Valley City (CSi) Another petition has been submitted to Valley City, and if the language is approved it would allow a sponsoring committee to gather signatures to ask Valley City voters to approve setting up an ordinance, if approved by voters, would put the Valley City Police Department under the Barnes County Sheriff’s Office.
City Auditor, Avis Richter will review the petition language and respond to the petitioners, Bob Drake, Tony Drake, and Lloyd Nelson of Valley City.
If approved, the members would then gather the necessary signatures to place the measure on a citywide ballot.
Valley City Administrator David Schlelkoph says the city stopped its search for a new police chief due pending the petition outcome.
Schelkoph says Police Chief Fred Thompson has agreed to remain as chief until further notice.
Last year Thompson said he was resigning to spend more time with his family in Nevada.
At the January 5, 2016 City Commission meeting, commissioners voted to create a committee to research the feasibility of eliminating the Valley City Police Department and contracting law enforcement services from the County sheriff.
A motion was made to form a committee of no more than seven members with research of no more than 3 months. Research will include how the action would impact the city budget.
Committee members will possibly be comprised of VCPD Barnes County Sheriff’s Office, VCSU and accountants.
Barnes County will wait until a decision is made, possibly a vote of the people, and defer to the choice that’s made.
Jamestown (CSi) The James River Humane Society, thanks the community for the donations over the recent holiday season.
On Friday’s Wayne Byers Show on CSi Cable 2, President, Matt Opsahl said the shelter had many donations of need supplies, and large amounts of treats, toys, blankets, and the like. There was an additional drop box at a Christmas tree at the Buffalo Mall.
Donations are always welcome at the drop box at Hugos in Jamestown.
He reminded viewers that the Elvis Impersonator fundraiser is set for April 2, 2016, at 7-p.m., at the Jamestown Knights of Columbus Hall.
Tickets are $25 per person, available in advance, or at the door.
Currently there are 15 dogs and 12 cats and seven kittens at the shelter available for adoption. Two puppies will be available in about a month, being only 8-weeks old right now.
The James River Humane Society is located off the I-94 Bloom Exit, open every day from 9-a.m.-noon, and 5:30-p.m., to 6:30-p.m.

HATTON, N.D. (AP) – A weekend snowmobile crash in Grand Forks County killed a 10-year-old boy from Thompson and injured a 9-year-old Hatton boy.
The Highway Patrol says the two were on a snowmobile that crashed and rolled in a farm field about 4 miles northwest of Hatton Sunday afternoon.
Authorities haven’t determined which boy was driving the snowmobile. The 9-year-old was flown to a Fargo hospital with what the patrol says are serious injuries.
BISMARCK, N.D. (AP) – An employee at a Bismarck middle school who’s accused of stealing a student’s prescription drugs has resigned.
Forty-five-year-old instructional strategist Tania Gerving submitted her letter of resignation late last week. She had worked as a coach for teachers at Horizon Middle School since 2011.
Gerving faces a felony theft charge that carries a maximum sentence of five years in prison. She could enter a plea at a Feb. 8 court hearing.
Court documents say police had received complaints of stolen medications at the middle school for nearly two years. Authorities arrested Gerving after they say a surveillance camera installed in the room where the medications are kept captured her on video.
MINOT, N.D. (AP) – Minot’s Downtown Business and Professional Association has put a hold on a plan to use city economic development dollars to help businesses dealing with disruptions from a three-year infrastructure upgrade project.
Association President Chris Lindbo says the group wants to further discuss the plan with its members to see if any tweaks are necessary.
The Magic Fund screening committee in December endorsed using up to half a million dollars from the fund to pay down interest on debt for affected downtown businesses. But many established businesses with no outstanding loans said they would be left out and that other ideas for aid should be considered.
The City Council now won’t consider the interest buy-down plan until business association officials visit with members.
BISMARCK, N.D. (AP) – The number of North Dakotans using food stamps using food stamps to buy groceries is dropping, even as the state’s oil-driven economy is slowing and the population has risen to an all-time high.
Data show an average of 53,341 people used food stamps monthly in 2015. That’s down about 150 people from 2014 and more than 2,200 in 2013.
Food stamp director Arlene Dura says the decrease in the number of people using food stamps in North Dakota is a result of the state’s strong economy and plentiful jobs.
North Dakotans enrolled in the program received an average of $122.35 monthly in 2015, up from $118.80 in 2014.
A family of two can qualify for help with an income of less than $1,726 per month.
DEVILS LAKE, N.D. (AP) – The July shutdown of a straw pulp manufacturing and molding facility in Devils Lake has raised questions about who is going to clean up molding bales at the company’s former site.
The mold that commonly grows on wheat is known as fusarium. The U.S. National Library of Medicine and National Institutes of Health say symptoms from exposure can include pneumonia and allergic disease.
Ultra Green Packaging had attempted to eliminate the mold problem by giving away the bales of straw, then by burning the material.
A letter dated Dec. 28 from North Dakota’s Division of Waste Management to Ultra Green Chief Financial Officer Jon Peters addressed potential regulatory violations at the site.
The newspaper’s attempts to contact Peters weren’t immediately returned.
BISMARCK, N.D. (AP) – North Dakota’s Tax Commissioner’s Office has launched
Tax Commissioner Ryan Rauschenberger (RAW’-shun-bur-gur) says the overhaul is aimed at better serving the public. He says the new design, layout and functionality should make the site easier to navigate.
Rauschenberger says launching the site at the beginning of the year coincides nicely with the start of tax season.

