LAMOURE, N.D. (AP) – One person is dead and another injured after a crash in LaMoure.

The Highway Patrol says a pickup truck traveling at a high speed went off a street and struck a tree about 3:15 a.m. Friday.

A male passenger was pronounced dead at the Oakes hospital. The male driver was injured and arrested for driving under the influence.

The patrol did not immediately identify either person.

 

Bismarck (CSi) The State Aeronautics Commission’s monthly report shows that airline boardings in North Dakota finished 2015 with a five percent decrease from the all-time record in 2014.

Jamestown Regional Airport boardings in December of 2015 were 936, a monthly record, compared to 639 in December of 2014, an increase of 46 perecent.

In November of 2015 there 763 boardings in Jamestown.

Jamestown Regional Airport Authority Chairman Jim Boyd says the accomplishment is due to the support of travel Agents, SkyWest Airlines/staff, Airport Staff, and air travelers.

 

Jamestown (CSi) Estimated costs for curbside recycling in Jamestown are under review.

Numbers used in the calculation were found to be inaccurate.

The information was discussed at a meeting Thursday with Brent Erickson, civil engineer for HDR Engineering, Dan Buchanan, city councilman, City Administrator Jeff Fuchs and the Jamestown Area Chamber of Commerce City Beautification Committee. The Chamber City Beautification Committee has been advocating for recycling in Jamestown for about six years, according to member Joan Morris.

HDR Engineering had projected costs of curbside recycling at $11 to $13 per month for residential users during a November 24, 2015 City Council Public Works Committee meeting. Erickson said Thursday those figures are not accurate. The projected cost was in addition to the current solid waste utility fee of $13.10 per month charged to residential customers.

Erickson says the figure of 4,900 tons of garbage that could be annually diverted from the landfill by recycling was in error.

Erickson said the higher costs came from a combination of commercial and residential solid waste costs rather than using only residential costs. He did not say those figures were in error but said the numbers were “refined” as the study went on.

HDR Engineering is performing a study of the entire solid waste collection and disposal system.

Erickson said the report will include accurate costs for the City Council to consider.

 

 Jamestown (CSi) The James River Valley Library System Board of Directors has announced that lights in the children’s library will be replaced by February.

The board also announced a shelving project in the children’s library and the replacement of library Director Joe Rector’s office door is underway.

 Rector also said he is waiting to hear back from Elizabeth Meed, architect from JLG Architects based in Fargo, about other renovations, including recarpeting the library and updating wall coverings.

In other business, the board is also working with OBS Inc., an Ohio company that builds speciality vehicles, to confirm the final cost of the bookmobile.

The board previously approved a bid in November from OBS Inc. for $230,860 to build a bookmobile, but is tailoring the bid to fit specific needs for Alfred Dickey Library, such as door placement and air brakes on the bookmobile.

Rector said the final price of the bookmobile will be confirmed by next month’s meeting, which is scheduled for 4:30 p.m. Feb. 22 in the basement of Alfred Dickey Library.

 

Jamestown (CSi) The Spiritwood Energy Park Association (SEPA) Board of Directors anticipates SEPA will about break even in 2016. The projections are based on projected revenues of $1.17 million and projected expenses of $1.14 million and was discussed at the board meeting Thursday.

SEPA had a loss of $16,000 in 2015 based on revenues and expenses of about $1 million.

SEPA is a partnership of the Jamestown/Stutsman Development Corp. and Great River Energy and operates a rail loop and an industrial park in Spiritwood Township.

 JSDC,  CEO Connie Ova reviewed some potential tenants for the industrial park all of which are in the early stages of discussion.

　

Carrington (CSi) A vote on Feburary 16, 2016 will decide if a plan will be approved or not, that will replace Carrington’s current elementary school.

The planned facility will be about 73,000 square feet, and includes a cafeteria, multi-use gym, and locker room and the cost is estimated to be around $23.5 million.

Additional public informational meetings will be held in the future to field questions and get more about the project.

 

BISMARCK, N.D. (AP) – Authorities say a 16-year-old boy is in custody on suspicion of threatening to shoot up the library at Bismarck State College.
 
     Bismarck police say the threat posted on Twitter was deemed credible, and it prompted officials to put the school on lockdown just before 11:30 a.m. Thursday. A person saw the tweet and reported it to the FBI.
 
     Bismarck police say they identified a suspect, and a trooper from the North Dakota Highway Patrol stopped him around 4 p.m. on U.S. Highway 83.
 
     Police say no one was injured and everyone is safe at this time.
 
