BISMARCK, N.D. (AP) – After a weekend of bone-chilling temperatures, the Dakotas are expected to emerge from the deep freeze as the week wears on.
Wind chills dropped into the minus-30s and minus-40s in some areas over the weekend, with high temperatures struggling to surpass zero.
But forecasters say the arctic high pressure system causing the bitter cold is moving east, with temperatures starting to climb Monday as warmer air starts coming in from the south.
The National Weather Service forecast shows that highs Tuesday and Wednesday could be in the 20s and 30s above zero in many areas.
Jamestown (CSi) Valley City officials have approved the language in a petition that allows a sponsoring committee to gather signatures to disband the Valley City Police Department.
City Auditor Avis Richter says the sponsoring committee needs to gather 465 valid signatures from Valley City residents before the proposed initiated city ordinance petition can be presented to the city commission for their approval to set up a citywide vote.
If the petition signatures are certified and approved by the City Commission, Valley City residents would vote to approve, or turn down, establishing a city Ordinance to revert the responsibilities of the Valley City Police Department to the Barnes County Sheriff.
The petition sponsoring committee includes Tony Drake, Lloyd Nelson and Bob Drake,
The city stopped its search for a new police chief due to the unknown outcome of this proposed petition.
Police Chief Fred Thompson will remain on the job until further notice. Last year he said he would resign to spend more time with his family in Nevada.
Jamestown (CSi) On Friday’s Wayne Byers Show on CSi Cable 2, North Dakota State Senator (D) John Grabinger announced his re-election.

His new release said that he “Promises to continue tackling the many infrastructure issues facing our state.”
He added that “It has been humbling and an incredible honor to serve as a Senator for the citizens of District 12.”
The news release states that, “I have the experience, the work ethic, and the desire that is needed to achieve the solutions to our problems, all the while putting the people of North Dakota first. I have enjoyed working with my colleagues on both sides of the aisle, including District 12 Representative (D) Jessica Haak, to help address concerns of District 12.”

Grabinger’s news release also said, that he has “Brought forward his efforts for common sense tax reduction for all citizens of North Dakota, and worked across the aisle to help victims of human trafficking…consistently supporting our veterans, our elderly, and received a top rating for his strong support of education.”
Grabinger has served the past two session in the state senate as a member of the Judiciary and Political Subdivisions Committees.
During the interim Grabinger serves on the Judiciary Committee, the Incarceration Issues Committee, and on Alternatives to Incarceration.
Before his was elected to the state senator, Grabinger served eight years on the Jamestown City Council.
On our show, Grabinger said the 2017 state legislature is anticipated to address issues of voter registration, sex offender registration laws, prison issues including recidivism rates of incarceration plus drug treatment facilities and programs.
He added that the legisature will address the downturn in oil tax revenues, due to reduced drilling in the state, noting that legislators in 2017 will be addressing budget “belt-tightening,” which will be of particular concern in the 2019 legislative session.
Jamestown (CSi) Stutsman County Assistant State’s Attorney Troy LeFevre will run for the Southeast District Court judge seat currently held by Judge Thomas Merrick, who announced earlier this month he won’t seek re-election.
LaFevre has been an Assistant State’s Attorney since 2006.
LeFevre says he was caught by surprise when Merrick sent a letter to the North Dakota Supreme Court on December 31st that he would not be seeking re-election to the Southeast District Court Number 7 District judgeship. Merrick said he will complete his term, which expires on Dec. 31.
LeFevre said he had no intent to run if Merrick was seeking re-election, adding that he decided to run for Merrick’s seat because he feels confident the District No. 7 judgeship will stay in Southeast District Court.
Candidates running in the primary election, in June this year, must submit a petition containing the signatures of at least 300 qualified North Dakota electors.

