BISMARCK, N.D. (AP) – North Dakota’s employment agency has announced layoffs and cuts in service due to federal budget shortfalls.
The cuts come a month after lawmakers denied an emergency appropriation of $240,000 to the agency, fearing that using state money to make up for federal funding shortfalls would set a bad precedent.
The two people who worked full-time in the Valley City office were told by Job Service employees Thursday that their jobs had been cut and the office is officially closed.
Job Service North Dakota will provide services in the Valley City office with staff members from the Fargo office the first and third Tuesday of each month from 9am to 12:30pm and 1pm to 4pm through April 2016.
Phone numbers will be provided and messaging will be installed on any JSND phones left active in the Valley City office through April 30th of 2016.
After April 30th, JSND will look for a no-cost community location like the library, city or county offices to provide services through June 30th of 2016.
Officials have said they are expected to see weekly unemployment insurance claims jump from 700 to 2,500 this month. The agency says the rise is due to layoffs of seasonal workers and those who are losing jobs in the oil patch because of a drop in activity.
Jamestown (CSi) The 9th Annual, Giving Hearts Day is set for Thursday February 11, 2016, a one-day online giving event.
Several Jamestown area non-profits are participating this year, including: Anne Carlsen Center, Jamestown Regional Medical Center, St. John’s Academy, The Arts Center, American Heart Association, Freedom Resource Center, Service Dogs for America, Salvation Army, and University of Jamestown.
Giving Hearts Day is the biggest charity giving day of the year in the region. Because donations of $10 or more are matched, it’s a great day for donors to multiply the results of their giving. In a single day, millions are raised to improve lives in North Dakota and western Minnesota.

Jamestown (CSi) The Click It or Ticket seat belt enforcement campaign is underway this month.
High visibility enforcement in Dickey, Eddy, Foster, Logan, and Stutsman County Sheriffs’ Departments and Jamestown, Napoleon, Oakes, Ellendale and Valley City will continue through this month.
The NDDOT, male pickup drivers and passengers are the least likely to buckle up in North Dakota. The North Dakota State University Upper Great Plains Transportation Institute observes seat belt use in 27 counties annually for the NDDOT. Their recent survey found that one of three male pickup passengers in the state are unbelted.
Karin Mongeon, Safety Division Director at NDDOT says, “Low seat belt use puts light truck occupants at high risk. This type of vehicle is represented in the majority of fatalities resulting from single vehicle rollover crashes.”
In 2015, 46 people died in single vehicle rollover crashes. Nearly 80 percent of those killed were unbelted.
FARGO, N.D. (AP) – Some residents of southeastern North Dakota and northwestern Minnesota were surprised by heavy snowfall.
The National Weather Service says a narrow band of snow 10-20 miles wide dropped between 6 and 15 inches of snow early Thursday. The agency posted winter storm warnings and advisories for the area.
KFGO Meteorologist Tom Szymanski (shu-MAHN’-skee) says such storm systems are called mesoscale banding and are rare. They create narrow bands of heavy snow while leaving nearby areas with little or no snow.
Lowell Siebels lives just north of Harwood. He tells KFGO that the snow was so deep he had trouble opening his door.
Roadways in the Jamestown area have continuous ice and and a light snow covering.
Valley City area: icy conditions and snow cover.
Traffic speeds and visibility reduced in both area.
Going east of the area…road conditions deteriorate with 6-9 inches of new snow from overnight in the Casselton, and Mapleton areas.
North of Fargo up to a foot of new snow in the Georgetown area.
A few inches of new snow overnight in the Fargo area.
13 inches reported north of Harwood, 2 inches fell in West Fargo and just over an inch in south Fargo.
An inch or less fell in Valley City but 7 miles south of Valley City about 3 to 4 inches is being reported.
The Highway Patrol is advising motorists to exercise caution due to slippery road surfaces this morning in southeastern North Dakota.
The North Dakota Highway Patrol reports a crash between a semi and another vehicle, on I-94 southeast of Tower City shortly after 1am today.