     The school canceled its remaining Thursday afternoon and night classes as officers continued investigating. The school has nearly 4,100 students and is the third-largest college in the state university system.

 

WATFORD CITY, N.D. (AP) – The Highway Patrol has identified an Idaho man who died in a crash on a frosty highway in the western North Dakota oil patch.
 
     Authorities say 26-year-old Ethan Connell, from Wendell, Idaho, lost control of the car he was driving on U.S. Highway 85 in McKenzie County Wednesday morning. His car drifted into the wrong lane and was struck by an oncoming pickup truck.
 
     The Tioga man driving the pickup truck suffered undisclosed injuries.

 

Bismarck (CSi) Two tickets in North Dakota won significant cash prizes in the Powerball drawing Wednesday night.

One ticket sold at the Cenex, 24 Northern Pacific Ave., Turtle Lake, N.D., is worth $100,000, according to the North Dakota Lottery. The player purchased the $1 extra per play, multiplying the winnings by 2. The base prize was $50,000.

A $50,000 Powerball ticket was sold at Hugo’s, 155 E. 12th St., Grafton. The winning ticket matched four white balls and the Powerball.

 

 MINOT, N.D. (AP) – A man accused of firing at least eight bullets into a vehicle in Minot has pleaded guilty in a deal with prosecutors and been sentenced.
 
     Thirty-three-year-old DeAlvis Harris will serve a little less than two years in prison for aggravated assault and reckless endangerment.
 
     He could have faced up to 21 years in prison had he been convicted on all of the charges against him.
 
     Authorities said Harris fired at the car on a residential road as it fled the scene of an altercation on Sept. 23, wounding two men inside the vehicle.

 

DEVILS LAKE, N.D. (AP) – A Grand Forks man accused in a fatal boat crash on Devils Lake has pleaded guilty in a deal with prosecutors.
 
     Court documents show 54-year-old Thomas Burns pleaded guilty Thursday to felony manslaughter, three counts of felony reckless endangerment and misdemeanor boating under the influence.
 
     Authorities say Burns was drunk last Aug. 9 when a boat he was operating on Devils Lake struck a tree about 30 yards from shore while traveling at more than 30 mph. The crash killed 26-year-old April Stenger, of Detroit Lakes, Minnesota, and injured three other passengers.
 
     A sentencing date was not immediately scheduled. Burns could face more than 25 years in prison, but prosecutor Lonnie Olson tells KZZY radio that the plea deal calls for Burns to serve two years. A judge must approve.
    

 

 BISMARCK, N.D. (AP) – A man accused of dealing large quantities of methamphetamine in western North Dakota says he will plead guilty in federal court.
 
     Clayton Sawyer, of Bismarck, is charged with conspiracy to distribute and possession with intent to distribute meth. He was arrested in October.
 
     Authorities say the ring involved at least 500 grams of drugs, most of which was transported from Idaho and distributed in Bismarck, Williston and Minot.
 
     Sawyer faces a maximum penalty of life in prison and a minimum term of 10 years. A sentencing hearing has not been scheduled.
 
     A federal public defender could not be reached for comment.

 

 FARGO, N.D. (AP) – Fargo philanthropist and one-time Microsoft Corp. executive Doug Burgum wants the Republican bid for North Dakota governor.
 
     The 59-year-old Burgum is a longtime Republican supporter and there was speculation he might run as an independent rather than take on Attorney General Wayne Stenehjem, who’s also seeking the GOP endorsement for governor.
 
     Burgum says he’ll go to the GOP convention but doesn’t expect to win the party’s endorsement. He says he’ll still run in the June primary if that happens.
 
     That would not be unprecedented.
 
     Rep. Kevin Cramer, who holds North Dakota’s lone U.S. House seat, snubbed the Republican state convention 2012 and allowed five rivals to fight it out for the endorsement. Cramer beat Brian Kalk in the primary.
 

 

GRAND FORKS, N.D. (AP) – A new leader is at the helm of the University of North Dakota, for a little while.
 
     Former North Dakota Gov. and U.S. Agriculture Secretary Ed Schafer began serving as the school’s interim president Friday.
 
     Schafer will serve until a successor is named to former President Robert Kelley, who retired Thursday after nearly seven years at the school.
 
     More than three dozen people have applied to succeed him. A search committee will whittle the field of candidates to 2-4 finalists and the state Board of Higher Education will make the final decision.
 
     Schafer was governor from 1992-2000. He was the federal agriculture secretary from 2008-2009. The UND alum was a businessman before he became governor, working at a household products business founded by his father.

