Jamestown, ND (KCSi-T.V. News) — The Jamstown City Council’s Police, and Public Works Committees, met Thursday evening (Dec 20, 2012) at City Hall.
Council Member Gumke was not present.
With Police Committee business:
Discussion was held, relating to a weapons replacement policy for officers.
Police Chief Scott Edinger said, the weapons are purchased from the city through payroll deduction.
The Chief proposed Thursday a new written policy on the purchase and replacement will be based on manufacturers recommendations, every five years. He said the proposal is a safety issue, in changing weapons, under stress without appropriate training.
City Administrator Jeff Fuchs said upfronting the costs by the city is fairly costly to the city.
The Chief proposes purchasing weapons every five years, with certain limitations or exceptions.
Another option is continuing with payroll deductions, or have the officer pay for the weapon.
The committee voted to pass the information along to the City Council, without recommendation, pending review of the proposed policy as written by the Chief.
Discussion then concerned a new Police patch. The Chief said the current patch is generic with the state seal, and Edinger suggested a different, more geographical patch.
Mayor Andersen said the plan sounds “expensive.” Edinger said when the patch needs replacement the new look could be phased in, with two different styles of patch possible during the changeout…a two year period.
The Mayor had concerns with two styles in use concurrently relative to someone trying to impersonate an officer.
A compete switchover would cost about $1,200.
The committee voted to have local art students design the new patch, possibility as a contest for proposed designs.
Public Works Committee
The panel considered a proposal from CPS, Ltd. relating to the 2013 Annual Groundwater Quality Assessment.

A bid award recommendation was heard, relating to the Cold Storage Buildings (one for the Sanitation Department and one for the Street Department).
The City Engineer’s Office suggested re-bidding the project, due to the bids being hiring than estimated…about $100,000 over the estimate.
The committee recommends rejecting all bids, and re-bidding.
The committee considered truck quotes obtained for the Engineering Department.
The committee recommends purchasing a used truck from Dales –A-1,
at a cost of $3,490.
The committee recommends returning dollars to North Dakota Department of Emergency Services FEMA Project items in the amount of $9,908. The city was not entitled to the money.
An agreement letter from AE2S was reviewed, and recommended for approval , for the backwashing process at the Waste Water Treatment Plant.
Proposals were discussed relating to traffic engineering services, specifically for the replacement of 12 traffic signal controllers.
The city solicited firms to perform the work, in light of the business originally looked at, not being able to perform the work.
Phase One of the project is evaluation of existing equipment.
The committee recommends, the item be sent to the City Council without recommendation, pending like comparisons.
Discussion relating to Business Loop East Project…
Steve Windish with Ulteig explained the situtation on the project concerning work, in connection with the completion date, liquidated damages, and two items involved with the project contractor Sellend Brother.
Specifically the issue being countered is for the project work entailing an asphalt patch, and bypass pumping for the sanitary sewer system.
City Engineering Reed Schwartzkopf said the city and Sellend have been negotiating the costs. He said he feels the issue is at impasse, in his opinion.
Arbitration is possible, if the issue can not be settled though other negotiated means, which is recommended by Schwartzkopf.
The committee recommends reconfirming the original settlement by the city, and reviewed by Ulteig Engineering, before being sent to Sellend Brothers for consideration.
The committee discussed a request from Marvin Altendorf relating to guard rails, about 300 feet, being placed on the road leading to the business, at, or in the city limits. Schwartzkopf said in his opinion, the area is actually a long driveway, and the city would take ownership if it installs guard rails.
Schwartzkopf says a survey will be done as to where the road/driveway is relative to the section line between the city and township.

RTU Upgrades were discussed, concerning remote telemetry readings and was recommended for approval, with with AE2S.
The committee reviewed an Invoice from Midwest Curb Grinding, LLC
Technical Memo was recommended for approval with AE2S relating to Water Distribution System-Service to Aggregate Industries.
Quote tabulations – 2013 Hydrocarbons, and 2013 Chemicals were reviewed.