President Matt Opsahl, says, what would prevent same-day adoption is staff at the James River Humane Society. The shelter runs solely on volunteer power with the exception being the morning staff.
FARGO, N.D. (AP) – A dryer fire prompted the evacuation of a Fargo hotel.
Fire Department Battalion Chief Lee Soeth says smoke from the Monday morning fire was limited to the first floor of the Expressway Suites, but guests were evacuated for about 20 minutes as a precaution.
The small fire set off one sprinkler that quickly extinguished the flames. No injuries were reported. A damage estimate was not immediately available.
MINOT, N.D. (AP) – The former general manager of a Minot hotel has been charged with stealing more than $40,000 from the business over a two-year period.
Court records show that 67-year-old James Joseph Mello of Minot faces a charge of felony theft of property.
Officials are accusing Mello of embezzling money from the Grand Hotel by cashing checks received from ATM commissions and taking a portion of banquet gratuity bonuses meant for the hotel’s wait staff.
Minot police say a warrant was issued, and Mello turned himself on Jan. 12. Mello posted bond, and an initial court appearance is scheduled for Feb. 1.
Mello retired last May after 43 years with the Grand Hotel. He told the Associated Press he does not wish to comment on the charges.
MINOT, N.D. (AP) – An Idaho man accused of stabbing an Alaska man in the North Dakota oil patch is scheduled for trial in April.
Travis Barnes, of Post Falls, Idaho, has pleaded not guilty to a reduced charge of aggravated assault. He initially had faced an attempted murder charge in the alleged attack on 23-year-old John Daly, of Wasilla, Alaska.
Authorities allege Barnes stabbed Daly three times during an altercation in June 2015 at the White Earth Rodeo Grounds near Stanley. Barnes faces up to five years in prison if convicted at trial, which is set from April 25-27.
DEVILS LAKE, N.D. (AP) – A North Dakota district judge says he is stepping down after 30 years on the bench.
Northeast District Judge Lee Christofferson says he is retiring on Dec. 31. He took over the job in 1986 after Judge Douglas Heen retired.
Christofferson grew up in Bisbee. He was a social worker for about 10 years, including seven as a probation officer, before deciding to attend law school at Syracuse. He was admitted to the North Dakota bar in 1983.
There are 11 counties in the district, which is based in Devils Lake.
MINOT, N.D. (AP) – Neighbors of First Western Bank & Trust who are suing the city of Minot over its handling of the bank’s parking variances plan to continue the legal battle despite a judge’s recent decision to dismiss their reconsideration request.
The judge dismissed the neighbors’ case at the end of August and gave them 10 days to request a reconsideration of his decision. The residents filed a reconsideration request and the city also filed a response.
The judge on Jan. 4 signed an order to uphold his dismissal and deny the motion for reconsideration.
Resident Joe Schmidt says he and the other plaintiffs in the case plan to appeal to the North Dakota Supreme Court.
BISMARCK, N.D. (AP) – North Dakota health officials say residents should test their homes for radon, a leading cause of lung cancer among non-smokers.
Justin Otto is the Indoor Air Quality and Radon Program Coordinator for the North Dakota Department of Health. Otto says radon is a cancer-causing, naturally occurring radioactive gas that can’t be seen, smelled or tasted and is found throughout the soil in North Dakota.
Health officials say months with cold weather are a good time to test homes for radon. Otto says 63 percent of North Dakota homes have an elevated radon level. Mitigation systems can be installed to lower the level.
Otto says more than 21,000 people die every year in the U.S. due to radon-related illnesses.
He says state will provide radon testing kits at no charge.
BISMARCK, N.D. (AP) – Merchants in Bismarck are looking at ways of turning back a 32 percent jump in shoplifting in the North Dakota city.
Shoplifting in Bismarck has been on the rise for the past three years and hit a five-year high in 2015. Bismarck Police Department records show 601 reported instances of shoplifting in 2015, up from 456 in 2014.
Hey Ocean owner Michelle Kaufman has been operating her boutique specializing in unique clothing, accessories and gift items more than four years. She says shoplifting has been fairly consistent since she opened in 2011.
Bismarck police crime prevention officer Pat Renz says multiple factors could have contributed to the increase in shoplifting. One possibility is retailers are being more conscientious about detecting and apprehending shoplifters.
BISMARCK, N.D. (AP) – Real estate officials say farmers are becoming pickier when it comes to buying land in North Dakota. An area sales manager for Farmers National Company in Garretson, South Dakota tells the Bismarck Tribune that more farmers are only buying high-quality, high-producing land. Alan Butts with Pifer’s Auction and Realty says high-quality farmland remains in demand and the land market is still relatively strong in North Dakota. But he says lesser-quality farmland can be more difficult to sell.
BISMARCK, N.D. (AP) – A lottery game in the Dakotas and two other states is ending next month due to a drop in popularity.
The Wild Card 2 game will conduct its final draw on Feb. 24. Players will be able to purchase advance tickets up to the final date.
Winners must claim Wild Card 2 prizes within 180 days of the draw date.
The game was launched about a decade ago and has been played in North Dakota, South Dakota, Montana and Idaho.
South Dakota Lottery Executive Director Norm Lingle tells the Argus Leader newspaper that lottery games “have a life cycle,” and that it’s sometimes necessary to end a game when its popularity wanes to pave the way for new games.
BISMARCK, N.D. (AP) – Burleigh and Morton counties have seen their costs to host inmates from outside the area spike to near $1 million a year.
Burleigh County Sheriff Pat Heinert says the estimate excludes transportation costs to move the inmates.
Six years ago, Heinert scarcely used the $30,000 in his annual jail budget to house inmates outside Bismarck due to overcrowding, and he carried it over to the next year’s budget.
In 2012, Burleigh County began seeing a spike in population growth from people coming in from all over the country because of the energy industry,
Construction of the $82 million Burleigh Morton Detention Center is continuing, but it cannot receive inmates until spring 2017. Heinert estimates it will house 310 to 330 inmates when it opens.
MEDORA, N.D. (AP) – People spending Martin Luther King Jr. Day visiting Theodore Roosevelt National Park in western North Dakota don’t have to pay entrance or camping fees.
The holiday is one of 16 days this year during which the National Park Service will waive entrance fees at parks.
Theodore Roosevelt National Park Interpretation Chief Eileen Andes says winter is a good time to visit the park. She says it’s quiet and there are good opportunities for wildlife watching and photography.