 

SIOUX FALLS, S.D. (AP) – This year’s winter wheat crop in the Dakotas is smaller than the previous year’s.
 
     The Agriculture Department estimates South Dakota’s crop at 1.1 million acres, down from 1.4 million acres.
 
     North Dakota’s crop is projected at 190,000 acres, down slightly from 200,000. Winter wheat is a minor crop in North Dakota, where spring wheat and durum wheat dominate.
 
     Winter wheat is seeded and emerges in the fall, goes dormant over winter, begins growing again in the spring and is harvested in the summer.
 
     Nationally, this year’s crop is estimated at 36.6 million acres, down from 39.5 million.

 

 

BISMARCK, N.D. (AP) – Workshops are set around North Dakota on options that officials say could help landowners who want to enroll land in the federal Conservation Reserve Program.
 
     Officials with the state Game and Fish Department and the Pheasants Forever organization will talk about ways landowners can improve their chances of getting land accepted.
 
     Applications during the CRP signup period that runs through Feb. 26 will be ranked against others. Kevin Kading with Game and Fish says cost-share programs are available to help landowners with such things as a diverse grass mix that could help improve a ranking.
 
     The first workshops are Tuesday in Hettinger and Regent. Others will be held in coming weeks in Regent, Hazen, Ellendale, New Salem, Forman, Lisbon, Wahpeton, Devils Lake and Center. Details can be found at www.gf.nd.gov .

 

 BISMARCK, N.D. (AP) – The state’s congressional delegation says North Dakota State University is getting a more than $500,000 grant to better incorporate wind farms into the nation’s power grids.
 
     The delegation says the grant will help engineers make wind power transmission more reliable and stable by finding better ways to integrate it into the power grid.
 
     The grant from the National Science Foundation also will require the university conduct workshops and a summer camp on the subject.
 

 RIVERDALE, N.D. (AP) – Lake Sakakawea (suh-kah-kuh-WEE’-uh) has frozen over at one of the latest dates on record. The Corps of Engineers declared the Missouri River reservoir frozen on Wednesday. The latest freeze date for the lake was January 18, 2012.

Jamestown (CSi) University of Jamestown head football coach Josh Kittell has announced his coaching staff. Jason Challeen, Dan Smith and Travis Titus return to join newcomers Joey Blackmore, Carlton Littlejohn and Andrew Shirek.

All three new members of the Jimmie coaching staff have ties to North Dakota State which just won its fifth consecutive FCS championship.

Blackmore will serve as UJ defensive coordinator after serving as a defensive assistant for NDSU the past two seasons.

Littlejohn was a star linebacker for North Dakota State from 2011-14. A Minneapolis native, Littlejohn played in 59 of 61 possible games and made 43 starts as part of four straight Missouri Valley Football Conference and NCAA Division I FCS national championship teams.

Shirek has been a member of the North Dakota State strength and conditioning staff for three years. He also served as a strength and conditioning intern at the University of Montana for one year and a performance specialist intern at EXOS Athletes Performance Institute in Phoenix.

 

Sibley (CSi) The Barnes County Wildlife Federation annual Lake Ashtabula Fishing Derbywill be January 16, 2016, from noon to 3-p.m., near Sibley.

 GRAND FORKS, N.D. (AP) – The University of North Dakota has received 16 proposals to design a logo for the school’s new Fighting Hawks nickname. A committee will start reviewing the proposals Friday and eventually make a recommendation to interim UND President Ed Schafer.

UNDATED (AP) – The Cleveland Cavaliers are the last team to beat the Spurs in San Antonio, a 128-125 overtime game on March 12. The Spurs won the rematch on Thursday to extend their home winning streak to 32 games, including a 23-0 mark this season. The Spurs current winning streak is at 10.

The Warriors’ 116-98 win over the Lakers. Stephen (STEH’-fehn) Curry shot 8-for-16 from 3-point range and finished with 26 points as the Warriors bounced back from Wednesday’s two-point loss to Denver.
 
     Shaun Livingston had 17 points off the bench for the Warriors, who are 19-0 at home and 37-3 overall as they chase the NBA record for most victories in a season.

 MINNEAPOLIS (AP) – Left-hander Tommy Milone and the Minnesota Twins have agreed to a $4.5 million, one-year contract. He was 9-5 with a 3.92 ERA last year in 23 starts and one relief appearance. He made $2,775,000. Twins remaining in arbitration include Kevin Jepsen, Casey Fien, Eduardo Escobar, Eduardo Nunez and Trevor Plouffe.