NEW TOWN, N.D. (AP) – A man who barricaded himself into a North Dakota home prompting the lockdown of several local schools is in police custody.
Michael Jason Smith came out of the house shortly before 10 a.m. Thursday.
Smith was wanted in Colorado on charges mostly dealing with narcotics. He was at a home in New Town when law enforcement officials arrived, and he barricaded himself in the home.
Schools in the community went on lockdown during the incident.
FBI spokesman Kyle Loven says Smith may now face charges in North Dakota and Colorado.
MINOT, N.D. (AP Dec 20, 2012) – Minot Public Schools have cancelled classes on Friday following rumors surrounding the Mayan calendar and concerns about student safety.
Superintendent Mark Vollmer announced that all classes and school-related activities will be cancelled on Friday, the day that ancient Mayans supposedly prophesized the end of the world.
Voller says the decision came after rumors began circulating last week that students were going to bring guns to school on Friday and a threat on the Minot Air Force Base on Thursday that prompted several schools to be locked down.
Vollmer says the school was not able to substantiate any of the gun rumors but many parents had already said they would not send their kids to school.
The more than 7,000 students will make up the day in March.
NEW TOWN, N.D. (AP) – Students from a North Dakota town with an understanding of the sorrow felt in Newtown, Conn., are making handmade sympathy cards for students in that city.
Students in New Town, N.D., are sending the cards this week to students at Sandy Hook Elementary School, where 20 children and six adults were killed by a gunman last week.
The North Dakota students shared a similar heartbreak and loss last month when a grandmother and three of her young grandchildren were shot to death in their home just a block from the city’s middle school.
The North Dakota students began crafting the cards on Wednesday while their schools were on lockdown due to a barricaded situation in a neighborhood near the city’s high school.
BISMARCK, N.D. (AP) – U.S. census data released Thursday shows North Dakota is the leading the nation in population growth and the state’s population is at an all-time high.
The Census Bureau’s data shows North Dakota’s population is pegged at 699,628 residents. That’s up almost 15,000 from last year.
Census data show North Dakota’s total population jumped 2.17 percent over the past year and it’s growing nearly three times faster than the national average.
Gov. Jack Dalrymple says he welcomes the growth in North Dakota, which had suffered decades of population decline. The state’s strong economy led by its booming oil patch has attracted thousands of new residents in the past few years.
The state’s population has increased by almost 67,000 residents from a decade low of 632,809 reported in 2003.
DICKINSON, N.D. (AP) – Officials say construction is about to start on a $20 million health care facility in Dickinson.
A groundbreaking ceremony was held Wednesday for Sanford Health’s project that will be located on the city’s west side.
Sanford calls the new facility a “super clinic.” It is set to open during the summer of 2014.
Sanford merged with Bismarck-based Medcenter One in July, boosting the health system to more than 1,200 physicians and 25,000 employees in seven states. Sanford is based in Fargo and Sioux Falls, S.D.
Sanford Health says it will invest $200 million over the next 10 years on health care services in the Bismarck-Mandan are and throughout western North Dakota.

DES MOINES, Iowa (AP) – The snowstorm that is crawling slowly across the Midwest has led to a 25-vehicle pileup in Iowa that killed one person. Police say drivers were blinded by blowing snow and didn’t see vehicles that had slowed or stopped on Interstate 80. Drivers throughout the Plains and Midwest are hampered by heavy snow and strong winds that combined for blizzard conditions in areas from Kansas to Wisconsin.
NEWTOWN, Conn. (AP) – It’s another day of funerals in Newtown, Conn., and other communities that were home to victims of last week’s school shooting. A church in Newtown’s Main Street was filled to capacity for today’s funeral of Benjamin Wheeler. Scores of mourners who couldn’t get in were milling about outside. And in downtown Danbury, mourners filled a church for a memorial service for teacher Lauren Rousseau — remembered as a spirited, hard-working, good-natured young woman who loved children and animals.
WASHINGTON (AP) – Vice President Joe Biden says the Obama administration is “absolutely committed” to curbing gun violence in the United States and will push to tighten gun laws in response to last week’s schoolhouse massacre in Connecticut. Biden is a longtime gun control advocate. He’s overseeing the response to Friday’s killing of 20 schoolchildren and six adults in Newtown, Conn.
WASHINGTON (AP) – Hopes are fading for a pre-Christmas deal between President Barack Obama and House Speaker John Boehner (BAY’-nur) that would avert the “fiscal cliff” of tax hikes and spending cuts. Republicans in the House are moving ahead with a bill that would raise taxes on people earning more than $1 million a year, though it would face a White House veto. Senate Majority Leader Harry Reid says lawmakers will return to the Capitol after the holiday to try again.
WASHINGTON (AP) – The White House is reacting for the first time to a report from a high-level panel that looked into the attack in Benghazi, Libya in which four Americans died. Spokesman Jay Carney says what happened was “clearly unacceptable,” and problems need to be fixed. The report said management failures at the State Department led to insufficient security at the consulate. A top State Department official told lawmakers today that Secretary of State Hillary Rodham Clinton is putting into place 29 recommendations from the review board.
