BISMARCK, N.D. (AP) – North Dakota’s employment agency has announced layoffs and cuts in service due to federal budget shortfalls.
The cuts come a month after lawmakers denied an emergency appropriation of $240,000 to the agency, fearing that using state money to make up for federal funding shortfalls would set a bad precedent.
The two people who worked full-time in the Valley City office were told by Job Service employees Thursday that their jobs had been cut and the office is officially closed.
Job Service North Dakota will provide services in the Valley City office with staff members from the Fargo office the first and third Tuesday of each month from 9am to 12:30pm and 1pm to 4pm through April 2016.
Phone numbers will be provided and messaging will be installed on any JSND phones left active in the Valley City office through April 30th of 2016.
After April 30th, JSND will look for a no-cost community location like the library, city or county offices to provide services through June 30th of 2016.
Job Service offices in seven cities — Beulah, Grafton, Harvey, New Town, Oakes, Rolla and Valley City — lost their staff immediately Thursday.
Officials have said they are expected to see weekly unemployment insurance claims jump from 700 to 2,500 this month. The agency says the rise is due to layoffs of seasonal workers and those who are losing jobs in the oil patch because of a drop in activity.
Jamestown (CSi) A Public Input Meeting will be held on Tuesday January 26, 2016 at 7-p.m., at the Gladstone Inn & Suites in Jamestown.
The purpose of the meeting is to discuss the proposed improvements and detour routes for the SE Jamestown Interchange (Exit 260) Westbound Bridge, located on I-94 at mile 260.125. The project consists of replacing the existing structure.
The Open House will be 5:00 p.m. to 7:00 p.m.
Formal Presentation 5:15 p.m. to 5:30 p.m.
Open house will be conducted by the ND Department of Transportation(NDDOT)
The meeting is designed to allow for public input which is required for compliance with the National Environmental Policy Act of 1970 and national Historic Preservation Act of 1966.
Representatives from the NDDOT will be on hand to answer questions and discuss concerns.
Jamestown (CSi) The 9th Annual, Giving Hearts Day is set for Thursday February 11, 2016, a one-day online giving event.
Several Jamestown area non-profits are participating this year, including: Anne Carlsen Center, Jamestown Regional Medical Center, St. John’s Academy, The Arts Center, American Heart Association, Freedom Resource Center, Service Dogs for America, Salvation Army, and University of Jamestown.
Giving Hearts Day is the biggest charity giving day of the year in the region. Because donations of $10 or more are matched, it’s a great day for donors to multiply the results of their giving. In a single day, millions are raised to improve lives in North Dakota and western Minnesota.

