – A spokesman says President Barack Obama is supporting efforts on Capitol Hill to reinstate an assault weapons ban, following last week’s school shootings in Connecticut. White House spokesman Jay Carney says Obama would also support legislation to bar people from buying guns from private dealers without background checks.

 
     KEARNS, Utah (AP) – Utah school officials say a sixth-grader told them he brought a gun to school Monday to defend himself in case of an attack similar to the mass shooting last week in Newtown, Conn. Other students told police he pointed the handgun at them on a field at a suburban Salt Lake City elementary school. Authorities say the 11-year-old has been arrested on suspicion of possessing a dangerous weapon and aggravated assault.
 
     INDIANAPOLIS (AP) – A court hearing is scheduled  for an Indiana man charged with threatening a school massacre hours before the shooting rampage in Connecticut. Police boosted security at Jane Ball Elementary School in Cedar Lake and three other area schools Friday after Von Meyer’s wife told officers he had threatened during an argument to “shoot up the school.” She works in the school’s cafeteria.
 
     LANSING, Kan. (AP) – The bodies of the two men executed for the 1959 murders of a Kansas family chronicled in Truman Capote’s book “In Cold Blood” have been exhumed. The bodies of Richard Hickock and Perry Smith were exhumed from the Mount Muncie Cemetery in Lansing at the request of the Sarasota County, Fla., sheriff’s office. A detective is trying to determine whether Smith and Hickock were also responsible for the deaths of a Florida family in 1959.