Carrington (CSi) The Foster County States Attorney, Paul Murphy has handed in his resignation to the Foster County Commission.
During the Foster County Commission meeting in Carrington on Tuesday, Chairman Josh Dreher called for Murphy’s resignation, saying several issues prompted the call for Murphy to resign.
Murphy stated that he submitted his resignation on Wednesday.
A special meeting was held Wednesday evening to discuss moving the State’s Attorney office into the Foster County Courthouse.
A total of six resignations were recorded in Foster County in December 2014 and Commissioners Bill Bauer and James Carr resigned in 2015.
BISMARCK, N.D. (AP) – Southeast District Court Judge Jerod Tufte has announced his candidacy for the North Dakota Supreme Court.
Tufte announced his bid on Thursday. He is the first person to declare candidacy for the high court seat being vacated by Justice Dale Sandstrom, who announced his retirement last month.
Gov. Jack Dalrymple appointed Tufte to the bench in 2014. Tufte was Dalrymple’s staff attorney for four years prior to that.
Tufte holds a law degree from Arizona State University. He has served as a state’s attorney in Kidder and Sheridan counties. He also is a member of the National Guard, has served as legal counsel to military commanders and served a tour of duty in Kosovo.
MINOT, N.D. (AP) – Business owners in Minot are taking action after a rash of burglaries over the weekend.
Police say nine businesses were targeted by burglars on Saturday. They included fast food restaurants, auto repair and sales facilities, a laundry, a financial services company, a glass business and a construction operation.
Last year, burglaries in Minot jumped 60 percent from 2014.
Schoenborn Appraisal Service owner Bernie Schoenborn tells KXMC-TV that it shows “the changing of the times, the changing of the culture.” He’s installing a new security system, and he’s not the only one.

One of the main topics of concern was the extent of boring that needs to be done be to ensure there are no hidden underground mine tunnels. The area is riddled with early 20th century underground mine works near where the state Public Service Commission has injected grout to stabilize the property.
Commissioners on Wednesday upheld the zoning board’s recommendation that the location be bored to the PSC’s recommendation. Zoning member Dwight Berger says the abandoned mine program manager recommends 50 bore holes as deep as 120 feet.
MINOT, N.D. (AP) – A B-52 bomber from Minot Air Force Base in North Dakota is scheduled to perform a flyover of Toyota Stadium in Frisco, Texas, before the NCAA Football Championship Subdivision title game.
North Dakota State University is taking on Jacksonville State on Saturday as the Bison look for their fifth straight Division I national championship.
The bomber will make its stadium flyover during the game’s opening ceremony.

NEW YORK (AP) – Ken Griffey Jr. will go into the Hall of Fame with a Seattle Mariners’ cap and Mike Piazza will have a New York Mets’ hat.
The pair made their announcements at a news conference Thursday, a day after they were elected by the Baseball Writers’ Association of America.
Griffey spent a lengthy period of his career with Cincinnati, and Piazza reached the major leagues with the Los Angeles Dodgers. Griffey is the first Mariners’ player in the Hall.
Induction ceremonies will be held in Cooperstown on July 24.
Known for wearing his cap backwards, Griffey joked about that with Piazza, the top offensive catcher in baseball history.
“He wore it backwards more than I did,” Griffey said.

CHICAGO (AP) – A Texas sheriff says the state trooper who is charged with perjury in the arrest of Sandra Bland is expected to turn himself in, after a judge signed the arrest warrant. The sheriff says bond has been set at $2,500 for the officer, Brian Encinia. A grand jury indicted him Wednesday on a misdemeanor perjury charge for allegedly lying about the circumstances of his arrest of Bland last summer. Authorities say Bland hanged herself in her jail cell several days later. If convicted of perjury, the officer would face up to one year in prison.
DALLAS (AP) – Tonya Couch has arrived in Texas to face a charge that she interfered with the capture of her son — the 18-year-old who gained fame by invoking an “affluenza” defense in a fatal drunken-driving crash. Couch was flown today to Texas from Los Angeles, where she’d been held since she was deported from Mexico last week. Her son Ethan is still in custody in Mexico. Authorities believe they both fled Texas in November as prosecutors investigated whether Ethan Couch had violated his probation.
BEIJING (AP) – Stock market regulators in China say they are going to suspend a mechanism that automatically stops trading when stocks fall sharply. It was triggered today for the second time this week, after just being introduced at the start of the year. The steep selloff in China today, and the suspension of trading, set off another slump in stocks around the world. Worries about China’s economy have helped send the Dow industrials more than 300 points lower this afternoon.
BURLINGTON, Vt. (AP) – Supporters of Republican presidential candidate Donald Trump and opponents are lining up outside the Burlington, Vermont theater where Trump is scheduled to appear — just across the street from the City Hall where Sen. Bernie Sanders got his start. One man who says he got in line at 4:30 a.m. says he can’t stand Trump, but wants to ask him if it’s irresponsible to distribute 20,000 tickets to the event in a theater with just 1,400 seats as police have said. Police say even people with confirmed tickets will be turned away once the theater is full.
DETROIT (AP) – A man whose dogs snatched and killed a 4-year-old Detroit boy as he walked with his mother has been ordered to trial on a second-degree murder charge. A judge Thursday said there’s enough evidence to send the dogs’ owner to trial on the murder charge and other counts. Xavier Strickland was walking with his mother when they were attacked by pit bulls on Dec. 2. Police had to shoot the dogs to free the boy’s body. Three were killed; a fourth was euthanized.