Jamestown (CSi) The Click It or Ticket seat belt enforcement campaign is underway this month.
High visibility enforcement in Dickey, Eddy, Foster, Logan, and Stutsman County Sheriffs’ Departments and Jamestown, Napoleon, Oakes, Ellendale and Valley City will continue through this month.
The NDDOT, male pickup drivers and passengers are the least likely to buckle up in North Dakota. The North Dakota State University Upper Great Plains Transportation Institute observes seat belt use in 27 counties annually for the NDDOT. Their recent survey found that one of three male pickup passengers in the state are unbelted.
Karin Mongeon, Safety Division Director at NDDOT says, “Low seat belt use puts light truck occupants at high risk. This type of vehicle is represented in the majority of fatalities resulting from single vehicle rollover crashes.”
In 2015, 46 people died in single vehicle rollover crashes. Nearly 80 percent of those killed were unbelted.
(CSi) The Kensal Public School District in Stutsman County and Midkota Public School District in Griggs County have restarted talks about the potential for consolidation in the future.
Kensal School District Superintendent Tom Tracy said consolidation has been discussed over the years and this time he feels the dialogue might be more substantial.
The two districts already co-op in girls and boys sports.
WILLISTON, N.D. (AP) – A Williston man who police say seriously injured a woman by pushing her down a flight of stairs during an argument has pleaded guilty to aggravated assault. The Williston Herald reports 37-year-old Joby Zimmerman was arrested last July after the incident that authorities say caused brain injuries to the woman, who spent several days on life support. Zimmerman avoided a trial this week by reaching a plea deal with prosecutors.
BISMARCK, N.D. (AP) – The number of people who died on North Dakota roadways last year was the lowest in five years.
Preliminary data released by the state Transportation Department and the Highway Patrol show 131 motor vehicle fatalities in 2015, down 3 percent from 2014 and the lowest number since 105 fatalities in 2010.
Transportation Director Grant Levi says “significant investments” in infrastructure in recent years might have helped save some lives. Highway Patrol Superintendent Col. Michael Gerhart says motorists also need to be smart – driving sober, buckling up and slowing down.
About two-thirds of last year’s fatalities involved people who were not wearing seat belts. More than one-third were alcohol-related, and more than one-fourth were speed-related. Three-fourths of the fatalities were North Dakota residents.
BISMARCK, N.D. (AP) – Southeast District Court Judge Jerod Tufte has announced his candidacy for the North Dakota Supreme Court.
Tufte announced his bid on Thursday. He is the first person to declare candidacy for the high court seat being vacated by Justice Dale Sandstrom, who announced his retirement last month.
Gov. Jack Dalrymple appointed Tufte to the bench in 2014. Tufte was Dalrymple’s staff attorney for four years prior to that.
Tufte holds a law degree from Arizona State University. He has served as a state’s attorney in Kidder and Sheridan counties. He also is a member of the National Guard, has served as legal counsel to military commanders and served a tour of duty in Kosovo.
GARRISON, N.D. (AP) – State highway officials have reopened U.S. Highway 83 south of Garrison after the U.S. Army Corps of Engineers completed work on gate well covers.
The highway’s four lanes between Lake Sakakawea and Snake Creek are reopened to traffic. They were closed during the project as the corps completed its work.
The state Department of Transportation is asking drivers to be aware of a temporary 45 mph speed limit in place through the area, as they will encounter a temporary bump due to a thick steel plate on the roadway.
This plate will remain on the roadway until work resumes next summer.
STANTON, N.D. (AP) – The Mercer County Commission has given permission to owner of empty oil patch man camp units to bring them to a location between Hazen and Beulah to house workers building a urea fertilizer plant
One of the main topics of concern was the extent of boring that needs to be done be to ensure there are no hidden underground mine tunnels. The area is riddled with early 20th century underground mine works near where the state Public Service Commission has injected grout to stabilize the property.
Commissioners on Wednesday upheld the zoning board’s recommendation that the location be bored to the PSC’s recommendation. Zoning member Dwight Berger says the abandoned mine program manager recommends 50 bore holes as deep as 120 feet.

FARGO, N.D. (AP) – A shortage of deicing liquid led to delays and cancellations at the Fargo airport as hundreds of fans were flying out to Frisco, Texas, for Saturday’s Football Championship Subdivision title game.
North Dakota State University is taking on Jacksonville State as the Bison look for their fifth straight Division I national championship.
Fargo was in the path of a surprise snowfall on Thursday, leading to the flight problems. Delta Airlines issued an apology to Bison fans for the inconvenience.
MINOT, N.D. (AP) – A B-52 bomber from Minot Air Force Base in North Dakota is scheduled to perform a flyover of Toyota Stadium in Frisco, Texas, before the NCAA Football Championship Subdivision title game. The bomber will make its stadium flyover during the game’s opening ceremony.
FARGO, N.D. (AP) – U.S. congressmen from North Dakota and Alabama have made a friendly wager on the outcome of Saturday’s NCAA Football Championship Subdivision title game.
North Dakota State University is taking on Jacksonville State in Frisco, Texas, as NDSU looks for its fifth straight Division I national championship.
If the Bison win, Alabama U.S. Rep. Mike Rogers will treat North Dakota U.S. Rep. Kevin Cramer and his staff to lunch. If the Gamecocks win, Cramer will do the treating.
FARGO, N.D. (AP) – Fargo Mayor Tim Mahoney is getting a firsthand look at the surveillance system in Frisco, Texas, while he’s in town for the Football Championship Subdivision title game.
Mahoney says that Frisco has a much more vigorous surveillance system than does Fargo. It includes video cameras throughout the city and in school classrooms.
Frisco’s police department also has a mobile unit that plugs into the surveillance system so video can be monitored from the field. It will be used at the Toyota Stadium during Saturday’s game between Jacksonville State and four-time defending FCS champion North Dakota State.
Fargo now has half a dozen surveillance cameras downtown. Mahoney says if it’s determined that more might be needed, the City Commission wouldn’t consider it until next year.