BISMARCK, N.D. (AP) – An American Indian reservation in North Dakota is getting a $621,000 for diabetes treatment and prevention programs.
North Dakota’s congressional delegation says the money for the Three Affiliated Tribes comes from the U.S. Department of Health and Human Services.
The Fort Berthold Reservation is occupied by the Mandan, Hidatsa and Arikara tribes in the heart of North Dakota’s oil patch.

Fargo (CSi) Eddie Beyer the legendary North Dakota high school basketball coach passed away in a Fargo hospital Sunday night. He was 77.
Beyer’s daughter, Tammy Nelson, said her father had struggled with his health in recent years.
Beyer coached the Hillsboro High School boys basketball team for 37 years, retiring after the 1997 season. He had a 688-195 won-loss mark at Hillsboro, a state record for boys basketball coaching wins that only recently was broken by Dan Carr of Linton.
Beyer’s teams won Class B state basketball titles in 1973-74, 1977 and 1981, the latter team going 26-0. His Burros teams qualified for 13 Class B state tournaments and won 19 Red River Valley Conference championships.
He came to Hillsboro in 1960 after graduating from Concordia College, where he earned a total of 11 varsity letters in football, basketball and baseball.
In addition to basketball, Beyer led Hillsboro baseball teams to the 1962 North Dakota American Legion state title and the Burros to Class B state high school championships in 1967-68.
He is a member of the North Dakota Sports Hall of Fame, the North Dakota High School Coaches Association Hall of Fame and the National High School Athletic Coaches Association Hall of Fame.

BISMARCK, N.D. (AP) – North Dakota’s Game and Fish Department is making 281 any-deer bow licenses available to out-of-state hunters this year.
The number of nonresident any-deer bow licenses available is 15 percent of the previous year’s mule deer gun license allocation. Game and Fish issued 1,875 antlered mule deer licenses in the 2015 deer gun license lottery.
The deadline for nonresidents to apply for an any-deer bow license is March 1. A lottery will be held if more applications are received than there are licenses available. Any remaining licenses after March 1 will be issued on a first-come, first-served basis.
WAHPETON, N.D. (AP) – A young bison from the Wahpeton Chahinkapa Zoo is serving as the mascot of the North Dakota State University football team.
The 60-inch, nearly 1,500-pound bison named Corso was set to be in Frisco, Texas, this weekend as the team competed in the Football Championship Subdivision title game.
Corso has lived at the zoo since the spring of 2013, when it was rescued shortly after becoming an orphan.
Zoo Director Kathy Diekman says she contacted the university to offer Corso as the mascot. Corso being an orphan made him a good candidate for the job. In another case, Diekman wouldn’t have allowed a baby animal to be taken from its mother.
Diekman says Corso has been specially trained to deal with the public rather than living in the herd.
NATIONAL FOOTBALL LEAGUE PLAYOFFS
MINNEAPOLIS (AP) – The Seattle Seahawks beat the Minnesota Vikings 10-9 on Sunday after Blair Walsh missed the potential game-winning field goal with 22 seconds left. The Seahawks got a touchdown and a field goal in the fourth quarter to take the lead. Vikings running back Adrian Peterson finished with just 45 yards rushing, and he fumbled in the fourth quarter to set up the Seattle field goal.
Aaron Rodgers threw for a pair of first-half touchdowns and the Packers also ran for two scores in a 35-18 win at Washington. Green Bay’s first venture into the end zone was when Rodgers was sacked for a safety early in the first quarter, helping the Skins take an eventual 11-0 lead. But he threw scoring passes to Randall Cobb and Davante Adams while the Packers were scoring the last 17 points of the first half to take a 17-11 lead.
Rodgers was 21 of 36 for 210 yards and no interceptions for the Packers, who take on the Cardinals in Arizona next weekend.