     EDEN PRAIRIE, Minn. (AP) – Minnesota Vikings defensive end Everson Griffen has been selected as a replacement to the Pro Bowl. He will replace injured Houston Texans defensive end J.J. Watt. Watt has a groin injury that forced him out of Houston’s playoff game last weekend.
 
     EDEN PRAIRIE, Minn. (AP) – The Minnesota Vikings have hired former Miami Dolphins coach Tony Sparano to supervise their offensive line. The Vikings made the announcement two days after coach Mike Zimmer revealed his decision to fire offensive line coach Jeff Davidson. Sparano has been coaching in the NFL for 17 years. The Vikings will be his ninth organization.

The San Francisco 49ers have hired Chip Kelly as their new head coach, ending a search that began when the team fired Jim Tomsula (tahm-SOO’-lah) after this season. 

 PHILADELPHIA (AP) – A person with knowledge of the decision tells The Associated Press that Kansas City offensive coordinator Doug Pederson has accepted the Philadelphia Eagles’ offer to become their head coach.

 The New York Giants have confirmed that Ben McAdoo (MAK’-uh-doo) has been hired as head coach replacing Tom Coughlin, who stepped down a little more than a week ago after 12 seasons.

 A lawsuit filed by four Rams fans from St. Louis claims owner Stan Kroenke (KRAHN’-kee) and others lied about their desire to keep the team in St. Louis, violating Missouri law. The suit alleges that Kroenke and chief operating officer Kevin Demoff made false and misleading statements indicating the team had no intention to move. The suit also claims the Rams violated the law in connection with ticket and merchandise sales.

 

GOLF…

 HONOLULU (AP) – Vijay Singh (VEE’-jay sing) birdied his last two holes for a 7-under 63 and a share of the lead with four others in first-round play at the Sony Open in Honolulu. It was Singh’s best score in the tournament by two shots, and his lowest opening round in more than three years. It left him tied with Ricky Barnes, Morgan Hoffman, Kevin Kisner and Brandt Snedeker.

 

 COLLEGE FOOTBALL-MANNING AWARD…
 
 
     NEW ORLEANS (AP) – Clemson quarterback Deshaun Watson has been named the 2015 Manning Award winner as the nation’s top college quarterback. Watson passed for 4,104 yards and 35 touchdowns. He rushed for 1,105 yards and 12 TDs in leading the Tigers to the national championship game where they lost to Alabama.
 
     The award is named after former college and NFL star Archie Manning, as well as his quarterback playing sons, Peyton and Eli. Watson is the 12th winner.

   LONDON (AP) – A possible Olympic bribery investigation is gearing up. The International Olympic Committee says it has asked the World Anti-Doping Agency for transcripts from a report on doping and corruption in track and field that raises the possibility that $5 million in sponsorship money was paid to help Tokyo secure the games. A footnote to the report suggests that former IAAF president Lamine Diack dropped his support for Istanbul because Turkey refused to pay, and backed Tokyo after the Japanese did pay.

 NORTH CHARLESTON, S.C. (AP) – The relative civility between the top two GOP presidential contenders disappeared at last night’s debate, coming just two weeks ahead of the Iowa caucuses. Donald Trump and Ted Cruz’s fiery exchanges also overshadowed rivals still grappling for a way to overtake the front-runners. Trump questioned Cruz’s eligibility to be president while Cruz dismissed Trump’s “New York values.”
 
     FLINT, Mich. (AP) – Michigan Attorney General Bill Schuette has announced an investigation of Flint’s water crisis, calling it a “human tragedy in which families are struggling with even the most basic parts of daily life.” Schuette says he wants to see which, if any, state laws were violated. There’s also a federal probe. Gov. Rick Snyder has asked President Barack Obama for a major disaster declaration over the lead poisoning.
 
     MOGADISHU, Somalia (AP) – Islamic extremist rebels claim to have killed dozens of soldiers at an African Union base in southwestern Somalia. The troops are helping to fight extremists from the Al-Shabab group, which has ties to al-Qaida. The militants say they killed at least 63 Kenyan soldiers from the multinational force. The Kenyan military says the militants attacked Somali troops at the base.
 
     BERLIN (AP) – A new poll in Germany finds increasing concern that the influx of refugees could lead to more crime. But two-thirds of respondents to the poll conducted for public broadcaster ZDF say the New Year’s assaults in Cologne haven’t significantly changed their attitudes toward asylum and refugee issues. One third said it had.