FARGO, N.D. (AP) – Devin Patterson scored 32 points and Nebraska-Omaha snapped North Dakota State’s 31-game home winning streak with a 91-82 victory Thursday night.
Patterson was 11 of 14 from the floor. Jake White had 17 points and Tre’Shawn Thurman added 16 for Nebraska-Omaha (11-6, 3-0 Summit League), which has won five straight.
Paul Miller scored 24 points with four 3-pointers to lead North Dakota State (11-5, 1-1).
The Mavericks took the lead for good four minutes into the game, and used an 18-2 run to take a 36-16 lead with five minutes left in the first half. Patterson scored eight points, and the Bison made just 1 of 10 shots during the 10-minute stretch.
Tra-Deon Hollins scored five-straight points and Nebraska-Omaha led 76-56 with 10 minutes left, and the Mavericks had a double-digit lead until North Dakota State’s Carlin Dupree made back-to-back layups in the final minute.

CANTON, Ohio (AP) – Brett Favre, Terrell Owens and Alan Faneca, all first-year eligibles, have made the list of 15 finalists for induction into the Pro Football Hall of Fame. The class of 2016 will be decided on Feb. 6, the day before the Super Bowl, with inductions scheduled for August. Also making the cut to 15 are Morten Andersen, Steve Atwater, Don Coryell, Terrell Davis, Tony Dungy, Kevin Greene, Marvin Harrison, Joe Jacoby, Edgerrin James, John Lynch, Orlando Pace and Kurt Warner.
DENVER (AP) – The Broncos are turning things back over to Peyton Manning.
Coach Gary Kubiak (KOO’-bee-ak) has announced that Manning will get the start in Denver’s Jan. 17 playoff game, replacing Brock Osweiler who did a good job stepping in for Manning while he was recovering from a left foot injury.
Manning missed seven starts with a torn plantar fascia. He returned to action Sunday when he relieved Osweiler in the second half and led the Broncos to a 27-20 win over San Diego that secured the AFC’s top seed.

NEW YORK (AP) – Ken Griffey Jr. will go into the Hall of Fame with a Seattle Mariners’ cap and Mike Piazza will have a New York Mets’ hat.
The pair made their announcements a day after they were elected by the Baseball Writers’ Association of America.
Griffey spent a lengthy period of his career with Cincinnati, and Piazza reached the major leagues with the Los Angeles Dodgers. Griffey is the first Mariners’ player in the Hall.
Induction ceremonies will be held in Cooperstown on July 24.
PGA-TOURNAMENT OF CHAMPIONS…
KAPALUA, Hawaii (AP) – The 2016 PGA Tour season is underway. Jordan Spieth (SPEETH) started the year the way he spent most of 2015 — in contention near the top of the leaderboard.
Spieth birdied the final hole to shoot a 7-under 66 to climb one stroke back of Patrick Reed for the first-round lead at the Tournament of Champions event in Hawaii. Reed is defending champion at Kapalua and has top 10s in his last six tournaments around the world.
This event is limited to players who won tournaments in 2015.
Brandt Snedeker, J.B. Holmes and Danny Lee are tied one shot off the lead.

BRUSSELS (AP) – Prosecutors in brussels say a December raid on an apartment in the capital revealed a likely bomb-making operation for the Paris attacks as well as a fingerprint of one of the plotters who remains at large. The print belonged to Salah Abdeslam (AHB’-dehs-lahm), whose brother was one of the suicide bombers. The search also turned up three suspected suicide belts and traces of explosive.
YOKOSUKA, Japan (AP) – The commander of the Navy’s 7th fleet says his biggest worry by far in Asia is North Korea. Speaking to reporters today aboard the USS Ronald Reagan aircraft carrier, U.S. Navy Vice Adm. Joseph Aucoin (oh-KOYN’) says the other big challenge is China’s increasingly assertive behavior in the disputed South China Sea. But the one that “keeps me up” for a possible crisis is North Korea.
SEOUL, South Korea (AP) – Massive, state orchestrated celebrations took place in North Korea today over the country’s fourth nuclear test and involved tens of thousands of military and civilians, many of whom danced in the streets. It is unclear whether leader Kim Jong Un, whose birthday is also believed to be today, attended the celebrations. There is much skepticism outside of North Korea over whether it actually detonated a hydrogen bomb.
MANILA, Philippines (AP) – Despite some sketchy performances of late, the head of the Asian Development Bank says he thinks Chinese economic growth will be healthy this year. He’s predicting 6.7 percent growth despite currency fluctuation and a plunge in Chinese stocks, which recovered today. He says China’s growth is still high compared to the rest of the region.
WASHINGTON (AP) – A senior defense official explains a spike in sexual assault and harassment complaints at the nation’s three military academies as a sign of students’ growing confidence in the reporting system and expanded awareness programs. Documents reviewed by The Associated Press suggest sexual assault reports grew by 50 percent in the 2014-15 school year, and complaints of sexual harassment also rose.