Jamestown (CSi-UJ) University of Jamestown head coach Dean Stork announces the signing of goaltender Tyson Brouwer, forward Eric Buckley, and defenseman Justin Meier, who will join the Jimmies in the 2016-17 season. All three are currently playing with the Kimberley (B.C.) Dynamiters of the Kootenay International Junior League.
Brouwer, a 5’11”, 172 pound goaltender from Lethbridge, Alberta, and is in his third season with the Dynamiters. This season Tyson is 24-4-0 with a 1.98 goals against average and five shutouts.
“Tyson’s best attribute is his maturity and character on the ice, as he is a natural born leader,” said Stork. “Not only does he lead by example, but he has backstopped Kimberley to KIJHL championships.”
Buckley, a 5’9″, 165 pound left wing from Penticton, British Columbia, is in his fourth full season with the Dynamiters. He leads the team in scoring with 55 points (19 goals, 36 assists) and is second in the KIJHL in scoring.
“Eric is a fierce competitor with great offensive instincts and hands around the net,” said Stork. “He’s a great net front player and an agitator in the corners.”
Justin Meier is a 6’0″, 185 pound defenseman from Lethbridge, Alberta, in his first full season with Kimberley. He has registered nine goals and 16 assists in 38 games this season.
“Justin is a defenseman who can skate and push the pace offensively,” said Stork. “He is a hard hitter and a complete warrior on the ice. He will definitely be a hard defender to play against.”
“This is a great trio of outstanding hockey players to start this college hockey program. They all bring a winning tradition, leadership capabilities and excellence in the class room. I am very delighted to have them commit to the University of Jamestown.”

MINOT, N.D. (AP) – The fourth annual Polar Plunge in Minot has raised more than $11,000 for the North Dakota Special Olympics.
Nearly 50 participants braved below zero temperatures Saturday afternoon and jumped into an outdoor pool during the fundraiser outside the Sleep Inn in Minot. Reid Huttunen, director of development for Special Olympics North Dakota, says that’s the most participants the event has ever had and it was also the coldest Polar Plunge that he can remember.
Shane Moen of the Land O’Lakes grocery store in Minot won an award for the money raised, with a $1,300 donation. The Minot Police Department received an award for the most money raised by a law enforcement team, with a combined $3,300 donation.
Proceeds from the fundraiser will benefit athletes with disabilities across the state.

CHICAGO (AP) – Chicago Bulls center Joakim Noah (JOH’-keem NOH’-ah) may have played his final game of the season. The two-time All-Star faces surgery on his left shoulder, a procedure that has an estimated recovery period of four to six months.
The 30-year old is also in the final year of a five-year, $60 million contract and will become an unrestricted free agent after the season.
Noah was moved to a reserve role by new coach Fred Hoiberg this season and hasn’t had much success.

HONOLULU (AP) – Fabian Gomez has claimed his second PGA victory by capturing the Sony Open, beating Brandt Snedeker on the second playoff hole. Gomez closed an 8-under 62 with consecutive birdies and closed out the tournament with his 11th birdie of the day. ORLANDO, Fla. (AP) – Greg Norman is no longer part of the golf team for Fox Sports.
Golfweek Magazine and Golf.com reported Sunday night that the two-time major champion is being replaced for next year. Fox Sports last year started a 12-year contract with the USGA that includes the U.S. Open, U.S. Women’s Open and its other championships.
Norman did not immediately respond to a text from The Associated Press.
Golfweek cited network sources as saying that Norman and Fox split Friday and that an announcement was expected Monday.

MOUNT VERNON, Ohio (AP) – Police say a tip from the suspect’s ex-girlfriend helped lead to the arrest of a man in the death of a police officer found behind the municipal building in Danville, Ohio. Knox County Sheriff David Shaffer says in a statement that a woman called, saying that police officers in Danville were in danger, and that her ex-boyfriend, Herschel Ray Jones, had weapons and was looking to kill an officer.
PARIS (AP) – French President Francois Hollande (frahn-SWAH’ oh-LAWND’) has laid out plans for training half a million jobless workers, greater use of apprenticeships, and aid for companies that hire young workers as he declared “a state of economic and social emergency.” Hollande unveiled a 2-billion-euro plan to revive hiring and catch up with a fast-moving world economy. QUETTA, Pakistan (AP) – An anti-terrorism court in Pakistan has cleared former Pakistani president Pervez Musharraf (pur-VEHZ’ moo-SHAH’-ruhv) in a murder case stemming from a crackdown on separatist insurgents in Baluchistan province. One raid killed nationalist leader Akbar Bugti. Bugti’s counsel says he will appeal the verdict.
LONDON (AP) – There won’t be a binding vote but the British Parliament plans a three-hour debate today on a citizen call to ban U.S. presidential hopeful Donald Trump from the U.K. over his remarks about Muslims. More than 500,000 people have signed an online petition calling for the ban. Under British law, any online petition backed by 100,000 people is considered for parliamentary debate.