Cory Schneider made 17 saves for the Devils, who snapped a three-game losing streak. Darcy Kuemper stopped 15 shots in his return from a concussion for the Wild.

Tom Coughlin (KAHF’-lihn) may not be done coaching in the NFL. According to two people familiar with the team’s plans the Eagles will interview Coughlin for their coaching vacancy on Monday. Coughlin is a two-time Super Bowl champion who stepped down last week after 12 seasons with the New York Giants. He previously coached Jacksonville from 1995-2002.
Buffalo Bills coach Rex Ryan has hired his twin brother to become a member of his staff. Rob Ryan will serve as assistant head coach with a specific responsibility for defense. Rob Ryan was fired as the New Orleans Saints’ defensive coordinator in mid-November with the team ranking last in the NHL in yards and points allowed.
NBA…
NEW YORK (AP) – The Brooklyn Nets have fired coach Lionel Hollins and reassigned general manager Billy King in the midst of the team’s worst season since moving from New Jersey. The Nets say that assistant Tony Brown will serve as the interim head coach, and the GM position will remain open until a replacement is hired.
The Nets have lost four in a row overall and nine straight at home. The Nets are 10-27 this season after making the playoffs every year since relocating for the 2012-13 season.
GOLF….
KAPALUA, Hawaii (AP) – Jordan Spieth (speeth) has joined Ernie Els as the only players in PGA Tour history to finish a 72-hole event at 30 under or lower.
Spieth cruised to an eight-shot victory over Patrick Reed at the Hyundai Tournament of Champions in Hawaii, finishing at 30 under. It comes 13 years after Els won at Kapalua with a record 31 under.
Spieth closed with a 6-under 67 that included five birdies and no bogeys over his final 10 holes. His lead shrunk to three strokes with a bogey on the par-3 eighth hole, but he immediately followed that with consecutive birdies to move five ahead of Reed.
Spieth joined Tiger Woods as the only players to record at least seven wins before his 23rd birthday since complete records began in 1970.
In world and national news…
WASHINGTON (AP) – The level of clout of the nation’s labor movement could be at stake in a case before the Supreme Court. Oral arguments are today in a dispute over public-sector union fees that could also sap the finances of organized labor. The case challenges the right of public-employee unions to collect fees from teachers, firefighters and other government workers who choose not to be members.
BALTIMORE (AP) – The Baltimore police van driver who transported Freddie Gray to the police station where he arrived critically injured and unresponsive goes on trial today for second-degree murder. Caesar Goodson is the only one of six officers charged in Gray’s death not to speak to investigators and there is anticipation of hearing his defense. Gray, a young black man, died in April a week after he broke his neck while in custody.
LONDON (AP) – Tributes are pouring in from everywhere following the death of David Bowie, the man who broke barriers and remained a pop music icon for half a century. Bowie’s son, director Duncan Jones, posted a picture of his smiling father, with the line, “Very sorry and sad to say it’s true. I’ll be offline for a while. Love to all.” Bowie died of cancer Sunday. He was 69.
NEW YORK (AP) – A trial begins in New York today that’s one of six aimed at narrowing legal issues in lawsuits affecting more than 1,000 people with claims against General Motors over faulty ignition switches. The trials will begin with the claims of Robert Scheuer, of Tulsa. His lawyer says a defective ignition switch prevented air bags from deploying in a crash. GM says the air bags weren’t designed to deploy the way the car struck the ground before landing among trees.
STOCKHOLM (AP) – Swedish police are denying that they tried to cover anything up but admit they should have been more forthcoming about widespread sexual assaults at a music festival in Stockholm last summer. Police hadn’t mentioned the incidents until a newspaper did in its report on New Year’s Eve assaults in Germany. A Stockholm police spokesman confirms there were “a large number” of sexual assaults and that scores of men were detained.
